*가치판단보다는 이들의 멘탈리티 자체에 초점을 두며 서술하려고 노력했습니다. 잘 알지 못하는 부분도 있으니 지적 환영합니다. 간단하게 요약하면, 사회 진보에 반대하지는 않으나 인위적인 개입을 통해 원하는 결과를 만들어 낼 수 있다는 가정에 대하여 회의적이다. 사회 진보에 반대하지 않는다는 점에서 반동주의(reactionary)와 구분되고, 즉각적인 변화를 이끌어내기 위해 폭력적인 수단까지 불사하지 않는다는 점에서 급진주의자(radical)와 구분된다. 반동주의자와 급진주의자는 일반적으로 민주사회에서 받아들여지기 힘들다는 점을 고려하면, 현 사회에서 보수주의자가 민주주의 사회에서 대립하는 주된 대상은 진보주의자(progressive)이다. 보수주의가 진보주의에 대해 갖는 주된 사상적 차이는 인간 이성에 대한 회의주의이다. 그들은 사회가 강력한 정책 발의(initiative)를 통해서 사회를 개선할 능력을 갖고 있음을 신뢰하지 않기 때문에 현상을 지지한다. 그것은 그들이 생각하기에 현재의 현상이 바람직하기 때문이 아니라 현상이 이 순간 성취 가능한 가장 최선의 것이라고 생각하기 때문이다. 보수주의자들은 변화를 거부하는 것이 아니라, 변화가 더 나은 결과를 가져올 것인가에 대해 회의적이기 때문에 체제의 느리고 피상적인 변경을 지지한다. 그들은 현존하는 제도의 본질적인 가치를 바라보는 면이 있으며, 변화를 추구하는 데 적극적이지 않다. 반면 보수주의는 체제를 위협하는 자들로부터 체제를 방어하는 데는 적극적인 태도를 보인다. 한편 보수주의가 갖는 인간 이성에 대한 회의주의는 사람이 본질적으로 이성을 통해 스스로를 개선할 수 없다는, 즉 인간은 선하지 않다는 가정으로도 이어진다. 따라서 보수주의는 인간성을 불신하고, 나아가 어떤 문제에 대한 해결책에 대해 권위주의적인 통제를 선호하기도 한다. 가령 범죄자에 대해 진보주의는 범죄자의 교화와 사회로의 재통합에 대해 강조하지만 보수주의는 엄격한 처벌과 범죄자의 격리에 대해 더 방점을 둔다. 1. 반공주의 우파 해방 전후 한반도는 좌우파의 극렬한 사상적 대립의 장이었고, 국제적으로도 냉전의 최전선 중 하나였다. 민간인 사망자 백만 명 이상, 군인 사망자 25만 이상을 낸 한국전쟁을 통해 현재의 대한민국이 성립된 만큼 한국이 극렬한 반공주의를 띤 것은 자연스럽다. 한국전쟁은 어마어마한 인적, 물적 피해를 양산했지만 결과적으로 좌우파가 헤쳐 모일 수 있도록 하기도 했다. 이를 통해 현재 한국 보수의 가장 큰 파이를 차지하는 반공주의 우파 세력이 형성되었다. 이들은 자유민주주의와 한미동맹이 대한민국을 지탱하는 핵심적인 두 기둥이라고 생각하며, 6.25 전쟁을 체제 수호로서의 전쟁으로 인식하고, 북한과의 유화정책을 체제를 위협하는 자들(주적)과의 타협이라고 생각한다. 하지만 여기서 그들이 생각하는 자유민주주의는 엄밀한 사상적 의미에서의 자유민주주의라기보다는 "非공산주의"로서의 민주주의이다. 따라서 때로는 반공을 국시로 삼고 민주주의를 탄압했던 군부독재 정권에 대해 친화적인 태도를 보이기도 한다. 그래서 이들이 가진 親군부적인 태도는 때때로 반동주의적 모습을 드러낼 때도 있다. 이들은 북한과의 대화나 협상에 의해 얻어지는 평화는 불안정하며, 안보는 오직 지속적인 국방비 투자를 통한 군사력 우위를 통해 만들어진다고 생각한다. 또한 대외정책에 있어 동북아 균형자론이나 중립외교와 같은 반미적인 태도가 한미동맹을 위협할 수 있다고 생각하기 때문에 반대한다. 추가적으로 이들에게 북핵은 단순한 무기가 아닌 체제를 위협하는 무기이기 때문에 안보적으로 관리해야 하는 첫 번째 의제이며, 햇볕정책은 북한에 대한 유화적인 태도뿐만 아니라 고난의 행군으로 사망 직전이었던 북한에게 호흡기를 달아준 행동이라고 생각하기 때문에 반공주의의 목적을 달성할 수 있었던 시기를 놓쳤다고 인식한다. 이들이 가지는 북한에 대한 격렬한 반감은 때때로 김정은 정권을 쳐서 없애야 한다는 급진적(radical)인 면모도 띤다. 중국에 대해서는 매우 적대적인데 북한의 후원자로서의 중국, 동북아에서 한미동맹으로 얻을 수 있는 안보의 최대 위협으로서의 중국, 진보 정권이 미국의 대체제로서 택할 수 있는 중국, 소련이 몰락한 지금 공산권의 최강대국 중국이라는 네 가지 측면에서 반공주의 우파가 중국을 호의적으로 평가할 구석은 없다고 봐도 좋다. 다만 보다 완화된 입장의 경우, 중국이 한국의 최대 수출국이라는 현실적인 측면을 고려하여 현실적으로 중국에 대한 공개적인 적대를 표명하지 않는 수준에 그치기도 한다. 일본에 대한 입장은 애매한데, 한국은 진보/보수를 가리지 않고 반일 민족주의가 언제나 다수파였다. 대한민국은 일제 강점기와 한국전쟁 기간을 통해 반일·반공이라는 국가 정체성을 구축했기 때문이다. 그나마 이들이 일본에게 가지는 호의적인 구석이란, 그들이 동아시아에서 한국과 함께 미국과 서브 파트너로서의 위치를 부여받고 있다는 점뿐이다. 하지만 이들에게 체제 수호의 핵심 중 하나인 이승만이 (대외적으로는 역대 정권 중 가장 반일적이었으나) 친일파를 기용했다는 점 때문에 친일파에 대해서는 미묘한 태도를 갖고 있다. (이후 뉴라이트에서 추가서술) 소련의 해체 이후 냉전기에서 탈냉전 시기로 이행하면서 반공주의가 희석되고, 이데올로기적 대립이 줄어들면서 반공주의 우파 세력은 종종 시대착오적인 세력처럼 인식되기도 한다. 하지만 이들은 여전히 전체 보수우파의 가장 큰 집단이며, 천안함 폭침 사건과 연평도 포격 사태, 북한 핵실험 등의 대북도발로 인해 많은 국민들이 이들의 모든 주장에 동의하지는 않더라도 몇몇 지점에서는 많은 공감대를 이루고 있는 것도 사실이다. -주요 관심사 : 북한, 중국, 국방, 외교 등 2. 시장주의 우파 엄격한 의미의 시장주의 우파는 한국에서 한 줌도 되지 않는다. 한국은 삼백산업 육성, 경제 발전 5개년 계획부터 대일청구권 등에서 알 수 있듯이 정부에 의한 관치경제, 관치금융이 강한 나라였고 정부의 시장에 대한 개입을 불신하는 자유시장주의는 좌우 모두 자리잡지 못했다. 한편 한국의 경제성장 과정을 살펴보면 정부는 몇몇 기업을 선정해 특혜와 지원을 밀어줌으로써 빠른 성장을 달성할 수 있었지만, 재벌이라는 그림자를 드리웠으며, 다른 나라가 150년 걸리는 경제성장을 50년 만에 해치우다 보니 노동법의 미비에 따른 노사분규 등도 압축적으로 경험해야 했다. 이 과정 속에서 한국의 시장주의 우파는 대략 뭉뚱그려서 다음과 같은 속성을 띤다. 작은 정부 지향, 정부규제 철폐, 감세, 친기업, 반노조, 자유무역, 세계화 등이 그것이다. 하지만 시장주의 우파라고 해서 이들 모두를 주장하는 것도 아니고 언제나 이런 방향으로 진행해야 한다고 주장하는 것도 아니다. 이 현상을 이해하기 위해서는 '이론적인' 시장주의 우파와 '실제' 시장주의 우파를 분리해서 접근하는 태도가 필요하다. 이론적으로 보수주의 경제학은 대체로 다음과 같은 이론들에 기초한다. -시장에서 독점/과점은 점유율에 따라 결정되는 것이 아니라 진입 장벽의 여부에 따라 결정된다. -기업에게 부과하는 세금은 정확히 누가 지불하는지 애매할 뿐만 아니라(법인세 귀착 문제), 개인/기업이 비효율적인 결정을 내리도록 한다. (법인세의 실질세율 문제-마틴 펠드스타인) -시장에서의 적절한 가격(임금)은 시장참여자의 정보와 협상력에 의해 결정된다. 균형은 즉시 일어나지 않고 동태적으로 결정된다. (루카스 비판) -가격(임금) 통제를 실시하더라도 그 수요를 보장할 수 없다. -정부가 취할 수 있는 재정정책은 총수요에 대한 미세조정을 할 수 없다. (합리적 기대) 이에 따라 다음과 같은 정책들을 주장한다. -정부의 역할은 시장 참여자들이 올바른 정보를 교환하도록 돕는 데 있다. -지나친 세금은 시장 참여자들의 인센티브를 왜곡한다. 따라서 왜곡이 심한 조세제도를 재편성할 필요가 있다. -노조는 노동자들의 교섭을 독점하며, 非노조 노동자들에 대한 진입장벽을 구성한다. 따라서 이들의 협상력은 과대대표되고 있으며, 기업의 생산성을 악화시킨다. -자유무역은 양국 모두에게 호혜적이며 각자가 잘하는 것에 집중할 수 있도록 해 준다. 일단 이들을 위한 변론을 먼저 하자면, 이런 보수주의 경제학은 흔히 말하는 '신자유주의'와는 거리가 있다. 신자유주의(neoliberalism)는 경제학적으로 실체가 없는 학파이다. 거시경제학의 주요 학파는 케인즈주의 등의 신고전학파 종합, 통화주의, 새고전학파, 새케인즈학파, 실물경기변동이론(RBC) 등이 있으나 신자유주의는 없다. 또한 자신을 신자유주의라고 자처하는 경제학자도 없으며 일반적으로 신자유주의 경제학자로 분류되는 경제학자들(프리드먼, 하이에크 등) 사이에서도 이론적 통일성도 없고, 세부적 아이디어에서 신자유주의와는 거리가 멀다. 마지막으로 이런 거시경제학파들은 이론적으로 서로 대립하기도 하였지만 방법론적으로 상호보완적인 관계를 주로 취해 왔다. 반면 그렇다고 '실제 한국에 존재하는' 시장주의 우파가 이론적인 시장주의와 동일하다는 주장도 역시 참이 아니다. 좌우를 가리지 않고 경제학의 조심스러운 제안들은 교조적이고 급진적인 정책적 아젠다로 변화한다. 예컨대 레이거노믹스의 기초를 만들었던 공급주의 경제학의 경우, 높은 법인세가 혁신을 가로막는다는 마틴 펠드스타인의 조심스러운 주장을 감세를 통해 세수를 늘리고 더 나아가 경제성장을 할 수 있다는 아서 래퍼의 급진적인 아이디어로 변화시켰다. 비슷하게 한국의 시장주의 우파는 친시장≠친기업이라는 사실을 이해하지 못하고, 지나치게 기업의 이익을 대변하는 데 열을 올린다. 기업에 대한 규제는 모두 잘못된 것이며, 노조에 반대한다. 또한 정부의 비효율을 지적하며 세금을 줄일 것을 요구한다. 반대로 현재 거시경제학의 컨센서스에서 정부가 인위적으로 개입해야 할 상황도 있으며, 시장 질서를 회복하기 위해 반기업적인 규제도 필요함을 인정하지 못할 때가 많다. 그래서 이들의 가장 큰 특징을 정리하자면 이데올로기적이지 않다는 것이다. 왜냐하면 이들은 당파적이기 때문이다. 한국의 시장주의 우파는 이론적인 뒷받침이 강하지 않다. 그리고 그들에 대한 신자유주의라는 비판도 이론적으로 허술한 것은 마찬가지다. 그렇다면 무엇이 중요할까? 그들에게 정책에 대한 찬반은 '정책의 내용'보다는 '누가 이 정책을 추진했는지'에 따라 결정되는 것 같다. 이들은 이명박이 추진했던 정부 주도하의 확장적 재정정책, 박근혜 정부의 최저임금 상승에는 적극적으로 비판하지 못하면서 동시에 문재인의 최저임금 상승률과 적극적 재정지출에는 곧 나라가 망할 것처럼 반대한다. 물론 그 반대편도 동일한 당파적 논리에 따르기는 마찬가지다. 이론적 일관성 없이 당파적 이익에 찬반을 결정하는 그들의 태도 때문에, 이들의 불만은 종종 어떤 정권이 와도 해결할 수 없는 문제들에 대한 투정으로 치부되기도 한다.
