며칠 전에 문재인 정권에 대한 평가에 대해 [역대급 갈라치기 정부]라는 말이 나왔다. 역대급 갈라치기 정부? 내 체감은 분명히 그게 맞는 것 같다. 요즘만큼 이렇게 한 시민이 가진 부수적인 속성들이 해체되어 하나하나 다 갈등의 소재가 되는 시기는 없는 것 같다. 남과 여, 자영업자와 근로소득자, 다주택자와 무주택자, 임대사업자와 세입자까지. 심지어 예전 한국의 고질적인 갈등이었던 지역갈등은 상대적으로 이런 이슈에 비해 뒤로 한 발 물러선 것처럼 보인다. 정확히는 영남과 호남간의 갈등이 주가 되었던 지역갈등이 수도권과 비수도권으로 전선이 재편되면서 생긴 착시로 정치적인 스탠스에서 차이가 심했던 영·호남이 이젠 비수도권이라는 하나의 전선에 묶이게 된 것처럼 보인다. 그런데 이게 정부 때문인가? 그렇다고 단정짓기는 이른 것 같다. 사회가 갈등이 심해짐에 따라 정부가 택하는 정책이 그들 중 어느 하나를 지원하는 것처럼 (반대편에서 보기엔 정부가 자신들을 공격하는 것처럼) 느끼게 된 건지, 아니면 정부가 직접적으로 갈등을 조장하고 있는 건지 판단하는 것은 어렵기 때문이다. 실제로 정권이 취한 대부분의 정책을 돌이켜보면, 무언가 명시적으로 정부가 직접적으로 갈등을 조장하고 있다고 판단하기엔 이르다. 예를 들어 성별갈등에서 주로 얘기되는 성인지감수성 판결은 엄밀히 말하면 정권과는 상관없는 대법원의 판결이고, 남성의 데이트 폭력, 스토킹 범죄, 반대로 여성에 의한 성폭력 무고죄 같은 경우 현 정권 이전부터 문제가 되어 왔던 것이다. 그럼에도 왜 나는 갈등이 심해졌다고 느끼는가? 하나는, 정치적 갈등이 다른 갈등으로 옮겨붙는 모양새 때문이다. 역설적이지만 정치적 갈등이 다른 가치의 판단 기준이 되는 것처럼 보인다. 보통은 어떤 시민들은 경제적으로나, 역사관으로 보나, 외교적으로나 각자 자신의 가치가 있기 마련이고, 여러 가치관을 종합하여 자신이 선택할 수 있는 최선의 정치적 후보를 선택하기 마련이다. 하지만 반대로 지금은 내가 어떤 정치 후보를 지지했느냐가 나머지 가치관을 결정하는 것처럼 느껴진다. 예를 들어 펨코 등의 이대남 커뮤니티에서는 상대적으로 20대 남녀갈등에서 여성에 호의적인 4050대 남성들을 [스윗 한남]이라는 멸칭으로 조롱하는데 이런 4050 남성들이 현 정부의 지지층과 겹친다는 것은 단지 우연만은 아닐 것이다. 이는 이들이 정권 지지자=페미니즘 지지자라는 도식으로 보고 있음을 방증하는데, 실제 클리앙 같은 친정부 사이트에서도 페미니즘에 비판적인 목소리가 심심찮게 나온다는 걸 보면 이들의 인식이 정확하지 않다는 것을 보여준다. 방역패스만 해도 그렇다. 위험risk과 이득gain, 그리고 침해하는 시민적 자유의 크기를 모두가 고려할 수 있다. 방역패스에 대한 입장은 현 정부를 지지하느냐 마느냐와 상관없이 각 시민이 모두 가질 수 있는 의견이다. 하지만 친정부적인 사이트와 반정부적인 사이트의 방역패스에 대한 입장차이는 극명하다. 정치관이 나머지 갈등의 스탠스를 결정짓고 있는 것이다. 그렇기 때문에 대구에서의 일시적인 방역패스 중단 판결 때는 대구 판사들에 대한 비난의 목소리가 나오던 친정부 사이트들이 이틀 뒤 정부의 방역패스 일시적 중단 결정에는 다시 스탠스를 반대로 전환하는 웃픈 일이 일어나기도 한다. 이명박 정부 때를 생각하면, 기본적으로 나는 정부 지지자였음에도 이명박 정부의 미국산 소고기 수입이나, 서브프라임 위기에 대한 경제적인 재정확대정책에는 동의했지만, 4대강 사업은 대운하의 변형된 버전이라는 느낌이 강했고 한 번에 4개 강을 동시에 추진한다는 것이 risk가 있다는 의견을 갖고 있었다. 박근혜 정부 때도 목함지뢰 등 여러 대북도발에도 불구하고 안보 쪽에서는 큰 불만이 없었으나 대형마트 의무휴업제, 단통법, 도서정가제 등의 규제책들에는 짜증을 느꼈던 기억이 있다. 그리고 이런 일이 몇 차례 벌어지며, 정권에 투표를 했더라도 소위 냉담한 중도층으로 다시 변하게 되었다. 반대로 현 정부에 대해 관찰되는 현상은 다르다. 내가 안보관에서 동의하지 않는 일이 몇 차례 발생하더라도, 내가 경제관에서 동의하지 않는 일이 몇 차례 발생하더라도, 혹은 우리 집단의 투명성과 도덕성이 반대편보다 별로라는 사건들이 벌어지더라도, 그것이 내가 냉담한 중도층으로 변해가는 일로 이어지지 않는다. 아마 그런 일들이 몇 차례 누적되며 [부동산은 잘못했다]라는 여론이 80%가 되더라도 지지율이 40% 밑으로 떨어지지 않는 일들이 벌어지는 것이라고 생각한다. 즉 정치적 스탠스가 실제 갈등의 스탠스를 선점하는 구조 때문에 개별 정책의 지지도의 총합보다 전체 지지율이 높은 체감이 든다. 갈등은 기본적으로 엄대엄 상황에서 심화된다. 20대 80, 10대 90이 아니라 50대 50으로 찬반 양론이 나뉠 때 양측에 대한 갈등의 골은 깊어지는데, 정치 지지율이 40%가 나오는 상황에서 위에서 말한 남과 여, 자영업자와 근로소득자, 다주택자와 무주택자, 임대사업자와 세입자까지 전부 45:55 정도의 애매한 스탠스에서 서로 정답 없는 싸움을 벌이고 있다. 정권이 갈등을 심화시키는 정책을 펴는 것은 아니다. 하지만 정권의 속성이 갈등을 심화시키고 있다. 2. 왜 정치적 갈등은 심화되고 있는가? 정치적 갈등이 나머지 사안을 규정짓는 동인이라고 가정하더라도, 정치적 갈등 자체가 크지 않다면 사회적 갈등이 커지지 않았을지도 모른다. 정권 초기를 생각해보면 당시 탄핵정국 속에 출범한 문재인 정부의 지지율은 80%대였고, 정치적 갈등은 주로 소수의 태극기 부대(탄핵 반대자들)을 제외하고는 크지 않았다. 청와대 청원 게시판이 소통으로 알려지던 시절이었고, 무슨 연예인마냥 이니굿즈가 만들어지던 시기였다. [그자찍]이 통용되던 시기였고, 지금 보면 소 뒷걸음질에 쥐 잡은 격이지만 야당 당대표 김성태가 드루킹 특검을 주장하며 단식 시위를 하다가 극렬 지지자에게 폭행당했을 때도 혼수성태라고 조롱하는 것이 가능하던 시기였다. 역시 자한당 놈들은 이래서 안돼요, 쟤들은 야당 50년은 더 해봐야 해요. 대한민국의 변화무쌍한 환국정치를 모른 채 많은 사람들이 그렇게 정권 연장을 예단했었다.  그 순간에도 균열은 조금씩 있었다. 재벌 저격수라던 김기식이 금감원장으로 지목되자 외유 및 셀프 기부금 특혜로 사라지거나, 청와대 대변인 김의겸이 흑석뉴타운에 투기를 하면서 낙마하는 등 여러 인사 논란과 도덕성 시비가 벌어졌다. 황우석을 옹호한 박기영, 다주택자 피하기 위해 셀프 임차한 최정호 등이 있었지만 지지율에 큰 이반은 없었다. 결국 결절점은 조국 사태다. 19년 8월 조국 법무부장관 임명을 둘러싸고, 조국의 모든 비리들이 낱낱이 파헤쳐지기 시작되며 문재인 정권은 결정적인 도덕성의 추락을 경험했다. 그런데 왜 박기영, 최정호, 김의겸, 김기식 등에선 발생하지 않았던 도덕성 타격이 발생했던 것일까? 그것은 조국 사태는 기존 김기식, 김의겸, 박기영 등과 다르게 조국이 사퇴하지 않으며 정권 차원에서 조국을 감싸기 시작했기 때문이다. 민주당 인사들은 조국을 [검찰개혁]의 상징으로 포장하며 온갖 희한한 논리를 개발해 조국을 옹호했고, 야당 측에서는 조국을 내로남불의 화신으로 몰아갔다. [그깟 표창장 가지고 압수수색 수십 회] 이 말은 사실이다. 현재까지 대체로 사실관계가 입증된 조국의 범죄로 볼 때 조국은 잡범이다. 하지만 그깟 잡법이 법무부장관이 되면서, 또 그 과정에서 사퇴하지 않으면서, 또 그 과정에서 조국수호를 위해 서초동에 40만이 운집하고 반대로 광화문에 90만이 운집하면서 조국은 잡범이 되지 않게 되었다. 이번 정권에서 발생한 가장 큰 사건은 국민들이 변호인과 검찰 중 하나의 논리에 몰입하게 되었다는 것이다. 시민들의 공론장에서 서로간 소통이 되기 위해선 어느 정도 기본적인 합의가 필요하다. 모든 국민이 변호인이나 검사가 될 필요는 없다. 그건 스스로를 방어해야하는 피고인 정도면 충분하다. 예컨대 이명박이 BBK특검에서 무혐의로 결론났다 하더라도, 이명박의 지지자들이 이명박의 BBK 사건에 대해 이명박 변호인들처럼 논리를 적극적으로 만들어 내거나, 무혐의 결론을 앞세워 이명박의 청렴결백을 주장하지는 않았다. (사실 이제는 이명박이 BBK특검에서 무혐의가 났다는 사실조차 아는 사람이 적은 것 같기는 하다) 그런데 이렇게 모든 사람들이 변호인이나 검사 중 하나의 입장을 취하게 되면서 공론장은 결코 합의되지 않는 대결로 파행되고, 결국 누가 옳은지 그른지, 더 나아가 어떤 진영이 승리하는지에 대한 판단을 사법부의 판단으로 유보하게 된다. 그런데 사실 이렇게 단순한 잡범들의 사안들까지 검찰개혁이니 언론개혁이니 재벌해체니 하면서 거악巨惡을 상정하고 이에 대한 순교자로 받아들이기 시작하면서 공론장은 사실상 붕괴됐다. 그리고 공론장에서 정치적인 여론이 결정되지 않고 사법부의 결정으로 모든 승패가 수렴하는 현 세태가 나는 별로 바람직하게 보이지 않는다. 정리하면 이렇다. 조국 사태를 기점으로 민주당과 청와대는 여기서 밀리면 안된다라는 식으로 재벌, 검찰, 언론이라는 거악을 상정하고, 개개인들의 도덕적인 흠결을 거악들이 개혁에 대한 저항으로 흠집내기를 하는 것이라는 태도를 취해 왔다. 이런 방식으로 국민들이 변호인이나 검사 중 하나의 입장을 취하게 되었고, 조국이나 윤미향 등의 내로남불로 정권에 학을 떼 떨어져 나간 사람들은 검사들에게 몰입하게 된다. 사실 이것이 오늘날 윤석열이 정권교체의 기수가 된 사건의 전말이다. 정권의 지지자들은 왜 정치 초보인 윤석열이 야권 후보가 되었는지 아직도 이해하지 못하는 것 같다. [검사만 하던 사람이 뭘 알겠냐], [윤석열 뽑으면 검찰공화국 된다] 같은 말이 대표적이다. [반기문보다 더한 거품 후보] 같은 말도 있었다. 단순히 윤석열을 대통령을 하고 싶은 검사로 생각하면 일개 정치 신인으로 생각할 수 있다. 하지만 공론장이 반쪽이 난 상황에서 검사 역할을 한 윤석열은, 검사에 몰입한 국민들에게는 자신들의 대리인처럼 보이는 것이다. 반대로 변호인 역할을 하고 있는 현 여권 지지자들에게 윤석열은 거악인 검찰의 화신이고. 3. 잘 모르는 후보보다 아는 척 하는 후보가 대통령으로서는 더 부적합하다. 솔직히 나는 정치인의 도덕성과 정권의 성공은 별 상관이 없다고 본다. 두 번째로 정책의 성공과 정권의 성공도 별 상관이 없다고 본다. 그나마 유의미한 상관성은, 정권은 지지율을 가지고 남들에게 욕 먹는 정책을 실행할 수 있는 정치 동력을 얻는다는 정도이다. 그래서 나는 현 정부에서 유일하게 마음에 들었던 정책이 정권 초기 국민연금에 손대려고 했던 점이었다. (물론 바로 철회해서 역시 별다른 기대가 없었지만) 정치인의 도덕성, 정권의 성공(정권 재창출), 정책 성공 중 내가 관심있는 것은 정책의 성공에 있다. 정확히는 정책 자체가 제 기능을 못하더라도 그 영향을 받는 사회가 큰 문제 없이 굴러가기만 하면 별 탈 없다고 본다. 그런 의미에서 나한테 많은 정책은 카고 컬트Cargo Cult에 가까운 면이 있다. 남태평양의 원시인들은 미군의 구호 물자를 기다리며 나무로 비행탑을 만들고 헤드폰 같은 것도 만들었지만 실제로 하늘에서 구호물품이 떨어지느냐 마느냐는 원시인들의 행동과는 별 상관이 없다. 그런데 몇 가지 정책들은 거의 확실하게 사회에 악영향을 준다. 물론 악영향만 주는 정책은 없겠으나, 특정 집단의 후생을 증가시키기 위해 더 많은 후생을 감소시키는 정책은 많이 있다. 또한 시장이 다시 효율화되는 과정에서 그 특정 집단(보통은 약자 집단)이 다시 그 피해를 입는 것도 많이 관찰되는 일이다. 대표적으로 임대차 3법을 보면, 세입자라는 약자 집단의 후생을 증가시키기 위해 계약갱신청구권을 부여하였는데, 이는 전세가가 물가상승률만큼만 오른다고 하더라도 무조건적인 세입자의 후생 증가가 된다. 하지만 장기적으로 봤을 때 임대물량 자체의 숫자를 줄이며 시장이 2중가격과 3중가격으로 형성되어 전세 수요자들이 집을 구할 때까지 탐색비용을 증가시키는 효과를 가져왔다. 또한 처음부터 4년간의 전세상승률을 반영한 만큼을 현재가로 시장가격을 증가시키는 일이 일어났다. 사실 전세제도는 한국에서만 존재하는 기형적이지만, 서민복지로는 가장 좋은 제도 중 하나였다. 청년이나 사회 초년생들에 대한 여러 지원정책만 펼쳤어도 카고 컬트처럼 전체 전월세 시장이 영향받는 일은 없었을 것이다. 그러나 이런 임대차 3법 같은 경우 거의 확실하게 시장 전체를 교란시키고 가격을 폭등시켰다. 비슷하게 현 정부의 소득주도성장도 처음 듣기에는 그럴듯하다. 하지만 경제학적으로는 거의 영구기관 만들었다급의 헛소리에 가깝다. (예전 소득주도성장에 대한 포스팅 https://new.redtea.kr/recommended/691 ) 경제 성장은 기본적으로 민간에서 이루어진다. 정부 주도하에서 경제성장을 이루려면 대공황처럼 유효수요가 극도로 떨어져 있는 상황이거나, 스탈린 시기 중공업정책처럼 모든 생산수단을 국가에서 독점하고 있는 경우가 아니라면 거의 불가능하다. 하지만 문재인 정권, 그리고 이재명 후보 모두 기본적으로 정부주도로 뭔가 하겠다는 생각이 크고, 나는 그것이 한국의 장래에 별로 좋지 않을 것이라고 생각한다. 단적으로 문재인 정부 시기 공무원 인력에 대한 대대적인 증원이 있었는데 앞으로 한국의 저출산을 바라볼 때 또 하나의 재정부담이 될 것이라고 본다.  윤석열의 경제정책은 정말 아는 것이 부족하다는 인상을 받았는데, 아는 것이 부족하니 그냥 디지털 플랫폼, 탄소경제, 수소경제 등 마케팅 트렌드를 주워섬기는 모양새에 가까웠다. 하지만, 최소한 자신의 부족한 이해로 시장에 악영향을 주는 정책을 추진하지는 않을 것이라는 인상을 받았다. 그 약점 때문에 모든 후보들이 윤석열에게 장학퀴즈처럼 물어보는 방식이 되었다는 점은 별로였는데, 기본적으로 윤석열의 시장에 대한 태도는 [양 팀간 경기 잘 할 수 있도록 심판만 열심히 하겠다]에 가깝다고 본다. 그리고 그게 내가 정부에게 기대하는 것이다. 4. 검찰공화국? 윤석열에 대한 대표적인 반감을 표현하는 단어가 [윤석열을 뽑으면 검찰공화국 된다] 일 것이다. 물론 당연히 검찰 공화국이라는 단어는 여권 지지자들의 노무현 트라우마를 자극하는 면이 있어서 사용되는 수사일 것이라고 짐작한다. 노무현과 검사와의 대화, 그리고 노무현 일가의 뇌물수수 사건과 그의 자살로 검찰은 기소독점주의를 기반으로 한 기득권층, 나아가 적폐의 한 대상이 되었다. 그런데 말은 똑바로 하자. 노무현을 검찰이 죽였나? 노무현에 대한 무리한 수사를 강행한 건 이명박이었지 검찰이 아니었다. 검찰, 정확히 대검 중수부는 그저 당시 정권이 갖고 있던 잘 드는 칼이었을 뿐이다. 노무현 이후 3명의 대통령을 거치면서 우리가 본 건 사실 검찰은 정권에서 덮으라면 덮고, 치라면 치는 도구에 가깝지, 검찰이 무슨 단일 개체도 아니고 어떤 후보를 수사하면서 선거에 영향을 준다거나, 특정 정치인을 능동적으로 수사한다는 건 음모론에 가깝다고 본다. 이런 검찰공화국 세계관에서 검찰은 자신들 입맛에 맞는 후보를 당선시키기 위해 반대편에 대한 표적수사를 들어가거나, 혹은 우리편 수사를 중지하거나 해야 하는데 그보다는 더 상위의 권력자들에게 영향받는 샌드백처럼 보인다. 흔히 검찰공화국의 가장 대표적인 사건으로 꼽히는 법무부 차관 김학의의 별장 성접대 무마사건을 봐도 검찰이 무마한 게 아니라 법무부 차관이라는 권력자가 본인의 영향력을 행사한 것에 가깝다. 오히려 지적해야 한다면 권력에 취약할 수밖에 없는 검찰구조를 지적해야 하는 것 아닌가? 그리고 그런 무마과정 중 한 단계에서라도 조직의 구성원 하나가 반기만 들어도 정권 차원의 스캔들이 될 수 있음은 이미 입증되었다. 바로 윤석열이 국정원 댓글 수사팀장 시절 상부에서의 강압이 있었다고 폭로하며 국감장의 스타가 된 것이 아닌가? 윤이 대통령이 되면 검찰 조직은 검찰 출신 대통령이 나왔기 때문에 정권의 수사를 모조리 막는 역할을 할 것인가? 그럴 수도 있다. 하지만 어떤 구성원들은 위의 외압이 있어도 굴하지 않는 소신있는 검사가 되면 대통령도 될 수 있구나라고 생각할 수도 있다. 여러 생각들이 교차하겠지만 검찰의 문제는 검찰 자신에게 있는 것이 아니라 정권의 영향력에 취약한 검찰 구조에 있다. 그것이 지금 현 문재인 정부 휘하 김오수 검찰이 보여주는 행태에 가깝다고 본다. 그리고 이 측면에서 윤석열은 민정수석실을 폐지하겠다는 공약을 내건 바 있다. 윤석열이 대통령이 된다고 검찰 문제가 완전히 해결될 것이라고 보진 않지만 본인이 검찰을 자신의 칼로 사용한다면, 본인이 성공했던 방식으로 또 다시 자신을 죽일 칼을 만들어낼 뿐이다. 5. 요약 내가 윤석열을 지지하는 이유는 다음과 같다. 1. 이재명 당선보다 윤석열 당선이 정치적 갈등 해결에 더 낫다고 보기 때문이다. 2. 잘못된 경제지식으로 플레이어 말고 심판 역할에 집중할 것이라고 기대하기 때문이다. 3. 검찰 공화국 된다는 문제의식에 공감하지 못하기 때문이다. 기타 윤핵관 같은 인사문제는 솔직히 내 관심이 아니다. 나는 현 정권이 오기 전까지 누가 민정수석인지, 국토부장관인지 이름을 알지 못했다.
