예비군 가이드?! 전 향방 예비군 상근...을 했었습니다. 결혼하거나 그런건 아니고 그냥 지역이 상근 부족이였이여서 별도 지원은 안하면 상근으로 배정받는 곳이었죠. 덕분에 예비군 마스터...가 되었는데 다들 아시는 예비군 제도를 간략히 알려드립니다. 아, 2009년 이후로 바뀐 제도는 좀 약한 편인데 설마 바뀌었겠나 싶어서 자신있게 지릅니다. 1.일반적인 1~4년차 예비군 포맷 예비군은 제대한지 얼마 안되었을수록 써먹기 좋다는... 가정하에 훈련이 설계되어있습니다. 제대한 연차를 0년차라고 하고 그 해는 부과하지 않는 대신 1~4년차에게 훈련을 많이 부과하는 것이지요. 그런데 여기서 훈련이 갈립니다. 바로 동원지정과 동원미지정 자원입니다. 동원자원은 전쟁이 나게 되면 동원명령서에 적힌 부대로 가게 됩니다. 미지정은? 향토를 방위하게 됩니다. 원래는 동원지정/미지정은 대충 부여되는 방식이었는데 이제는 어지간하면 현역이 아닌 분들은 동원미지정으로 빠집니다. 동원지정자원은 예비군훈련을 2박3일 입소훈련을 받습니다. 하루에 8시간씩 훈련이고, 1박당 2시간씩 추가해줘서 28시간으로 계산합니다. 즉, 아파서 첫날 훈련을 받고 잠을 잔다음 다음날 오전 훈련을 받고 도저히 못하겠다 하고 나오면 훈련시간은 첫날 10시간, 그리고 다음날 오전 3시간이 인정됩니다. 좀 더 쳐주는 경우가 있을지 몰라도 일단 공식은 그렇습니다. 동원미지정자원은 동미참훈련을 받는데, 제 선임말로는 동원미지정자참석훈련이자 동원훈련미참석자훈련이랍니다. 동원미지정자원은 훈련기간이 길어집니다. 출퇴근하는 동미참훈련을 3일받고, 그다음 동원미지정자이기 때문에 향방작계훈련을 받게 됩니다. 향방작계훈련은 전반기 1회 후반기 1회이고 각각 6시간이기 때문에 동원미지정자는 동미참 3일 X 8시간 + 향방작계 2일 X 6시간 = 36시간입니다. 정리하자면 1~4년차 동원지정은 2박3일 28시간이고 동원미지정은 8, 8, 8, 6, 6으로 36시간입니다. 그런데... 이걸 모르는 분들이 많습니다. 바로 학생예비군때문입니다. 학생예비군은 보류의 개념에 가깝습니다. 2.연기와 보류 연기는 훈련을 미루는 것입니다. 당연히 훈련이 사라지는 게 아니에요. 그런데 보류라는 단어가 웃기게 사용됩니다. 보류는 훈련을 받은 것으로 '간주'한다는 것입니다. 때문에 방침일부보류자면 일부 훈련을 면제하여 주는 자고, 방침전면보류자면 훈련 전부를 면제해주는 자입니다. 보류자(?)가 되기 위해서는 대학생이 되거나(물론 이 경우 예비군중대에서 보류자로 관리하는게 아니라 대학예비군으로 편입되는 방식입니다.) 전시에 동원되는 전문기술자, 혹은 직업학교 학생이 되는 방법이 있습니다. 연기와 보류가 악용되는 부분도 있는데, 바로 해외출국입니다. 좀 흐릿하긴 한데 180일을 기준으로(학생의 1학기, 6개월...) 연기와 보류가 갈리는데, 저 일자부근일때 귀국해버리면 연기자가 되어버려서 훈련이 안 사라집니다. 반면 최대한 안들어와서 저 시간을 넘기면 훈련이 보류처리됩니다. 그러면 장기출국 시 귀국한번 하는게 너무 큰 타격아니냐? 할 수 있는데, 잠시 귀국한 것은 별 상관없습니다. 일자가 바뀌었을 수도 있는데 보통 2주내 다시 출국하면 계속 출국한 것으로 간주하는데, 이는 예비군훈련이 그 나름대로 침익행정이라 그런지 훈련 전에 사전통지를 2주전쯤 하기 때문입니다. 2주만 있다 갈거면 훈련을 부과할 수 없다 그러니 그냥 나가있었던 걸로 알겠다 이런 거죠. 참고로 출입국기록은 예비군 중대에 바로 뜹니다. 3. 일반적인5~6년차 예비군 포맷 이제 5년차가 되면 훈련이 확 줄어듭니다. 일단 동원훈련이 사라집니다. 동원지정이라 할지라도, 이제 훈련 많이 받았으니 그만 받으라고 좀 편하게 해줍니다. 대신 동원지정 자원에 대해서 '소집점검'이라는 예비군 최고의 꿀 훈련을 부과하는데, 이건 그냥 살아있나 보고 잘 살아있군 하고 떠나보내는 훈련입니다.(정신교육 위주) 소집점검은 4시간입니다. 동원지정자원은 이제 동미참과 유사한, 그냥 기본실력을 갖추라는 의미에서 향방기본훈련을 1회 받고(8시간), 동원지정임에도 향방작계훈련을 1회 받습니다. 그래서 8, 6, 4로 총 18시간을 받게 됩니다. 그런데 동원미지정은? 향토방위를 해야하므로 소집점검은 없고, 그냥 향방기본훈련 1회를 받고 향방작계훈련을 전후반기에 1회씩 받게 됩니다. 8, 6, 6으로 총 20시간을 받게 됩니다. 저는 소집점검은 무슨 일이 있어도 받았는데, 소집점검은 그 훈련 특성상 1회만 하고, 다음 예비군 차수가 없습니다. 그러면 불참하면 어떻게 되냐구요? 향방작계훈련 1회로 변합니다.(훈련시간이 늘어버립니다...) 4.예비군훈련의 차수 예비군훈련은 최초 부여시 기본, 그리고 1차, 2차로 부여됩니다. 기본훈련은 우편으로 통지되며, 불참해도 별 문제 없습니다. 1차보충훈련은 등기로 통지되며, 불참하면 예비군 중대가 긴장합니다.(후술하는 고발자가 많으면 예비군 성과에 악영향을 미치기 때문입니다.) 2차보충훈련은 인편으로 통지되는게 원칙인데... 불참하면 고발합니다. 5. 일반적인 7~8년차 예비군 포맷 네, 없습니다. 민방위도 아니고 그냥 꿀을 빨 수 있습니다. 문제는 이때 예비군 점검을 할 수 있다는 건데 그냥 전화 점검이긴한데... 전화로도 어떤 수단으로도 연락이 안되면 예비군 중대는 중대조치를 취할 수 있는데 바로 직권말소입니다. 주민등록을 말소시켜버리는 강려크한 조치죠. 이렇게 되면 예비군에서 민방위로 넘어갈 수 없고 생활에 지장이 생기기 때문에 절대 이런 일이 없도록 하는게 좋습니다. 6.변형, 장교 네, 국가는 장교를 좋아합니다. 장교자원을 굴리는게 예비군 훈련의 원칙입니다. 보통 장교는 따로 장교동미참훈련을 하는 경우도 있는데 소집부대마다 많이 다릅니다. 2박3일 동원훈련을 사정상 미뤘더니 8시간짜리 훈련을 4일에 걸쳐 부과하는 해군장교동미참훈련도 봤네요. 여기는 워낙 다양하긴 한데, 기본적으로 1~6년차 모두 동원훈련이 있다는게 가장 큰 특징입니다. 7. 향방소대장 소대장이 되면 작계훈련 때 예비군중대장의 최측근이 되는 대신에 약간의 돈을 지급받으며, 동원미지정자원처럼 활용됩니다. 향방작계훈련 때 아무래도 좀 더 고생할 확률이 높지만 동원에서 벗어나기 때문에 장교를 막 제대한 사람에게는 나름대로 꿀이라고 할 수 있습니다. 8. 직장예비군중대 있으면 좋지 않을까 싶은데 잘 모르겠습니다. 여기는 신기하게 상근들이 업무를 보는게 아니라 공익이 봅니다. 그래서 창궁의 파프너 씨디를 쌓아놓은 공익이 앉아있는 가운데 상근인 제가 동원되어서 짐을 날랐네요. 둘 다 뚱뚱한데.... 이것저것 추억을 회상하면서 써봤습니다. 바뀌었을 수도 있으니 절대 무한신뢰하시지는 말고, 다만 기본틀은 이대로일테니 아무래도 예비군 훈련을 이해(아니 그걸 왜)하는데 도움이 될 것 같습니다. 동대 상근들이 햇갈려 하는 것이 장교일 겁니다.
동원가야하는데 동미참으로 나와서 훈련 받으러 갔더니, 동대장도 없고....
다른 동대 동대장에게 오늘 장교는 나 하나 밖에 없는데 제대로 된 것 맞냐고 물어보니....
점심 때 쯤 동대장이 사색이 되어서 뛰어 온 것이 기억납니다.
