강원도 겉핥기 안녕하세요. 강원도 사람입니다. 지금 강원도에 살고 있는 건 아닌데 강원도에 대해서는 워낙 사람들이 많은 질문을 하기도 해서 한번 정리해볼 겸 글을 써봅니다. 영서와 영동, 태백산맥 강원도라는 지역을 이해하는데 있어 가장 중요한 것은 뭐니뭐니 해도 태백산맥입니다. 태백산맥은 강원도를 가로지르는데, 태백산맥 동쪽을 영동, 서쪽을 영서지방이라고 합니다. 사실 이 두 지역은 엄격하게 말해서 다른 지역이라고 할 정도로 생활권이 분리되어있습니다. '강원도'라고 해서 다 옆집인 것처럼 생각해서는 안되는 이유이기도 하구요.(강원도의 면적도 어마어마한데 그게 다시 크게 두 카테고리로 나뉜다는 이야기입니다.) 이 중에서 사람들이 일반적으로 생각하는 강원도의 정체성은 사실 영동지방의 것이긴 합니다. 영동지방부터 말해보겠습니다. 영동 영동지방은 과거 고려시대 때 '동계'라고 묶였던 군사지역입니다. 이 지역은 태백산맥을 근거로 수비가 용이하기 때문에 과거에도 군사요충지이고, 지금은 동해를 끼고 있기 때문에 바다를 통한 침입이 가능해서 더더욱 군사적인 중요성이 높아졌습니다. 영동지방의 주요도시로는 강릉, 양양, 속초, 동해, 삼척이 있습니다. 이 중 강릉이 갖는 위치는 압도적입니다. 영동지방의 중앙에 위치한 강릉은 과거 김순식이라는 지방 군사세력이 있었을때 궁예와 태조왕건이 회유하기 위해 많은 노력을 하기도 했었습니다. 과거부터 강릉은 영동의 중심지로 이름을 높여서 지금은 인구20만 부근의 중소도시지만 과거에는 광역시 급이었다고 합니다. 역사적 인물도 많이 배출했고 문화재도 많습니다. 평창군 사람이 군대에 가서 어디 사람이냐고 물어보니까 '강릉'이라고 대답하고 강릉 어디?하고 다시 물어보니 '평창이요'라고 했다는 말이 있을 정도입니다. 다만 강릉은 역사가 오래되고, 발전이 정체되면서 보수성이 매우 높아진 동네이기도 합니다. 도청 소재지를 찾을 때 1원주 2강릉이었는데 이 다툼에 3춘천이 되었다는 이야기가 있을 정도입니다. 또한 최근에는 혁신도시를 원주에 빼앗기면서 '분도'가 언급될 정도로 민심이 안 좋기도 합니다. 동계올림픽 빙상경기는 다 강릉에서 펼쳐지는데, 강릉은 이번기회에 최대한 사회간접자본을 많이 투자해서 발전한다는 계획입니다.(사실 그동안 강릉으로오는 기차는 너무 열악했습니다. 차로 3시간 거리를 기차로는 우회해서 7시간이었으니까요.) 영동지방은 모두 백사장을 끼고 있습니다.(거의 모든 해수욕장이 연결되어있습니다.) 강릉을 기점으로 영북지방과 그 외 지역으로 나뉩니다. 영북 영북지방은 고성, 속초, 양양을 이르는 말입니다. 이 지역은 기본적으로 강릉에 매여있는 곳이었습니다. 그런데 새롭게 미시령이 뚫리고 속초가 발전하면서 강릉에 대한 의존도가 낮아지고 있습니다. 이 지역은 설악산을 중심으로 한 도시라고 할 수 있습니다.(인제도 포함된다고 볼 수 있지만 통상 영북이라고 하면 인제는 고려하지 않는듯합니다.) 원래 속초는 양양의 일부지역이었는데, 실향민들이 모여서 도시가 발전하면서 속초가 양양으로부터 분리되었고, 지금은 속초가 몇배나 커져서 역으로 흡수하려는 움직임이 나타나기도 합니다. 양양은 마이너-강릉이라고 할 수 있는 지역인데, 그래도 제법 역사가 깊었는데 발전은 처참할 정도로 정체되다보니 다소 폐쇄적인 경향이 있기도 합니다. 고성은 금강산 관광때문에 발전했다가.... 네 지금은 처참하게 발전이 정체되었습니다. 더불어 이쪽 도시들은 모두 군사도시이기도 합니다. 그 외의 영동 그 외의 영동은 동해와 삼척입니다. 이 도시들은 기본적으로 강릉과 성향이 비슷한데 저발전을 겪고 있다고 보시면 됩니다. 동해시는 동해안 경제자유구역을 설정해서 발전을 노리고 있으나 쉽지 않고, 삼척은 원전 유치 등을 노리고 있으나 역시 쉽지 않습니다. 강릉이남의 영동지방의 특징은 바로 동굴이 많다는 것입니다.(영서의 남쪽도 마찬가지입니다.) 석회암이 많아서 동굴도 많고 이를 통해 관광을 활성화하기 위해 노력하고 있지만 서울로부터의 접근성이 매우 떨어져서 발전이 더디고 있습니다. 영서 영서는 춘천과 그 주변, 그리고 원주와 그 주변으로 나뉠 수 있습니다. 춘천은 원래 강원도 제1도시라고 할 수는 없었지만(그래서 '강''원'도입니다.) 도청이 들어서면서 발전하였습니다. 춘천의 특징은 댐이 건설되면서 산과 호수를 동시에 볼 수 있다는 것과, 그로 인해 안개가 많이 끼고 날씨가 별로 좋지 않다는 점입니다. 춘천은 겨울연가로 대표되는 한류 관광의 수혜지이기도 한데, 실제 산업동력이 없는 행정도시이다보니까 관광에 따라 울고 웃기도 합니다. 춘천 남이섬에 오는 관광객들은 정작 소비가 가평부근에서 이뤄져서 많이 속이 쓰리다고도 합니다. 춘천은 서울 접근성이 매우 우수하기 때문에 (용산기준 ITX 1시간 10분입니다.) 출퇴근하는 사람도 많고, 젊은 사람들이 많다보니 정치적으로는 그래도 조금 진보적인 면모를 보이지만, 그래도 현재 국회의원은 새누리당입니다. 춘천 인근의 지역으로는 철원, 화천, 홍천 등이 있는데 이 도시들은 개성이 매우 강합니다. 철원은 일제시대에는 거의 강원도 제1의 도시였습니다. 철원의 위치는 북한과 통일이 되었을때 거의 정중앙에 있게 되어서 물류와 교통에 있어 핵심지역입니다. 하지만 현재 분단상황에서는 철원군민들은 그저 과거를 추억할 따름이죠. 철원은 경기도와 인접하여 경기도에서 운전면허를 발급받기도 하고, '분도'이야기가 나오기도 합니다.(이 지역은 오히려 파주와 정체성이 비슷하지 않나 싶습니다.) 화천과 홍천은 다소 닮은 내륙 군사도시인데, 홍천군은 좀 특이합니다. 우리나라에서 가장 큰 기초자치단체거든요. 강릉, 양양이 모두 서울보다 조금 큰 수준인데 홍천의 크기는 무려 서울의 3배 정도 됩니다. 원주는 원래 강원도 1도시였습니다. 태조왕건 시절에 궁예가 모시던 양길이 점거하고 있던 북원경이 원주부근입니다. 서울에도 인접해있고 충청도 전라도 경상도로 가는데 길목에 있어서 원주의 교통은 너무나도 훌륭했고, 그래서 그런지 사람들이 오래 정주하지 않은 나머지 문화재가 얼마 없습니다.(원인은 제 추측입니다.) 다만 강원감영이 원주에 있었고, 지금도 인구 30만이 유일하게 넘는 강원도의 도시입니다. 원주가 이렇게 클 수 있었던 것은 수도권의 확장과 더불어 혁신도시로 선정되었다는 점, 그리고 강원도의 기업유치를 거의 원주와 그 인근이 흡수했다는 점 때문일 것입니다. 작년에 강원도의 인구증감을 보면 굉장히 재밌는 점이 발견되는데, 영동은 모두 인구가 줄고, 영서는 인구가 늘어서 총합은 다소 증가로 나타났습니다. 이때 인구 증가를 선도한 것이 원주입니다. 강원도 내에서는 인구 50만 이야기도 나오고 있습니다. 강릉이 10년째 20만 부근(22~24만 정도입니다.)인 것과 딴판이죠. 횡성은 원주 인근인데 한우로 유명하니 패스합니다. 근데 이 동네는 큰 도시에도 몇 없는 원형 순환로가 몇개나 있어요. 참 특이합니다. 산간지역의 도시들 그리고 영동과 영서 사이에 있는 도시들이 있습니다. 평창과 인제인데, 이 두도시는 그래도 영동에 가까운 느낌이긴 합니다. 특히 평창은요. 이 도시들이 다소 애매한 건 특히 평창같은 경우 원래 평창이라는 정체성이 공고한게 아니라 여러 시군을 만드는 과정에서 탄생한 동네이기 때문입니다. 원래는 노은군인가 하는 이름이었는데, 덕분에 평창은 지역마다 성격이 이질적입니다.(미탄 이런 동네는 완전 산, 대관령면(과거 도암면)은 강릉에 가까운 동네 이런 식으로요). 동계올림픽 설상경기가 평창에서 대부분 치뤄지고(일부는 정선에서 합니다.) 이를 기반으로 발전하기를 바라지만 관광과 목장이외에 산업요소가 적다는 점은 앞날을 걱정하게 합니다. 크게 영동과 영서, 그리고 산간으로 보셨는데 이제 하나가 남았습니다. 산간은 산간이고, 영서라고 볼 수 있지만 생활권이 많이 다른 남부지방입니다. 이 지역들 역시 동굴이 많지만, 그 보다 더 특이한 점으로는 바로 '탄광'이 많다는 것입니다. 영월은 충청도와 인접하고 있습니다. 이 도시는 단종유배지와 릉이있는데, 왕릉은 대부분 좋은 곳에 있지만 단종은 간신히 수습한터라 영월같은 오지에 있습니다. 그리고 영월의 관리 엄흥도가 단종의 묘를 수습한 덕에 아직도 영월이 먹고 산다고 말합니다. 정선은 5일장과 카지노, 하이원리조트의 도시입니다. 동계올림픽 활강경기가 펼쳐질 곳이기도 하죠. 이 동네는 고려 멸망 시 도망을 쳤던 동네이기도 한데 그만큼 산골짜기입니다. 아리랑 중 가장 안 유명(가사 아는 분 거의 없더라구요)하지만 가장 원형이라는 정선아리랑이 고려멸망의 설움을 담아 만들어졌다고 합니다. 태백은 탄광도시입니다. 그래서 망했어요. 과거 태백에서는 (특히 상동) 개도 지폐를 물고간다는 말이 있었지만 석탄합리화 정책이후 이 동네는 정말 크게 쇠락했습니다. 강원도에서도 독보적으로요. 관광부흥을 위해 오투리조트를 만들었는데 이게 하이원 인근이라 쉽지 않을 것 같습니다. 이 동네의 가장 큰 문제는 바로 농사를 지어서 먹고살만한 농토도 별로 없다는 데 있습니다. 강원도에서 가장 걱정되는 지역이라는 말을 들었네요. 이런 저런 설명이 길었지만 정리하자면 강원도는 영동 / 영서로 나뉘고 영동은 강릉/영북/그외로 나뉩니다. 성격이 많이 달라요. 그래도 영동의 정체성은 강릉이긴 합니다. 영서는 좀 복잡하지만 춘천과 원주가 많이 다르다는거. 그게 특이하구요. 영동/영서와 달리 생활권이 다른 도에 종속된다는 느낌이 있을 정도로 떨어진 남부지방 영월/정선/태백이 있습니다. 때문에 강원도 여행을 간다면 이 지역들만의 테마(영동이면 해안+태백산맥, 영서면 춘천(호수), 정선(리조트))를 잡고 가는게 좋고, 먹거리도 이들 지역별로 굉장히 다릅니다. 다른 도도 내부 지역은 많이 차이날 거라 생각합니다. 그러나 태백산맥이라는, 사실 원래대로라면 생활권이 완전 달라 같은 도로 묶기 힘들었던 동네다보니 강원도는 참 시군들의 특성이 많이 차이나는 것 같습니다. 고속도로와 철도가 뚫리는지금, 이제 어떻게 변해갈지도 궁금하네요.
