(추가) [은근 이해 복잡하게 써진 글임] 글재주 없음 주의 ㅠ ----------------------------------------- 한 건설회사가 뭔가 프로젝트를 수주하겠다, 고 마음을 먹으면, 그때 스케줄러도 입찰팀에 조인합니다. 입찰문서에는 금액 / 기술문서가 메인파트인데, 기술문서에 Schedule이 상당한 수준의 디테일로 들어가야합니다. 왜냐하면, 이번에 입찰용으로 처음 내는 스케줄이 이후 사업수행에서도 큰 가이드가 되기 때문입니다. -------------- 예를들어 봅시다. 에버랜드가 옆동네에 [제2에버랜드]를 추진한다 치면 에버랜드 내부적으로 추진팀을 꾸릴겁니다. TFT같은 뭐 그런것. ‘제 2 에버랜드 추진 TFT’ 뭐 이렇게요. 에버랜드 안에서 잘하는 사람, 애매한 사람, 현재 보직이 없는 사람, 기존 팀에서 겉도는 사람들로 팀을 꾸리고, 상무급 정도가 팀장을 맡겠죠. 그리고 사장님과 이사회에서 예산의 한계를 받아옵니다. ‘최상무, 이번에 우리 한 3조원 정도 들여서 만들어볼까’ 라는 식으로요. 예산은 당연히 에버랜드가 잘 아는 부분과, 그렇지 못한 부분으로 나눠집니다. 에버랜드는 놀이공원에서 돈 버는 법, 수리하고 운영하는 법에만 도가 튼 회사입니다. (예를들면 운영비, OpEx (오퍼레이션 익스펜디쳐)) 하지만 신규 놀이공원을 세우는 것에 대해서는 잘 모르죠. 그래서 [FEED]라는 업무를 할 컨설팅 회사를 고용합니다. (Front End Engineering Design)라는건데, 실제로 그 놀이공원을 대략적으로 설계를 해보고, 대략적으로 견적을 해보고, 대략적으로 놀이공원을 세우는데 걸리는 시간을 타산해보는 것입니다. (an engineering design approach used to control project expenses and thoroughly plan a project before a fix bid quote is submitted) 이건 머릿속에 개념으로만 존재하는 프로젝트의 설계/구매/시공/시운전/이후 정기적인 유지보수까지 그 끝을 알아야하는 업무입니다. 그래서 FEED를 할 수 있는 회사는 전세계적으로 그리 많지 않습니다. 많은 놀이공원을 실제로 설계해보고 운전해보고, 유지보수해본 경험이 있는 사람들만이 해낼 수 있죠. 짧은 6개월 남짓 동안 엄청난 업무들도 해야하고. 그렇게 세계적인 회사에서 FEED를 마무리지으면 그 문서를 에버랜드에 납품합니다. 예산과 관련된 내용도 있지만 주되게는 기술문서, 전체적인 사업의 와꾸, 기술적 조언, 국제적으로 따라야하는 스페시피케이션 등등이 모두 다 포함됩니다. 우선 그걸 가지고 [F/S (Feasibility Study, 타당성 평가)]를 하게됩니다. 이건 에버랜드에서 하겠죠. 예를들어 제2 에버랜드를 짓는다. - 토지 구입비 5천억 - 놀이기구 구입비 1조원 - 공사비용 7천억 - 간접비 3천억 - 공사기간 5년 그럼 에버랜드는 5년간 2조 5천억을 들어야 합니다. 최초에 받은 3조원보다 못 미치겠죠. (이게 투자비, CapEx (케펙스, 캐피탈 익스펜디쳐)) 거기에 은행 이자비용 등등을 더해서 전체 비용이 나옵니다. 짜잔~! 그렇게 전체 들어가는 비용을 받아가지고, 향후 10년간, 혹은 20년간 뽑을 수 있는 돈을 계산합니다. 역시 이건 에버랜드가 가잘 잘하겠죠. TFT에서 기존 에버랜드의 기존 영업이익을 가지고 계산해봅니다 (기존설비에서 뽑아내는 놀이기구당 정기 수리 비용, 입장객 1인당 받을 수 있는 돈, 인건비, 프로모션비, 광고선전비 등이 있겠죠? 그리고나서 그 돈을 비교해서, go or stop을 결정합니다. TFT에서 -> 기획실에서 -> 대표이사가 -> 이사회에서 (물론 최초 타당성평가는 TFT가 꾸려지기도전에, 아니면 꾸려지자마자 일어납니다. FEED를 고용하는 것도 돈이 드니까, 모든 일이 그렇듯이 모든 계획은 progressively elaborated (차츰차츰 발전하는 방식) 한 것이라 최초에 타당성평가는 겐또와 통빡으로 진행하고, 그걸 바탕으로 해보겠다고 결론이 나면 FEED를 고용해서 훨씬 더 자세하고 확실한 숫자를 받습니다. 그걸로 타당성평가를 또 하겠죠. 그때의 결과가 만약 최초의 결과와 택도없이 다르게 나온다면, 그대로 끝나지만, 그 범위내에 있다고 한다면, 다음 단계로 진행합니다. (물론 여기서 어거지로 안될 사업에 돈을 박는 경우가 있지요. 가장 대표적으로는 어맹뿌 하에서의 자원개발 사업인데, 이건 사실 이 단계에 도달하지도 않았죠. 개시키들, 참고로 PMI라는 프로젝트 매니지먼트 협회에서 제시한 겐또의 정확성은 최초 ROM (Rough Order of Magnitude)의 경우 쁘라스 마이나스 50%정도의 정확성으로 시작해서 나중에는 10% 안팎까지 줄어든다는 식으로 설명하고 있습니다. 다시 말하면 최초 3조원은 1조 5천억 ~ 4조 5천억 정도의 정확성만 가지면 얼추 되겠네요. 저는 ball park estimation이라는 단어를 좋아해서 뭔가 엉터리로 예측을 할 때 저 단어들을 방패로 삼는 편입니다. 유사한 방패로는 best guess (최선의 겐또), 혹은 expert’s judgement (전문가의 겐또) 등이 있습니다. 이런걸 몇개 이메일에 잘 숨겨두면, 나중에 상대방은 개빡치더라도 저는 유유히 빠져나올 수 있습니다. 물론 자주 쓰면 안됨.) 그렇게 하고나면 FEED 업체는 입찰초청서, [ITB]라는 것을 만들어줍니다. Invitation to Bidder. 타업계에서는 RFP (Request for Proposal, 제안요청서, 우리 에버랜드를 지으려고 하니 관심있는 회사들은 얼른 와서 제안해봐라)라고도 하는 것 같더군요. 그것은 그 제2 에버랜드 사업에 참여할 회사들 (이 회사들을 bidder라고 하겠죠)을 초청하기 위한 문서입니다. - 나름 FEED에서 그려낸 제2 에버랜드의 도면이 꽤 자세히 들어있고, - 정해진 부지의 토질검사서도 들어있고, - 스케줄도 당연히 들어있습니다. - 필요한 놀이기구의 종류와 숫자, 그리고 얼마나 무서워야하는지도 나와있습니다. - 청룡열차는 4번 좌로 꼬고, 3번 우로 꽈야한다. 이것은 미니멈이다. - 회전목마에는 말타입 8마리와 마차타입 12대가 있어야한다. - 청룡열차를 조종하는데는 2명이 필요하게해야한다, - 주차장까지의 셔틀은 이렇게 되어야하고, 트래픽 이밸류에이션도 해야한다. - 비상정지는 이렇게 구성되어야 한다, - 화재시, 지진시에는 공원안의 사람들이 몇분안에 대피해야한다. - 전체 손님의 숫자는 리얼타임으로 집계가 되어야하고, 이걸 어플리케이션에 이용할 수 있도록 제공되어야한다. - 지구마을은 8명이 타야하고 최소한 4분 30초는 되어야 한다. - 후룸라이드에 카메라가 달려있어야하고, 그건 바로바로 출력해서 만원에 팔꺼다. 등등.. 백과사전만한게 한 10권에서 20권정도 나오는 것 같습니다. 대부분 기술자료입니다만. 그 서류 중에 꼴랑 3장 정도가 Schedule 문서입니다. 역시 FEED 업체의 숙련된 스케줄러가 '정말 별로 없는 정보를 가지고' 마른오징어 쥐어짜듯이 짠 스케줄입니다. 당연히 하나도 안맞습니다. 진짜 찾아가서 싸대기를 쳐주고 싶죠. 헐… 저도 기회가 된다면 FEED하는 회사에 입사해서 ‘책임지지 않아도 되는’ 스케줄을 한동안 주물럭대다가 던져주는 일을 하고 싶네요. 개꿀. 자, 이제 에버랜드 외주팀에서 공지를 합니다. ‘제 2 에버랜드 건설공사 입찰 공고’라고 하면 관심있는 회사들이 덤벼듭니다. 현대건설, GS건설, SK건설, 대림산업 등등이 입찰을 하기 위해 팀을 꾸립니다. (음… 여기도 PQ라는게 들어가는데 ITB를 아무에게나 주지 않고 나름의 좀 검증된 회사에게만 줍니다. 그걸 Pre-Qualification이라고 하는데, 예선통과회사들에게만 주는거죠. 아, 주는게 아니라 파는거죠. 돈 천만원 하지 싶은데…) 자, 이제서야 우리 스케줄러는 업무를 시작합니다. 그 책더미에서 3장짜리 스케줄을 찾아냅니다. 그리고 각종 계약서에 있는 스케줄 관련 문안을 찾아냅니다. 이걸 영문 백과사전 두께 10권에서 찾는건 만만하지 않습니다. 여기서 만약 중요한 사항을 빼먹으면 PPM (프로포절 매니저) 한테 죽는겁니다. 진짜. 토목은 토목공사를 위해 입찰설계와 입찰용 스케줄, 견적금액을 정리합니다. 건축은 건축공사를 위해, 다른 팀 모두 같은 목표를 가지고 일을 합니다. 여기서 역시 에버랜드가 원한 조건을 빼먹으면 죽는겁니다. 예를들어 놀이기구의 구조물은 반드시 스텐레스 스틸로 하라고 하는데도 그걸 실수로 누락하고 그냥 쇠로 하게 되면 압도적인 금액으로 그 프로젝트를 수주할 수는 있겠지만 (보통 일반 쇠가 스텐레스 스틸 가격의 1/10인가 그렇다고 합니다), 회사는 망합니다. 그런데 보통 그 부분을 스텐으로 안하고 그냥 쇠로 하면서 부식방지 페인트를 칠한다고 생각하면, 질문을 보내서 deviation(에버랜드에서 요구한 사양과의 차이점)을 냅니다. 우린 ITB와 다른 방법으로 입찰을 할 것이다. 라고요. 그러면 에버랜드와 FEED업체에서는 잘 판단하고 이 부분에 대한 답을 줍니다. (※ 사실 입찰에 대해서는 워낙 많은 조건과 다양한 프랙티스가 있어서, 뭐라고 딱 말씀드리기가 어렵습니다만 제가 일하는 쪽에서는 일반적으로 이정도로 하는 것 같습니다. 국내 건설 프로젝트도 공공부문, 민간부문, 아파트, 인프라, 철도, 항만, 개발 사업등등에 있어서 100개의 발주처가 있다면 100개의 방법이 있을껍니다) 이제 다시 스케줄러가 하는 일입니다. 스케줄러가 입찰용 스케줄을 짜기 위해 - 설계팀에서는 설계에 필요한 시간을 받고 (스케줄러는 청룡열차를 설계하는데 얼마나 걸리는지 모릅니다), - 구매팀에서는 청룡열차같은 아이템의 납기일을 받습니다 (스케줄러는 청룡열차를 납품받는데까지 얼마나 걸리는지 모릅니다) - 마지막으로 이걸 모아서 시공을 한다면, 그 시공에 걸리는 시간도 받습니다. (스케줄러는 청룡열차를 설치하는데 얼마나 걸리는지 모릅니다) 전체 받아야하는 자료의 숫자는 어림잡아 (ball park estimation) 한 10,000개 ~ 20,000개정도 될 것 같습니다. 그걸 이제 다 조합해서 스케줄을 만드는데, 역시 입찰조건에 따라 다르지만, 한 3천개 ~ 4천개 정도 되는 작업(activity)로 합치고, 쪼개서 각각의 스케줄을 전부 링크를 겁니다. (이것도 입찰조건이 있습니다. 그냥 200여개의 주요한 시점만 제출할 수도 있고, 저렇게 3~4천개의 완비된 스케줄로 내야하는 경우도 있고, 그 중간정도인 500~1000개 정도로 퉁치는 경우도 있습니다. 어느쪽이든 자세한 스케줄은 일단 짜야되고, 이걸로 제출해야되는 수준의 스케줄을 추출합니다.) 그렇게 링크를 다 걸어야하는 경우는 청룡열차의 납품이 만약 늦어진다면 – 청룡열차의 설치도 늦어지고 – 설치용 크레인이나 인부들도 오래까지 남아있어야 하고 – 이게 줄줄이 어떤 영향을 미쳐야되는지를 시뮬레이션 해야되거든요. 소위 what-if scenario라는 방법으로 스케줄 딜레이에 대한 변화를 관찰하기 위해서도 저런 링크를 잘 짜야합니다.
