[Web발신] 수도권 코로나 방역조치가 강화되면서 최근 집단감염이 발생했거나, 위험도가 높은 시설들과, 젊은 세대 중심의 위험도 높은 활동에 대하여 방역조치가 강화되었습니다. 이에 관내 숙박시설에서 주관하는 “연말·연시 행사·파티 등을 금지”하시어 코로나19 확산방지에 적극 협조하여 주시기 바랍니다. ※적용기간 : 2020.12.1.(화) 0시 ~ 12.7.(화) 24시 (필요시 연장) ※행정사항 - 준수사항을 지키지 않고 운영하는 시설의 관리자·운영자 또는 이용자에 대해서는 과태료 부과 - 행정조치 위반시 감염병예방법에 따른 집합금지 또는 3개월 이내의 운영 중단 명령 - 확진자 발생시 입원·치료비 및 방역비 손해배상(구상권) 청구 등 ※법적근거 : 감염병예방및관리에관한법률 제49조(감염병의 예방조치) 제1항제2의2호 및 제3항, 제83조제2항 및 제4항 오늘 아침 00구청으로부터 문자로 받은 행정명령입니다. 공문은 내일쯤 송달될거구요. 몇명부터 금지인지 확진 발생 상황에서 예외사항은 있는지 안내가 없어 전화로 문의를 했습니다. 물론 녹음어플 실행하구요. 나중에 호옥시라도 시키는대로 했는데도 불똥 튈까봐서요. 근데... 담당공무원도 명확하게 몇명부터인지 답을 안해줘요. 이래저리 빙빙빙 돌리며 다수라고만 하지. 그래서 이번엔 투숙자 외 방문객들이 두어시간 머무르다 갔는데 확진자가 나왔을 경우에도 해당 제재 적용을 받느냐 물었어요. 역시나 명확하게 답을 안해주고 앵무새마냥 안내받은 내용만 반복... 이해는 합니다. 그양반도 시키니까 하는것이고 지자체도 방역에 노력하는것이고 저도 당연히 동의하는 바입니다. 다만... 영업정지든 손해배상 청구든 다 좋은데 가이드라인을 정하고 지침을 내리면 얼마나 좋을까요. 다수인원 행사를 금하니 니들 알아서 하고 확진자 나오면 영업정지 구상권 청구할거임 이응이응. 지금도 2인 이상 투숙은 받지 않고 있으니 저야 뭐 크게 달라질것도 없고 이러한 방역지침 방향을 환영해요. 코로나 잡아야죠. 누가 이런 정책에 반대를 하겠나요. 근데요... 니들이 다 알아서 하고 어쨌든 확진자 나오면 책임은 물을거라 협박하는 방식은 아니지 않나 싶습니다. 답답하시겠습니다. 부산도 갑자기 (준)3단계 한다고 난리인 것 같던데.
금지를 하게 되면 보상 혹은 지원을 더 해줘야 하니, 어중간하게 알아서 사실상 휴업하라는 것 같습니다. 영업하지 말라고는 안 할게, 하다가 문제 생기면 다 책임지시고?! 이게 나중에 지원금 나올 때도 차라리 집합금지나 영업제한된 업종만 못하게 되는 경우들도 왕왕 있는 것 같더군요.
같은 지역/업종 업주들끼리도 답이 잘 안 나와서, 적당히 눈치보며 각자도생 모드(?)인 곳들도 많은 것 같던데, 명확한 지침, 규정이 아쉽습니다.
