 최근 아베 신조 일본 총리는 2019년 신년사에서 평화 헌법 개정을 국정목표로 하겠다고 언론에 밝혔습니다. 일본의 평화 헌법은 군대 보유를 금지하나 군대가 아닌 자위대를 갖추어 헌법을 우회하고 있습니다. 아베는 개헌을 통해 자위대의 존재 이유를 확실하게 헌법에 명기한다고 합니다. 패전 이후 GHQ(연합군 최고사령부)가 관여한 평화 헌법은 약 50년 동안 일본의 고도성장과 함께해 왔습니다. 국방을 미국에 일임하는 대신 일본이 경제 발전에만 집중할 수 있게 도와준 '로우 폴리틱스'(Low Politics)의 주춧돌이기도 했습니다. 하지만 그동안 호헌과 국방력 위임의 근거가 되었던 일본의 고도성장이 거품의 붕괴로 말미암자, 일본 정치권에서는 평화 헌법 개정의 목소리가 높아져만 갔습니다. 버블 붕괴 전에는 일본의 일부 재야 우익들만 개헌을 주장했습니다. 그러나 제도권 정치인 고이즈미 준이치로(小泉純一郎)의 등장으로 상황은 바뀌었습니다. 그는 일본 자위대의 이라크 파병을 통해 국제사회에 이바지해야만 한다고 주장했습니다. 고이즈미의 퇴임 이후 총리가 된 아베는 더 나아가 일본을 ‘보통 국가’로 만들어야 한다고 합니다. 이른바 ‘전후 체제의 결산’으로 패전국이라는 주홍 글씨를 지워 군대를 보유하고 파병이 가능한 나라로 일본을 탈바꿈시키겠다고 합니다. 아베 신조 총리는 2007년 첫 임기 때 ‘아름다운 나라(美しい国)‘를 국정 기조로 삼았습니다. 그릇된 애국심을 고취하는 국가주의적 교육정책, 국방군 창설을 위한 개헌이 목적이었습니다. 그러나 개헌의 불씨를 당기기도 전에 아베는 1년이라는 짧은 임기로 총리직에서 내려와야만 했습니다. 2007년 참의원 선거에서 자민당이 대패하였기 때문입니다. 그의 퇴진 이후 후쿠다 야스오, 아소 다로가 총리를 이어받아 헌법 개정을 논의하긴 했습니다. 그렇지만 개헌이라는 의제는 전 세계적인 경제 위기가 일어나 자민당이 몰락하고 정권이 교체됨으로써 쓸쓸히 잊혀갔습니다. 이후, 자민당을 끌어내리고 집권한 민주당은 열화와 같은 일본 국민의 기대를 받았습니다. 하지만 이는 오래가지 못했습니다. 미국과의 외교 갈등, 동일본 대지진, 소비세 증세와 같은 실정을 반복했기 때문입니다. 결국, 3년 만에 민주당은 본래의 아마추어 야당으로 돌아가고 말았습니다. 다시 여당이 된 자민당과 더불어 아베 신조도 총리직에 복귀했습니다. 고난의 세월만큼 아베는 한층 더 강인해졌습니다. 이전의 유약한 도련님 이미지를 비웃듯 공공연하게 개헌을 주문합니다. 아베는 강박적으로 헌법 개정을 부르짖고 극우적 언동을 일삼는 인물들을 내각에 기용합니다. 또한, 일본의 과거사에 대한 성찰과 자기반성은 추호도 없습니다. 그의 극우적 행보의 기원은 어디에서 출발했는가? 해답은 아베家의 정치적 DNA에서 찾을 수 있습니다. 아베 신조의 외조부 기시 노부스케(岸信介)는 전범입니다. 전쟁 물자를 군대에 보급하는 일제의 상공부 대신을 역임하며 주변국 침탈에 앞장섰습니다. 전쟁 뒤에는 일본제국의 패망 때문에 A급 전범으로 기소되어 공직에서 추방당했습니다. 하지만 얼마 못 가 한국전쟁 발발로 일본의 공산화를 우려한 미국은 일본 내 우익 세력들의 정치 규제를 풀었습니다. 그는 다시 슬그머니 정계에 복귀했습니다. 한국전쟁의 반사이익으로 기사회생한 요시다 시게루의 퇴임 이후, 기시는 총리가 되었고 그는 일본 국방력의 부활을 상정하고 미·일 안전보장조약을 체결했습니다. 기시가 체결한 안보조약은 일본 학생운동에 큰 파장을 일으켰습니다. 대학생들은 단체로 수업을 거부하고 경찰과 대치했습니다. 태평양 전쟁의 참상이 잊히진 않았던 정국은 혼란으로 빠졌고, 국회 앞은 국민의 분노가 줄을 지었습니다. 기시는 악화된 여론에 굴복해 총리에서 사임하였고 이를 두고두고 안타까워했습니다. 유년기에 외조부의 귀여움을 독차지하며 성장한 아베는 혼란스러웠던 당시 상황이 뇌리에 남을 수밖에 없었습니다. 세월이 흘러 아베 신조는 부친 아베 신타로(安倍晋太郎)의 사망 이후 지역구를 세습 받아 중의원에 당선됐습니다. 아베는 첫 등원 때 기자들 앞에서 포부를 밝혔습니다. “제가 국회의원이 된 것은, 일본국 헌법을 개정하기 위해서입니다. 한시라도 빨리 미국에 의해 강요된 헌법이 아닌 일본의 자주 헌법을 제정하고 싶습니다.” 아베는 가문의 대의를 물려받아 신념에 찬 눈빛으로 말했습니다. 시간이 흐른 뒤, 그가 정치 무대에 본격적으로 등장한 계기는 북한에 의한 일본인 납치 사건이었습니다. 2000년대 초 일본 국민들의 성원을 받고 출범한 고이즈미 내각은 일본인 납북 문제를 해결하기로 했습니다. 고이즈미 총리는 북한 김정일과의 회담에서 납북자 귀국 문제를 두고 교착 상태에 빠져 있었습니다. 당시 관방부장관으로 고이즈미와 동행한 아베 신조는 강경하게 납북자들의 일시 귀국을 주장했습니다. 덕분에 북한에 억류되어 있던 일본인들 중 일부는 고국으로 돌아올 수 있었고 아베 신조는 스타 정치인이 되었습니다. 고이즈미의 퇴임 이후 총리가 된 아베는 부처 산하 관청이던 방위청을 방위성으로 격상시켰습니다. 사실상 국방군 부활의 신호탄이었습니다. 또한 문부과학성에 교과서 검정 기준을 논란이 되는 방식으로 제시하였습니다. 이와 같이 1년 남짓한 짧은 첫 임기 동안 아베는 개헌의 발톱을 드러내고 있었습니다. 그 후, 민주당이 자멸해 정권이 교체되고 아베는 총리직에 복귀했습니다. 연거푸 선거에서 승리한 그는 현재 개헌에 박차를 가하고 있습니다. 심지어는 개헌을 위해서라면 앙숙과도 협력할 기세입니다. 하지만 그가 두려워하는 한 가지가 아직 남아있습니다. 바로 '참의원 선거'입니다. 평화 헌법 개정을 위한 요건은 중·참의원 재적수 2/3 찬성과, 국민투표 가결입니다. 둘 중 어느 한 가지라도 조건이 충족되지 않는다면 개헌을 물거품이 되고 맙니다. 2019년 현재, 자민·공명·유신 보수 3당은 참의원 2/3 의석 수를 점유하고 있습니다. 그렇지만 2019년 시행될 선거에서는 보수 3당 모두 현재 점유하고 있는 의석을 방어하기 쉽지 않습니다. 바로 사분오열되어 오합지졸이라 평가받던 야당들이 변화하고 있기 때문입니다. 현재 제2 야당인 국민민주당은 선거의 화신 오자와 이치로(小沢 一郎)를 영입하여 아베의 독주를 막기 위해 필사적으로 노력하고 있습니다. 또한 제1 야당 입헌민주당은 일본 공산당과 연합하여 지역구 단일화에 박차를 가하고 있습니다. 쉽지 않은 참의원 선거 승리를 위해, 아베는 어떤 전략을 내세워 일본 국민들의 마음을 얻을까요? 사실 군대란 국가가 존재하기 위한 필수요건 중 하나인데, 일본과 같은 기형적인 국가가 탄생할 수 있었던 것은 주일미군이 사실상 방위군의 역할을 대신하고 있기 때문이라 생각합니다. 그렇지만, 최근 미군의 해외 주둔 및 이로인해 소비대는 방위비에 대해서 회의적인 의견이 강해지고 있으며 현 미국대통령은 이러한 추세를 더욱 강화하고 있는 중입니다.
즉, 미국은 주일미군을 줄이고 싶어하지요.
