대한민국에서 대구경북과, 안보북풍과, 보수결집을 무시하는 분들은 아무도 없을겁니다. 말이 콘크리트 40%지, 어마어마한 거잖아요. 반면 야권지지세력은 진짜 다양합니다. 중산층부터 빈곤계층까지, 지역을 가리지 않고 (그나마 호남을 제외하면) 총선변동폭이 꽤 있는 편이죠. 50-70년대를 지나고 그 시대를 교육받아온 분들이 점점 줄어들기때문에, 보수정당은 새로운 수혈과 자신들이 유리한 정치지형을 다져놓는데에 필사적입니다. 게다가 국내거대자본들도 사실 새누리당정도가 미친듯이 푸쉬해주지 않으면 생산비 적은 해외로 옮기고 싶은 사업체가 한둘이 아닐거에요. 단순히 친자본의 자세만으로는 이제 자본쪽 컨트롤도 어려운 상태인게 사실이라고 생각합니다. 세계경제의 여파이기도 하고.. 그래서 미친듯이 노동법 개악하고 노조 깨부수고.. 하는게.. 저들도 필사적이라는거죠. 그런면에서 야권지지세력은 사실 시간이 지날수록 콘크리트 계층이 물렁해진다는점에서 지금 규모만 어떻게든 유지해도 언젠가는 더 할만한 상황을 기대해 볼 수 있다는 거시적 기대감이 있을지도 모릅니다. 윌스트리트가의 재앙이 없었다면, 의료서비스의 해악이 없었다면, 테러 이후의 이라크전이 없었다면. 오바마의 재선과 버니의 약진은 기대할 수 없었을지도 모르는 것처럼요. 어쨌든.. 더민당의 필리버스터 중단 방향은 많이 아쉬우면서도, 사실 제가 필리버스터 이틀째에 이야기 했듯이 이건 '대중운동'과 연합하지 않는이상 정말 어려운 일이었습니다. 어차피 중앙언론은 다 막혀있었고, 구독률 높은 신문사들도 다 무시했습니다. 되려 타이틀로 악의적인 기사와 시사방송을 내보내기 바빴어요. 그런 방송을 보고 듣는 사람들이 전국에 7할입니다. 단순히 민주주의를 외치고 멋지다, 싸워보자. 으쌰으쌰로 밀어가기에는 불가능했던게 맞습니다. 열은 받지만.. 우리가 열받는다고 타이슨이나 효도르한테 (너무 구세대인가요) 주먹을 날리진 않잖아요. 물론 더민주쯤되면 효도르를 상대하는 크로캅정도는 될테지만.. 아니 좀 모자라려나.. 어쨌든.. 스덕이었으니 스덕으로 비유하자면 이영호를 상대로 낼 카드는 이제동 정도인데 그게 완전 개테란맵이면, 이제동을 파이팅만으로 내보내기엔 어렵죠. 철저한 연구와 전략이 수반되는게 아니라면 차라리 신인카드를 던지는게 낫고.. 그런면에서 필리버스터가 비례대표와 초선,재선 및 개별의원들의 역량과 가치를 가늠할 수 있었다는 점에서는 비슷한 의미를 지닐수는 있다고 봅니다. 그렇게 생각한다면.. 필리버스터는 여론이 극적으로 돌아서지 않는 이상 (그 데이터가 없는 이상) 스탑해야했죠. 다른 많은 인터넷 글들이 이야기해줬듯이, 정치공학적으로 비박/친박계와 의회의 룰(어차피 상정못막음)같은 부분들이 핵심이겠지만, 사실 저는 오히려 이 상황의 핵심은 대중운동과 의회정치의 결별상황이라고 봅니다. 만약 필리버스터가 이렇게 드라마틱한 시작을 일궈냈다면, 당장 그 사이에 있었던 민중총궐기의 핵심의제중 하나로 꺼내고, 더 많은 사람들이 거리로 나와야 했습니다. 지금 필리버스터를 보며 더민주에게 찬사와 환호를 보내는 야권지지자들은 서로 아 멋져 좋다 이럴게 아니라, 주변에 정치에 관심없던 사람들과 여권지지자들을 적극적으로 설득하고 끌어들이고 때로는 애교로, 때로는 설명으로, 때로는 술한잔과 우정과 애정과 인간적 관계에 호소해서라도 한명당 열, 스물을 얻겠다는 심정으로 열흘간 행동했어야 합니다. 그렇잖아요? 후원금을 내고, 리트윗을 하고, 좋아요를 누르는건.. 뭔가 한 것 같지만.. 사실 여론을 바꿀 수 있기에는 너무나 소극적인 행동들입니다. 우리에게는 중앙언론이 없고, 그래서 우리는 철저하게 각자의 자리에서 이 이슈를 재생산하고 우리편을 만들었어야 해요. 그게 각자의 자리에서 하는 '대중운동' 이고 각자가 실행하는 '정치' 이기 때문입니다. 우리나라는 기본적으로 정치혐오와 기계중립성에대한 강박이 심합니다. 그래서 사적인 관계를 두고 정치로 토의하고 서로를 설득하기가 정말 어려워요. 그런 습관자체가 없고 기본적으로 대화의 방식이 많은 부분에서 권위와 친밀감에 의존하기 때문이에요. (나이, 연공, 서열, 성별 등..) 그래서 개인이 어떻게 정치적활동을 할 수 있느냐에 대해 어려움이 많고 한계가 많다고 생각해요. 하지만 반대로 생각해보면, 그렇기 때문에 우리가 정치혐오와 기계중립성을 공격하고 바꾸고 설득하고 흔들수록 우리의 정치지형이 극적으로 변화될 계기도 높아지는거죠. 저는 새누리당의 이념공격과 현 여당세력(행정부를 비롯한)의 이데올로기 공작이야말로 이런부분이 무서운 거라고 생각해요. 모든걸 '먹고사니즘'에 종속시킬 수 있게 유동성에 약한 계층(위기를 견뎌낼 내성이 부족한 계층들)을 더욱 확대시키고, 그들을 위한 일을 하겠다고 달콤한 속삭임을 던지는거요. 왜냐면 여당은 '맘만 먹으면' 진짜 할 수 있는 힘 자체는 있거든요. 반면에 야당은 맘만 먹으면 '진짜 할 수 있나?'싶은 세력이란 말이에요. 이건 진짜 중요한 차이에요. 당장 천만원이 있는 친구와, 한푼도 없는 친구 둘을 두고 똑같이 같은 액수의 보증을 서달라고 할때. 담보로 천만원이 있어서 보증위험이 없는, 말하자면 잃어도 망하진 않을 것 같은 친구와 갚을때는 확실히 늘려서 갚아준다고 하지만 당장 아무것도 없이 열정과 마음만 있는 친구.. 어차피 정치인의 정책적 능력은 정치인으로 결정되는게 아니에요. 그들의 네트워크에 연결된 각종 연구자, 전문가들에 의해 나오는 거거든요. 정치인의 능력은 곧 지지자의 권력이에요. 그런면에서 여당은 언제나 실행능력 자체는 가장 강력한 셈인거죠. 그게 무서운거에요. 그래서 정치지형을 바꾸고자 하는 개인들을 탄압해요. 대중운동을 탄압하고, 시민단체와 노동조합을 탄압하고, 집회를 탄압하고, 인문학과 공부모임을 탄압해요. 만약 이 필리버스터가 정말로 '함께 지자!'라는 구호처럼 끝까지 가길 바라셨다면, 적어도 야권지지자들은 훨씬 더 적극적으로 이 열흘간을 보냈어야 해요. 가시적인 여론조사를 바꿀 수 있게, 각자가 지지하는 의원실에 주변인 몇명을 설득했고 앞으로 더 많은 이들과 만날거라는 '자발적 선거운동'을 했어야 합니다. 정치에 무관심한 이들과 반대편에 선 이들을 지리하게 설득하고 끌어당기는게 정치잖아요. 그런데 의회는 이미 기울어져있단 말이에요. 총선은 한달 뿐이고, 지금은 임진왜란에서 선조가 배수의 진을 명령한 셈인데, 이걸 잃으면 신의주까지 도망쳐야 하는거랑 뭐가 다르겠어요. 우리가 파이팅을 외치고 배수의 진을 쳤는데 조총을 들고있는 적군이 더 많다면... 우리도 싸우기 직전까지 미친듯이 조총을 모으고, 전력을 강화했어야해요. 그건 선거운동본부들만 할 수 있는게 아니라, 개인 각자가 사회에서 각자의 자리에서 대중운동에 참여하는거에요. 가까운 사람부터, 사회적 집단행동까지. 당신들이 싸우고 있는걸 '지켜보는'걸로 끝나는게 아니라, 당신들의 싸움에 실력을 불어넣기위해 우리도 싸운다는 생각을 했어야해요. 비난, 비판에서 끝내며 속 시원함을 느끼게 해주는건 필리버스터의 일갈로 만족하고, 우리는 우리 곁에 있는 다른 지지자들을 한명이라도 더 끌어당기고 설득해야해요. 이런 대중운동과 의회정치가 멀어져있는 순간, 야당은 영원히 자신들이 갖고있는 힘마저 잃을까 무서워 절대 끝까지 싸울 수 없을거에요. 언젠가는 다가올 것 같은 승리할 수 있는 싸움에서 아무것도 안남으면 안되는 거잖아요. 결국 우리는 열흘간 대중운동에 실패한 셈이에요. 필리버스터를 끝까지 이어나가자는 구호에는 우리가 일상에서 얼마나 정치적이었으며, 우리가 그들을 지지할 이들을 찾고 설득하고 야권과 정치에 대한 지형을 적극적으로 바꾸고자 하는 행동이 함께 수반되었는지, 비록 지금까진 안좋은 관계였지만 대중운동과 의회정치가 협력했을때 새로운 결과를 기대해 볼 수 있다는 점을 만드는것이 진정한 민주주의임을 깨달았어야해요. 정치평론을 하며 권력관계와 정치공학적 검토도 중요하지만, '대리인 싸움'에서는 이미 뒤집을 수 없는 체급차이가 있는게 현실이고, 의회정치만으로 변혁을 한다는건 환상이에요. 이 환상에 매달려서 투표합시다! 응원합니다! 로 벌써 몇번이나 패배했잖아요. 우리는 좀 더 정치적이 되어야해요. 개인이 대중운동에 몸을 던지지 않으면 의회정치의 변혁은 멀고도 요원할 뿐이에요. 언젠가는 오겠지만, 그 때까지 우리는 좀 더 패배주의와 회의를 겪을테고 삶에서 더 큰 간접적인 위기들과 위협을 보고도 무력감을 느껴야겠죠. 정치적으로 행동해야하는 시기는 지금이에요. 갈등은 무섭고, 이런 행동들은 어색하고. 부끄러울수도있고, 껄끄러울수도 있지만... 의회와 정당에 기대는 것을 벗어나 우리가 해야해요. 우리가, 내가 해야해요. 그래야 필리버스터를 저들이 계속할 수 있고, 우리가 그렇게 했을 때 저들이 두려워 싸움에서 빠지는 것에 대해 진짜 비판을 할 수 있을거에요. 그리고 그 정도의 대중운동과 정치적 참여도를 유지할 수 있다면, 그렇게 두려워 싸움에 빠지는 이들을 얼마든지 솎아내고 우리가 진정 멋지게 생각했던 의원들을 새로운 중심으로 세운 신선한 야권을 만들 수 있을거라 생각해요. 대중운동을 시작하세요. 정치를, 시작하세요. 여론조사 까보면 여당 지지율이 오르고 야당 지지율은 제자리였다는데 미중이 강력한 대북제재 합의한 상황에서 여당 지지율 안 오르면 그게 더 이상한 일 아닐까요. 오히려 테러방지법/필리버스터 여론조사는 반대/수정통과가 근소하게나마 역전시킨 상황이었습니다. 게다가 어제 홍익표 의원이 여론조사 설문 이상하게 뽑았다, 불공정하다, 그런 얘기를 했었는데 여론조사 때문에 더 못하겠다고 하면 말하는 사람이나 보는 사람이나 바보 만드는 거죠. 설사 여론조사 따라간다고 하더라도 정청래, 진선미, 최규성, 홍종학, 서영교 등 금요일보다는 주말 이후에 반응이 뜨거웠는데 금요일자 여론조사 때문에 그만둔다는 것도 이해하기 어렵고요. 뭐 내부적으로는 아직 갤럽/리얼미터가 공개하지 않은 추가 자료가 있는지는 모르겠습니다만 적어도 일반인 입장에서 그런 자료를 볼 수는 없고, 계속해서 필리버스터 진행한다, 멈추지 않는다, 이런 말 해놓고 갑자기 야밤에 그만합니다 라고 하면 심정적으로 받아들이기 어렵죠.
그리고 이건 당사자가 아니라 태연하게 말할 수 있는 건지도 모르겠지만, 그놈의 역풍 역풍 좀 지겹습니다. 현재 정치지형 상 뭘 하든 야당이 역풍 맞는 프레임 짤 수 있는데 역풍 무서울 거면 일 어떻게 하나요. 앞으로도 계속 여당이 법안 강행해놓고 배째라 모드 나오면 역풍 무서워서 다 접어줄 것처럼 보입니다. 지역구 의원이 필리버스터 직접 참여하진 않아도 간접적으로나마 의사당 지키고 동행하는 모습을 봐서 지역구 투표는 좀 더 고민해보겠지만 더불어민주당 자체는 제1야당이라는 기대에 부응할 만큼 탈바꿈한 거 같지 않네요.
