그동안 학기 시작만 기다리며 무료한 시간을 보냈는데, 오늘로 경제학 박사과정 첫 학기를 맞이하는군요. 유학 시도는 실패했지만, 일단은 한국에서 박사를 시작하게 되었습니다. 앞으로도 한국에서 공부할지는 더 고민하고 결정해야 할 듯 합니다. 수업은 수요일부터지만, 벌써부터 여러 이메일을 주고받고 학교 갈 길 여럿 생기니 정말 개강했다 싶습니다. 저는 철학을 전공하다가 경제학으로 주전공을 바꾼 케이스다보니 이 생각이 들었습니다. 경제학만이 가진 고유한 장점은 무엇인가. 그리고 2023년에 한국에서 경제학을 공부해야 하는 특별한 이유가 있을까. 이 부분을 몇년 동안 고민해왔고, 그 결론은 대충 이렇습니다. 지금까지 석사생이라 경제학 트렌드를 편협하게 이해하는 것일지 모르지만, 일단 제 생각은 이렇습니다. 1) 경제학적 방법론은 여러 문제에도 불구하고 '사회 현상을 낯설고 새롭게 보는' 특유의 장점이 있는데 2) 경제학이 발전하는 상황에서 인과추론 방법론과 데이터과학의 혁신으로 1)의 적용 범위가 급속도로 팽창하고 있으며 3) 지금처럼 국제정세, 기술, 기후, 인구통계 등이 급격하게 변화하는 시대에 경제학적 분석이 매우 중요해진다 우선 경제학은 여러 악명과 한계에도 불구하고, 주어진 효용함수와 비용조건 하에서 주어진 자원에 맞는 최적화된 행동을 한다는 물리적인 세계의 메커니즘에서 시작하고 이를 수리적으로 기술해나간다는 장점이 있습니다. 흔히 합리성 강조가 경제학의 특징처럼 이야기되지만, 물리적 영역의 기저에서 시작해 수리의 언어로 전개되면서 결론에 도달하는 메커니즘이 더 근본적이라 생각합니다. 물리적 세계의 메커니즘은 거의 모든 사회과학적 현상에 적용될 수 있기에, '경제학 제국주의'라고도 불리는 경제학 원리의 타 분야 확장으로 이어집니다. 예를 들어 기본 중의 기본인 수요-공급의 원리에서 시작해서, 기업의 이윤극대화는 한계편익과 한계비용이 같아지는(MR = MC) 지점이라는 경제학 근본 아이디어, 구축효과, 조세 전가, 유보 임금 등등. 이런 독특한 언어는 사회 현상을 낯설고 새롭게 보게 하는 장점이 되지요. 물론 실제 연구에 사용하는 이론이나 경제학 실증결과들은 학부생 경제학 교재의 결론보다 훨씬 복잡하고, 이 현상은 경제학이 발전하고 시대가 바뀌면서 심화됩니다. 한 예로, 경제학 학부생들에게 익숙한, 자녀 수와 자녀의 인적자본 사이의, 혹은 생활수준과 출산율 사이의 게리 베커식 대체 관계(quantity-quality tradeoff)는 현대 선진국의 출산율 트렌드를 설명하는데 한계를 보이고 있습니다(Doepke et al., 2022). 더 보편적인 예를 들자면, 경제학이 전제한다고 알려진 '합리적 인간상'은 경제학자들도 한계를 인정한 지 꽤 되었고, 경제학 이론 모형들에 다양한 요소가 반영되면서 불완전하게나마 극복되어가고 있습니다. 그럼에도 확실한 것은, 경제학의 세계관과 언어는 정치학, 사회학, 인류학, 심리학 등 여타 사회과학과는 다르고 그것이 고유한 장점이라는 것입니다. 그리고 인과추론 방법론의 발달과 데이터과학의 발달은 실증적으로 분석가능한 분야를 넓혔고, 가용데이터의 분량을 확 늘렸습니다. 경제학이 다루는 범위가 사실상 사회과학적 영역 전부로 확장되었고, 경제학 이론 수준이 과거에 비해 발달하고 정교해지는 터라 이 변화는 크게 작용합니다. 이런 변화를 통해, 과거에는 꿈도 못 꿨던 경제학 연구들이 우수한 학술지나 학술대회에서 술술 나오고 있습니다. 최근 출간된 논문이나 Working Paper를 읽고, 이런저런 학술대회 참여하고, 학교에서 열리는 세미나에 참석할 때마다 저는 그저 경외감만 느낍니다. 문제의식과 이론적 발전의 수준, 인과추론 방법론의 발달, 데이터의 수준, 그로 인해 도출된 흥미로운 분석결과들.... 저같은 천학비재는 그저 경제학에 압도될 뿐입니다. 학부 교과서는 그저 교재일 뿐. 이러한 경제학의 이점은 급격하게 변화하는 시기에 매우 유용합니다. 몇 년 전부터, 해외 뉴스들이 보여준 세계의 모습은 더 이상 우리가 알던 세계가 아니게 되었습니다. 실패로 끝난 아랍의 봄과 이슬람 극단주의의 확산, 우파 포퓰리즘 득세, 기후변화의 본격화, 코로나19의 창궐, AI 기술의 놀라운 발달, 일극 국제정치 체제의 붕괴, 인플레이션과 구인난의 시대 등등. 제가 살던 한국도 박근혜 탄핵, 남북관계 개선 시도, 코로나19의 (여러 문제가 있었지만) 비교적 성공적인 대응, 세계적인 위상 급상승, 인구 감소의 시작 등에서 알 수 있듯이 과거와는 많이 달라졌습니다. 이런 급변하는 시대일수록 엄밀한 분석이 필요한데, 흔히 떠도는 대중 담론들은 오히려 그와 정반대인 경우가 많습니다. 주장이 실증 데이터와 너무 맞지 않고, 데이터 해석을 이상하게 하고, 해결책은 공허하기 짝이 없고, 더 나아가 위험한 방향으로 논의를 전개시키고... 여러 데이터를 아는 입장에서 저는 이런 일들을 너무 자주 경험합니다. 고도로 발전한 경제학 최신 연구결과들은 저출산 고령화, 이민, 기후 변화, 복지국가, 기술, 도시화, 규제 등등 국내외의 중요해진 이슈에 대해 비직관적이면서 놀라운 설명들을 제공하고 있습니다. 알량한 고정관념으로 세상을 바라보면 큰일난다고 이야기하는 수준입니다. 그 예시를 몇 개 들자면 (일부는 비경제학 분야의 논문도 포함되어 있습니다) 1. 대체 출산율(대략 2.1 정도 되는 수치)가 최적인가? – 인적자본 투자 등을 고려했을 때 저출산이나 인구감소도 '적절한 수준이라면' 사회적 최적일 수 있다는 논문들도 있습니다(Lutz, 2004; Striessnig and Lutz, 2013; Lee et al., 2014; Skirbekk, 2022; Weil, 2023) 2. 남성 출산휴가는 출산율을 높일 것인가? – 스페인, 한국 등에서는 오히려 남성 출산휴가가 남성의 출산 의지를 꺾였다는 보고도 나오고 있습니다. (Farre and Gonzalez, 2019; Lee, 2022) 3. 인구고령화는 경제성장률을 낮추는가? – 자동화 등 자본 투자를 늘려서 오히려 증진시킬 수도 있습니다 (Cutler et al., 1990; Acemoglu and Restrepo, 2017, 2022) 4. 이민발 다양성 증대는 진보인가? – 이민자 유입으로 인구 구성이 이질적으로 변하면, 국가적인 재분배나 공공재 투자에 대해 인식이 나빠진다는 문제가 생깁니다 (Alesina et al., 1999; Alesina and Glaeser, 2004; Speciale, 2012; Dahlberg et al., 2012; Kim and Lee, 2021) 경제적인 면에서는 이민 유입이 오히려 퇴보가 될 위험도 있습니다. 5. 소셜미디어 필터링 확대는 가짜뉴스 확산 감소에 기여할 것인가 – 거꾸로일 가능성도 있습니다. 사람들은 소셜 미디어 정보를 어느 정도 필터링해 받아들입니다. 따라서 가짜뉴스를 필터링할 경우, 가짜뉴스를 필터링으로 줄이는 효과 이외에도 떠도는 정보를 필터링만 믿고 더 무비판적으로 받아들이는 효과도 발생합니다. 후자가 더 큰 경우 필터링은 마이너스가 될 수 있습니다. (Chang and Vong, 2022; Cisternas and Vasquez, 2022) 6. 공적 복지의 확대는 동북아시아를 각자도생과 불평등에서 구원할까? – 이미 사적 복지가 발달한 동아시아 상황에서, 공적 복지의 확대는 사적 복지를 구축하여 재분배, 빈곤 감소 효과를 반감시킬 수 있습니다. (Cox et al., 2004; Fan, 2010; Koh and Yang, 2021; 황남희 외, 2021; 김학효·김홍균, 2023) 7. 개도국의 도시화는 성장을 촉진하는가? – 근래 개도국에서는 전쟁이나 농촌의 빈곤 등 나쁜 원인으로 도시화가 된다던가, 산업 발달 없이 소비도시로만 도시화가 된다던가, 외부로부터의 도시 인구유입 없이 내부 자연증가만으로 인구가 급증한다던가, 경제활동이나 인구가 제1도시에 과도하게 집중되는 등의 경우가 비일비재합니다. 이 경우 도시화는 성장을 수반하지 못하거나, 도리어 저해할 수도 있습니다. (Henderson, 2003; Glaeser, 2014; Jedwab and Vollrath, 2015; Gollin et al., 2016; Jedwab et al., 2017) 더욱이 개도국들은 도시를 지탱할 인프라가 부족한 경우가 많아, 인구밀집이 불러오는 부정적인 외부성을 극복해야 한다는 과제도 있습니다 (Glaeser, 2022) 8. 각종 규제를 철폐하는 것이 최선인가? – 저신뢰 사회에서는 경제활동에 규제가 없을 시 오염물질을 마구 배출하는 등 음의 외부성 문제가 심각합니다. 저신뢰 사회에서 규제 도입은 경제활동을 제한하고 신뢰를 더더욱 낮춤에도 불구하고 사회적 균형이 될 수 있습니다. (Aghion et al., 2010) 물론 여기 나온 연구결과들도 논란의 소지가 있어, 맹신은 위험합니다. 3을 예로 들자면, 인구고령화가 경제성장에 부정적이지 않다는 결론을 낸 연구결과들은 고령화 단계와 경제성장 간의 비선형적 관계를 고려하지 않았다는 지적이 있습니다. 이에 따르면, 고령인구 비율이 많이 높아져 생산가능인구 비율 감소와 직결되는 고령화는 분명히 경제성장을 저하시킵니다. (Lee and Shin, 2019) 또한 2008년 세계 금융위기 이후 제로금리화는 고령화가 금리 인하->자본 심화->경제성장으로 이어지는 경로를 막아서, 2008년 이후에 한정하면 고령화가 경제성장률을 낮추는 효과가 분명 나타났다고 Eggertsson, Lancastre and Summers(2019)는 지적합니다. 확실한 것은, 이 연구결과들이 잘못되었든 아니든, 사회 현상을 바라볼 때 실증에 근거한 다면적이고 포괄적인 관점으로 바라볼 필요가 있다는 것입니다. 단순한 통념이나 그릇된 고정관념을 넘어, 이분법과 흑백논리를 넘어, 옛날에 통용되던 지식을 넘어, 실증적인 데이터를 바탕으로 구체적인 세계를 바라볼 때가 왔습니다. 지금처럼 많은 것이 급변하는 시기에잘못된 지식은 사회에 위험하기까지 합니다. 제가 여기에 데이터를 첨부한 글을 올리고, 대중 통념을 비판하는 글을 썼던 건 그 문제의식이 컸습니다. 경제학과 데이터의 방대한 세계를 배워가는 대학원생으로서, 세상에 떠도는 이야기를 보며 느낀 아쉬움을 극복하고 싶었거든요. 시간이 많이 부족해져서 이제는 하기 힘들겠지만, 글을 쓰기 위해 나름 공부를 했으니 유익한 활동이었다고 자부합니다. 그리고 이제, 제가 그런 연구결과를 산출해야 할 때가 왔네요. 경제학과 데이터의 발전에 더해, 한국 사회와 한국 경제학계의 발전으로 한국인들의 연구, 한국을 대상으로 한 연구도 급속도로 발전하고 있습니다. 한국에서 경제학이 발전하기에는 데이터의 낮은 양과 질 수준(석사논문 쓰면서 많이 느꼈습니다...)같은 여러 복병이 있으나, 그럼에도 불구하고 예전에는 꿈도 못 꾸던 저명한 저널들에 한국인들이나 한국 대상 연구가 실리는 일들이 꽤 빈번해졌습니다. 학제간 연구도 종종 있고요. 그리고 논문 주제들은 굉장히 시의적절합니다. 제 관심분야에서 몇 가지 큼지막한 예를 들자면, - 한국에서 '군비경쟁식' 사교육이 출산율을 낮추는 메커니즘을 다룬 Kim, Tertilt, and Yum (2023)의 논문 [American Economic Review라는 경제학계 최고로 저명한 학술지에 수정 및 재제출Revise and Resubmit 판정. 이정도면 실릴 가능성도 꽤 있어 보입니다] - 박정희기의 중화학 공업 육성이 한국경제에 미친 긍정적 역할을 다룬 Lane (2022)의 논문 [최고 학술지 중 하나인 Quarterly Journal of Economics에 조건부 게재Conditional Accept 결정.] - 현대 동아시아에서 가사 분담의 불평등과 비혼 출산 금기시하는 문화가 출산율에 미치는 영향을 계량적으로 분석한 Myong, Park, Yi (2021)의 논문. [Journal of the European Economic Association - 여기도 꽤 좋은 학술지입니다] - 정치학 교수들과 협업하여, 새마을 운동이 한국 정치에 미친 유산을 다룬 Hong, Park and Yang (2022) 논문. [정치학계 최고 학술지 중 하나인 American Journal of Political Science에 실림. 저자분들에 따르면 한국을 대상으로 한 연구가 여기 실린 건 처음이었다고. 이 논문은 더불어 여러 상을 수상받았습니다] - 북한에서 종교의 자유를 찾아 남한으로 내려온 개신교인들이 반공 보수정치에 미친 영향을 다룬 Hong and Paik (2021) 논문 [Journal of the Economic Behavior and Organization 여기도 좋은 학술지] - 평균 키의 변화를 통해 구한말 개항이 조선인들의 생활수준 향상에 미친 영향을 다룬 Kim and Park (2021) 논문 [The Journal of Economic History. 여기도 좋습니다] 이런 연구들을 보면서 많은 것들은 배우고, 저는 어디까지 성장할 수 있을지 고민이 될 뿐입니다. 이제 더 이상 편하게 고민할 시간도 이제 없네요. 할 말은 여전히 많지만 글이 너무 길어지기에 급하게 마무리한다면... 이제 저는 바빠질 일만 남았습니다. 국내에 계속 머무른다면 석사논문 하나를 포함해서 논문을 써서 투고할 때가 왔고, 해외로 유학가면 준비하면서 더 바빠질 것입니다. 홍차넷 탈퇴는 할 생각이 없지만, 예전처럼 활발하게 활동하지 못할 것 같습니다. 이제 확실히 저의 길을 걸어야겠습니다. 그동안 많이 고마웠습니다. 다들 건승하세요.
