고구려는 본디 미천하여서 논하고 말고 할 것도 없다. 그러나 수나라와 당나라가 흥하고 망한 것은 모두 이 고구려와 관계가 된다. 수 문제가 새로 천하를 통일하였는데, 그 당시에 돌궐은 이미 머리를 조아리고 복종하였다. 양제가 순시하다가 친히 돌궐의 장막에 이르러서 우연히 고구려의 사신이 계민의 처소에 있는 것을 보았는데, 배구의 한마디 말로 인하여 드디어 이 화를 일으켰다. 배구는 천하의 대세가 이미 합해진 것을 보고는 역시 고구려에서도 조공을 바치게 하여 천하를 얻었다는 것을 드러내 보이고 싶어 하였다. 그러나 천하 대란의 단서가 여기에서 발단될 것은 알지 못하였다. - 도서편(명나라 때의 백과사전) -----------------------------------------------------------------  "고구려가 죄를 자복하여 내가 이미 용서하였으므로 그들을 칠 수가 없다" - 고구려를 다시 쳐 달라는 백제 위덕왕의 요청에 대한 수문제의 대답 수문제는 고구려와의 전쟁을 쿨하게 포기합니다. 공격은 둘째 치고 가는 것만 해도 큰 피해가 나온 상황이었으니까요. 영양왕도 적당히 기어 줬구요. 백제야 아쉬웠겠지만 어쩔 수 있나요. 문제는 이후 내치에 집중했고, 망나니 아들놈이 마음껏 써도 될 정도의 국력을 쌓아 놓습니다. 한이 망하고 재통일하기까지 근 사백년이 걸렸습니다. 통일중국에 대한 생각이 없어질 만한 시간이죠. 동아시아의 통일 왕조, 중국이라는 정체성에 수문제의 영향도 상당할 겁니다. 이 나라가 오래오래 잘 갔으면 중국을 뜻하는 진(지나=차이나), 한(한족), 당(당나라 군대(...))이라는 이름 중 당은 수로 바뀌었겠죠. 하지만...  양광은 문제의 차남이었습니다. 태자 양용이 있었지만 방탕하다는 이유로 눈 밖에 난 상황이었는데, 자신은 검소한 척 하면서 문제의 마음에 들었죠. 여기에 계략까지 더 해서 태자 자리를 뺏어 옵니다. 이후 문제가 죽을 것 같자 일찌감치 어떻게 할까 계획하고 있었는데, 그게 문제에게 걸리자 죽이고 황위에 오릅니다. (물론 기다리면 그냥 황제가 될 건데 진짜 죽였느냐는 의문은 있습니다만) 그게 바로 수양제죠  즉위 후 양제는 정말 어마어마한 사업들을 벌입니다. 대운하와 만리장성 보수로 대표되는 사업들 말이죠. 물론 이것들이 아무 의미 없진 않고 이전에도 하고 이후에도 한 것입니다만... 이 양반은 그냥 미친 듯이 밀어붙여 버렸으니... 거기다 정말 엄청난 사치를 부렸죠. 이런 인간이 대외적으로도 소극적이었을 리가요. 당시 수의 북쪽에선 돌궐이 성장하고 있었습니다. 이런 나라들이 그렇듯 수에 눌리기도 하고 싸우기도 하고 지들끼리 싸우기도 하고 (...) 하고 있었죠. 문제는 이이제이 원칙으로 돌궐을 나눠서 이들끼리 싸우게 했습니다. 양제는 이들을 강경하게 토벌했고, “고구려는 원래 기자를 봉했던 땅으로, 한나라와 진나라가 모두 군, 현으로 만들었습니다. 그러나 지금은 신하의 나라로 행동하지 않고 별도의 지역으로 되어 있기 때문에, 이전 황제께서는 오랫동안 그들을 치려고 하였습니다. 그리하여 양량에게 군사를 주어 출동시켰으나 그가 어리석고 못나서 공을 세우지 못한 것입니다. 이제는 폐하의 시대인데 어찌 그들을 정벌하지 않고 예절의 땅이 오랑캐의 소굴로 변하도록 내버려 두십니까? 오늘 고구려 사신은 계민이 나라를 바쳐 교화에 복종하는 것을 직접 보았으므로, 그가 우리를 두려워하는 기회를 이용하여 고구려가 우리에게 조공하도록 위협하는 것이 좋겠습니다.” - 황문시랑 배구 계민은 당시 돌궐의 칸(=가한)입니다. 양제는 사신에게 이렇게 말하죠. “계민은 성심으로 중국을 받들었기 때문에 내가 직접 계민의 막부에 온 것이며, 내년에는 응당 탁군으로 갈 것이다. 너는 돌아가자마자 너의 왕에게 다음과 같이 말하라. 마땅히 빠른 시간 내에 나를 조알하되, 스스로 의심하거나 두려워하지 말라. 이리하면 내가 너의 왕을 보호하기를 계민과 같이 할 것이다. 그러나 만약 너의 왕이 내게 찾아와서 머리를 조아리지 않는다면 계민을 거느리고 너의 땅을 공격하리라.” 조공은 동아시아 중화 문명권에서 중국을 상국으로 섬긴다는, 중화의 질서를 따른다는 것입니다. 여기서 각 나라들의 독립성이 어느 정도인지는 상황마다 나라마다 다르죠. 송나라 때 요나 금에 물자를 잔뜩 뜯기면서도 형식은 조공이었던 것에서 볼 수 있듯이 말이죠. 반면 입조는 다릅니다. 왕이 직접 황제에게 가는 겁니다. 중국 안의 왕들은 흔히 말하는 제후로, 황제의 아래에 있습니다. 당연히 입조해야죠. 반면 중국 밖의 왕들은 그저 중국의 우위를 인정할 뿐 독립된 국가의 왕이었죠. 고구려도 통일신라도 고려도 다 조공은 바쳤지만 입조는 거부했습니다. 조선의 인조도 자기가 직접 나가는 것만은 거부했었고, 삼전도의 굴욕이 정말 굴욕인 이유가 이거입니다. 고려의 원간섭기에 고려가 원나라 지도에 포함돼도 반박하기 어려운 이유구요. 당시 고구려의 "죄목"을 보면 조공을 바치지 않은 것은 물론 다른 나라의 조공도 막았습니다. (이에 대한 건 아래에서 얘기하죠) 양측의 대립이 그만큼 컸던 상황이었죠. (삼국사기에서 보면 600년 이후로 조공 기록이 없습니다) 이 때가 607년, 한반도 남쪽에서도 이런 흐름이 느껴졌나 봅니다. "8년(서기 607) 봄 3월, 한솔 연문진을 수나라에 보내 조공하였다. 또 좌평 왕효린을 보내 공물을 바치고, 아울러 고구려 토벌을 요청하였다. 수 양제가 이를 허락하고 고구려의 동정을 엿보라고 하였다." - 백제 무왕 "30년(서기 608), 임금이 고구려가 자주 영토를 침범하는 것을 염려하여 수나라에 병사를 청하여 고구려를 치려 하였다. 원광에게 명하여 군사를 청하는 글을 짓게 하니, 원광이 말하였다. “자기가 살기 위하여 다른 이를 멸하는 것은 승려에 걸맞는 행동이 아닙니다만, 저는 대왕의 땅에서 살고 대왕의 물과 곡식을 먹고 있으니 어찌 감히 명을 따르지 않겠습니까?” 곧 글(=걸사표)을 지어서 올렸다. - 신라 진평왕 신 났죠 (...) 고구려는 두 나라를 공격하고 있었고, 두 나라는 자기들끼리도 싸우고 있을 때였습니다. 신라는 611년에도 고구려를 쳐 달라고 했고, 이 때 이미 양제는 고구려 원정을 시작하고 있었죠. "군사의 총수는 1백13만3천8백 명이었는데, 외형적으로는 2백만 명이라고 하였다. 그러나 군량 수송을 맡은 자의 수는 배가 되었다. (중략) 각 군영이 연속적으로 출발하였다. 40일 만에 출발이 모두 끝났다. 한 대열의 뒤와 다음 대열의 앞이 서로 연결되고, 북과 나팔 소리가 연이어 들렸으며, 깃발은 9백 60리에 뻗쳤다." 그 수는 무려 백십삼만, 이걸 깰 만한 기록은 20세기나 와서 가능했습니다. 1차 세계대전이요. 수나라의 국력이 얼마나 강했는지를 알 수 있는 부분입니다. 양제가 문제의 유산을 얼마나 아낌없이 썼는지 알 수 있는 부분이구요 (...) 많아도 너무 많으니 저 수가 진짜인지에 대한 논의도 계속 나옵니다. 일단 저게 맞다, 정말 말도 안 되는 병력을 동원한 거라는 게 통설입니다. (...) 원래 과장이야 다들 합니다. 호왈號曰이라고 하죠. 실제론 얼마지만 말하기로는 이렇게 말했다는 겁니다. 하지만... 이 때 호왈은 이백만이에요. 하지만 이후의 전쟁들을 보면, 병력을 이렇게 많이 동원한 게 오히려 독이 되었죠. --------------------------------------------------------- 고구려 역시 이미 수와의 전쟁을 각오한 것으로 보입니다. 조공을 제대로 하지 않고, 남의 조공을 막기까지 했죠. 상황을 보면 백제와 신라의 조공을 막은 것으로 보입니다. 여기에 돌궐과의 연계까지 시도했구요. 그대로 당할 수만은 없지 않겠습니까. 문제 때처럼 한 방 막으면 양제의 태도가 바뀌지 않을까 하는 생각도 하지 않았을가 싶습니다. 백십삼만이 오고 있었습니다. 그래도 고구려에겐 믿을 게 있었죠. 광개토대왕 때부터 열심히 쌓아 온 요동 방어선이었습니다. 요하를 경계로 수많은 성을 쌓아 놓은 것이었죠. 그 후방에는 천산산맥이 있었습니다. 하구 쪽으로 돌아가면 되겠지만 습지가 많은 곳이라 진군도 힘들었고 문제가 겪었듯 전염병이 퍼지기도 쉬웠죠.  위성지도를 보시면 더 쉽겠네요. 만주가 그냥 평야 지역이 아닌 거죠. 저기서 랴오양 시 쪽이 요동성으로 비정되고 있습니다. 각 성들이 연계돼 있으니 하나에만 집중할 수 없었고, 무시하고 가자니 후방이 걱정됐습니다. 그걸 다 뚫고도 평양까지 가려면 압록강과 청천강을 건너야 했습니다. 고구려의 자존심이었죠.
