한국이랑 아시아 침략하는데 계속 써먹어서 그렇지, 러시아를 무서워하는 건 충분히 이해되는 부분입니다. 중국이 저렇게 당하는 상황에서 일본이라고 그러지 말란 법은 없으니까요. 근대화에 성공했다 하나 힘의 차이는 컸고, 러시아는 최강국인 영국도 경계하는 상대였습니다. 그런 상대가 일본 코 앞까지 도달했고, 철도를 통해 더 강력한 힘을 투사하려 하고 있었으니까요. 전쟁 시점에서 러시아의 육군은 백십만을 넘었습니다. 물론 근대화가 늦어 내실이 부족했고 문제점이 많았지만 그것만으로도 무서워하기엔 충분했습니다. 러시아를 두려워하는 공러증, 이에 대한 에피소드가 하나 있죠. 1891년의 오츠 사건입니다. 러시아의 황태자 니콜라이가 시베리아 철도 기공식에 가기 위해 블라디보스토크로 가다가 일본에 들렀는데 여기서 일이 일어난 것이죠. 친선+관광의 목적이었고 일본에선 격하게 환영합니다. 헌데 교토에서 지나가는 길의 경비를 맡던 츠다 산조가 칼을 들고 덤빈 겁니다. 얼굴을 베었지만 다행히 생명엔 지장이 없었죠.  러시아 제국의 마지막 차르, 니콜라이 2세 황태자에 대한 테러, 지금도 대사건인데 그 때는 어땠겠습니까. 러시아가 전쟁을 일으켜도 이상하지 않았습니다. 일본에서 사죄물결이 끝없이 이어졌고, 하타케야마 유코라는 여자는 사죄의 뜻으로 자결할 정도였습니다. 물론 츠다가 잘 했다고 하는 이들도 있었구요. 이래저래 작년의 리퍼트대사 사건이 떠오릅니다. 이 때 일본의 사법부 역사에 의미 있는 판결이 내려지기도 했습니다. 대법원에 해당되는 대심원 원장 고지마 고레가타는 그의 사형 판결을 거부합니다. 니콜라이가 죽지 않았기에 살인미수로는 사형 선고가 안 됐고, 일본의 황족에 대해서는 살인미수만으로도 (반역죄니까) 가능하지만 그걸 외국의 황족에게 준용할 수 없다는 거였습니다. 정치권은 물론이고 전국에서 사형시키라는 여론이 들끓었지만, 법대로 해야만 일본이 근대적인 사법체계를 만들 수 있을 것이며, 그렇지 않을 경우 서양 열강이 얕잡아볼 거라는 거였죠. 그렇게 사형 대신 무기징역이 내려집니다. 사법부의 독립, 죄형법정주의 등의 부분에서 확실히 잘한 결정이었죠. 찍혀서 얼마 후에 쫓겨난 모양입니다만. 아무튼 러시아도 이 정도에 만족했고, 러시아나 니콜라이 본인이나 일본에 악감정을 가지지 않았다 합니다. 근데 차르가 된 후에는 전쟁을 해서 졌네요. 무슨 마가 낀건지. 이후 러시아 혁명으로 죽은 니콜라이 2세와 가족들의 시체를 발굴했을 때 이 사건이 의외의 도움을 줍니다. 니콜라이의 피가 묻은 옷이 남아 있어서 유전자 검사로 신원확인을 할 때 썼다고 하네요 (...) 자, 그럼 본론으로 가보겠습니다. -------------------------------------------------------  삼국간섭과 아관파천을 통해 일본은 러시아의 위협을 본격적으로 느끼게 됩니다. 반면 러시아도 한국까지는 영토욕심이 없었고, 덕분에 비교적 온건한 양측의 합의가 이뤄질 수 있었습니다. 일본의 힘이 빠진 상황, 고종은 러시아를 믿고 광무개혁을 시작했구요. 1897년 러시아가 뤼순과 다롄을 점령하면서 러시아는 정말 코앞까지 다가오죠. 정한론부터, 혹은 강화도 조약 때부터 일본이 무조건 조선을 점령한다! 이렇게 행동한 것처럼 보이지만 그건 아닙니다. 청일전쟁 때 쓴 전비를 보면 알 수 있듯 엄청난 무리였거든요. 일본은 본토를 주권선, 조선을 이익선으로 분류했고, 어떻게 할 것인가는 일본 내부에서도 계속 논의가 됐습니다. 합병도, 보호국도 아닌 그저 영향을 미치는 정도로 두자 (침략해서 해외 식민지를 두지 말자) 는 주장도 정부나 군부에서 있었습니다. 이런데도 합병까지 간 건 결국 전쟁에서 이겼고, 목소리 큰 강경파가 계속 승리해서 그런 거겠죠. 아무튼 이 때 일본 내부에서 갑론을박이 계속되고 있었습니다. 본토야 당연히 지키겠지만, 한국은 어찌할 것이며 앞으로 일본은 러시아와 어떻게 해야 되느냐로 말이죠. 일본은 한국분할론과 한만교환론을 지속적으로 제안합니다. 분할론이야 38도든 39도든 한국을 나눠 갖자는 것, 교환론은 만주에 있는 러시아의 이익을 인정할테니 한국에 있는 일본의 이익을 인정하라는 거였습니다. 러시아는 거부합니다. 자신들이 다 먹지 못하더라도 일본에게 한국을 내어줄 생각은 없었으니까요. 이미 고종의 인아거일 정책으로 한국 내 러시아의 이권도 상당했구요. 하지만 만주 먹는 것도 무리해서 하고 있는 상황에서 일본을 더 들쑤실 순 없었고, 다른 열강의 시선도 보였습니다. 여기에 한국 내의 반대도 심했죠. 독립협회의 절영도 조차 반대가 이 때 (1898년)에 일어납니다. 이 해에 러일은 니시-로젠 협정을 맺죠. 양국이 한국의 주권과 독립을 확인하고 내정간섭을 하지 않는다는 게 골자였습니다. 독립협회의 활약으로 곧잘 나오고 영향이야 있었겠지만, 그보단 일본의 조선 독점을 허용하지 않으면서 만주를 먹기 위해 러시아도 조선에서 한 발 물러난 거였습니다. 그렇게 러시아와 협상하는 동안 일본은 남쪽에 주력하고 있었습니다. 이른바 북수남진론입니다. 북쪽은 러시아도 있으니 나중에 먹기로 하고 우선 방어하면서(북수), 남쪽을 먼저 먹자는(남진) 거였죠. 청일전쟁 때 대만을 식민지로 만들면서 시작합니다. 이걸 본격적으로 시도한 것이 바로 1899년의 의화단 운동 직후였죠. 다음 해 일본은 푸젠(복건)성을 침공하기 위해 샤먼(하문) 항구에 있는 자기네 절을 불태우고, 자국민 보호를 명분으로 항구를 점령합니다. 의화단 사건에서 일본이 가장 많은 병력(21000)을 투입해 당당히 열강의 일원으로 인정받았고, 열강들의 시선이 베이징에 몰려 있을테니 괜찮을 거라는 생각이었지만... 곧바로 그들의 강력한 항의를 받고 병력을 뺍니다. (...) 타이완 총독의 우발적인 개인적 일탈이라고 하면서 말이죠. 이렇게 북수남진론은 물거품이 돼 버립니다. 한국에 더 집중하게 되었구요. 그런데 러시아는 어찌해야 하나 하는데... 희망이 보이게 되죠. +) 이런 일들이 진행되는 동안 이토 히로부미는 상당히 온건한 모습을 보여줍니다. 이 때문에 이토가 죽지 않았으면 조선은 합병까지는 안 됐을 것이다 / 온건하게 합병해서 독립이 안 됐을 것이다는 IF가 나오는 거죠. -------------------------------------------------- 영국은 이른바 영광스러운 고립Splendid Isolation을 고집하고 있었습니다. 한 쪽이 크면 다른 쪽과 손잡고 밟아주는 정도였고, 나폴레옹 이후로는 그럴 일도 없었죠. 프랑스와 식민지 쟁탈전을 벌이고 러시아와 크림전쟁 등의 그레이트 게임으로 맞섰지만, 직접 적대하진 않았습니다. 확실한 동맹도, 확실한 적도 없는 상황이었죠. 그걸 가능하게 한 건 영국의 강력한 국력, 특히 해군력 덕분에 가능했죠. 영국의 해군력은 2, 3위 국가를 합친만큼이어야 한다는 원칙을 가지고 있었고, 그렇게 해 가고 있었으니까요. 문제는 이게 깨져갔다는 겁니다. 독일과 러시아 때문이었습니다. 독일은 비스마르크의 활약 아래 무섭게 성장하고 있었습니다. 비스마르크가 물러난 후에는 빌헬름 2세가 확장 정책을 펼치고 있었죠. 이 때문에 대서양에 있는 해군을 유럽으로 돌려야 될 정도였습니다. 이런 상황에서 1899년 2차 보어전쟁이 일어납니다. 여기서 이기긴 하지만 꽤나 큰 피해를 입게 됐구요. 빌헬름 2세는 여기서 보어를 지지하면서 어그로를 제대로 끕니다. 이런 게 1차 세계대전까지 이어지죠.  칭따오 맥주 맛있긴 한데... 이런 상황에서 극동까지 더 힘을 쓰기가 힘들어집니다. 독일은 칭다오를 점령했고, 러시아는 계속 남하했으니까요. 중국에 온전히 힘을 쓰기엔 자신들의 가장 중요한 식민지 인도가 있었죠. 이런 상황에서 극동에 있는 해군력은 역전돼 갑니다. 러시아는 태평양 함대의 규모를 키워갔고, 전통적인 라이벌 프랑스나 신흥 강국 독일의 힘이 강해져 갔으니까요. 전 세계에 이익이 있는 영국, 하지만 그만큼 신경써야 할 곳이 너무나 많았습니다. 이런 상황에서 보어전쟁의 늪에 빠져 있었구요. 청이 멀쩡했다면 러시아의 남진을 청에 맡길 수 있었을 겁니다. 하지만 청일전쟁에서 약한 게 확연히 드러났고, 의화단 운동에서도 같은 편이 안 될 거라는게 확실해집니다. 오히려 청일전쟁에서 영국이 갈수록 일본쪽으로 기울면서 청도 러시아 쪽으로 기웁니다. 그러다 만주를 뜯겨도 너무 뜯겨버렸구요. 영국은 우선 독일과 협정을 맺었지만, 독일은 러시아의 만주 점령을 막을 생각이 없었습니다. 독일은 오히려 러시아가 극동에 집중할수록 좋다고 생각했죠. 이러니 남은 선택권은 일본 뿐이었습니다. 여기서도 영독일 삼국동맹을 시도했는데 독일은 빠집니다. 아, 프랑스는 러시아랑 같이 놀고 있었고 동맹의 목표 중 하나도 유사시 프랑스가 러시아를 돕지 못하게 하는 게 있었습니다.  가쓰라 다로. 가쓰라-태프트에서 그 가쓰라입니다. 1901년 6월, 이토가 물러나고 가쓰라 내각이 성립됩니다. 영일동맹 강경파가 정권을 잡은 것이죠. 일본에서도 영일동맹에 대한 반대가 있었지만, 러시아와의 협상이 계속 실패하면서 영일동맹파가 득세하게 됩니다. 1902년, 마침내 1차 영일동맹이 맺어집니다. 영국이 영광스러운 고립에서 나온 것이었죠. 그리고 일본은 드디어 열강과 대등한 동맹을 맺게 됩니다. 그것도 초강대국과 말이죠. +) 이 때 이토 히로부미는 아직 러시아와 협상할 수 있다면서 러시아로 갔는데, 영국이 여기 깜짝 놀라서 일본에게 더 유리하게 됐다고 합니다. (...) 이 때 특기할 부분이 더 있습니다. 일본은 마지막까지 한국에서의 자유행동을 요구했다고 합니다. 하지만 영국은 허용하지 않았고, 일본의 한국에 대한 특수한 이익을 영국이 보증한다로 선을 긋습니다. 그냥 놔두면 일본이 뭘 할지 분명했으니까요. 일본이 이걸 인정받은 건 2차 영일동맹 때였습니다.  쓰시마 해전의 기함 미카사 영일동맹이 일본에게 준 이득은 어마어마했습니다. 영국은 자국 해군에게도 없는 최신형 함을 일본에게 팔았고, 심지어 러시아가 사려고 한 배까지 사서 일본에게 팔 정도였죠. 일본 제국해군은 덕분에 엄청나게 성장하게 되죠. 거기에 막대한 석탄도 수입할 수 있었고, 장교들을 유학 보내 많은 지식도 얻을 수 있었습니다. 2차 세계대전까지 이어지는 강력한 연합함대는 영국 덕분에 가능했던 것이죠. 나중에 더 자세히 다루겠지만 러일전쟁에 들어간 막대한 전비도 영국과 미국이 없었으면 불가능했습니다. 외교적으로 본다면 러시아를 고립시켰습니다. 영국에 이어 미국도 준동맹이 되었고, 전쟁에서 이들이 중립을 하긴 했지만 일본의 뒤를 봐주고 있다는 건 다른 열강들도 알 수 있었으니까요. 독일, 프랑스도 여기 직접 끼어들지 못 했구요. +) 프랑스는 영미처럼 러시아를 뒤에서 많이 지원해주긴 했습니다. 러시아 전비의 1/3을 넘는 수준이라고 하는군요. 20세기가 시작되면서 일본의 태도는 완전히 바뀝니다. 일본 내의 반러감정은 극에 달했고, 한만교환론은 한만불가분론으로 바뀌어 갑니다. 한국과 만주는 떼놓을 수 없다는 것이었죠. +) 위의 암살 사건에서 니콜라이를 구해서 칭송받았던 사람들은 이 때가 돼서 왜 구했냐고 욕 먹게 됐다고 합니다 (...) -------------------------------------------- 계속 나오는 시베리아 횡단열차 -.-; 러시아의 계획은 착착 진행돼 가고 있었습니다. 1896년 지린(길림)성과 헤이룽장(흑룡강)성의 철도부설권을 손에 넣어서 블라디보스토크까지의 거리를 단축시킬 수 있게 됐으니까요. 이 동청철도에 뤼순과 다롄으로 이어지는 남만주지선까지 공사를 계속하고 있었습니다. 헌데 의화단 사건이 터졌고, 동청철도가 공격받는 등 러시아도 그 대상이 됩니다. 이걸로 재무대신 비테가 주도하던, 경제적인 이익을 중심으로 한 평화적인 만주 침략이 흔들리게 되었죠. 철도와 러시아인을 보호한다는 명분으로 러시아군이 만주 전역을 점령한 거였습니다. 군이 개입하면서 태평양함대 사령관+관동수비대 사령관인 알렉세예프의 역할이 커집니다. 그는 1900년 청과 비밀협약을 맺어 러시아군의 만주 주둔을 인정받습니다. 물론 상황이 안정되면 떠난다고 했지만, 그게 될 리가요. 다음해에도 협정이 맺어지면서 만주의 점령을 본격적으로 시작하게 되었죠. 역시 질서가 회복될 때까진 러시아군이 점령하고, 심지어 북경을 향한 철도부설권까지 들어있었습니다. 청군에 대한 간섭까지도 포함되었구요. 거기에 러시아는 러청은행을 통해 만주의 상권까지 장악하려 했습니다. 완성돼 가는 철도, 러시아군의 만주 점령, 청에 대한 강력한 내정간섭까지... 일본이 공러증을 느끼기엔 충분합니다. 고종이 밀어붙인 것도 있지만 한국에 대해서도 그랬죠. 1900년엔 마산포(현재의 마산항)과 거제도를 조차하려 했습니다. 일본은 이를 알고 땅을 사들이고 자기가 조차하겠다고 나섰죠. 결국 마산은 둘 다 조차하고 거제도는 하지 않는 걸로 결론납니다. 러시아에겐 뤼순-다롄과 블라디보스토크의 중간 기착지가 필요했고, 일본에겐 한국으로 가는 길이니 반드시 막아야 했던 것이죠. 1903년에는 압록강 근처의 용암포도 조차하려 합니다. 영미일이 다 달려들어서 포기했죠. 1902년의 영일동맹으로 러시아는 큰 충격을 받습니다. 러불동맹으로 맞서보려 했지만, 프랑스는 아시아까지 범위를 확대하려 하지 않았습니다. 청은 만주를 돌려받으려 했고, 영미일이 힘을 합쳐 압박했습니다. 결국 러시아는 물러서게 됩니다. 4월, 러청만주철병협정을 맺은 것이죠. 6개월마다 3단계로 철병을 한다는 내용이었습니다. 물론 어떤 소요도 없어야 한다는 조건을 걸었죠. 비테 등의 온건파는 이걸 받아들여 철병을 해야 된다고 주장합니다. 실제로 6개월 후 1차 철병은 이뤄졌습니다. 하지만 그 후는 아니었죠.  러시아에서도 알렉세예프 등 강경파들이 득세하게 됩니다. 온건하게 나오던 차르 니콜라이 2세도 02년 말~03년 초를 기점으로 강경하게 나가게 됐구요. 철병하고 청이나 일본과 어떻게 협정을 맺을까 하던 논의는 철병을 늦추고 (하지 않고) 만주를 어디까지 먹을까로 바뀌게 되었죠. 니콜라이는 알렉세예프를 극동 총독에 앉혔고, 극동에 관한 모든 권한을 줍니다. 알렉세예프 등 강경파는 만주를 넘어 한반도까지 지배하자는 주장을 하기도 합니다. 이들이라고 아직까지 극동에 병력이 부족하며, 일본에 밀릴 거라는 걸 모른 건 아니었습니다. 일찌감치 방어 위주의 작전을 세웠고, 개전 후에도 그 매뉴얼대로 했죠. 그럼에도 강경하게 나갔습니다. 일본을 경계하면서도 그만큼 무시한 건 있겠죠. 그보단 이미 만주를 먹은 상황에서 철병을 한다는, 가진 걸 내놓게 되는 상황이 싫은 게 컸겠습니다. 원래 이런 상황에선 강경파가 주도할 수밖에요. 아무튼 그들은 그동안 너무 발을 뺀 걸로 여겼을 겁니다. 한국까진 아니더라도 더 이상 만주에서 물러날 수 없다고 주장했고, 북만주를 점령한다는 확실한 계획도 세웠습니다. 설마 일본이 감히 자기들에게 진짜 덤비겠나 싶었겠지만, 일본은 그렇게 했죠. 1903년 9월, 이번엔 러시아가 한반도 분할을 제안했죠. 계속 분할이라고 얘기하지만 이전편에서 얘기했듯 중립지대를 둔다는 거였습니다. 여기에 한반도를 군사적으로 이용하지 말라는 것도 포함됐습니다. 일본은 그걸 받아들이는 척하면서 중립지대를 만주까지 확대하자고 합니다. 니가 나가라는 거였죠. 역시 러시아가 받아들일 수 없는 거였습니다. 협상은 계속됐지만 더이상의 의미는 없었습니다. 양측이 다 전쟁에 대한 방침을 정해놨고, 개전을 위한 명분 쌓기와 시간 벌기일 뿐이었죠. 해가 지난 1904년 2월 4일, 일본은 협상 중지를 선언합니다. 남은 것은 전쟁 뿐이었죠. ---------------------------------- 배경만으로도 엄청 길어지는군요. 다음편에서 한국의 상황과 여기서 다루지 않은 미국 얘기까지 한 다음에 전쟁 시작하겠습니다 * 수박이두통에게보린님에 의해서 티타임 게시판으로부터 게시물 복사되었습니다 (2016-10-17 09:23) * 관리사유 : 추천 게시판으로 복사합니다.
