공청회 참석자들은 '일해서 버는 돈보다 많은' 실업급여가 실직자의 노동시장 복귀를 지원하려 한 기존 역할을 하지 못하고 노동시장의 불공정성을 키우고 있다고 한목소리로 지적했다. 박 의장에 따르면 지난해 실업급여 수급자 163만명 중 28%인 45만3천명의 최저 월 실업급여는 184만7천40원으로, 최저임금 근로자의 세후 월 근로소득보다 많았다. 박 의장은 "일하는 사람이 더 적게 받는 기형적인 현행 실업급여 구조는 바뀌어야 한다"며 "실업급여가 악용돼 달콤한 보너스란 뜻의 '시럽급여'라는 말이 나오지 않도록 해야 한다는데 참석자들이 공감했다"고 전했다. 이성희 고용노동부 차관은 "일하며 얻는 소득보다 실업 급여액이 더 높다는 건 성실히 일하는 다수 국민이 납득하기 어려울 뿐 아니라, 노동시장 공정성을 심각하게 훼손한다는 점에서 더 이상 방치할 수 없는 문제"라고 강조했다. 참석자들은 '경제협력개발기구(OECD) 국가 중 가장 높은 수준인 실업급여 하한액'과 '지나치게 관대한 실업급여 지급요건'을 문제의 원인으로 지목했다. 특히 박 의장은 "문재인 정부 시절인 2017년 이후 최저임금을 매년 대폭 인상하고 2019년에는 실업급여 보장성을 확대하면서 실업급여가 일하고 받는 세후 월급보다 더 많은 모순적 상황이 발생하고 있다"고 지적했다. 실업급여 반복 수급과 부정수급, 실업급여 수급자의 낮은 재취업률 문제도 개선해야 한다는 의견이 나왔다. 박 의장은 "실업급여를 5년간 3번 이상 받는 반복 수급 사례는 2018년부터 계속 증가해 이미 연 10만명을 넘겼다"며 "동일 직장에서 24번이나 실업과 재취업을 반복하며 실업급여를 받는 경우도 있다고 한다. 올해 3월 기준 8천280만∼9천126만원 정도 부정 수급이 이뤄졌다"고 말했다. 그는 "실업급여를 받는 동안 취업 노력을 적극적으로 하지 않아 지난해 수급기간 중 재취업률이 28%에 불과했다"라고도 덧붙였다.
