https://www.sisain.co.kr/news/articleView.html?idxno=49497 지난해 12월13일 EU 의회, 집행위원회, 27개국 이사회는 CBAM에 관한 합의를 도출했다... 탄소배출에 대한 규제가 느슨한 국가에서 강한 국가로 상품을 수출할 때 관세를 물린다는 것이다... 느슨한 국가는 대표적으로 한국과 중국, 강한 국가는 유럽이다... 사실 ‘탄소국경세’다... 세계 최초의 ‘녹색 무역 관세’이기 때문이다... 그러면 어떻게 세금을 물린다는 것일까? 한국에서 물건을 수입하는 유럽의 수입업자(바이어)에게 책임을 지운다... 이 비용은 결국 해당 상품을 수출한 기업이 치를 수밖에 없다. 관세나 다름없다... 가장 큰 타격을 입을 곳은 탄소배출 업종 1위인 철강이다. 철강업계는 2021년 기준 43억 달러(약 5조3700억원)를 EU에 수출했다... 만약 포스코나 현대제철이 철강 1t을 생산하는 데 탄소 2t을 배출했다면, 철강 1t을 EU에 팔기 위해서는 EU의 배출권 가격에 맞춰 20만원 이상 배출권 비용을 추가로 부담해야 한다는 이야기다. ...사단법인 넥스트의 정세록 선임연구원은 2032년에 한국 철강업계가 EU에 5억5000만 달러(약 6800억 원)를 탄소국경세로 지불해야 한다고 추산했다... 이는 빙산의 일각일 수 있다. 우리 옆에 경제대국 중국이 있다. 당연히 중국도 EU CBAM의 대상이다... 이들 기업이 앞으로 유럽에 지불해야 하는 ‘탄소 비용’을 어떻게 처리하려 할까. 대중국 무역에서 중간재 수출 비중이 적지 않은 한국으로서는 남의 일이 아니다. 더 심각한 사실이 있다... EU CBAM은 탄소배출량 계산에서 간접 배출도 포함하겠다고 밝혔다. ‘간접 배출’은 생산공정에서 발생하는 직접 배출 외에 그 과정에서 사용한 열과 전력으로 인한 배출량까지 계산에 넣겠다는 것이다. 즉 포스코가 쓴 전력이 탄소배출이 많은 화력발전인지, 태양광·풍력 같은 재생에너지인지 따지겠다는 것이다... 가장 위험한 지역은 부산·울산·경남(부울경)이다. 기후위기 대응 NGO인 푸른아시아 오기출 상임이사는 “탄소국경세 대상인 철강·알루미늄·플라스틱·수소 유기화합물이 부울경에 집중되어 있다는 점에서 부울경이 위험하다”라고 말했다... ...EU는 CBAM 인증서 구매 비용을 산출할 때 수입품의 원산지 국가에서 납부한 탄소 가격을 차감할 수 있다는 규정을 두었다... 수출국에서 이미 합당한 탄소 비용을 치른 상품이라면 그만큼 깎아준다는 것이다... 문제는 한국의 배출권 시장이 지나치게 ‘기업 프렌들리’하다는 점이다... 정부가 배출권을 너무 많이, 공짜로 나눠줬기 때문이다... 이렇게 수요보다 공급이 넘친 결과 한국의 배출권 가격은 EU에 비해 턱없이 낮게 형성됐다... 결국 배출권 가격 차이만큼 고스란히 세금을 물어야 할 판이다. 국내 배출권 시장이 제대로 돌아갔다면 어떻게든 우리 곳간에 쌓였을 돈이다... ... 기후위기는 유럽에 기회다. IT 등 신산업에서 미국과 아시아에 뒤지고 있는 유럽이 과거의 영광을 되찾을 무기가 재생에너지와 탄소배출 저감기술 같은 기후위기 대응 분야다... ‘탄소 제국주의(Carbon Imperialism)’라는 말이 있다. 과거 탄소배출로 선진국이 된 유럽과 미국이 이제 탄소를 무기로 후진국을 압박한다는 비판이다... 분명한 것은 우리가 거대한 변화의 문 앞에 서 있다는 점이다. 한국 정부는 지난해 12월26일 대외경제장관회의를 개최해 ‘EU CBAM 현황 및 대응 방안’을 논의하고 7쪽짜리 자료를 배포했다. 조속한 탄소저감 기술 개발 등 판에 박힌 내용을 빼면 ‘양자 및 다자 채널 통해 EU CBAM 개선 지속 요구’ 정도가 그나마 대응 방안이라고 할 만하다. ‘유럽연합에 읍소하겠다’는 이야기다. 유럽이 철강을 생산한다면 아시아 철강에 탄소세 매겨서 경쟁우위를 갖겠다.

유럽이 철강을 생산한다면 아시아 철강에 탄소세 매겨서 경쟁우위를 갖겠다.
이게 되는데 어차피 수입해서 쓰는거면 탄소세 비용이 결국 제품 가격에 전가되는 것 아닌가요?
그래가지고 유럽이 과거의 영광을 되찾을 순 있고?
