그리고 그 부실채권들 속에서도 또 돈을 못갚는 채권들이 발생을 합니다.
그럼 이 하위금융기관은 그런 악성채권을 또 팔아넘깁니다. 20만원 받고 팔아넘기는 거죠.
그럼 마지막에 그걸 산 업자는 30만원만 뜯어내도 이익입니다.
여기서부터는 진자 불지옥이 펼쳐지는 거죠. 어차피 이 채무자는 원금을 못갚습니다.
하지만 사실 30만원, 아니 20만원만 있어도 채무에서 해방될 길이 있는데, 명목상의 채무는 4백만원인거죠. (원금 1백 + 이자 3백)
이 2,30만원 때문에 채무자는 신용불량상태여서 취업에도 제한이 있고 생활하는데 수많은 제약이 있습니다. 그래서 그 돈을 갚을 길이 더 없습니다.
정부에서 하고자 하는 것은, 그 이전에 주빌리 은행이나 이재명시장이 성남시에서 했던 정책은 그 마지막 악성채권을 싸게 사자는 거에요.
어차피 마지막 추심업체들도 마찬가지인데, 사람 써서 채무자 찾아가서 윽박지르고 쥐어짜서 나올지 안나올지도 모를 30만원 털어내느니
정부에 25만원만 받고 팔면 어차피 이득이거든요.
정부에서 사들인 악성채권을 소각하면 채무자들은 신용불량에서 해방되고 경제활동도 가능하게 되는, 그런 거지요.
악성채무자들이 빈곤의 늪에서 나오지 못하면 어차피 그들에게 지불되게 되는 복지비용들 감안하면 이게 그렇게 큰 낭비나 손실이라 할 수도 없는 부분입니다.
일차적으로 돈을 빌린 사람이 이런저런 이유로 상환능력을 잃게되면 연체가 되면서 이자가 계속 불어나게 됩니다.
일정 시점이 지나게 되면 해당 금융기관은 채무 상환이 거의 불가능하다고 판단을 하게 되는데,
그러면 그 채권을 계속 들고있느니 조금이라도 손실을 메꾸는 취지에서 하위 금융기관에 팝니다.
당연히 악성채권이기 때문에 제 값에 파는게 아니라 싼 가격에 팔죠.
극단적인 예를 들자면, 원금 1백만원에 이자가 3백만원 붙어있는 채권을 70만원에 파는거죠. 그리고 30만원은 손실로 떨고(대손상각),
70만원이라도 건지게 됩니다.
그러면 그 채권을 산 금융기관은 해당 채무자를 쥐어짜서 80만원만 토해내게 되도 이득입니다.
그래서 하위 금융기관은 상위 금융기관으로부터 부실 채권을 대량으로 구매하고, 그 중에서 받아낼 돈은 받아내는 거죠.
그리고 그 부실채권들 속에서도 또 돈을 못갚는 채권들이 발생을 합니다.
그럼 이 하위금융기관은 그런 악성채권을 또 팔아넘깁니다. 20만원 받고 팔아넘기는 거죠.
그럼 마지막에 그걸 산 업자는 30만원만 뜯어내도 이익입니다.
여기서부터는 진자 불지옥이 펼쳐지는 거죠. 어차피 이 채무자는 원금을 못갚습니다.
하지만 사실 30만원, 아니 20만원만 있어도 채무에서 해방될 길이 있는데, 명목상의 채무는 4백만원인거죠. (원금 1백 + 이자 3백)
이 2,30만원 때문에 채무자는 신용불량상태여서 취업에도 제한이 있고 생활하는데 수많은 제약이 있습니다. 그래서 그 돈을 갚을 길이 더 없습니다.
정부에서 하고자 하는 것은, 그 이전에 주빌리 은행이나 이재명시장이 성남시에서 했던 정책은 그 마지막 악성채권을 싸게 사자는 거에요.
어차피 마지막 추심업체들도 마찬가지인데, 사람 써서 채무자 찾아가서 윽박지르고 쥐어짜서 나올지 안나올지도 모를 30만원 털어내느니
정부에 25만원만 받고 팔면 어차피 이득이거든요.
