http://www.labortoday.co.kr/news/articleView.html?idxno=209264 안전운임제는 과로·과속·과적을 막고 교통 안전을 확보하기 위해 최소한의 운임을 결정하고 공표하는 제도다. 이전까지는 운수사나 화주가 일방적으로 운임을 지급했지만, 이제는 이해관계자들이 모인 안전운임위원회에서 결정한 안전운임 기준에 맞게 운임을 지급한다. 2020년 1월 도입됐는데, 수출입용 컨테이너와 시멘트 품목에만 적용되는 데다 올해 말까지 한시적으로 시행돼 연장 요구가 지속돼 왔다. 지난달 한국교통연구원이 발표한 ‘화물차 안전운임제 성과분석 및 활성화 방안 연구’에 따르면 안전운임제 시행 이후 컨테이너·시멘트 화물노동자의 월평균 수입은 2019년에 비해 지난해 각각 24.3%, 110.9% 증가했다. 월평균 노동시간도 컨테이너 차주는 5.3%, 시멘트 차주는 11.3% 감소해 노동조건 개선에 효과가 있었다. 2002년 출범한 화물연대본부는 결성 당시부터 안전운임제 전신인 표준요율제(화물량·운송거리에 따라 운송원가를 반영해 최저운임을 결정하는 제도)와 표준운임제를 요구했다. 20년 동안 화물노동자의 요구는 변하지 않은 셈이다. 우크라이나 전쟁으로 유가가 급등했지만 정부는 유가보조금을 한시적으로 인상한 것 외에 뚜렷한 대책을 내놓지 못하는 점도 파업의 배경이 된다는 지적이다. 한국석유공사의 유가 공표 시스템 오피넷에 따르면 전국 평균 경유 가격은 지난달 24일을 기점으로 2천원을 돌파했다. 서씨는 “지난해에 비해 하루 10만원 가까이 유류비를 더 지출하고 있다”며 “유가 인상으로 인한 고통이 크다”고 토로했다.
