하이브리드전은 군사작전이 보도를 비롯해서 민간의 광범위한 문화적/정보적인 부분들과 연계된 형태로 전개되는 것을 말합니다. 예를 들면 트위터에는 검각을 칠 거라는 정규 채널 뉴스가 뿌려지게 유도한 다음 실제로는 등산을 해서 음평도를 통과하는 식으로 기만을 행한다든지... 19세기-20세기를 지배한 총력전, 국가 전체의 역량을 총동원해서 전쟁을 수행한다는 개념에서 한 걸음 더 나아가 이젠 민간 영역과 군사 영역의 경계도 허물어버리면서 전방과 후방의 구별이 의미없어지는 것이 하이브리드전의 요체인데요. 국내 기사에서는 아래 기사가 잘 짚고 있는 듯해서 링크해봅니다. 러시아-우크라이나 전쟁은 미디어 전쟁이고 젤렌스키는 킹이자 퀸의 기능을 수행했죠. 코미디언이라고 비웃었지만 실은 코미디언이 하이브리드전에선 최종병기였던 것 SNS를 지배하는 자가 경기를 지배한다 https://www.chosun.com/opinion/specialist_column/2022/03/09/4XY2OFASX5DUPPO3T27Y2OF3LY/ ....‘키이우의 유령’이 러시아 최신예기를 격추한 영상은 유명 게임의 장면을 편집한 것으로 드러났다. 이에 따라 ‘키이우의 유령’은 실존 인물이 아니라 우크라이나 정부나 군이 심리전 차원에서 만든 가공의 인물일 가능성이 제기되고 있다. 러시아 침공 초기 강력한 러시아군 공격에 위축된 우크라이나군과 국민의 사기를 올리고 러시아군에겐 공포심을 불러일으키기 위해 만든 ‘작품’이라는 것이다. 우크라이나군과 국민의 결사항전 의지 등으로 러시아군이 예상보다 고전하면서 SNS(소셜네트워킹서비스)를 활용한 여론전과 심리전 등 하이브리드전이 주목받고 있다. 하이브리드전은 기존의 재래식 전쟁·비정규전·사이버전에다 가짜 뉴스, 심리전, 외교전 등 영향력을 행사할 수 있는 온갖 도구를 동원, 상대에게 타격을 입히고 자신들의 목적을 달성하려는 새로운 형태의 전쟁 개념이다. 원래 하이브리드전의 종주국이자 최강국은 러시아였다. 러시아는 2008년 조지아 침공, 2014년 크림반도 합병 때 군사작전과 사이버전, 심리전 등을 결합한 하이브리드전의 위력을 보여줬다. 특히 2014년 크림반도 합병은 총 한 방 쏘지 않고 성공해 하이브리드전의 진수를 보여준 것으로 평가돼왔다. 러시아 하이브리드전의 원조로 꼽히는 게라시모프 총참모장은 2013년 논문을 통해 “현대 분쟁의 수단과 방법이 특히 ‘정보와 정보 공간의 지배’에 의해 근본적으로 변화됐다”며 “현대전의 핵심은 정보 공간에서의 우세(dominance)를 점령하는 것”이라고 강조했었다. 러시아는 이번 우크라이나 침공에서도 우크라이나 정부·은행 웹사이트를 마비시키는 등 사이버전을 벌였다. 우크라이나 지도자 젤렌스키를 제거하기 위한 ‘참수 작전’ 특수부대를 수도 키이우로 침투시켰고, 젤렌스키를 권좌에서 끌어내려 친러시아 정권으로 교체하려는 시도도 하고 있지만 아직 성공하지 못하고 있다. 특히 SNS 등을 활용한 여론전, 심리전 등에선 우크라이나에 크게 밀리는 듯한 모습이다. 현재 전 세계 대부분의 언론은 우크라이나 국방부와 시민들이 SNS 등을 통해 올린 영상이나 사진들을 주로 보도하고 있다. 러시아 MI-24 공격헬기가 초저공 비행을 하다 우크라이나 휴대용 대공미사일에 피격된 직후 화염에 휩싸여 추락하는 모습을 포착한 우크라이나 국방부의 영상은 세계적인 관심을 끌었다. 처참하게 파괴된 러시아 전차들, 격추된 러시아 전투기 및 헬기들, 포로가 된 러시아 병사 등의 모습이 우크라이나 군 당국은 물론 시민들의 적극적인 SNS 홍보로 전 세계에 신속하게 퍼지고 있다. 이번 전쟁에서 가장 주목받는 인물인 젤렌스키 우크라이나 대통령의 역할도 크다. “탄환을 보내달라”는 그의 호소는 인기 ‘밈’(인터넷에서 유행하는 사진이나 짧은 영상)이 돼 소셜미디어에 퍼졌고, 우크라이나에 대한 가상화폐 기부까지 이어지고 있다. 젤렌스키 대통령이 미 바이든 대통령뿐 아니라 미 의회 지도부 및 의원들과 직접 통화, 우크라이나에 대한 지원을 호소하며 ‘직거래’한 것도 과거의 전쟁에선 볼 수 없었던 장면이다. 하이브리드전 전문가인 송승종 대전대 교수는 “젤렌스키 대통령과 미 의회 의원들의 직접 소통으로 우크라이나에 대한 전투기 지원, 러시아산 석유 수입 금지 등이 추진되고 있다”며 “이는 이번에 처음 등장한 새 하이브리드전 유형”이라고 평가했다.
