https://www.fnnews.com/news/202111141743375556 미국 증권거래위원회(SEC)가 반에크의 비트코인 상장지수펀드(ETF)에 대한 승인을 최종 거부했다. 비트코인 현물 ETF가 시장에 혼란을 가중해 투자자들이 피해를 볼 수 있다는게 거부 이유다. 14일 업계와 주요 외신에 따르면 SEC는 가상자산 시장의 시세조종 행위 및 관행에 대한 우려가 있다며 투자자와 공공의 이익을 보호하기 위해 반에크의 비트코인 ETF의 승인신청을 거부했다. SEC는 결정문을 통해 반에크의 비트코인 ETF가 △가장매매 △비트코인 시세 조종세력 △비트코인 네트워크 및 거래 플랫폼에 대한 해킹 △비트코인 네트워크에 대한 악의적인 통제 △허위 및 오해의 소지가 있느 정보에 기반한 거래 △소위 스테이블코인6인 테더(USDT)를 포함한 시세조종 행위 △비트코인 거래 플랫폼에서의 시세조종 등의 우려를 충분히 고려하지 않았다고 주장했다. 미국 SEC는 지난달 비트코인 선물 ETF 상품에 대해서는 승인을 결정해 지난 달부터 뉴욕증시에서 거래가 시작됐다. 현물 ETF 상품은 아직 SEC의 승인을 받은 전례가 없다. SEC는 앞서 반에크의 비트코인 현물 ETF 상품의 승인신청에 대해 결정을 두 차례 연기한 바 있다. 최장 240일 간 심사를 보류할 수 있는데, 결정을 해야 하는 최종 기한이 11월 14일이었다. ETF는 증권거래소에서 주식처럼 거래할 수 있는 투자신탁상품이다. 비트코인 선물 ETF를 통해 비트코인 상품의 제도권 진입이 일부 실현됐지만, 시장에서는 현물 ETF 상품을 통해 주식시장의 개인투자자가 가상자산에 진입해 시장 규모가 확대되고 제도가 확립될 것으로 기대해 왔다. SEC는 줄곧 비트코인 현물 ETF에 대해서 부정적인 입장을 보였다. 현물 ETF 상품이 가상자산 시장에 시세조종을 부추길 수 있지만 이를 방지하기 위한 장치가 미비하다는 이유다. 게리 겐슬러 SEC 의장은 최근 "가상자산 시장은 사기가 만연해 있는 와일드웨스트(무법천지)에 가깝다"며 시장에 대한 불신을 드러내기도 했다. 반면 캐나다와 일부 유럽 국가들은 가상자산 현물 ETF를 승인한 바 있다. 이번에 SEC로부터 거부를 당한 반에크는 호주에서 관련 상품을 내놓을 것으로 예상된다.
