30년의 수요시위의 버팀목으로 병마와 시달리면서도 전 세계를 돌며 참혹했던 피해를 증언했지만, 가해국 일본정부의 공식 사죄도 못받고 돌아가신 일본군‘위안부’피해자 분들의 영령에 깊은 조의를 표합니다. 정대협의 30년은 피해자 할머니들과 국민 여러분, 세계 시민이 함께 하셨기에 가능했습니다. 믿고 맡겨 주신 모든 분들께 깊은 상처와 심려를 끼친 점 진심으로 사죄드립니다. 지난 7일, 이용수 할머니의 기자회견 이후 몰아치는 질문과 의혹제기, 때론 악의적 왜곡에 대해 더 빨리 사실관계를 설명 드리지 못한 점도 진심으로 죄송합니다. 피해자를 넘어 인권운동가로 정대협 운동의 상징이 되신 피해 할머니의 통렬한 비판에서 비롯되었기에 더욱 힘들었습니다. 30년, 평탄치 않았던 정대협 운동 과정에서 더 섬세하게 할머니들과 공감하지 못한 점, 한시라도 더 빨리, 한 분이라도 더 살아계실 때 피해자 분들의 명예를 회복해 드려야겠다는 조급함으로 매 순간 성찰하고 혁신하지 못한 저를 돌아보고 또 점검하고 있습니다. 30년의 수 많은 사실을 재정리하는 일이 생각보다 쉽지 않았습니다. 저의 입장 표명을 기다리게 해드려 국민 여러분께 다시 한 번 죄송합니다. 지금부터는 국민여러분들께서 궁금해 하시는 사항들에 대해 말씀드리겠습니다. 이미 정의연 등에서 사실관계를 소명하여, 알고 계시는 사항은 가급적 중복을 피하고 말씀드리겠습니다. 오늘 다 소명되지 않은 내용은 제 자리에 연연하지 않고 국민들께서 충분하다고 판단하실 때까지, 한 점 의혹없이 밝혀 나가겠습니다. 다만, 검찰 조사를 앞두고 있어 세세한 내용을 모두 말씀드릴 수 없음을 미리 양해 드립니다. 먼저 “모금한 돈을 할머니한테 안쓴다. 전달하지 않는다” 는 지적에 대하여 말씀드리겠습니다. 정대협은 그동안 전체 피해자들을 지원하기 위한 모금을 세 차례 진행했습니다. 1992년 운동의 시작 단계에서 피해자들의 생활이 너무나 힘들어 보여 국민모금을 한 차례 진행했고, 그 모금액은 당시 신고한 피해자들에게 균등하게 250만원 씩 나눠드렸습니다. 두 번째는 일본정부가 법적배상이 아닌 민간위로금 모금을 통한 아시아 여성평화국민기금을 조성, 피해자들에게 위로금을 지급한다고 할 때, 이에 할머니들과 함께 적극 반대하였고, 시민모금에 더해 한국 정부가 아시아여성국민기금에 상응하는 지원금 약 4천 3백만 원을 전달했습니다. 세 번째, 2015 한일합의를 무효화하고 정의로운 해결을 위해, 국민모금을 진행했고, 10억엔을 거부하는 할머니들에게 모금액 1억 원씩을 전달하였습니다. 정의연은 이미 5월 8일에 2017년 국민 모금한 1억원을 전달한 영수증과 1992년 당시 모금액을 전달한 영수증을 공개한 바 있습니다. 이용수 할머니의 여러 지적과 고견을 깊게 새기는 것과 별개로, 직접 피해자들에게 현금지원을 목적으로 모금한 돈을 전달한 적이 없다는 주장은 사실이 아닙니다. 기본적으로 정대협·정의연은 일본군위안부문제 해결을 위해 일본정부에게 1. 역사적 사실 인정, 2 진실규명, 3. 공식사죄, 4. 법적배상, 5. 역사교과서에 기록하고 교육, 6. 추모비와 사료관 건립, 7. 책임자 처벌을 요구하며 활동하고 있습니다. 그것을 실현하기 위해 정대협은 생존자복지 활동을 포함하여 문제 해결을 위한 다방면의 활동을 공개적으로 해왔으며 이러한 활동 모두가 할머니들의 명예와 인권회복을 위한 길이라고 생각하며 활동해왔습니다. 물론, 지금도 매월 피해자 방문, 전화, 생활에 필요한 지원 등을 하고 있고, 할머니들이 거주하는 지역에도 함께 지원하는 조직들이 있습니다. 한편, 할머니들에 대한 생활비 지원 등 복지사업의 경우 이미 30여년 전부터 정대협 주도의 입법운동으로 1993년‘일본군 위안부 피해자 생활안정지원 및 기념사업지원법’이 제정되어 국가와 지방자치단체에서 수행하고 있습니다. 따라서 왜 성금을 전부 할머니에게 지원하지 않느냐는 일부의 비난은 그간의 성과와 정대협·정의연 운동의 지향을 살피지 않은 측면이 있습니다. 아무쪼록 30년간의 운동사를 폭넓게 헤아려 주시면 감사하겠습니다. 안성힐링센터에 대하여 말씀드리겠습니다. 매입과정, 사회복지공동모금회의 사업 평가, 매각 배경과 과정 등은 정의연에서 이미 상세히 발표한 바 있습니다. 시간 절약을 위해 왜 4월 23일에 손해를 보고 매각할 수밖에 없었는지를 보완 설명 드리겠습니다. 먼저, 안성힐링센터 매입과 관련하여, 일부 언론은 정대협이 ‘안성시 금광면 상중리 주택’을 시세보다 4억 이상 비싸게 매입한 것이 아니냐’는 의혹을 제기했습니다. 하지만 이는 전혀 사실이 아닙니다. ‘안성시 금광면 상중리 주택’은 실 평수 60평의 신축 건물이었습니다. 당시 주택 소유자는 건축비가 평당 600만원이 넘는 스틸하우스 공법으로 지어졌고, 토목 및 건축공사에 총 7억 7천만 원이 들었다면서 9억에 매물로 내놓았던 것입니다. 당시 매도희망가를 최대한 내려보기 위하여 노력하였고, 매도인은 힐링센터의 설립 취지를 듣고 ‘좋은 일 한다’면서 최종적으로 매매가격을 7억 5천만원으로 조정하는데 동의하여, 매매에 이르게 된 것입니다. 이 과정에서 ‘이규민 당선인의 소개로 힐링센터를 높은 가격에 매입하여 차액을 횡령하였다’는 의혹을 제기하나, 이 또한 명백히 사실이 아닙니다. 2013년 6월 당시 정의연 관계자들은 힐링센터 매입을 위해 경기도 인근을 둘러보던 중, 소식을 들은 당시 안성신문 대표였던 이규민 당선인이 지인을 통해 부동산을 소개하여 준다고 하여 ‘안성시 금광면 상중리 주택’을 답사하게 되었습니다. 당시 해당 주택이 신축건물인 점, 조경이나 건물 구조가 힐링센터 목적과 부합하였던 점, 교통이 편리하였던 점을 평가해 매입을 결정했습니다. 거래가 성사되고 나서 정대협이 이규민 당선인에게 중개수수료 등 명목으로 금품을 지급한 일 또한 전혀 없었습니다. 그 후 2015년 9월 사회복지공동모금회는 안성힐링센터에 대한 중간평가를 하였고, 그 해 12월 30일에는 공문을 통해 정대협에‘사업중단 및 사업비 잔액반환, 힐링센터 매각’을 요청하였습니다. 그래서 2016년부터 정의연은 안성힐링센터를 시중에 매물로 내놓게 된 것입니다. 매각 당시 주택의 감가상각, 오랫동안 매수희망자가 없어 시간이 흐르면서 건물가치가 하락한 점, 주변 부동산 가격변화 등 형성된 시세에 따라 매매가격이 결정되었고 그 결과 4억 2천만원에 매도하였습니다. 5년째 매수 희망자가 없어 사업비를 반환하지 못한 상태라 어렵게 성사된 계약 자체를 더는 미룰 수가 없었습니다. 설명 드린 바와 같이 안성힐링센터는 시세와 달리 헐값에 매각된 것이 아니라, 당시 형성된 시세에 따라 이루어졌습니다. 오랜 시간 매각이 지연되는 점으로 인해 결과적으로 기부금에 손해가 발생한 점에 대하여 안타깝게 생각합니다. 그러나 힐링센터 매입 및 매각 과정에서 제가 어떠한 부당한 이득을 취하지 않았다는 점은 분명하고 자신 있게 말씀드릴 수 있습니다. 일부 언론에서는 안성 힐링센터 거래 후 저희 부부와 이규민 당선인이 베트남 나비기행에 참여했다는 이유로 의혹을 제기하고 있습니다. 안성 힐링센터 거래와 나비기행은 전혀 관련이 없으며 참가자 전원이 개인 경비를 부담하여 진행한 것입니다. 2015 한일합의 내용을 제가 사전에 알고 있었음에도 이를 이용수 할머니를 포함한 할머니들에게 알리지 않았다는 주장이 있었습니다. 그러나 누차 밝힌 바처럼 이는 명백히 사실이 아닙니다. 이런 사실은 외교부의 입장발표를 통해서도 확인되었습니다. 지난 5월 12일 외교부 대변인은 한일 일본군 위안부 피해자 문제 합의 검토 결과 보고서에 “‘구체적으로 알려주지 않았다’, ‘피해자 의견을 수렴하지 않았다’는 구절이 있다”고 브리핑한 바 있습니다. 또한 당시 2015년 한일정부 간 합의 후 제가 할머니들의 일본정부가 주는 위로금 수령을 막았다는 주장이 있었습니다. 이 또한 정의연이 수차례 충실히 해명한 것처럼, 모든 할머니들에게 수령의사를 확인하였으며 온전히 각자의 뜻에 따라 수령여부를 결정하도록 하였습니다. 당시 저는 할머니들이 위로금을 수령한다고 해서 그 할머니들을 2015 한일합의에 동조한 것으로 매도해서는 안되며, 오히려 이 문제의 근본적 책임은 양국 정부에 있음을 분명히 하였습니다. 피해 할머니들을 배제한 채 일방적으로 밀실에서 합의를 강행한 외교당국자들이 잘못된 합의의 책임을 정대협과 저에게 전가하는 점에 대해 깊은 유감을 표합니다. 제 남편의 신문사가 정의연의 일감을 수주하여 부당한 이익을 챙겼다는 의혹에 대해 말씀드립니다. 정의연은 1년에 1회, 창립월인 11월에 그해 활동을 보고하고, 향후 주요 사업방안을 제시하는 내용의 소식지를 발간하고 있습니다. 2019년 정의연은 업체를 선정하기 위해 수원시민신문을 포함하여 4개 업체에 견적을 확인하였고, 당시 최저금액을 제시한 수원시민신문에 소식지 디자인과 편집, 인쇄를 맡긴 것입니다. 소식지 제작 등 과정에서 남편이나 제가 어떠한 이득을 취한 일은 전혀 없습니다. 제가 류경식당 탈북 종업원들에게 월북을 권유하거나 동조하였다는 의혹에 대해 말씀드립니다. 피해자 할머니들께서는 성폭력 피해자, 인권운동 관련 당사자, 활동가를 초청하여 식사하고 교류회를 통해 밥상공동체를 형성하는 만남을 종종 가져왔습니다. 마리몬드 직원들과 자장면 데이, 평화나비들과 모임, 세계무력분쟁지역 생존자들을 초청하여 여성인권운동선배로서 할머니들의 메시지를 전달하는 활동 등이 같은 취지의 교류 모임이었습니다. 2018년 11월 남편과 장경욱 변호사는 저와 정대협측에, ‘탈북종업원들이 할머니들을 만나는 것 자체만으로도 큰 힘이 될 것’이라는 내용으로 만남을 제안하였고, 이를 길원옥 할머니께 전달했더니 흔쾌히 수락하셨습니다. 2018년 11월 17일 마포쉼터, 평화의 우리집에 류경식당 탈북 종업원들을 초대해 활동가들이 직접 지은 음식으로 저녁식사를 함께 하고, 담소를 나눴습니다. 평양이 고향이라는 공통점이 있는 길원옥 할머니와 탈북종업원들은, ‘탈북종업원들이 남한에서 어떻게 살고 있는지’, ‘학교공부가 끝난 후 밤늦도록 아르바이트를 하고 있다’는 등 이야기를 나누었을 뿐입니다. 저와 정대협이 탈북종업원들에게 ‘금전을 지원했다, 월북을 권유했다’는 등 일부 언론보도는 모두 사실이 아닌 허위임을 이 자리에서 다시 한 번 분명하게 밝힙니다. 다음으로, 제가 저의 개인 명의 계좌를 이용해 후원금을 모아 개인적 이익을 위해 사용했다는 의혹에 대해 말씀드리겠습니다. 정대협 활동을 하면서 제 개인명의 계좌 네 개로 모금이 이루어진 사업은 총 아홉 건입니다. 전체 할머니를 위한 것이 아닐 경우, 대표인 제 개인 계좌로 모금을 했습니다. 특별한 경우라서, 이제보니, 제 개인 명의 계좌를 사용한 것이 잘못된 판단이었습니다. 다만 고 김복동 할머니 장례비 모금의 경우, 법적 지위가 없는 시민장례위원회가 장례를 주관하기에 정대협 명의 계좌를 활용하는 것이 적절치 않았고, 관행적으로 개인 명의 계좌가 많이 활용되어 제 명의로 통장을 개설했습니다. 최초 모금은 2012년부터 이루어진 전시성폭력피해자 지원을 위한 ‘나비기금’이었습니다. 그 외에도 길원옥 할머니, 김복동 할머니 미국, 유럽 캠페인을 위한 모금, 베트남 빈딘성 정수조 지원을 위한 모금, 베트남 빈호아 학살 50주년위령제 지원을 위한 모금, 안점순, 김복동 할머니 장례비 모금 등이 있었습니다. 일시적인 후원금이나 장례비를 모금하기 위해 단체 대표자 개인명의 계좌가 활용되는 경우가 많았고, 저도 크게 문제의식이 없었던 것 같습니다. 금액에만 문제가 없으면 된다는 안이한 생각으로, 행동한 점은 죄송합니다. 사업에 필요한 비용을 충당하고 남은 돈을 정대협 계좌로 이체하는 방식으로 나름대로 정산을 하여 사용하여 왔지만 최근 계좌이체내역을 일일이 다시 보니 허술한 부분이 있었습니다. 스스로가 부끄러워집니다. 하지만 제 개인계좌를 통하여 모금하였다고 해서, 계좌에 들어온 돈을 개인적으로 쓴 것은 아닙니다. 최근 문제제기 이후 모금계좌로 이용된 네 개 계좌의 거래 내역을 하나하나 다시 살펴보았습니다. 그 결과, 계좌 내역 상 아홉 건의 모금을 통해 약 2억8,000만원이 모였고, 모금 목적에 맞게 사용된 돈은 약 2억 3천만 원이며, 나머지 약 5천만 원은 정대협 사업에 사용한 것으로 확인되었습니다. 계좌이체를 하면서 적요란에 이체 이유를 거의 모두 부기해 놓았고, 각 거래내역의 성격을 파악할 수 있는 상태입니다. 그에 따라 총수입과 총지출을 비교한 결과로 파악된 사항입니다. 2014년부터 6년이 넘는 기간 동안 수많은 거래내역이 있기에 세부적인 내용을 이 자리에서 일일이 말씀드릴 수는 없겠지만, 고발된 사실 중 하나이므로 구체적으로 조사과정에서 자세히 소명하겠습니다. 현재 제가 살고 있는 수원 권선구 금곡 엘지아파트의 경매 매입을 포함하여 가족들이 현금으로 주택 5채를 구매했는데, 제가 정대협의 자금을 횡령해 사용한 것 아니냐는 의혹에 대해 말씀드리겠습니다. 결론부터 말씀드리면, 그런 일은 단연코 없습니다. 이번 일을 계기로 저와 남편 계좌의 과거 현금 흐름을 다시 한 번 세세히 살펴봤습니다. 먼저 저희 부부의 주택 관련입니다. 세 채는 이미 매각한 제 명의의 명진아트빌라, 한국아파트와 현재 살고 있는 엘지금곡아파트를 말하는 것으로 이해합니다. 1993년 저와 남편은 돈을 합쳐 전세자금 1,500만원으로 신혼살림을 시작했습니다. 1994년부터 1997년까지 친정부모님이 사시던 교회 사택에서 무상으로 거주하면서 돈을 모았고, 그 사이 1995년에 명진아트빌라를 4,500만원에 취득했습니다. 1999년 저와 제 남편의 저축과 제 친정 가족들의 도움으로 한국아파트를 7,900만원에 샀습니다. 명진아트빌라는 2002년 3,950만원에 매각했습니다. 2012년 지금의 수원금곡엘지아파트를 경매로 취득하게 되었습니다. 당시 남편이 암수술을 받은 다음이라 조금 더 편한 곳으로 이사를 가고 싶어 했습니다. 칠보산이 가까운 지금 아파트 단지를 가보고 마음에 들어 했지만 시세가 너무 비쌌습니다. 남편은 세대수가 많은 단지라서 경매물건이 있을 수 있겠다면서 경매를 알아보기 시작했습니다. 그래서 지금 아파트를 경매로 취득하게 된 것이었습니다. 취득가액은 2억2,600만원이었습니다. 한 차례 유찰된 후 2회차 경매에서 저희만 단독으로 입찰하였습니다. 저는 경매과정을 모르고, 남편이 진행했습니다. 자금은 제가 가지고 있던 예금, 남편 돈, 가족들로부터 빌린 돈으로 해결했습니다. 저의 개인계좌와 정대협 계좌가 혼용된 시점은 2014년 이후의 일입니다. 현재 아파트 경매 취득은 2012년에 있었던 일입니다. 후원금을 유용했다는 주장은 전혀 맞지 않습니다. 기존에 갖고 있던 한국아파트는 2013년에 매각되었는데 14년 동안 시세가 1억1,000만원 올라 매각금액은 1억8,950만원이었습니다. 이 돈으로 빌린 돈을 변제하고 일부 남은 돈은 저축하였습니다. 남편 명의의 함양 소재 빌라에 대해 말씀드립니다. 시누이 명의의 농가주택에 사시던 시부모님은 시아버지가 돌아가신 후 2017년에 1억 천만원에 팔고, 시어머니가 혼자 살기에 편한 함양 시내 빌라를 남편 명의로 8천5백만원에 매입했습니다. 잔액은 배우자가 보유하다 2018년 4월 19일에 저의 계좌로 입금했습니다. 저의 친정아버지 소유 아파트입니다. 저의 아버지는 약 22년간 교회 사찰집사로 근무하면서, 교회사택에 사셨습니다. 주택비용이 안드는 만큼 더욱 알뜰히 저축하셨고, 22년 근무한 퇴직금을 한꺼번에 받아 현재 사시는 아파트를 4천 7백만원에 매입했습니다. 저와 저희 가족의 주택 매입은 어떤 경우에도 정대협 활동과 무관합니다. 딸 미국 유학에 사용된 돈의 출처가 정대협이고, 제가 정대협 돈을 횡령하여 딸 유학자금을 댔다는 의혹에 대해 말씀드리겠습니다. 딸 미국 유학에 소요된 자금은 거의 대부분 남편의 형사보상금 및 손해배상금에서 충당되었습니다. 그 외 부족한 비용은 제 돈과 가족들 돈으로 충당하였습니다. 참고로 남편과 저희 가족들이 받은 형사보상금 및 손해배상금은 총 약 2억4,000만원입니다. 저는 급여를 받으면 저축하는 오랜 습관이 있습니다. 주택 마련과 딸의 학비 그리고 조금이라도 안정된 삶을 꿈꾸기 위한 제 나름대로의 최소한의 생활방편이었습니다. 그리고 정의연.정대협 활동을 통해 강연, 원고, 책 인세 등 특별수입은 기부해왔습니다. 지금까지 쏟아진 의혹에 대해 부족하나마 진솔하게 말씀드렸습니다. 보다 더 자세한 내용을 원하시겠지만 현재 검찰 조사를 앞두고 있다는 점을 다시 한번 양해 바랍니다. 다시 한 번 국민들과 피해 할머니들의 기대와 응원에 부합하지 못하고 심려를 끼쳐드려 죄송합니다. 피해 할머니들의 명예에 누가 되지 않도록, 30년 정대협 운동의 역사에 부끄럽지 않도록 철저히 소명하겠습니다. 잘못이 있다면, 상응하는 책임을 지겠습니다. 다만, 피해자와 국민들, 정대협/정의연이 함께 이룬 성과와 일본군‘위안부’피해자의 명예를 훼손하는 폄훼와 왜곡은 멈추어 주시기를 부탁드립니다. 이제 일본군‘위안부’ 피해 생존자는 열일곱 분 뿐입니다. 한 분이라도 더 살아계실 때, 돌이킬 수 없는 방법으로 진실규명과 일본정부의 책임 이행, 재발방지를 위해 국민 여러분과 해외각지에서 지지와 응원을 보내주신 여러분과 함께 최선을 다하겠습니다. 저는 제 의정활동에 얽힌 실타래를 풀어가는 노력과 함께 김복동 할머니와 김학순 할머니 등 여성인권운동가로 평화운동가로 나서셨던 할머니들의 그 뜻을 이룰 수 있도록 지난 30여년보다 더 열심히 노력하고 싶습니다. 다시 새어나오는 2015 한일 위안부 합의가 정당했다는 주장을 접하며, 다시는 우리 역사에 그런 굴욕의 역사가 반복되지
