https://news.v.daum.net/v/20190809084017575?f=m 국가민속문화재 제282-1호인 청송 평산 신씨 판사공파 종택 중 별채 1동이 기단공사 터파기 중에 무너지는 사고가 발생했습니다. 감리도 시공업체 대리인(현장소장 혹은 시공관리책임자)도 없는 상태에서 인부들만 작업을 했다고 합니다. 사실 많은 소규모 공사들이 관리인력이 상주하지 않는 상태에서 시공이 이뤄집니다. 큰 공사나 전문공사(소방설비공사 등)가 아닌 이상은 별도의 감리용역을 발주하지 않고, 기업 혹은 기관 내 업무담당자를 감리원으로 지정해 자체감리를 합니다. 그런데 발주처에서는 인원이 적으니 1명이 여러 업무를 담당하게 되고, 현장에 상주하는 것은 현실적으로 불가능합니다. 시공사도 영세한 업체가 많으므로 시공관리책임자는 물론 사장까지 직접 현장에서 작업을 하는 경우가 부지기수입니다. 또 시공관리책임자는 여러곳의 현장을 관리하면서 설계도서와 현장검토, 자재조달 등 각종 사무업무까지 수행하게 됩니다. 그러다보니 많은 중소업체들은 자잘한 물량증가분은 서비스로 치고 넘어가기도 하고, 물가변동(에스컬레이션)이나 4대보험료 사후정산도 제대로 신청하지 못하는 현실입니다. 신청해봤자 공사가 작으니 나오는 금액도 작고, 일일이 법령, 규정 확인하며 발주처에 요구하기도 어렵고 서류작업에 쓸 인력도 없기 때문입니다. 별채 건물에 대해서는 설계단계에서 건축물에 대한 구조검토가 잘 이뤄졌는지, 시공에 하자는 없었는지 등 조사를 하다보면 원인들이 나오겠지만 관리인력이 상주하지 않았다는 부분은 여러 생각이 들게 하네요.
