https://news.v.daum.net/v/20190405155431780?rcmd=rn 5일 이재정 더불어민주당 의원실에 따르면 지난해 2019년도 정부 예산안 국회심의 당시 강원소방본부는 환동해특수재난대응단의 특수장비 확충을 위한 국비지원 예산 135억원(총 사업비의 50%)을 확보해 줄 것을 요청했지만, 예결위에서 반영되지 않아 예산 확보가 무산됐다. 강원소방본부가 요청한 예산은 강풍에도 운행할 수 있는 대형헬기와 산불전문 진화차 2대 등을 도입하기 위한 자금이다. 동해안 특유의 강풍 등 특성을 극복할 수 있는 장비를 비롯해 일반 도로가 아닌 산악 지역에도 접근할 수 있는 진화차량을 도입, 산불을 초기에 막겠다는 의도였다. 러시아에서 제작한 ‘카모프 대형헬기’는 3400ℓ의 물을 운송할 수 있고, 강풍(25m/sec)에도 운항이 가능한 헬기로, 1대 가격이 250억원 수준이다. 이는 대형헬기 중 가장 가격이 낮은 기종으로 알려져 있지만 이마저도 도입이 무산된 것이다. 현재 강원소방본부에서 운영하고 있는 헬기는 약 180억원 수준의 기종으로, 자체 물탱크가 없고 강풍에서 운항이 불가능(15m/sec 이하에서 운행)하다. ------------------ 기사에는 특정 당이 명시되어있진 않지만, 항상 소방예산 깎고 무시하고, 일 터지면 철면피처럼 남탓만 했던 인간들이 어느당 소속인지는 누구나 다 알죠. 이번 산불사태에서도 마찬가지였고. 피해를 더 줄일 수도 있었던 일이라는 게 정말 가슴이 답답해져 옵니다. 봄철만 되면 크고 작게 일어나는 강원도 산불이 어제 오늘 일도 아니고, 강원도 소방본무는 만성적 인력 물자 부족이라는데, 항상 소방예산 감축만 부르짖다가, 일 터지고 나니 뭐 정쟁을 그치자고요? 행동과 말에 책임질 줄도 모르면서 뭔 보수를 한다고. 정치에 대해 가급적 언급을 삼가하려고 하는 편이지만 이번 일에는 정말 화가 나서 기사 링크라도 합니다.
