어쩌다 보니 문화유산 분야를 공부하여 디지털 헤리티지 등 관련 콘텐츠를 개발하며 밥먹고 살고 있습니다. 하지만 이 분야는 돈이 되기 힘든 분야라 콘텐츠를 개발해도 B2C는 고사하고 B2B도 힘들며 B2G가 가장 큰 수요처라는 특징이 있습니다. 개발 업체 입장에선 자연스레 국비지원사업으로 눈을 돌릴 수밖에 없는 상황입니다. 콘텐츠 지원 사업은 기술 또는 아이디어는 있는데 돈은 없는 중소기업을 타깃으로 합니다. 중견기업만 가도 지원금이 50%로 줄고 대기업은 아예 0이기 때문입니다. 대기업은 그냥 실적 차원에서 이름만 올리라는 거죠. 고용창출과 연계하여 보통 지원금 1억당 신규 직원 1명을 채용토록 하는 부분도 그렇고요. 다만 국가에서 사업에 필요한 지원금을 기업에게 전부 주는 것은 아닙니다. 기업의 자부담은 10~50% 내에서 잡히는데 통상 30%가 가장 많습니다. 70%는 국가에서 대줄 테니 30%만으로 너네가 구상한 상품을 잘 만들어보라는 거죠. 총 사업비 기준이니 지원금 3억이면 자부담은 1.3억 정도입니다. 정말로 사업화의 의지가 있는 업체라면 밑천 확보 차원에서 상당히 좋은 조건으로 제품을 제작할 수 있는 셈입니다. 수요처가 명확하다면 더더욱 그렇고요. 하지만 이렇게 좋은 지원사업은 진행 방식에서 문제가 제법 많습니다. 이상과 현실은 다른 법이죠. 저는 크게 세 가지 정도로 생각하는데요. 1. 평가 방식의 문제 국민의 세금으로 운영되는 지원사업이기 때문에 사업제안서 평가위원들이 중소기업 중에서도 어느 정도 규모가 있는 업체를 선호합니다. 프로젝트가 중간에 리타이어 되는 것을 막기 위해 직원이 1~200명씩 되는 실적이 아주 많은 무늬만 중소기업인 곳들이 선호되는 식입니다. 정작 진짜 알짜배기 업체들이 지원사업에 선정되기 어려운 이유가 그것입니다. 콘텐츠 기획을 하는 업체들도 어떻게든 업력이 있는, 규모가 큰 파트너 업체를 찾기에 혈안이고요. 여기에 평가위원들도 해당 업종에 있는 사람들인 경우가 많아 규모가 큰 업체일수록 아는 평가위원을 만날 수 있다는 점은 고려하지 않았습니다. 2. 선정 업체들의 문제

올해 나온 콘텐츠 지원사업들이 이런 모순의 끝을 보여준다고 생각합니다. 지원기관의 성과라 할 사업화 달성 부분이 녹록치 않으니 애초에 개발하던 제품에다 돈을 더 보태서 지원금을 대주겠다는 식입니다.(?) 뭔가 주와 객이 전도된 느낌인데, 아직 개발되지 않은 제품의 사업제안이라도 최소 데모 정도는 만들어서 발표하라고 합니다. 지원금을 확실하게만 받을 수 있다면 데모를 만드는 게 일이겠습니까만, 크지 않은 기업들에게 될지 안 될지도 모르는 사업을 위해 많지 않은 가용 인적 자원을 활용해서 데모까지 만들라는 건 상당한 출혈을 각오하라는 거죠. 최종적으로 지원사업에 선정 안 되면 잔넨! 하고 마는 것이고요. 반면 기 제품 개발업체의 상당수는 지원금을 받든 안 받든 제품을 만들 곳들입니다. 지원금이라도 타 내서 퀄리티를 더 높이기보단 투자 원금이라도 회수하겠다는 의도가 강할 텐데요. 예전부터 몰래 이런 방식으로 프로젝트를 진행하는 업체가 적지 않았습니다. 이미 다 만들어놓고 중간평가 때 예전 빌드를 요만큼 풀어서 보여주고, 결과 평가 때 전체 다 보여주고 하는 식으로요. 근데 이젠 대놓고 하라고 장려하고 있네요. 그래놓고 지원 기관들은 자기네들 실적이라고 자랑하겠죠. 조건이 너무 가혹해져서 주변 업체들은 다 힘들다고 아우성인데, 성과주의의 병폐라고 보면 될까요? 지원기관에서 일했던 사람으로서 변명을 좀 해 보자면ㅋㅋ 선정평가가 정말 어렵긴 합니다. 이 업계 사람들이 인정할 만한 소양을 갖추었으면서 하루종일, 때로는 며칠 동안 시간도 내줄 수 있는 '전문가'가 생각보다 드물더라고요...ㅠㅠ 그런 전문가들이 어떻게 모여서 좋은 업체를 뽑아도, 반드시 사업화 성과가 잘 나오는 것은 또 아니다 보니(...)
그리고 그놈의 사업화 성과가 잘 나와야 하는 것은 그놈의 공공기관 경영평가 때문에... 아니 한국 드라마가 우리가 잘하면 수출 잘되고 우리가 못하면 수출 안되는 건가?! 싶은 생각을 늘 하지만... 성과급 받으려면 어떻게 싹싹 빌어서라도 지원업체 실적을 받아와 경영평가보고서를 쓰고... 평가하러 오신 경영학과 교수님들께 "이게 기관 성과예요? 운이 좋은 거 아녜요?"라는 질문을 듣고(...) 뭐 그런 것이죠. ㅠㅠ
