5월 26일 뉴스공장에서 MIT 교수로 재직하고 있는 국방전문가와 사드에 관련된 인터뷰( http://www.podbbang.com/ch/12548 )를 진행했습니다. 아래는 그 내용을 정리한 것입니다. 내용이 마음에 들어서 텍스트로 정리해 봤습니다. * 시어도어 파스톨 : 미사일 디펜스 분야 민간 최고의 전문가 MIT 공대 포스톨 명예 교수(미의회, 국방부를 거쳐서 MIT 교수로 재직하고 있는 국방전문가) 질문(김어준) : 91년 걸프전 때 미국 국방부는 [이라크의 스커드 미사일 47발 중에 패트리어트 미사일로 45발을 격추했다고 발표했으나 TV 중계 화면 분석 결과 패트리어트 미사일이 스커드 미사일을 단 한 발도 격추하지 못했다]고 반박했다가 고소를 당한 것으로 알고 있다. 맞는가? 답변(시어도어 파스톨) : 고소를 당하진 않았다. 그렇지만 내 인생을 파괴하려고 노력했다. 고소를 할 근거가 없었다. 내가 거짓을 말했고 그에 따라 그들에게 금전적 피해가 있었어야 했으나 내 말이 완전히 옳다고 판명이 났다. 대신 여러 방법으로 내 명예를 파괴하려고 노력했었다. 질문 : 국방부와 교수님 간의 싸움이 몇 년이 걸렸지만 [최종적으로 국방부가 패트리어트가 격추에 실패했다고 인정]을 하면서 교수님이 이 싸움에서 이긴 것으로 알고 있다. 맞는가? 답변 : 대충 맞지만 사정은 훨씬 더 복잡하다. [국방부 장관은 효과가 없다고 인정했지만 군대의 공식 통계는 예전 수치를 그대로 유지하고 있다.] 군대와 국방부 장관이 다른 말을 하고 있는데 이 경우에는 어쨌든 국방부 장관의 말을 더 믿을 수밖에 없을 것이다. 이것이 아마도 한국에 경고로서 작동해야 할 것이다. [사드에 책임을 지고 있는 조직은 군대다. 그런데 국방부 장관이 인정한 것도 인정하고 받아들이지 않는 그런 조직이 사드를 운용하고 사드의 실제적인 역량보다 좋다고 주장할 수 있는 조직이라는 것을 명심해야 할 것이다.] 질문 : [2014년에 이스라엘이 팔레스타인 하마스 로켓을 아이언돔으로 90% 이상 격추했다는 뉴스]가 전세계에 타전이 됐고 우리나라에서도 크게 화제가 됐다. 그런데 그것도 사실이 아니라고 교수님은 지적했었다. 뭐라고 했었느냐 하면 이 로켓을 맞추기도 어렵고 맞췄다고 해도 꼬리, 몸통에 맞추면 소용이 없고 1미터 이내가 아니면 정면에 맞췄다고 해도 잘 안 터진다. 그래서 [실제로는 90%가 아니라 10% 이하일 것이라고 주장했었다. 맞는가?] 답변 : 실제로 요격체가 발사가 될 때 잘못된 공간으로 발사되는 것을 목격을 했다. 그러면 적군의 로켓이 왔을 때 그것을 향해서 뚝 떨어지게끔 낙하하게 되는데 그렇게 되면 요격의 효과가 없어진다. 비디오로 보면 이것이 명확한데 왜 이렇게 발사와 운용이 되고 있는지 정확한 자료를 갖고 있지는 않지만 비디오를 봤을 때 [아이언돔의 기능이 유효하지 않다는 것은 분명]하다. 질문 : 패트리어트 때도 그랬고 최근의 아이언돔 시스템도 이렇게 과장되게 광고를 하는 게 미국 국방부, 이스라엘 정부의 정치적 목적도 있겠지만 이 무기를 만들어낸 군수업체의 이익도 분명히 영향을 주는 게 아니냐. 성능이 좋다고 해야 잘 팔릴테니까. 이런 의구심이 드는데 교수님 생각은 어떠한가? 답변 : 사실 이스라엘과 미국 간의 정치적 문제라는 것은 굉장히 복잡하다. 특히 미국에서는 이스라엘의 로비는 굉장히 강력하기 때문에 미국 정치인이 이스라엘을 비판하는 것은 굉장히 어렵다. 그래서 정치인들이 다른 때라면 분명히 했었을 간단한 질문조차도 못하는 공포, 두려움의 분위기가 조성되어 있다. 또 다른 문제는 이이언돔이라는 무기의 개발비를 이스라엘이 아니라 미국이 거의 냈다. 이스라엘 측에서도 미국에서 거의 자금이 왔기 때문에 제대로 만들 동기도 별로 없다. 나는 이에 대해 의회에게 공개적인 비판을 여러번 했다. 돈을 냈으면 당연히 이 무기의 성능이 어떠한가에 대한 데이터를 받아야 하는데 의회에도 군에도 누구도 이에 대해 정확한 데이터를 받은 사람이 없다. 단지 이에 대해 묻지도 말고 말하지도 말자는 정책만이 있을 뿐이다. 질문 : 미국과 이스라엘의 특수 관계 때문이기도 하지만 군수업체의 이익이 깊이 관계되어 있는 게 아닌가? 이런 과정이나 비밀주의에. 답변 : 사실은 모든 미사일 방어체제를 둘러 싼 비밀주의의 문제는 아이언돔은 사실상 미국이 만든 무기라고 볼 수 있고 패트리어트나 사드는 실제로 미국이 만든 무기인데 전체에 대해서 다른 무기에 비교할 때 비밀의 정도가 부적절하다. 그래서 이것을 반대하는 사람이 논리적 근거를 댈 수 있는 데이터가 부족하다. 극비 처리가 되어 있다. 이렇게 부적절한 극비 처리가 되어 있는 것은 무언가 성능에 문제가 있다는 얘기이고 나는 미사일 방어체제의 가장 큰 문제가 바로 이 비밀주의라고 생각한다. 질문 : 성능에 비해서 지나치게 높은 비용이 들어가고 성능이 떨어진다는 것이 알려지면 관련 산업, 군수업체 자체가 어려움을 겪을 수도 있기 때문에 경제적 관점도 분명히 중요한 포인트가 아닌가 해서 질문을 한 것이다. 답변 : 이 문제가 상당히 복잡한데 그 중 일부를 잘 지적해 주신 것이다. 이런 특정한 방어체제가 배치되는 데 있어서 미군 군대 내에서 중요한 역할을 하고 있는 부대가 있는데 육군 방공 방어 부대가 그것이다. 방공과 관련되어 결정을 맡고 있는 조직이다. 방공 방어를 하기 위해 테이크로 해야 하는가 지대공 미사일로 해야 하는가 등을 결정하는 부서인데 이 부서는 늘 경제적으로 살아남기 위해 굉장히 노력하고 애쓰고 있는 조직이다. 그래서 군수업체들과 굉장히 긴밀하게 일을 하고 있다. 군수업자들이 성능이 안 좋은 무기를 팔았을 때 성능에 대한 문제를 덮기 위해 서로 돕는 역할을 하고 있다. (김어준이 끼어들어서 한 첨언 : 한쪽은 예산을 확보해야 하고 한쪽은 성능이 떨어지더라도 팔아야 하는 업자들이고.) 어떻게 보면 미사일 방어체제라는 것은 이 두 조직이 만나서 이뤄낸 불행한 사고라고 볼 수 있다. 질문 : 그러면 사드는 패트리어트나 아이언돔의 컨셉을 확장한 미사일 방어시스템이라고 볼 수 있는가? 기존의 MD(미사일 방어 시스템)와 사드의 공통점과 차이점을 설명해 달라. 답변 : 사드가 미사일 방어시스템의 일반적인 컨셉을 사용한 것은 맞지만 패트리어트나 아이언돔과는 좀 다르다. 사드는 비유를 하자면 이지스함 시스템인 SM3에 훨씬 더 가깝다. 아니면 미국 국가 미사일 방어체제에서 쓰는 방법과 비슷하다. 가장 큰 특징은 대기 밀도가 낮아지는 굉장히 높은 고도가 높은 지역에서 작동하게 되어 있고 적외선 유도 장치를 사용한다. 반면 패트리어트나 아이언돔은 요격 궤도가 훨씬 낮은(대기 밀도가 높은) 곳에서 작동하고 반사 레이더 시스템을 통해 유도한다. 그런데 고도가 높은 곳에서 작동하는, 요격이 일어나는 시스템에 대해 이해해야 하는 이유는 사드 뿐 아니라 외기권(고도가 높은 지역)에서 요격이 일어나는 모든 시스템, 즉 SM3 시스템 같은 것들의 결정적 취약점 때문이다. 비행물체가 외기권에 들어가면 모든 아주 가벼운 것들도 공기 밀도가 낮고 공기 저항이 적기 때문에 굉장히 잘 난다. 그렇기 때문에 미사일 근처에 있는 어떤 물체도 다 기만탄으로 작동하게 된다. 그렇기 때문에 요격에 어려움이 있을 수 있다. 예를 들자면 사드에 부착되어 있는 적외선 센서 입장에서는 거기에 보이는 모든 것들이 점광(빛의 점)으로 보인다. 비유를 하자면 별을 바라보면 별의 모양이 어떻다 크기가 어떻다 이런 것은 전혀 알 수 없고 그냥 빛의 점, 점광으로 보일 뿐이다. 예를 들어 [풍선 같이 아주 간단한 물체라도 미사일 근처에서 함께 비행하고 있다면 적외선 센서 입장에서는 탄두와 같은 것으로 인지가 된다. 그래서 미사일 요격체의 센서가 진짜 타겟인지 아닌지를 구별하는 능력이 아주 극단적으로 떨어진다. 그렇기 때문에 예를 들어 북한에서 탄도탄을 발사하면서 쉽게 사드를 피해갈 수 있다. 만약에 어떤 고도에 다다랐을 때 미사일을 조각나게 해서 탄두와 함께 미사일의 조각들이 공중회전을 하면서 날아가게 되는데 그러면 사드의 센서에는 모두 빛의 점으로 보일 뿐이지 어떤 것이 탄두이고 기만체인지 알 수가 없다. 아주 아주 간단한 것으로도 쉽게 사드를 속일 수 있다.] [질문 : 그렇다면 사드가 북한 미사일 공격에 대한 방어 능력을 그다지 제공하지 못한다고 이해해도 되는가? 답변 : 유연한 군사 방어 능력이 있다고 한다면 아주 놀랄 것 같다.] 질문 : 없단 얘기죠? 답변 : 실제 군사적으로 걱정할 만한 공격 상황에서는 전혀 유용하지 않다고 본다. [질문 : 그렇다면 미국은 왜 이런 사드를 한국에 배치하려 하는 것인가?] 답변 : 사실 이 문제는 굉장히 복잡한 문제다. 여러 많은 사람들이 다른 동기, 다른 믿음을 가지고 미사일 방어 시스템을 홍보하려 하는 것인데 아마도 이 중에서 가장 증거가 많이 나온 것 중 하나는 [미국 정부에서 중국에 대한 미사일 방어 능력을 좀더 증진시키기 위해서라는 것이 가장 명백]하게 나온 증거가 있는 것 같다. [사드는 요격 능력은 별로 없으나 레이더는 이론 상으로 볼 때 굉장히 강력]하다. 이론 상으로는 사드의 레이다가 [중국의 대륙간 탄도 미사일의 탄도에 대해서 상당한 데이터를 수집하고 미국의 국가 미사일 시스템에 직접 제공할 수 있다.] 지금 현재 원칙상(이론상?)으로는 가능한 것으로 되어 있다. 이게 실제로는 어떻게 되는지는 현실에서는 아무도 모르지만 중국에 대한 미사일 방어 체계의 일환으로서 사드가 이렇게 미국 측에서 미루고 있지 않나(첨언 : 이 문장의 통역이 꼬여 있어서 첨언합니다. 제가 이해한 바를 적어 보겠습니다. 이후에 나오는 인터뷰를 보면 이 문장은 '중국에 대한 미사일 방어 체계의 일환으로서 사드를 이렇게 미국 측에서 한국에게 책임을 미루고 있지 않나 한다'라는 뜻으로 한 말인것 같다는 생각입니다. 미국이 사드 한반도 배치의 진짜 목적을 한국에게 말하지 않고 동맹국인 한국에게 비겁하게도 책임을 한국에 미루고 있다는 내용이 나오기 때문에.)... 그것이 가장 명백하게 드러나는 이유 중 하나인 것 같다. [바로 지난 달에 오바바 행정부의 CIA의 수장이었던 마이클 헤이든 이런 말을 했었다. 결국은 사드를 배치하는 목적이 "중국을 화나게 하고 중국에게 '너 조심해' 이렇게 경고하는 목적이다." 이렇게 인정하는 것에 대해 상당히 놀랐는데 어쨌든 정부 내에서 이런 목적으로 사드를 배치하려 하는 생각을 하는 인사들이 있구나 하는 것에 대한 증거로 볼 수 있을 것 같다.] 사실 남한 정부가 사드 배치에 대해서 또 한국 국민들이 여기에 대해서 어떻게 결정하느냐 이것은 전적으로 한국 국민과 정부의 문제이긴 하다. 하지만 나는 미국 국민으로서 한국이 미국에 굉장히 중요한 동맹이라고 생각하고 미국인으로서 지금 미국이 하고 있는 일에 대해 극도로 분노를 하고 있는 상황이다. [지금 마이클 헤이든이 한 말은 사실상 한국의 안보를 위험에 빠뜨리면서 우리 이익을 위해서 중국과의 관계에 있어서 한국을 이용하고 있다는 것을 사실상 인정한 것이다.] 내가 작년 10월에 한국에 방문했었고 여러 사람들과 만나서 이 문제에 대해서 굉장히 자세히 장시간 토론을 했었다. 내가 거기서 느낀 것은 실제로 [미국이 사드 배치를 왜 하려 하는가에 대한 근본적인 이유에 대해서 (한국에게) 전혀 (설명)하지 않았다는 것이다. 그리고 이렇게 제대로 얘기해주지 않으면서도 한국을 이용하려는 것]이다. 사실 만약에 한국이 이런 것을 다 알면서도 사드를 배치하겠다고 한다면 그것은 전적으로 한국의 선택이다. 그렇지만 [이렇게 왜 (사드를 배치)하려고 하는지 얘기해 주지 않고 속이면서 이용하려 드는 것은 동맹에 대한 태도가 아니고 미국인으로서 여기에 대해서 굉장히 부적절하다고 생각하고 굉장히 미국인으로서 분노하고 있는 바이다.] 질문 : [작년 10월에 한국에 방문해서 사드 관련해서 정부 관계자들을 만나신 것 같은데 그 한국의 관계자들이 미국이 사드를 왜 한국에 배치하려고 하는지 군사적인 어떤 효용성이나 전략적인 이유에 대해서 제대로 이해하고 있지 못했다는 것인가?] 답변 : [사실 국회의원들과 만나서 이에 대해 이야기했을 때 사드에 대한 자세한 사항을 정말 많이 알고 싶어했지만 많이 이런 정보를 받지 못했다는 것을 알게 되었다. 예를 들자면 실제로 미국에서는 사드 레이더가 취합한 정보들이 미국의 국가 미사일 방어 체제와는 직접적인 정보 커뮤니케이션이 되지 않는다고 말했는데 그것은 절대 사실이 아니다. 사드라는 시스템은 아주 초기 설계 단계부터(종이에 그림으로 그리는 단계부터)도 이미 미국의 국가 미사일 방어체제와 직접 데이터가 오가도록 설계가 되었지만 그럼에도 불구하고 (한국의) 국회나 국민, 정부들은 그렇지 않다고 미국으로부터 정보를 받은 것이다.] 이것은 큰 문제다. 질문 : 당시 박근혜 정부, 국방부에서는 '사드 시스템이 미국 본토 방어용인 미국 MD 시스템의 일부가 아니냐, 그러니까 우리가 미국이 자국을 방어하기 위해서 만든 시스템의 일부로서 기능하는 역할을 왜 해야 하느냐?'라는 반론이 나올까봐 의도적으로 미국이나 한국 정부가 속였다고 이해하게 된다. 여기서 다시 확인하고 싶은 것은 사드는 미국 본토 방어를 위한 MD 시스템의 일환이 확실한가? 답변 : 그럴 수밖에 없습니다. 초기에서부터 미국의 자국의 미사일 방어 체제로부터 정보를 받고 또 정보를 보내는 방식으로만 기능하도록 설계가 되었기 때문에 그렇다. 일단 '이론 상으로 볼 때는 그럴 수밖에 없어 보인다.'라고 말할 수밖에 없을 것 같다. 질문 : 그렇다면 둘 중 하나일 것 같다. 미국 정부가 한국 정부에게 거짓말을 했거나 한국 정부가 사실을 알고 있으면서도 국민에게 거짓말을 했거나. 답변 : 아마도 두 가지 경우 다 그렇게 좋은 것은 아닐 것이다. 정치라는 데가 원래 좀 그렇긴 하다. 결국 오바마 측에서 거짓말을 했거나 박근혜 측에서 거짓말을 했거나일텐데 내 짐작으로는 양쪽이 다 거짓말을 하지 않았을까... 그러니까 어쩌면 두 정부 간의 이해관계가 맞아떨어지 지점이 있어서 그렇게 둘다 거짓말을 하지 않았을까 한다. [질문 : 그런데 이런 사드를 미국 입장에서 보자면 한국의 땅을 빌려서 설치하게 되는 건데 그 비용을 트럼프 대통령은 한국에 내라고 했다. 이 발언에 대해 어떻게 생각하나? 답변 : 허허허허. 나는 미국인의 입장에서 말할 수밖에 없을 것 같은데 말도 안 되는 얘기다. 미국은 배치를 원했고 남한에서는 해야 되냐 말아야 되냐 우려가 많았던 상황이고 그래서 미국이 '그러면 우리가 돈을 낼게.' 이렇게 돼서 한국이 '그럼 그렇게 할게.' 이렇게 된 것 아닌가. 그런데 다시 돈을 내라? 말도 안 되는 얘기다.] 질문 : 알겠다. 미국이 한국에 사드를 배치하고자 하는 것은 중국을 견제하고 압박하고 중국의 미사일로 부터 미국 본토를 방어하고 하는 이유인 것은 알겠는데 이 중에 또 다시 군수업체의 이권에 대해 질문을 하고 싶다. 록히드 마틴사의 이권도 사드의 한국 배치 결정에 영향을 미치지 않았겠느냐 이게 궁금하다. 한국에서는 록히드 마틴사와의 스캔들이 있을지도 몰라서 질문을 하는 것이다. 답변 : 사실 저로서는 대답하기 어려운 질문인 것 같다. [미국 정부의 문제는 MD가 건드리기 힘든 성스러운 대접을 받고 있다는 것이다. 모든 기술적, 과학적인 데이터가 돈 낭비일 뿐 아니라 굉장히 반생산적이라는 것을 여실히 보여주고 있는데도 정부 내에서 계속 왜 원하고 있는지 이것이 가장 큰 문제다.] 이것과 관련해서 정부 관료와 군수업체 사이에서 어떤 유착이나 문제가 있을지 여기에 대해서는 저는 뭐라고 말씀드리기 힘들 것 같습니다. 질문 : 마지막으로 30여 년간 이 분야에서 최고의 전문가로 계셨는데 만일 새로운 한국의 정부가 사적으로 조언을 구한다면 한국에 사드를 배치하라고 할 것인지 순전히 개인적인 차원의 의견을 여쭤보고 싶습니다. 답변 : 이미 사실은 정치계, 외무부, 국방부 여러 사람들과 긴 토의를 했었다. 그런데 이에 대해 내 입장은 항상 분명한 게 내가 한국에서 어떤 결정을 할지 미국인으로서 답을 할 수가 없다. 물론 내가 사드의 기술적인 성능에 대해 최소한이다(별로 없다. 격추 능력이 좋지 않다) 그런 얘기는 늘 말씀을 드려왔고 이것이 물론 결정에서 사드의 군사적인 능력, 방어 능력이 중요한 역할을 합니다만 그럼에도 불구하고 미국 시민으로서 이에 대해서, 결정에 대해서 뭔가 얘기하는 것은 부적절한 것 같다. 한국의 민주주의는 이미 놀라운 수준이다. 생각하고 행동하는 데 있어서 충분히 좋은 결론을 내릴 만큼 이미 똑똑한 국가라고 생각합니다. [내 생각에는 이 상황이 상당히 비극적이라고 생각한다. 사실 미국도 사드가 군사적인 능력 면에서 별게 없다는 것을 알고 있고 중국도 알고 있다. 그럼에도 불구하고 중국이 분노하는 것은 미국 정부가 중국에게 했던 굉장히 중요한 약속, 미국의 미사일 방어 시스템이 중국이 아니라 북한만을 겨냥할 것이라는 그 약속을 사실상 어긴 것이기 때문이다. 그래서 물론 기술적으로 중국측에서 봤을 때 사드가 군사적인 위협보다도 이것이 가지는 외교적으로 가지는 의미가 훨씬 더 큰 것이다. 중국 입장에서 보면 기술적으로 사드의 군사적 위협 능력 뿐 아니라 그것보다 큰 문제는 외교적으로 봤을 때 미국이 한 굉장히 큰 약속을 어기고 중국 정부에 굉장히 솔직하지 못한 모습을 보인 것이다. 그런 측면에서 볼 때 미국 국민으로서 중국 정부와 남한 정부를 상대로 모두 다 미국 정부가 솔직하지 못한 모습을 보이고 있다는 것에서 굉장히 부적절하다고 생각하고 더 나아가서 동남아시아 정세의 안정에 전혀 도움이 되지 않는 결정이라고 생각한다.] 질문 : 혹시 한국에 1년 이내에 방문할 계획이 있는가? 답변 : 확실하진 않다. 초청이 있을 것 같다는 얘기는 여러 사람들을 통해 들었는데 아직 확정된 것은 없다. 질문 : 확정이 되면 꼭 연락을 달라. 답변 : 하하하하. 마지막으로 한국 국민과 지금의 한국의 민주 정부에 행운을 빈다고 말씀드리고 싶다.
