에코 파시즘은 생태계를 지킨다는 명목으로 자행되는 극단주의의 일종 - 극단적 동물권 옹호론자들을 중심으로 인간에 대한 혐오의 징후가 보임 // 위 보고서에서는 이머징 이슈를 약신호(weak signal)라는 관점에서 개념화 하고, 이런 신호의 포착이 지닌 중요성을 강조합니다. 도래하기 전까지는 사회 대부분이 게임이나 영화 시나리오에 더 가까운 것으로 인식했던 코로나-19 같은 사태를 떠올려 볼 수 있겠지요. 그런 면에서 볼 때 보고서에서 사용한 방법론은 신호 검출을 위한 자료를 Web of Science내 공개된 자료, 그러니까 화이트 페이퍼로 제한한 한계가 있습니다. 연구자들도 이를 인식하여 위 리스트를 닫힌 리스트로 보지 말 것을 요청하고요. 보론에서는 사회 구조에 따라 이머징 이슈를 인식하는 정도가 각기 다르다는 점을 짚습니다. 특정한 이머징 이슈가 존재하는 것, 그 존재를 포착하는 것, 이머징 이슈에 대한 의견이 전문지의 한 형태로 인정받는 것, 그 전문지의 성격과 한계를 규정하는 것 등등 거버넌스와 연결되는 이야기들이 있지요. 개인적으로는 이 부분이 더 재미있더라고요. 보론 마지막 내용만 옮기고 가봅니다. 4절 침묵하는 사람들의 침묵하는 어젠다 (180-181쪽) 프랑스의 사회학자 피에르 부르디외는 대중의 의견(public opinion)이라는 표현을 근본적으로 비판한 바 있다. 그가 대중의 의견은 존재하지 않는 사회적 개념에 불과한 것으로 치부한 이유는, 우리가 ‘대중의 의견’이라고 인식하는 정보는 이미 강력한 권력의 허들(huddle)을 넘어선 정제된 어젠다의 집합이기 때문이다. 즉, 진정한 의미의 대중의 의견은 대부분 공론장에 진입하지 못한 채 소멸해 버린다. 부르디외에 따르면, “대중의 의견이란 누구에게나 의견이 존재하며, 그 의견이 발언될 것이라는 잘못된 가정을 통해 만들어진 개념이다. 대중의 의견으로부터 가장 큰 이익을 보는 집단은 엘리트들이다”(Bourdieu, 1984: 398). 부르디외의 이러한 견해를 미래학, 특히, 이머징 이슈에 대한 고찰에 적용시켜 본다면, 우리는 과연 누구의 미래에 대한 전망이 유효한 이머징 이슈로 여겨지는 사회를 만들어 나가고자 하는지 의문을 제기할 수 있다. 이머징 이슈 연구는 근본적으로 미래 사회에서 핵심적인 키워드로 부상하게 될 이슈들을 사전에 감지해 내고, 이를 통해 미래에 적극적으로 대응하고자 수행한다. 그런데 이러한 연구에서 고려하는 이머징 이슈의 후보군들이 사회 전반에서 위험을 감지하고 경고하는, 소수이지만 의미있는 목소리들을 근본적으로 배제한다면, 그 의미가 크게 퇴색될 수 있다. 이머징 이슈를 발신하는 소수 집단의 의견을 경청하고, 이를 반영한 적극적인 이머징 이슈 채택으로 이어지려면 연구자의 노력만으로는 부족하다. 연구자들이 이머징 이슈를 아무리 다양하게 감지하고 제시해 낸다고 해도 이것이 실질적인 정책 결정에서 심도 있게 다룰 가능성이 높지 않기 때문이다. 소수 집단의 이머징 이슈가 적극적으로 채택되기 위해서는, 따라서 사회 전반의 변화가 필수적이다. 일관성을 추구하는 ‘효율적 사회’, 정합성을 추구하는 ‘안정지상주의적 사회’, 그리고 폐쇄성을 추구하는 ‘전문가중심주의 사회’는 다양한 이머징 이슈를 감지해 낼 수 있는 기초가 부족한 사회라고 할 수 있다. 이머징 이슈 연구가 사회적인 변화를 목표로 하는 만큼, 적극적인 사회적 변화가 향후 이머징 이슈 연구의 발전을 이끌 것이다.
