저는 대학에서 경제학을 전공했지만 세상 경제가 어떻게 돌아가는지는 유튜브로 배우는 찌질이입니다. 즐겨보는 유튜브 채널 중에 "박가네"와 "슈카월드"가 있습니다. 둘 다 가볍게 볼 수 있으면서도 제가 몰랐던 세상을 보여주고 생각을 하게 해줍니다. 두 채널에서 최근에 고용 문화에 대한 비슷한 주제를 다뤘습니다. 박가네 "일본의 자랑이었던 평생 직장이 사라져가는 이유" 슈카월드 "기업 공개 채용의 종말" 시야를 더 크게 확대를 해서 역사적으로 사회의 주된 노동생산계층이 어떤 모습이었는지 보면 노예 -> 농노 -> 노동자로 바뀌어왔습니다. 언뜻보기에는 개인의 자유가 점점 강해지는 추세로 변화하는듯 하지만 본질은 자본가가 노동자의 몫을 최소한으로 주기위한 변화라고 보는게 옳을 것입니다. 경제사학에서는 노예들의 영양 상태가 노동자보다 좋았다는 결과들이 많다는 것도 이것을 증명합니다. 생산 공장의 해외 이전, 평생 직장의 소멸, 공채의 몰락, 정규직의 비정규직화, 플랫폼에 직접 고용되지 않은 배달 노동자 등도 비슷한 맥락의 변화가 아닐까 생각합니다. 이런 변화가 역사 발전 과정에서 왜 일어날 수 밖에 없는지는 제가 아는 바가 없지만, 이미 전 세계적으로 본격화되었고 멈추기 어려운 변화라는 것은 확실한듯 합니다. 미국은 압도적인 경제력으로 이런 부작용을 뭉개고 가는 느낌이 있으나 머지않아 플랫폼 기업들과 전쟁을 치룰듯 하고, 중국이야 아직까지는 세계의 자본을 흡수해서 일자리를 공급하는 역할을 하는지라 상대적으로 걱정이 덜하고, 유럽과 일본은 강력한 노동자 보호 정책을 펼치고 있으나 IT 혁신에 뒤쳐지는게 아닌가 걱정이 들고 있습니다. 이런 변화의 끝은 기계가 노동을 대체하는 것입니다. 미국에서는 트럭운전자, 마트 계산 직원, 식당 주문받는 직원은 실제로 대체가 일어나고 있습니다. 아마존 물류창고에서는 직원들의 움직임을 관리하는 장치가 붙어있어서 생산성을 면밀히 관찰합니다. 그 결과 아마존 turnover rate은 일년에 150%라고 합니다. (100명의 직원이 일한다면, 150명이 1년에 해고된다는 뜻입니다.) 이 직업마저도 기계로 대체될 날이 머지 않았겠죠. 이런 변화를 노동자 개인이 막기에는 불가능하고, 정부의 정책이 변화해야한다고 봅니다. 정부는 기업이 창출하는 안정적인 고용에 보상을 해줘야한다고 생각합니다. 현재는 기업이 고용을 하면 기업이 4대 보험을 내야합니다. 국민연금, 건강보험, 고용보험, 산재보험을 합쳐서 사업체 크기와 업종마다 다르지만 임금의 9% 이상을 기업이 부담해야하는 것으로 알고 있습니다. 그러나 주 15시간 미만 노동자는 4대 보험에 가입할 의무가 없습니다. 결과적으로 정부가 정규직을 고용하는 기업에 페널티를 부여하는 정책입니다. 출산 휴가도 비슷합니다. 법적으로 90일의 출산 휴가동안 동일 임금이 보장되는데, 대기업은 이 중 60일 분의 임금을 직접 부담해야합니다. 역시나 결과적으로 가임기 여성을 고용하는 기업에게 페널티가 됩니다. 만일 제가 골방에서 맘대로 정책을 짠다면 다음과 같이 할 것 같아요. - 일단 국민연금과 건강보험은 기업부담을 없애고 100% 개인의 소득세로 부담합니다. 왜냐하면 이것은 직장과 관계없이 모든 국민이 누려야할 복지이기 때문입니다. - 법인세율을 "고용 인원 당 이윤"으로 구간을 나누는 것입니다. 예를 들어 A와 B가 동일하게 연 10억의 수익을 내더라도 A는 100명을 고용하고, B는 200명을 고용하면 B의 법인세율을 낮춰주는 것입니다. 물론 일정 수준 이상의 임금을 주는 정규직만 고용인원에 포함해야겠죠. 플랫폼 기업도 최대한 안정적인 고용을 창출하도록 유도할 수 있습니다. - 고용보험은 "해고가 잦은 고용주"에 대한 페널티 성격을 부여해야한다 봅니다. 저라면 노동자를 해고한 이후 1년동안 기업이 고용보험료를 계속 납부하게 하겠습니다. - 산재보험도 노동자에게 안전한 작업환경을 만들어주지 않는 고용주에게 페널티로서 작용해야한다고 봅니다. - 출산휴가는 남녀 모두 의무화하고 정부가 휴가기간의 임금을 내줄 뿐만 아니라 기업에게도 세금 감면 등의 추가 혜택을 줘야합니다. 뻘글 읽어주셔서 감사합니다.
