안녕하세요. 요즘 조지 플로이드의 사망 사건으로 인해 미국에서 시위가 거센데요. 이 시위로 많은 분들이 미국 사회에 관심을 가지고 있는데요. 제가 미국에 잠시 몇 달정도 거주한 적이 있는데 이 때 느낀 바가 있어서 이 때에 올리면 좋은 의견 교환이 있지 않을까 싶어 올려 봅니다. 생각은 많은데 글 쓰는 재주는 미천해서 글이 다소 두서 없어 보일 것 같으니 미리 양해 말씀 드립니다. 제가 미국에서 이민에 관해 느낀 점은 이민이 미국 국민을 위한 것이 아니다란 점이었습니다. 미국은 아시다시피 이민으로 일어난 나라이고, 이민은 미국에서 굉장히 좋게 생각되는 가치입니다. 트럼프가 반이민주의를 공표 했을 때 수 많은 언론과 지식인이 트럼프를 무지막지하게 비판하기도 하였습니다. 하지만 제가 느낀 미국의 이민주의의 초점은 사회하층민을 이민자로 끝없이 충원하는 것에 초점이 맞춰져 있지 않나 싶었습니다. 사회에서는 어느 사회에서나 밑바닥 직업이 필요합니다. 쓰레기처리, 하수처리, 건설, 저숙련 공장직이나 서비스업 흔히 말하는 3D 업종이 이것이겠지요. 가난한 나라에서는 일자리가 없으니 이런 일도 너도 나도 자원을 해서 하지만 나라의 경제가 성장할수록 이런 일은 아무도 하지 않으려 합니다. 또한 나라가 발전하면 복지의 요구가 커지고 최저임금도 올라가게 되죠. 결국 사회적 비용이 끝도 없이 올라가게 됩니다. 건설노동자 임금, 공장노동자 임금, 서비스직 직원 임금이 모두 올라가면 일부 기업은 임금을 감당 못하고 없어질 것이고 감당한 기업도 이익이 줄겠죠. 하지만 미국에서는 이 3D 업종 노동자를 이민자로 대체하면서 이익을 줄 일 필요 없이 사회가 발전할 수 있지 않았나 싶습니다. 아시다시피 미국은 영국인에 의해 세워진 나라입니다. 그러다 아일랜드 이민을 대량으로 받고, 그 후에는 이탈리아 이민을 대량으로 받죠. 그 후에는 폴란드 등 동유럽계 이민자들이 대량으로 들어옵니다. 그리고 유럽의 나라들에게서 이민 물결이 끊기자 아시아 나라에도 이민을 개방합니다. 현재는 엘살바도르, 도미니카 공화국 등 중남미 나라들의 이민자가 많이 유입되고 있습니다. 이들은 모두 이민 왔을 때 사회하층민을 담당합니다. 아일랜드 이민자가 이민 와서 사회하층민을 담당하다 이들이 자리를 잡으면 이탈리아 이민자들이 와서 사회의 하층을 담당하고 이후 차례차례 이민자들이 와서 그 자리를 물려받지요. 이들은 아메리칸 드림을 꿈꾸며 이민을 하지만 1대는 보통 서민으로 삶을 마감하고, 자식인 2대에 들어서야 자리를 확실히 잡는 모습이 많습니다. 1대 이민자들이 3D 일을 하면서 미국 사회에 정착하려 애쓰는 동안, 미국 사회는 저임금으로 이들을 부릴 수 있고 사회가 성장할 수 있습니다. 우리나라에서 삼성, LG 등 굴직한 기업에 다니던 분들이 미국에 이민가서 동네슈퍼 주인 같은 일을 하다 은퇴하는 것으로 봐서 낯선 나라에 와서 생소한 영어와 미국 문화를 익혀가며 애쓴 노력에 비해 그들이 얻게 된 성과가 아메리칸 드림을 이룬 것인지는 잘 모르겠습니다. 다만 확실히 이민자에게 돌아오는 것은 미국 시민권과 2세들이 미국 사회에 융화되고 이룬 성공입니다. 미국에 이민와서 열심히 일하고 시민권을 얻는다 해도 정작 미국의 주류들과는 융합되지 못하는 한계, 이것이 참 슬픈 것입니다. 미국에서 태어나거나 청소년기를 보낸 자식들은 미국사회에 자연스레 어울리지만 이들도 성공하지 못하면 1세의 길을 똑같이 걸을 뿐입니다. 이런 점이 사실 미국에서 복지국가가 절대 이루어질 수 없는 이유라고 보았습니다. 아시다시피 미국의 의료체계는 끔찍합니다. 미국에서 중산층이 극빈층이 되는 가장 큰 이유가 의료비 지출 때문이고 사고가 나면 건강보다 의료비를 먼저 걱정해야 하는 나라가 미국입니다. 선진국 뿐 아니라 모든 나라를 따져봐도 굉장히 좋지 않은 의료보험체계지요. 복지제도 또한 선진국 중에서는 제일 좋지 않은 나라일겁니다. 최저임금도 연방 최저임금은 7.25달러 물론 주마다 다르긴 하지만 21개주는 이 최저임금을 따르고 있습니다. 우리나라랑 별 다를 바 없는 금액이죠. 이러한 복지제도의 미비가 이민 때문이 아닌가 싶습니다. 계속하여 사회하층부를 담당할 이민자들은 유입을 시켜야 되고 유입 되는데, 만약에 전국민에게 복지제도를 주면 이민자로 인해 국가재정이 터져 버릴테니까요. 복지나 이민 둘 중에 하나를 선택해야 되는 것입니다. 값 싼 노동력을 계속 얻고 싶으면 이민자를 계속 받고 복지제도를 포기하여 국민들의 삶의 질을 떨어트리고, 국민들의 삶의 질을 높이고 싶으면 이민자를 포기하여 값 싼 노동력을 버려야 되는 것이지요. 복지천국이라고 불리는 북유럽의 국가들이나 국민들에게 현금 살포를 한다는 중동 산유국이 이민을 엄격하게 막은 것이 바로 이러한 이유입니다. 이민주의와 소(少)복지는 거의 미국의 역사입니다. 오바마는 복지를 늘리겠다고 말하고 트럼프는 이민을 막겠다고 말하지만 반대쪽은 말하지 않죠. 미국이 절대 유럽처럼 복지국가가 될 수 없는 이유입니다. 복지제도 뿐 아니라 미국이 이민자를 사회주류층으로 올라오지 못하게 막는 방법은 다양합니다. 가장 먼저 교육제도를 들 수 있겠죠. 미국은 사립학교와 공립학교의 교육질이 차이나고 지역마다 공립학교의 교육질로 현격히 차이납니다. 사립학교는 그야말로 돈 값하는 좋은 교육을 받고 공립학교는 그렇지 못하죠. 가난한 지역의 공립학교는 말할 것도 없습니다. 초중고의 교육부터 이렇듯 차이가 납니다. 거주 환경도 공부하기 힘든데 친구들도 맨날 마약이나 하자 꼬시고 선생도 가르칠려는 실력은 꽝. 이런 환경에서 공부를 열심히 한다? 좋은 대학에 간다? 정말 말도 되지 않는 일입니다. 우리나라가 개천에 용이 난다면, 미국은 그야말로 놀이터 흙탕물 물웅덩이에서 용이 나야되는 환경입니다. 애초에 개천도 아니니까요. 또한 살인적인 미국의 대학 등록금도 압박입니다. 1년에 몇 천만원이 드는데 우리나라 학비의 10배에 가까운 어마어마한 돈입니다. 대부분의 미국 학생들은 학자금 대출을 받고 일을 얻은 후에 갚습니다. 또한 미국은 장학금 제도가 잘 되어 있어서 지원을 받을 수도 있습니다. 하지만 전 대학과정이 무료인 유럽 국가들이나 미국에 비해 학비가 적은 우리나라에 비한다면 학생으로서는 당연히 부담될 수 밖에 없습니다. 그리고 집값과 교통도 문제입니다. 우리나라처럼 월급쟁이가 돈 모아서 집 사는 것은 거의 불가능하기 때문에 미국은 렌트로 많이 거주합니다. 전세나 반전세는 당연히 없고 최소 보증금을 준 월세로만 살아야하는데 이 월세값이 굉장히 비쌉니다. 제가 잠시 산 맨하탄 외곽의 원룸의 원래 렌트값이 3000불이었습니다. 어디 강남 외곽의 원룸 월세가 400만원인 셈이지요. 보통 대도시의 방 1 2개짜리 아파트의 렌트가 월 2000불, 3000불 가량이라니 어마어마할 뿐입니다. 대충 계산해보면 우리나라의 월세의 2배 이상인데, 미국인들이 한국인의 2배를 버나 따져보면 그렇지도 않습니다. 화이트칼라들은 우리 화이트칼라에 비해 2배 이상을 번다쳐도, 저소득층들은 2배까지 차이나지 않는 벌이입니다. 결국 번 돈의 대부분의 집세로 빠져나가고, 당연히 저축도 적게 할 수 밖에 없습니다. 저축으로 집 사는 길은 더 멀어지고 봉급의 대부분을 집세로 소모하고 삶을 끝낼 수 밖에 없는 것이 어떻게 보면 현실입니다. 제가 렌트 문제에 대해 생각을 다르게 한 것이 90년대 줄라아니의 뉴욕 정비에 관해 들었을 때 입니다. 90년대 뉴욕은 70년대 뉴욕의 파산의 여파가 아직 남아있을 때였습니다. 도심에는 쓰레기들이 넘쳤고 범죄가 들끓었습니다. 줄리아니 시장은 이러한 뉴욕을 정비하고자 하였는데 오히려 정비대상 지역에 반대가 많았습니다. 저는 자기가 사는 지역에 쓰레기도 치우고 공원도 만들고 치안도 좋게 한다는데 왜 싫어하지란 생각을 하였는데 반대 이유가 렌트비라는 소리를 듣고 뒤통수를 맞은 기분이었습니다. 환경이 좋아지면 렌트비가 오르기 때문에 반대를 한다는 것이지요. 미국에서 제일 비싼 곳이라는 맨하탄의 사람도 렌트비를 걱정하는 것을 보고 렌트가 얼마나 미국의 실생활에 중요한 것인지 느꼈습니다. 그렇다고 집값이 정말 싼 아주 외곽쪽으로 가면 업무지구와 거리가 멀어져 출퇴근 시간에 크게 소모합니다. 또 교통편도 없습니다. 아시다시피 미국의 공공교통체계는 끔찍해서 지하철은 큰 대도시에나 이용할만하고 버스는 없는거나 다름 없습니다. 대중교통으로 출퇴근하기가 몹시 힘이 들고 지역에 따라서는 사실상 불가능한 곳도 있습니다. 결국 어쩔 수 없이 형편이 안되더라도 차를 사야되고 차값에 대한 지출이 늘어날 수밖에 없습니다. 렌트가 쌀 수록 거주환경이 안 좋아져 범죄에 대한 노출이 높아지고 아이들의 공립학교의 교육의 질도 하락하는 것은 물론입니다. 대중교통 문제는 미국 중산층 이상은 모두 차를 타고 다니기 때문에 사회에서 관심이 아예 없는 것처럼 느껴질 정도입니다. 맨하탄이나 샌프란시스코 중심가를 제외하면 사실상 지하철도 없고, 버스도 없습니다. 도시 간 연결하는 철도도 없습니다. 대도시마다 10호선 이상씩 지하철을 뜷고 도시 각지를 고속철로 연결한 중국이 있기에 땅덩이 문제로만 볼 수도 없습니다. 비록 저는 겉만 살짝 보고 왔기 때문에 이 정도만 느낀 것이지 실제로 미국에 살고 있는 서민들은 아예 정책적으로 관심을 전혀 주지 않는 나라에서 살며 불편한 점이 한 두개가 아닐 것이라 생각합니다. 서민을 벗어나게 하지 못하는 가로막이 사소하게 따져도 수십개 수백개는 있을겁니다. 저는 한국인이기 때문에 한국인의 입장에서 볼 수 밖에 없었고 한국인에 가장 가까운 한국계 미국인 이민자를 생각하여 미국을 보았습니다. 하지만 위의 것들은 모두 저소득층 흑인에도 마찬가지로 해당하는 사항입니다. 오히려 흑인은 더 심각합니다. 이민자는 본국이 있고 본국에 자리잡았던 터가 있습니다. 그곳에서 도움을 받을 수 있죠. 한국인에서 일하면서 원정출산 등을 통해 자식들은 미국에서 키우는 많은 한국인 상류층들이 그 예일 것입니다. 또한 애초에 이민을 결심한 것 자체가 성공지향적인, 다른 사회에서 고생을 하여 성공을 하겠다 마음이기 때문에 어떻게든 성공하려 합니다. 시골에서 성공하기 위해 서울에 가듯이, 외국에서 성공하기 위해 미국에 오기 때문에 악바리 정신으로 성공만 보며 계속 고생할 수 있는것이지요. 하지만 흑인들은 그렇지 못합니다. 미국이 백인과 흑인의 나라처럼 보이고 흑인이 미국에 오래산 것은 사실이지만 흑인의 권리가 인정받게 된 것은 얼마 되지 못합니다. 마틴루터킹이 흑인민권운동을 한게 5~60년대이고 흑인 투표권도 1965년에 생겼습니다. 비록 투표권은 인정받고 흑인분리법은 철폐되었지만 70~80년대까지도 흑인을 차별하는 시선은 여전히 존재했습니다. 수 백년 간 미국에 살았지만 흑인이 인권을 가진 인간으로 인정받게 된 것은 50년 정도밖에 되지 않습니다. 20세기초에 이미 미국에 건너온 유럽 이민자들에 비해서도 어떻게 보면 역사가 짧은 셈입니다. 말씀드렸다 싶이 미국은 이민자가 시민권을 갖는다고 뭐가 해결되지 않는 나라입니다. 시민의 권리보다 자본이 더 중요한 나라지요. 하지만 겨우 50년 된 흑인 사회는 당연히 자본이 적을 수 밖에 없습니다. 자본이 없으니 교육도 받지 못하고 사회 주류로 갈 수도 없습니다. 본국에 기반이 있는 다른 이민자와도 다르고, 성공에 대한 욕망으로 단단히 무장하고 미국 땅에 온 것도 아닙니다. 외모가 비슷한 유럽인처럼 기존 앵글로색슨계 백인에 섞여서 인종의 용광로가 되기도 힘들고 아시아계 처럼 본국과 연결되고 국가별로 이민자가 뭉칠 수 있는 커뮤니티도 강력하지 않습니다. 아시아계는 비정상적으로 교육에 집착하고 올인한다면, 흑인계는 공부하는 것을 흑인 답지 않다고 여기기도 합니다. 공부하는 것은 백인 흉내내는 것으로 흑인다운 짓이 아니란 것이죠. 공부만 하는 아시아계는 공부만 하는 영혼 없는 기계라고 여겨지기도 합니다.우리나라도 예전에 소위 노는 아이들과 범생이들이 나눠져 있고, 공부한다는 애들이 찌질이 등의 놀림을 받았던 것으로 생각하면 이해가 될 겁니다. 오바마도 공부한다는 이유로 흑인 친구에게 괴롭힘을 당했고, 미국 백인 사회에서의 정체성 혼란으로 마약을 하는등 청소년기에 방황하기도 하였다니 현재는 어떨지 모르겠으나 흑인 사회의 분위기가 과거에는 문제가 되지 않았나 싶습니다. 이처럼 차별 정책 등으로 자본을 쌓을 기회가 주어지지 않은 흑인들이 사회하류층을 담당하고 있는데 미국에서는 계속하여 새로운 국가로부터 이민자를 들여옵니다. 이민자가 없으면 수 많은 저소득 일자리들을 감당할 수 없기 때문이죠. 흑인들은 계속해서 그런 이민자들과 경쟁하며 삶을 해쳐나가고 있습니다. 계속 되는 이민자들과 일자리를 경쟁해야 합니다. 러스트벨트의 백인 노동자들이 제 3세계로 공장이 이전하면서 일자리를 잃은 것처럼 흑인도, 아니 흑인 뿐 아니라 백인 저소득층도 계속 밀려오는 새로운 이민자들에게 일자리를 잃으며 서로 일자리를 경쟁하면서 살고 있습니다.질 낮은 교육과 높은 렌트비 그리고 저는 모르는 수 많은 불편함들에 고통받으면서 말이죠. 미국이라는 저소득층이 깡그리 무시받는 나라에서 살아가는 것도 고통인데, 사회시스템과 그리고 자기가 어쩔 수 없는 피부색이라는 이유로 차별 받는다는 사실은 더 엄청난 고통일 것입니다. 이러한 고통들이 내재되어 있다가 이번 사태나 92년 LA폭동때처럼 폭발하는 것이겠지요. 우리나라에서도 외모가 비슷한 조선족을 차별하고는 하는데 백인 사회에서 아예 외모가 확연히 다른 흑인들이 그것도 노예의 후손이라는 꼬리표를 달고 받았던 차별은 저로서는 상상하기가 힘듭니다. 이번 조지 플로이드 사건 뿐 아니라 경찰에 의한 흑인 살해는 매년 끊이지 않고 계속되고 있으니 미국 주류 사회의 흑인들의 인식을 확인하는 일은 아주 쉬워 흑인들이 스스로 자신들이 평등하다고 속이기도 힘들었을 것입니다. 비슷한 시기에 일어난 에이미 쿠퍼 사건도 분노를 일으키는데 한 몫 했겠지요. 경찰은 흑인 범죄율이 높아서 어쩔 수 없다고 하나, 미국의 범죄율은 나날이 높아만 지고 있고 미국의 엄벌주의가 오히려 교도소가 범죄 행위를 배워오는 장소가 되어 오히려 범죄를 늘리게 하는 실정입니다. 미국은 교도소 또한 자본주의의 논리 하에 민간에 위탁해서, 수익을 위해 운영할 뿐 죄수교도라는 목적은 이루어질 수 없는 형편이죠. 저소득층들이 범죄에 빠지게 쉬운 것은 당연한 일이고 흑인, 히스패닉 범죄자가 갈수록 늘어나는 것도 그 이유겠지요. 하지만 미국은 저소득층을 구제할 수 없고, 흑인이 순식간에 백인사회에 동화되거나 사회 상류층이 될 수도 없습니다. 만약 흑인이 모두 상류층이 된다면, 그 자리를 히스패닉이 차지할 뿐. 똑같은 문제는 계속 될 것입니다. 미국은 유럽과 다르게 시민으로 권리를 얻는 것이 아니라, 자본으로 권리를 얻는다는 것이 제 생각입니다. 이민자와 사회하층민을 사회 주류와 분리하기 위해 자본으로 장벽을 쌓은 모양이고, 하층민의 삶은 크게 관심이 없다 느껴집니다. 이 것이 미국의 발전한 이유이고 1인당 GDP가 65000이라는 3억의 인구를 가진 국가로서 말도 안되는 수치를 기록하게 된 비결이라 생각합니다. 한 편으로는 이러한 체재를 선택한 댓가로 서민들의 고통과 이런 흑인 시위가 딸려오는 것이라 생각되어 가슴아프기도 합니다. 우리나라도 동남아 이민을 대폭 확대해야한다는 목소리가 있습니다. 이민국가인 미국의 사례를 잘 살펴 심사숙고 해야하는 것이 필요합니다. 쓰고 싶은 말은 많은데 글 자체를 오랜만에 써보는 것이라 시간만 오래걸리고 실속은 없는 글인 것 같습니다. 미국범죄나 연관된 것들을 더 쓸까 하다 포기했습니다. 미국 사시는 분도 많을텐데
