예전에 잠시 한국외대에서 오신 교수님 강의를 청강할 기회가 있었는데, 이 때 들은 내용들을 위주로 작게 정리한 것입니다. 말로만 진행하다 보니 세부적인 내용에서는 틀릴 수 있으니, 디테일에 있어서는 꼭 교차검증을 하고 진행하시길 추천드립니다. 1. 인도 주요 정보 개괄 -인도의 지형 : 인도 영토는 328만 제곱킬로미터로 대한민국의 33배, 인구 13억 6천만으로 대한민국의 26배 수준. 크게 데칸고원을 경계로 북인도와 남인도로 나뉘어지며, 인더스강과 갠지스강 사이 넓은 평원 지형을 갖고 있음. 데칸고원으로 인해 북인도에 의한 남인도의 통일은 과거 마우리아 왕조 이후에 쭉 존재하지 않다가, 대영제국 점령기에 들어서야 가능했었음. -인도의 역사 : 인도의 역사를 보면 기원전 30세기에서 15세기 사이, 드라비다인들을 중심으로 인더스 문명이 발흥하였고, 모헨조다로와 같은 계획도시의 흔적이 발견됨. 기원전 15세기~13세기 경, 중앙아시아 지역으로부터 남하한 아리안의 침입으로 드라비다인들은 남인도 쪽으로 후퇴하며, 아리안이 북인도를 장악함. 이 과정에서 아리안의 두 가지 문화가 오게 되는데, 하나는 산스크리트어(Sanskrit語) 이며, 다른 하나는 카스트 제도임. 이후 힌두교/불교 등의 신흥종교가 기원전 6세기~4세기 사이에 발흥하였고, 기원전 4세기 경 형성된 굽타 왕조는 고대 인도 문화의 부흥기이자, 힌두 문명의 정수임. 12세기 경 이슬람 세력의 침공이 시작되어 15세기 이슬람 세력의 무굴(무갈) 제국이 탄생하며 현재의 파키스탄과 아프가니스탄 일대부터, 북인도까지 장악한 거대 제국으로 성장. 이후 플라시 전투를 승리한 대영제국에 의해 1749년부터 1947년까지 200년간의 대영제국 식민지 시기가 시작함. 1947년 간디에 의해 인도가 독립하고, 이슬람이던 진나와 서로 분리독립하여 인도와 파키스탄으로 나뉘며, 동파키스탄의 경우 방글라데시가 됨. 이런 과정을 통해 인도는 힌두문명의 바탕 위에 이슬람의 문화, 대영제국으로 인해 생긴 기독교 문화 등 다양한 문화권의 융합Fusion 형태의 문화가 자리잡음. -인도의 인종 : 인도의 인종으로는 아리아인이 72% 정도로 백인과 흡사하고, 이들은 주로 호전적이고 지지 않으려는 성격을 보임. 두번째로 드라비다인이 25%정도로 주로 남인도 지방에 분포하며 이들은 좀 더 까무잡잡하며 근면성실함. 드라비다인들의 후손이 따밀(Tamils)로, 말레이시아나 싱가폴의 많은 인도계가 이 드라비다계가 진출한 타밀계임. 이외에도 몽골로이드(2.5%)외 소수민족이 0.5% 정도 존재. -인도의 언어 : 인도의 언어는 3000개가 넘으며, 단순히 지역 방언 수준을 넘어 서로 다른 문자 체계를 갖고 있는 경우가 많음. 이 중 인도 정부가 공식적으로 인정하는 공용어는 22개로 모든 문서가 22개의 서로 다른 버전으로 인쇄되어야 함. 2. 카스트 제도와 힌두교 -카스트 제도 : 카스트 제도의 경우 우리가 흔히 아는 브라만, 크샤트리아, 바이샤, 수드라 등의 분류는 우리가 양반/상놈 나누는 것처럼 매우 광의의 개념임. 이를 바르나(varna, 色)라고 함. 하지만 실제 카스트는 지역, 사용언어, 음식문화 등에 따라서 3000개 정도의 카스트로 세밀하게 나뉨. 이를 자띠(jati, 出生)라고 함. 자띠는 결혼이나 음식 같은 일상 생활에 직접적인 영향을 끼치는 실제 조직임. 실생활 하나하나를 규제하는 것은 바르나가 아닌 자띠임. 이런 자띠는 사람들의 성에 따라 바로 알게 되어 있는데, 예를 들어 한국에서 안동 김씨라고 하면, 대략적으로 안동 지방의 경북 방언을 쓰고 주로 쌀밥에 간고등어를 먹는 김씨인 것처럼, 인도의 성씨를 들으면 구자라트 지방의 구자라트어를 쓰는 자이나교의 누구다 식으로 알아차릴 수 있음. 대신 이 카스트를 알아보지 못하게 하기 위해 성도 바꾸는 사람들이 많기 때문에, 카스트를 먼저 물어보는 것은 금기시됨. 한편 카스트로 인한 공식적인 차별도 정부에서 금지하고 있음. 사람들이 카스트 제도에 대해 가장 많이 오해하는 것은, 카스트 제도를 정치/경제적 계급으로 받아들이는 것임. 카스트 제도는 절대 정치적이고 경제적인 계급이 아님. 수드라여도 대기업의 CEO가 될 수 있고, 브라만이라 해도 평범한 일을 할 수 있음. 실제 카스트는 대학 진학이나 직업을 구하는 데 어떤 영향도 끼치지 않음. 대신 카스트는 전통적이고 의례적인 개념임. 카스트가 영향을 미치는 유일한 경우는 바로 결혼할 때. 같은 카스트가 아니면 결혼할 수가 없고, 만약 집안의 반대를 이기고 결혼한다 해도 친정을 방문할 수 없는 등 불이익이 있음. -힌두교 : 인도는 세계 4대 종교(기독교, 이슬람교, 불교, 힌두교)가 모두 만난 대륙이며, 이 중 2개 종교가 만들어진(불교, 힌두교) 종교철학의 대가들이 모인 곳. 힌두교의 경우 나머지 거대 종교인 기독교, 불교, 이슬람과 확연히 다른 특징을 보이는데, 1) 예수나 마호메트 같은 종교의 창시자나 탄생시기가 없음. 2) 또한 성경/코란과 같은 일정한 경전이 없음. (베다/우파니샤드는 나머지 경전과 궤가 다름) 3) 주술적인 원시신앙부터 형이상학적인 고등철학까지 모든 걸 포함함. 따라서 정통(orthodox)이 있고, 그에 반하는 이단(異端)이 있는 일반적인 종교에 비해, 이단/박해의 개념이 없음. 조직의 통일성/강제성이 없고 일정한 예배시간도 없음. 즉, 힌두교는 포용성, 변화성, 복잡성의 특징을 가짐. 그렇다면 힌두교란 무엇인가, 경전이나 교리, 창시자를 통해 설명할 수 없는 힌두교를 가장 잘 설명하는 말이 있음. “Hinduism is the way of life of Indians” 즉, '힌두교는 인도인의 생활방식 그 자체'이다. 힌두교의 교리는, 다르마Dharma→카르마Karma→아트마Atma→목샤Moksha 임. 다르마는 한국어로 정확하게 일 대 일로 매칭되는 단어는 없지만, 법, 규범, 의무, 책임, 도리 등을 포괄하는 단어로서 그 자리에서 맡은 일을 다하는 것을 일컬음. 교수라면 잘 가르치는 다르마를 행해야 하며 남편이라면 가족을 부양하는 다르마를, 자식이라면 부모에게 효도하는 다르마를 해야 함. 이렇게 다르마를 쌓게 되면 카르마(業)이 조금씩 사라지며 이를 계속 쌓았을 때 아트마(我)를 찾게 되며 이를 통해 목샤(해탈)의 세계로 갈 수 있음. 내가 지금 상위 카스트로 태어났든 하위 카스트로 태어났든 이 모든 것은 삼사라(윤회)의 일부분일 뿐이며 결국 완전한 해탈은 계속해서 덕을 쌓으며 윤회의 굴레로부터 빠져나오는 길 뿐임. 결과적으로 자기가 하위 카스트로 태어났더라도 (혁명을 하기보다는) 자기의 카스트로서의 본분을 다할 때 해탈을 한다고 믿기 때문에 마르크스주의자들에게 힌두교는 체제 순응적이고 노예의 도덕이라는 비판을 받기도 함. 불교/힌두교 모두 우리가 인생에서 겪는 모든 고통은 욕구에서 오며 그 욕구는 집착에서 온다고 함. 그리고 죽는다 해도 다시 다른 삶으로 태어나 또다시 고통 속에서 살 뿐임. 그렇다면 이런 고통의 굴레에서 벗어나오는 유일한 길은 자신이 갖고 있는 집착을 버리는 것이며 이를 통해 해탈함으로서 니르바나의 세계로 떠남. 불교에서, 우리가 갖고 있는 기본적인 욕구인 사랑과 자녀에 대한 욕구를 끊기 위해 결혼하지 않고, 속세에 대한 단절을 나타내기 위해 머리를 깎고, 세상을 떠나기 위해 산으로 가는 스님의 모습은 그런 사상을 반영하고 있음. 한편 불교와 다르게 힌두교는 소유의 삶에서 무소유의 삶으로 변화함. Ashrama라고 하는 인도 인생의 4단계로, 앞의 두 단계는 소유기, 뒤의 두 단계는 무소유기임. Brahmacharya(학습기)의 경우 5세에서 25세로 좋은 스승(Guru)을 모시고 올바른 지식을 배우는 시기, Grihastha(가주기)의 경우 25세부터 50세까지 가정을 이루고 많은 부를 축적하는 시기, Vanaprastha(임처기)의 경우 25세부터 75세까지 가진 것을 내려놓고 떠날 준비를 하는 시기, Sanyasa(해탈기)의 경우 75세부터 100세까지 속세를 떠나는 시기를 의미. 이런 소유기와 무소유기가 한 인생 안에서 공존하는 것이 무소유를 강조하는 불교와의 차이점. 3. 인도의 정치와 대외관계 -인도의 정치체제 : 인도는 의원내각제로 대통령은 명목상의 국가수반일 뿐 실질적인 실권은 총리에게 있음. 최근 인도의 행정구역은 29개 주state+1개 연방직할지에서 28개 주state+2개 연방직할지로 변화됨. 최근 인도의 변화는 크게 4가지로 힌디의 인도, 성장의 인도, 강한 인도, 모디의 인도로 요약할 수 있음. 1) 힌디의 인도 : 북인도의 우타르프라데쉬 주의 경우 한 주state의 인구가 2억 3천명을 넘는 등 인구가 어마어마함. 이런 북인도를 바탕으로 힌디 벨트(Hindu Belt)가 형성되어 힌두 근본주의 세력이 확장하고 있으며, 더 넓게는 동북쪽부터 구자라트 쪽의 서인도까지 포함하는 거대한 암소 벨트가 존재. BJP라는 힌두 근본주의 정당이 이 지역을 기반으로 세력을 확장중이며 최근 인도 전체 의석 545석 중 350석을 확보. 남인도에서 힌두 근본주의 세력과 그렇지 않은 세력 사이에서 많은 갈등을 빚고 있음. 2) 성장의 인도 : 현 인도 총리 모디는 Make in India라는 표어를 통해 인도 경제를 성장시키겠다는 입장. 최근 많은 투자를 유치해 높은 경제성장률을 보였지만 답보된 모습도 보임. 이런 현상의 배경에는 1차(농업), 3차(서비스업)이 발달하고 2차 산업(제조업)이 발달하지 못한 인도가 농촌의 잉여노동력을 산업 인력으로 흡수하지 못하고 있다는 것이 원인으로 꼽힘. 모디는 기업 유치를 위해 최근 법인세를 30%에서 22%로 낮추는 등 다양한 방식의 기업활동을 장려하고 있음. 또한 저소득층을 챙겨야 한다는 문제의식 아래 이번 2기(2019-2024) 모디 정부의 표어는 Sabka Vikas(모두의 발전)임. 한-인 관계에 있어 결정적인 분기점은 2010년 이명박 정부 때 체결된 한-인 CEPA(Comprehensive Economic Partnership Agreements)이었음. 기존 한-인 관계에 있어 문제점은 한국과 인도가 서로 주고받을 것이 없었다는 것임. 인도는 농업과 서비스업이 강하지만 제조업이 약했기 때문에 인도에게서 과일 정도를 수입하는 것 외에는 한국이 인도로부터 얻을 것이 없었음(시장, 산업인력). 따라서 FTA를 체결한다고 해도 인도의 빈약한 제조업으로 인해 일방적인 인도의 경상수지 적자로 귀결될 가능성이 컸음. 이런 교착상태를 해결하기 위해 등장한 것이 포괄적 경제공동체 관계임. CEPA는 단순 무역 외에 투자(한국 기업의 인도에 대한 투자), 서비스(한국의 인도 노동자에 대한 고용)등 다양한 형태의 경제적 교류를 하겠다는 협정임. 이후 최근 문재인 정부 들어서 신남방정책을 천명하며 인도와 아세안 시장에 대한 진출을 표명한 바 있지만, 현재까지 우리가 인도에게 주거나 받을 모멘텀은 전무한 상태. 3) 강한 인도 : 국제사회에서 인도는 중국과 견제 관계임. 중국은 과거 1962년 국경지대에서 인도군과 충돌하여 승리한 바 있음.(중-인 전쟁) 중국은 파키스탄의 과다르 항, 스리랑카, 방글라데시의 항구를 임차하는 조약을 맺었고, 이 조약의 결과 유사시 중국군이 병력 투입이 가능한 군항으로 기능할 수 있게 되었음. 이 세 항구가 인도를 포위하는 형태를 띄며 이를 진주 목걸이(the string of Pearls)라고 함.  한편 이런 중국에 대항해 인도는 인도-아시아 협력을 외치며 인도, 일본, 한국, 아세안 등과의 협력을 통해 대중국 포위망을 완성하려고 하고 있음. 러시아의 경우 인도군 무기의 55%정도가 러시아제인 만큼 큰 고객이기 때문에 러시아가 중국/인도 중 한쪽 편을 들기는 무리가 있음. 최근 2017년 중국이 부탄-중국 접경지대 도크람(Doklam)에 초소와 미사일 기지를 건설하려고 하자, 부탄의 종주국인 인도가 부탄 영토를 넘어 도크람 초소를 파괴하며 군사적 충돌이 가장 분쟁 상태로 격화된 바가 있음. 도크람의 경우, 부탄과 중국 사이의 지역으로, 북인도와 동북부 인도 사이의 좁은 목에 해당하는 지역임. 한편 1945년 정해진 UN 상임이사국은 미국, 중국, 러시아, 영국, 프랑스인데 이들이 갖는 강력한 권한은 비토권 등으로 대표되는 데 반해, 그 파워의 기준은 여전히 1945년에 고정되어 있다는 의견이 많음. 따라서 최근 성장한 국가들이 새로이 UN상임이사국에 진출하려고 하는데 그 주자 중 인도가 대표적임. 하지만 UN상임이사국이 도전에 직면할 경우 일본이 상임이사국이 될 것이라는 불안감 때문에 한국은 아예 UN상임이사국 재편성 논의를 반대하는 중. 한국과 비슷한 포지션으로 브라질을 반대하는 아르헨티나, 독일을 반대하는 이탈리아/스페인 등이 있음. 따라서 국제기구에서 인도와 한국은 서로 껄끄러운 관계임. 4) 모디의 인도 : 인도의 현 총리 나렌드라 모디는 2014-2019까지 총리직을 수행했으며, 2019년 5월 시행된 총선거에서 모두의 예상을 깨고 과반수 의석을 확보하며 압승을 거둠. 모디는 현재 자신의 오른팔 아미르 샤를 BJP의 당대표에서 내무부 장관이라는 요직으로 영전시켰으며, 정권의 핵심 지역 중 하나인 AP주지사를 44살의 요기 아디티아나트로 임명함으로서 젊은 피를 수혈함. 또한 그동안 차별받아온 달리트Dalits 및 농민을 중심으로 지지기반을 확대하고 있으며, 경제개혁(91년) 이후 태어난 세대(Post Reform Generation)을 중심으로 핵심 지지층을 구축함. 인도 교육제도 등을 개혁하며 대학교육에 있어 외국인 교수 등 다양한 방식의 변화를 꾀하고 있음. 한편 모디 자신은 성장의 인도/강한 인도 등 신보수화 경향이 있음. * Cascade님에 의해서 티타임 게시판으로부터 게시물 복사되었습니다 (2020-03-24 21:57) * 관리사유 : 추천게시판으로 복사합니다. 브라만의 베다/우파니샤드 암기는 글로만 접해 봐도 토가 나오죠. 거의 인간이 할 수 있는 최고 레벨의 유리알 유희식 암기.. 굳이 명명하자면 '형이상학적 차력쇼'라고 하고 싶습니다. 차력쇼가 흔히 그렇듯 그 자체로 경이로우면서 동시에 그 절대적인 무목적성/무효용성에 허탈하게 되지요. 통치와 행정을 담보하는 사회윤리가 구축되는 기전이란 게 무엇인지 단면적으로 잘 보여준다 싶고.
