우리나라에서야 George H. W. Bush(속칭 "아버지 부시")가 중동 평화를 뒤흔든 원흉 제 1호정도로 평가되고 있지만, 부시 대통령의 사망 이후 미국 내에서의 평가는 그렇게까지 나쁜 것 같지 않습니다. 출퇴근때 듣는 영어 라디오 방송에서 이 양반의 업적을 기리고 관련된 사람들을 인터뷰하면서 여러 이야기들을 들었는데, 그 중 한가지가 기억에 남네요. 미국은 모든게 돈(......)이라고 해도 과언이 아닌 나라고, 다른 선진국에 비교하여 복지 측면이 그렇게까지 썩 좋다고 말하긴 어렵습니다. 심지어 장애인의 고용 등 일반 사회생활에서의 차별을 법률에서 명시적으로 금지하기 시작한 것도 1990년에 이르러서죠. ADA(Americans with Disabilities Act. 미국 장애인법)라고 불리는 이 법률은 1990년 7월 26일 부시 대통령이 서명함으로서 그 효력을 발휘하기 시작했습니다. 물론 이 법 이전에도 미국내 장애인 차별금지에 대한 법률은 있었지만, 어디까지나 정부가 자금을 지원하는 기관일 경우에 한해서라는 단서가 붙어있었고, ADA의 입법이 진행되는동안 기업가들은 자신들의 인건비 상승을 우려하여 ADA를 막으려고 로비를 진행했습니다. 심지어는 부시 대통령 내각조차 해당 법률의 찬성파와 반대파로 둘로 갈라져 서로 툭탁거리고 엄청 싸웠다네요. 그런데 이 법에 관련해서 한가지가 제 이목을 끌더군요. 이 법은 민주당 의원들이 중심이 되어 상원에 상정되었고, 공화당은 좀 뜨뜻미지근한(-_-) 반대 입장이었습니다. 추측컨데, 민주당은 그렇다치고 공화당은 전통적으로 '보수적' 기업가의 입김이 강하게 작용하지만 도덕적 당위성으로만 놓고 보면 대놓고 강력하게 반대하기엔 도덕적 당위성이란 측면에서 좀 껄끄러운 부분이 있어서 뜨뜻미지근할 수밖에 없었던 것 같습니다. 뭐 여기까지는 그냥 흔한 민주당과 공화당인데...... 한가지 재미있는게, 부시 대통령이 이 법안의 통과를 꽤 강력하게 지원헀다고 합니다. 예. 공화당원인 부시가 민주당에서 입안한 법안의 통과를 지원했다 이겁니다. 예산안을 볼모로 국회의원 선거구 개편을 주장하는 우리나라에서는 상상도 못할 일이죠. 참고로 이 법안의 서명은 별도의 행사로 진행되었습니다. 당시 백악관 정원에는 수천명의 사람들이 그들 중 다수는 눈이 안 보이는 사람, 귀가 안 들리는 사람, 사지가 마비된 사람, 정신박약자 등 다양한 종류의 장애를 가진 장애인들과 그들의 가족들이었습니다. 자세한 내용은 아래의 기록영상을 보시죠. 여기에는 부시가 이전에 정부기관에서의 차별금지 법률의 상정을 담당했던 경험이 많이 녹아들었고, 이후 부시 대통령 또한 은퇴 이후 이 법의 수혜를 많이 입었다고 합니다. 부시 대통령이 90세 생일 기념 스카이다이빙(-_-;)을 할 수 있는 기반을 닦았다는 이야기도 들리더군요. 뭐 미국이 어쩌니 저쩌니 해도 저렇게 굴러가는건 어쨌든 할때는 하는 사람들이라 그렇지 않은가 생각합니다. 이 법안의 통과 이야기를 듣고 있자니 미국 국회가 부러워지네요. * 토비님에 의해서 티타임 게시판으로부터 게시물 복사되었습니다 (2018-12-19 15:25) * 관리사유 : 추천게시판으로 복사합니다.
