앞 글에 이어서.. IV. 번외 : 북미 정상회담의 미래 미국이 아시아로의 회귀(Pivot to Asia)를 천명한 것은 2009년이고, 중동에서 발을 빼 본격적으로 동북아시아의 문제에 집중한 지는 얼마 되지 않았다. 이곳에서 미국을 괴롭히는 두 가지 문제, 즉 북핵이 갖고 오는 본토 타격 위협의 증가와 그로 인해 초래되는 동맹국들간의 안보 문제, 그리고 중국과의 경제 문제는 우로보로스의 뱀처럼 서로의 꼬리와 꼬리를 물고 이어져 있다고 볼 수 있었다. 즉, 중국과의 통상문제를 해결하기 위해서는 중국과의 마찰을 일으킬 수밖에 없는데, 북핵 문제를 해결하기 위해서는 중국의 협조가 필수적이었기 때문이다. 오바마는 이를 전략적 인내라는 이름으로 방치했지만 결국 아무런 성과 없이 끝났으며, 북한의 점점 고도화되는 타격능력만을 바라볼 수밖에 없었다. 이는 일종의 교착상태(deadlock)라 할 수 있는데, 미국은 마침내 중국이 동참하는 경제제제를 이끌어 냈으며 북한은 이에 평창올림픽을 기점으로 김여정, 김영철이 방문하여 남북 정상회담을 희망한다는 김정은의 친서를 전달했다. 이어 평창올림픽 폐막식 때는 문재인 대통령, 조명균 통일부장관, 정의용 국가안보실장 등과 함께 "미국과 조건없는 대화를 원한다."는 메세지를 전했다. 그리고 올림픽 이후 평양에 파견된 한국의 대북 특사는 김정은이 북핵에 대해 비핵화 용의가 있으며, 북미 정상회담을 희망한다는 충격적인 소식을 들고 돌아왔다. 이에 전격적으로 4월 말 남북정상회담이, 5월 초 북미정상회담이 계획되어 있는 상태이다. 먼저 첫 번째로, 이는 대단한 모험이다. 원래 정상회담이라는 것은 실무자급 회담-고위급 회담이 충분히 진행되고, 매 단계마다 상부의 승인을 받으며 협상의 내용을 조율한 다음에 마지막에 정상들이 만나 도장을 찍음으로써 약속의 권위를 강화하는 것이다. 그러나 남은 시간이 거의 없기에 정상회담 이전 충분한 실무자급 회담이 이루어질 가능성은 없다. 그야말로 아무 것도 합의되지 않고, 어떤 내용이 오갈 지도 모르는 상태에서 서로 내용을 주고받는 정상회담이 된 것이다. 그 동안 미국 대표는 94년도 미북핵협상(AF) 특사 로버트 갈루치, 6자회담 국무부 동아태차관보 제임스 켈리 급의 인물이었는데, 여기서 대통령이 등장한 순간 상부와의 합의 없이 단독으로 결정할 수 있는 것들이 엄청나게 커진다. 즉, 이는 불확실성의 증가다. 둘째로 트럼프는 오바마와 같이 일반적인 대통령이 아니다. 그는 말 그대로 예측불허(wildcard)고 행정부의 No.1.인 국무장관을 트위터로 자르는 사람이다. 내 사견으로는 그는 어차피 중요한 결정은 대통령인 자신이 내리므로, 그 주변의 참모는 바람만 잡으면 된다고 생각하는 것 같다. 마이클 볼튼은 그대로 받아들이기에는 너무 극단적이며, 오히려 그를 기용함으로써 미국이 북한에게 위협적인 분위기를 가할 수 있다고 생각하는 것 같다. 하지만 정상회담까지 했음에도 아무 성과가 없다고 할 때, 트럼프가 미국민에게 짜잔 죄송하지만 아무 것도 타결하지 못했답니다라고 말할 수 없기 때문에 매우 불리한 종류의 협상을 할 수도 있다. 셋째로, 2018년 초 급격하게 이루어진 이 흐름에서 중국은 이상하게 배제되어 있었다. 마치 은하의 암흑물질 같았다. 분명히 있어야 하는 행위자인데, 중국의 의견 없이 이 일들이 벌어지고 있음이 관찰되었기 때문이다. 김정은은 3월 말 전격 방중했고, 이는 북미 정상회담 이전 북한의 기본 스탠스가 어떻게 될 것이며, 이와 같은 의견을 말할 것이라고 미리 합의했다고 볼 수 있는 부분이다. 이는 북한이 제의할 수 있는 최선마저도 중국이 납득할 수 있는 결과임을 의미한다. 즉, 기대하는 것만큼 파격적인 결과가 나오지 않을 소지가 높다. 넷째로, 북한이 진정으로 이 전장에 나섰다면 단순한 고위급 회담 접촉으로는 제제의 강도를 낮출 기미가 보이지 않자, 던질 수 있는 가장 큰 수인 정상회담으로 갔다고 볼 수 있다. 양쪽 모두 데뷔전인데, 김정은은 그간 핵협상에 임했던 이용호 같은 협상진들을 그대로 거느리고 있으며, 트럼프는 (협상에 능하다는) 미국 CEO 출신들을 거느리고 있다. 마치 서로 상대방을 발라먹을 자신이 있다고 트래쉬 토킹을 하는 복서 둘을 보는 느낌이다. 어쨌든 김정은의 이러한 태도 변화는, 밀무역에도 불구하고 제제에 몇 개월을 버티지 못할 만큼 북한의 기초체력이 허약하다는 방증이 될 수 있다. 다섯 번째로, 이번 북한의 워딩은 새로울 것이 없다. "비핵화는 선대의 유훈", "군사적 위협 소멸과 체제안전이 보장되면 비핵화할 용의가 있다"라는 표현은 이번에 처음 등장한 것이 아닌 매번 등장했던 표현이다. 이번이 특이한 점은 바로 정상회담으로 이어진다는 것 자체이지 그 워딩은 아니다. 북한이 말하는 비핵화란 한미동맹과 주한미군, 한국과 일본을 방어하기 위한 핵우산을 제거하는 것을 의미한다. 여섯 번째로 합의를 했다는 것이 해결을 의미하는 것은 아니다. 이미 북한과의 합의는 94년 제네바합의가 2002년 북한의 농축우라늄(HEU) 프로그램 시인으로 파기, 2005년 9.19 공동선언, 2007년 2.13 합의와 10.3합의 모두 핵시설 폐쇄-봉인-불능화-폐기 및 검증이라는 핵폐기 로드맵에 합의했으나 2006년과 2009년의 첫 번째와 두 번째의 핵실험으로 무력화된 상태이다. 현재 북핵은 완성된 상태이고, 이제는 동결이 아니라 완전한 폐기로 들어가야 하는데 이는 사실상 불가능하다. 과연 트럼프가 어떤 결과를 갖고 올까라는 것이 중요하지, 북한은 언제든 "군사적 위협 소멸과 체제안전이 보장되지 않았으므로" 다시 핵개발을 하겠다는 만능 키를 쥐고 있는 셈이다. 결국 문제는 말이 아닌 행동에 달려있다. 일곱 번째로, 사찰 없는 폐기는 무의미하다. 청와대 핵심관계자가 선폐기-후지원이라는 리비아式 모델의 적용은 힘들고, 큰 틀을 정상이 만나 합의하고 이후 실무적인 절차가 진행되지 않겠느냐라고 하는 기사가 있는데 마찬가지 생각이다. 다만 결론이 나와 다를 뿐이다. 청와대는 큰 틀을 만나 합의하고 이후 실무적인 절차가 진행되어 [잘 될 것이다]가 전제인 반면 나는 [거기서 막힐 것이다]라고 생각할 뿐. 북한이 실제로 핵폐기를 위해서는 핵물질 생산시설을 모두 공개해야 하며, 국제원자력기구(IAEA)의 사찰을 받아들여야 한다. 신고에서 누락이 있을 경우를 대비해 각 지역으로 이동시켜 대기중의 미세한 방사능 수치를 조사해야 한다. 그러나 이미 영변 외의 다른 지역에서도 핵물질이 생산되고 있는 지금, 영변만을 허용할 북한의 2008년 방식을 미국이 받아들일지는 미지수이다. 과거 94년도 협상 이후에는 모니터링 요원이 파견되어 있었음에도 농축우라늄 프로그램의 진행을 북한이 시인하기 전까지 아무도 몰랐다. 여덟 번째로, 북한과 같이 1인 독재체제에서 지도자의 권위는 매우 중요하다. 만약 김정은이 그동안의 방향을 바꾼다면, 이는 그동안 "우리 공화국이 핵을 포기할 것을 기대하느니 바닷물이 마르길 바라는 것이 빠를 것", "핵은 우리 공화국을 지키는 보검"등으로 포장해 왔던 방향을 다시 인민들에게 납득시켜야 하고 이는 필연적으로 지도자 권위의 하락을 불러온다. 한국과 같은 민주주의 체제에서야 박근혜의 친중정책을 비난하고 다시 돌아갈 수 있지만, 북한은 그렇지 않다. 그런 의미로 볼 때, 북한이 이번에 북미 정상회담에서 기대하는 것은 회담 테이블 그 자체라고 할 수 있다. 미국 정상과 북한 정상이 "동등한" 핵보유국으로서 협상한다는 것. 그걸 체제 선전에 이용하고, 덤으로 협상을 지연시킴으로써 제제의 틈을 찾아 활로를 찾는 것이 아닐까 한다. 이상의 여덟 가지 참고사항을 종합하면, 결론적으로 김정은이 파격적인 제안을 들고 트럼프를 만날 가능성은 적으며, 이로 인해 트럼프가 정치적으로 곤경에 몰리거나 아니면 화를 낼 가능성은 상대적으로 높다고 볼 수 있다. 그 이후 이 협상을 주선한 한국에 대해 여파가 올 지는 두고 봐야 한다고 생각한다. * 수박이두통에게보린님에 의해서 티타임 게시판으로부터 게시물 복사되었습니다 (2018-04-23 08:01) * 관리사유 : 추천게시판으로 복사합니다.
