저는 캐나다에 살고 있습니다. 이민왔습니다. 영주권을 받는 방법은 수백가지로 알려져 있는데요, 지형학적으로는 두 가지입니다. 영주권을 가지고 왔느냐, 아니면 해당국에서 취득했느냐... 입니다. 전자는 이민하려는 나라에 대해서 무지한 체 무작정 사는 나라를 옮긴 경우고 후자는 해당 나라에서 사업이든 취업이든 학업이든 여러 해 경험을 해본 후 계속 쭉 살기로 작정하고 이민을 추진한 경우입니다. 저같은 경우는 기술이민으로서 한국내에서 모든 서류절차를 거쳐서 영주권을 획득한 경우입니다. 실제 제 가족이 처음 이민자로 캐나다에 도착했을 때가 첫 캐나다 입국이었습니다. 완전히 인생이 리셋되는 경우입니다. 이민자가 처음 이민 대상국, 제 경우는 캐나다, 에 이민자로서 도착하면 여러가지 도움을 받게 됩니다. 그 중에 제일 큰 것 중에 하나가 무료 영어교육입니다. 지역에 따라 명칭이 다릅니다만 제가 있는 지역에선 LINC(Language Instructions for Newcomers to Canada)라고 합니다. 이민자 지원센터에 가서 LINC를 수강하려면 레벨테스트를 받고 집 근처의 LINC 교육기관에 할당되는 방식입니다. 교육기관은 사설 영어학원일수도 있고 대학 부설 영어학원일수도 있습니다. 규모가 되는 곳은 학부모인 피교육자를 위해 무료 탁아소를 운영하기도 합니다. 즉, 그래서, LINC를 수강하는 이민자가 처음 맞닥뜨리는 사람들은 세계 곳곳에서 막 도착한 뜨끈뜨끈한 같은 이민자들입니다. 이게 참 재밌습니다. 제가 언제 불어를 쓰는 세네갈 사람과 안면을 트고 베네수엘라에서 온 글래머의 여성 전직 컬럼니스트와 말을 트겠습니까. 여튼, 세계 곳곳에서 온 이민자들과 이런저런 얘기들을 하다 보면 그 사람들이 깜짝 놀라며 부러워하는 사실 두 가지가 있습니다. 첫째, 한국인은 캐나다에 무비자로 6개월까지 체재할 수 있다는 사실입니다. 캐나다는 입국심사가 좀 깐깐한걸로 악명이 있습니다. 특히 제 3세계 사람이 입국하려면 복잡한 비자 취득 과정을 거쳐야 합니다. 그런데 한국은 무비자라고 하면 놀라움과 동시에 부러움을 표시합니다. 한국 이민자의 형제자매나 부모가 캐나다를 방문하려면 그냥 여권챙기고 비행기표만 사면 그만입니다. 하지만 다른 나라는 본국의 가족을 한번 볼려면 그 가족이 방문비자 취득이라는 상당히 복잡한 과정을 거쳐야만 한답니다. 둘째, 운전면허증입니다. 동네의 레지스트리(한국의 동사무로 보면 됩니다. 그런데 사설입니다.)에서 한국 운전면허증을 주면 간단한 시력검사 후에 캐나다 면허증으로 교환할 수 있습니다. 그런데 이렇게 할 수 있는 나라가 미국, 일본, 한국 그리고 유럽 몇 개국 포함 전세계 10개국 뿐입니다. 캐나다의 운전면허 취득은 상당히 복잡하며 혼자 단독으로 운전, 혹인 2인 이상 동승인을 태울 수 있는 자격을 얻을 때 까지 최장 3년까지도 걸릴 수 있습니다. 때문에 본국에서 15년 이상 트럭을 몰았다는 인도인 이민자가 캐나다에 이민오면 필기시험부터 다시 시작해야 합니다. 그분들의 선망의 시선이 한국에서 온 저같은 이민자에게 쏟아지는 것이죠. 그렇다면 한국에서 온 이민자는 왜 이런 호사를 누리게 된걸까요? 한국에 있는 월성 원자력 발전소와 관련이 있습니다. 국내 최초의 가압 중수로형 원자로이며 최근 수명연장때문에 시끄러웠던 그 물건입니다. 이 원자로의 정식 명칭은 CANDU 입니다. CANada Deuterium Uranium의 약자입니다. 캐나다의 물건인 겁니다. 당시 한국은 프랑스와 캐나다의 기술을 저울질 하다가 최종적으로 캐나다의 것을 낙점했는데요, 부가 조건으로서 양국의 무비자 6개월 방문과 양국 운전면허 상호 인증을 거래했던 것입니다. 국제 거래간의 부가사항들이 때로는 저같은 이민자의 삶에는 커다란 영향을 미치면서 같은 처지의 타국 이민자들로부터 부러움과 시샘을 받는다는 이야기였습니다. 오늘, 7월 1일은 캐나다 데이입니다. 일종의 건국기념일입죠. 대부분의 캐나다 휴일은 몇월 몇째주의 월요일... 이라는 식인데 오늘은 갑자기 수요일에 휴일이 생겨버리니 한 주 전체가 널널해지는 기분이네요. 이거 어떻게 끝내야 하나요? 음... 안녕히 계세요. * Toby님에 의해서 자유 게시판으로부터 게시물 복사되었습니다 (2015-07-07 21:56) * 관리사유 : 추천게시판으로 복사합니다.
