 [그림 1] 민주당 계승정당 흐름 * 책 18p에 있는 동명의 그림을 바탕으로 제가 보다 단순하게 양식을 바꾸었습니다. 또한 새정련 이후에 더민당/국민의당 분당을 포함했습니다. 김용철·서복경·지병근·한정택·박찬표·신두철·형은화·강우진. 2015. 민주당 계승정당 연구. 전남대학교: 광주 '민주당 계승정당 연구'는 코리아컨센서스연구원(KCI)와 전남대5·18연구소에서 편찬한 책이에요. 2015년도에 12월 발간되었으니, 이제 1년이 막 넘은 따끈따끈한 책이네요. 작년 총선에서 나타난 3당 시나리오 성공부터, 작년 말 탄핵, 작금의 대선 정국에 이르는 일련의 흐름을 거치며 한국 정치에 대한 사람들의 관심과 열망이 고조되고 있다고 느껴요. 제가 연구실에 굴러다니던 이 책을 집어든 이유도 마찬가지의 흐름에 속해 있지요. 지나간 흐름을 살펴보면, 지금의 현상을 이해하고, 앞을 예측하는데 도움이 되리라는 생각이었는데 개인적으로는 매우 만족했습니다. 제목이 말하듯 이 책은 '민주당 계승정당'을 중심으로 한국정당정치사를 기록한 책이에요. 여기서 '민주당'은 1955년 결성되었고, 2공화국 시기에 집권했으며, 1961년 군사쿠테타로 인해 해산된 정당입니다. 이후 많은 정당들은 자신들이 '민주당'의 후신임을 어필해왔고, 현재의 야당 중 더불어민주당과 국민의당도 마찬가지입니다. '계승정당'이라는 용어는 다소 생소하실 거에요. 학문적으로는 꽤나 최근에 개발된 개념입니다. 동유럽이나, 신생민주주의 사회에서 나타나는 정당정치를 분석하기 위해 개발되었지요. 서구의 정의는 "권위주의에서 민주주의로의 체제 변동에도 불구하고, 선거경쟁을 통해 유의미한 정당으로서 활동하고 있는 구체제의 집권당"(Druckman and Roberts 2007; p. 14에서 재인용)입니다. 본문에는 한국의 상황에 맞추어 이를 "비록 정치변동 및 여타의 이유로 기존 정당의 명칭 및 이념적 노선이 변경 혹은 수정되었지만, 기존 정당의 인적·조직적 자원을 이어받아 하나의 동질적인 정치세력으로 활동하는 정당(p. 14)"을 의미하는 것으로 활용하고 있습니다. 특정한 정당을 계승정당으로 분류할 때는 두 가지 요소를 고려합니다. 첫째, 개인적 차원에서는 정당 대표나 지도부가 지닌 정치적 계보나 계파입니다. 김영삼, 김대중, 노무현과 같은 정치인들은 아직까지도 후계자들을 통해 현재 정치에서 상징으로써 소환되고 있습니다. 둘째, 정당체제 차원에서는 주요 경쟁정당이 누구였냐는 점입니다. 이는 한국 선거 제도의 특징에서 기인하는 양당제 수렴현상과도 연관하여 생각해 볼 수 있습니다. 그리고 '민주당 계승정당'은 자유당-민주공화당-민주정의당으로 이어지는 권위주의 정당들과 경쟁하면서 정체성을 형성해 나갔지요. '민주당 계승정당'이라는 관점을 취했을 때 얻을 수 있는 이점은 1) 정당들의 끊임없는 등장과 소멸에도 불구하고, 한국정당정치의 지속과 변화를 일관성 있게 관찰할 수 있다 2) 정치 변동, 제도 변화, 경제사회적 구조변화, 새로운 사회균열의 등장에 따라 정당들의 모습이 어떻게 변모해왔는가에 대한 종단적 추적이 가능하다(p. 20)는 점입니다. "한국의 정당정치사를 '민주당 계승정당'과 그 외의 정당들간의 상호작용이라는 시각에서 재조명"(p.20-21)하는 일이지요. 책에서는 1955년 민주당 이전에 있었던 한국민주당과 민주국민당의 역사 또한 민주당의 전사(前史)로 다루고 있습니다. 따라서 해방 직후부터 책이 쓰인 2015년 말까지의 한국 정당정치 절반이 이 책 안에 오롯이 담겨있다고 봐도 무방합니다. 왜 조봉암은 받아들여지지 못했는지, 한국 정치가 양당제로 수렴하게 된 배경에는 무엇이 있는지, 장면과 윤보선은 민주당 내 파벌 갈등을 어떻게 반영하는지, 박정희 정권 하에서 야당은 어떻게 분열-통합되었는지, 김대중·김영삼 등장 이전의 야당을 이끈 이철승·유진산 등은 누구인지, 양김은 신민당에서 어떻게 성장하고 경쟁했는지, 전두환 정권 하에서 다당제 도입은 어떠한 목적을 지니고 있었는지, 87년 직선제 개헌을 둘러싼 여·야·시민사회의 갈등과 협력은 어떻게 되는지, 양김의 분열과 3당 합당의 맥락은 어떻게 되는지, 김대중을 중심으로 하는 민주당 계승정당은 민주화 달성 이후 어떻게 변모해 나갔는지, 노무현 시기 열린우리당의 정당 민주화 실험은 어떠한 결과를 낳았는지, 새정치민주연합 당시의 혼란은 어디에서 기인하는지 등등을 알 수 있습니다. 모든 내용을 다 소개할 수는 없지만, 제가 특히 인상 깊었던 8장의 일부를 보다 자세히 적어볼게요. 8장은 이전까지의 민주당 계승정당 역사를 종합, 분석하는 장입니다. 사르토리(Sartori 1976)가 정당연구 분석의 틀로 제시한 '정당', '정당체제'에 '정치사회'라는 측면을 추가하여 분석을 합니다. 정당에 대한 연구는 개별 정당의 운영, 리더십, 노선 등에 초점을 맞춥니다. 정당체제에 대한 연구는 정당 간의 상호작용의 양식과 경쟁관계에 초점을 맞춥니다. 정치사회에 대한 연구는 앞선 두 분석 틀과는 다르게 느껴지는데요, 정당에 대한 이야기를 하면서 정치사회를 끌어오는 이유는 한국과 같은 후발 민주주의 국가의 특수성에 있습니다. 제3세계 후발 민주국가들은 국가나 정치엘리트들이 정당체계를 '위로부터' 형성하는 특징을 지닙니다(Mainwaring 1999). 사회 균열 구조에 따라 정당이 형성된다고 보기는 힘들지요. 때문에 배제되었던 재야 혹은 운동권 세력을 포괄하기 위해서는 세 번째 분석틀이 필요합니다. "오랜 권위주의 체제 하에서 한국 내에서 정치 경쟁은 '권위주의 정권 vs 민주화 세력'이라는 구도로 전개되어"(p. 321) 온 것으로 보입니다. 민주당 계승정당은 민주주의에 대한 추구를 자신의 정체성으로 내세우고, 지금까지도 민주 vs 반민주라는 프레임을 활용합니다. 그런데 8장의 저자는 "정치적 민주주의를 둘러싸고 권위주의 집권당과 민주 야당이 경쟁하는 보수 양당체제 또는 민주단 계승정당이 말하는 '민주 대 반민주'의 집단경쟁구도는 한국 정당체제의 본질을 숨기는 왜곡효과를 낳기 쉽다"(p.321)고 적고 있습니다. 그 이유는 정당 체제의 기성 정당들은 갈등할지라도 그 너머에 존재하는 공통의 이해관계가 있기 때문입니다. 샤츠슈나이더가 말하듯이 '정당체제의 진정한 본질은 중요 정당들의 대립관계에서 찾을 수 있는 것이 아니라, 주요 경쟁구도를 유지하려는 편과 전혀 다른 차원에서의 경쟁구도를 만들고자 하는 편의 대립관계에서 찾는 것이 옳다'는 것이지요(Mair 1997). 이러한 문제의식에 공감한다면 "한국 정당체계의 본질은 우파 정당간의 대결이 아니라, 우파 독점의 정당체제와 이로부터 배제된 세력 간의 대결에서 찾아야"(p. 321)합니다. 분단으로부터 제2공화국까지(1945~1961)는 정부 수립 이후 냉전반공질서를 기반으로 하는 우파독점의 정치대표 체제가 제도화 됩니다. 민주당은 이승만과 자유당과 함께 '협상선거법'을 통과시켰지요. 일본 '보통 선거법'의 틀과 개념을 빌려온 이 법은 신생정당의 의회진출을 제한하고, 양당제로 수렴하는 경향을 만들어 민주당/자유당의 우파독점 정치대표체제를 만듭니다. 다만 이 시기에도 중간파라 불리우는 집단들은 보다 왼쪽의 이념을 바탕으로 정당 체제에 참여하고자 도전했지요. 조봉암과 진보당은 그 대표적인 사례입니다. 하지만 이 시기부터 민주당은 자유주의 정당으로 변모해 가고 있었습니다. 집권당에 대한 국민들의 비판은 양당제 하에서 야당인 민주당에 반영되었지요. 민주당 형성 과정에서 '신파'의 합류를 바탕으로 정체성의 변화를 해석하는 의견도 존재합니다. 5·16 쿠데타 이후 1970년대까지(1961~1980)는 우파독점에 대한 도전이 종식되고, 우파 양당체제 내에서 정치적 민주주의와 자유주의를 둘러싼 투쟁이 전개됩니다. 군부는 냉전반공이라는 틀을 넘어 팽창하던 제 2공화국의 정치사회를 다시 틀 속으로 집어넣고자 했습니다. 신민당은 경제발전을 내세우는 권위주의 정권에 '반독재 민주화'를 내세우며 대립각을 세웠습니다. 그렇지만 '안보'라는 입장에서는 마찬가지의 입장을 고수했지요. 1960년대부터 산업화/도시화가 급속도로 진행되면서 사회구조적 변화도 이어졌지만, 새로운 사회경제적 균열이 정치사회 영역에 반영되지는 못했습니다. 전태일의 사례를 반례로 들 수 있지만, 저자는 노동 문제는 계급·이념적 정체성을 띠고 나타나기 보다는 보편적 인권이라는 틀 안에서 나타났으며 전태일의 근로기준법 준수 요구 또한 이 안에서 포함된다(p. 332)고 적고 있습니다. 유신체제 이후 강성권위주의 체제 하에서 선거와 의회를 통한 저항이 유명무실해지면서 신민당은 양김을 중심으로 반체제 운동에 돌입했습니다. 이 과정에서 재야라는 제3세력은 정치사회 내 강력한 행위자로 등장하게 됩니다. 재야와의 관계를 어떻게 설정하느냐는 야당 내 노선투쟁의 주요 변수였지요. 1980년 이후의 상황은 광주항쟁과 떨어트려 생각할 수 없습니다. 광주에서의 비극은 체제 자체에 대한 근본적 회의를 낳았습니다. "1984년을 분기점으로 학생·재야·노동운동은 자유민주주의를 넘어 민중민주주의를 지향하는 이념적 급진화의 길로 나아갔"(p.337)습니다. 본격적인 반체제 세력의 등장이지요. 1970년대의 경우 재야와 야당 사이의 이념적 긴장은 약했습니다. 하지만 1980년대는 야당은 형식적 민주주의의 회복을, 운동권은 실체적 민주주의와 민중정권 수립을 추구했기에 이념적 긴장이 커집니다. 긴장 속에서도 둘은 연합하여 1987년 6월 항쟁을 이끌지만, 그 이후 반체제 운동권들이 정치대표체제로 진입하지는 못했습니다. 구체제 해체/민주화 이행은 운동권이 주도했지만, 민주화 이후 헌법개정 즉 정치 경쟁의 규칙을 새로 정하는 과정에서는 운동권이 배제되었습니다. 민주당 계승정당이 반체제 운동권들에 보였던 태도는 1987년 7-9월 노동자대투쟁에 대한 반대에서 뚜렷하게 드러납니다. 그럼에도 불구하고 학생 및 운동권, 노동 진영의 요구들은 야당을 통해 의회로 투입되고 있었고, 기득권 세력은 최후의 반격으로 3당 합당을 꺼내듭니다. 이전에 존재했던 민주-반민주 균열에서 야권의 한 축이었던 김영삼이 구체제 세력과 연합한 것이지요. 그 원인에 대해 저자는 첫째로 민주 대 반민주 구조가 1987년 민주화를 계기로 해체된 점. 둘쨰로 1989년 봄의 급진적 반미·통일 운동, 밀입북 사태 등에 의해 안보 문제가 새로운 균열요인으로 대두된 점을 듭니다. 분단반공체제에 대한 도전이 이어지면서 야당이 보수적 야당과 개혁적 야당으로 분열되고, 이후 보수적 야당이 기존 지배세력과 결합합니다. 운동권은 이러한 상황에 분열된 반응을 보였습니다. 개혁적 야당으로 유입되거나, 독자적인 원내 진입을 시도하거나, 여전히 반체제 세력으로 남거나 했지요. 기존 지배세력과 결합한 보수적 야당, 운동권 및 시민사회 인사들을 유입한 개혁적 야당은 결과적으로 기존보다 이념의 폭이 좌측으로 확대됩니다. 이러한 이념적 폭 변화 및 확장은 김대중/노무현을 중심으로 하는 민주당 계승정당(달리 말하자면 평민당 계승정당)의 경우 더 뚜렷하게 나타납니다. 운동권 및 시민사회로부터 지속적으로 수혈을 받으면서 민주당 계승정당의 이념 스펙트럼은 다양해집니다. 아이러니하게도, 김대중이라는 카리스마적 정치인의 퇴장 이후, 노무현과 열린우리당을 중심으로 추진된 당내 구조개혁은 이러한 이념 및 계파의 스펙트럼과 맞물려 민주당 계승정당 내 혼란을 낳았습니다. 저자는 말미에 국제냉전질서는 극복했지만, 국내냉전질서는 극복하지 못했다고 적고 있습니다. 이는 1987년 민주화 이후 김대중을 중심으로 하는 평민당 및 평민당 계승정당들은 남북관계 측면에서 냉전이념을 극복해내는 데에 이르렀으나, 노동과 이에 기초한 좌파세력의 정치적 조직화에 대한 억압이라는 측면에서는 냉전이념을 극복하지 못했다는 뜻입니다. 이상의 8장의 내용에 대해서는 읽으시는 분들에 따라서 동의하는 내용도 있고, 동의하지 않는 내용도 있으리라 생각합니다. 저는 반체제 운동의 등장이 1980년 광주항쟁 이후로 등장하게 되었다는 주장은 다소 생경하기에 좀 더 자료를 보려고 해요. 하지만 '정당체제의 진정한 본질은 중요 정당들의 대립관계에서 찾을 수 있는 것이 아니라, 주요 경쟁구도를 유지하려는 편과 전혀 다른 차원에서의 경쟁구도를 만들고자 하는 편의 대립관계에서 찾는 것이 옳다'는 내용에 수긍하면서, 대선 이후에 개헌이 이어진다면 새롭게 형성될 정치의 장이 어떠한 정당체제를 만들어 낼지 궁금하네요. 또한 이러한 정당체제가 사회적 균열과 정치적 균열의 연결 고리를 어떻게 구성할지도 궁금하고요. 당장 우리 눈앞에 펼쳐진 정치는 얄궃게도 민주 vs 반민주의 부활이지만, 곧 다른 균열들이 들어올 것입니다. 개인적으로는 하나의 중요한 균열을 젠더 의제라 생각해요. 트럼프와 미국이 잘 보여주는 이주 의제도 시차를 두고 부상할 것이고요. 본문을 끌어쓰면서 직접 인용 등을 통해 이 글에서도 언급한 참고문헌들은 Druckman, James N. and Andrew Roberts. 2007.
