맛폰으로 쓰느라 두서가 없네요. ㅜㅜ써놓고 나니 뻔한 얘기란 게 더 문제입니다만... 측정 기준이야 어찌되었든 미국의 패권이 하향중이었다는 건 대부분의 학자들이 동의할 겁니다. 보통 생각하는 '상대적 국력'의 지표, 즉 잠재적 경쟁국들과 눈에 보이는 경제나 군사력의 격차가 계속 좁혀지고 있었으니까요. 미국의 정치외교 전문가들은 이렇게 될 것을 이미 90년대에 예견하고 있었어요. 공산권이 무너졌다는 건 곧 자본주의 세계에 흡수됨을 의미하는 것이고, 그 가운데에서 대국들은 원래 지적, 인적 자본만큼은 훌륭했으니 내부적으로만 안정되면 폭발적으로 경제가 성장할 거라 본 것이죠. 그래서 세운 패권 유지 시나리오는 물질적으로 격차를 벌리는 것이 아닌 '사회적 가치'에 뿌리를 둡니다. 미국이 주도하는 세계, '미국적 가치'와 그 시스템을 받아들임으로써 안정과 번영이 뒤따른다면, 세계가 보다 다극체제화 되더라도 리더로서 미국의 입지는 더 단단해질 수 있다는 발상입니다. 어떤 나라든 자국 국민들이 미국을 좋아하고 '아메리칸 드림'을 꿈꾸고, 또 그 가운데에서 지도자가 나오면 미국을 싫어하거나 반대하기 어려울 것 같잖아요. 실제로 당시 미국의 전문가, 정치가들에게는 시스템에 대한 확실한 자신감이 있었습니다. 막 냉전에서 이겼을 때잖아요. 하늘을 찌를 만하죠. 그래서 '미국적 가치, 미국적 시스템'을 보다 적극적으로 세상에 퍼뜨리는 정책을 취할 수 있었습니다. 그걸 한 단어로 압축하면 '세계화'가 됩니다. 분업의 다국적화, 수출입 관세 등 각종 무역장벽의 해제, 공기업의 사기업화, 이에 필요한 노동 및 금융자본의 유용성 확보 등등의 신자유주의화지요. 각국의 내부 시스템을 바꾸라 요구하는 것이니 주권 간섭이 됩니다만, 미국은 당근과 채찍을 활용해서 밀어붙입니다. 강요하는 한 편으로 이대로 따라오면 뉴욕의 마천루나 시트콤 프렌즈의 세련되고 자유로운 분위기가 너희에게도 함께 할 것이라는 약속을 주는 겁니다. 여기에는 민주당과 공화당이 다르지 않았어요. 클린턴 정부가 '비교적 젠틀한' 방식을 취하고 아들 부시 정부의 네오콘들은 '단순무식한' 방식을 택했을 뿐입니다. 네오콘 사상의 핵심은 "민주주의와 자유무역이 세계 평화를 촉진할 수 있다면 까짓 거 강제로 몇 대 쥐어박아서라도 주입하면 되는 거 아냐?"였지요. 90년대에 국가 전략을 논한 저널이나 2000년대 백악관의 연단위 외교안보 보고서에도 꾸준히 등장하지만, 이후 미국의 세계정책은 이 미국화라는 전제를 깔고 세워집니다. 중국과 러시아를 연착륙시킬 시나리오도 미국화를 바탕으로 짰단 말이죠. 그런데 이 시나리오에 문제가 생깁니다. 이라크-아프가니스탄의 삽질로 국력과 도덕적 당위를 함께 까먹은 것도 문제지만 더 큰 문제는 미국적 가치에 대한 세계인의 믿음에 균열이 커지기 시작했다는 겁니다. 약속한 번영이 생기지를 않았기 때문이죠. 빈부격차의 심화와 노동의 물화, 중산층 붕괴로 인한 소비 중심 경제의 좌초, 자본의 도덕적 해이와 극단적 이기주의화, 경쟁심화와 공동체의 해체로 인한 사회불신과 불안의 증가 등 '세계화의 부작용'은 그 바탕이 된 미국적 사상과 시스템에 대한 불신으로 이어집니다. 인과가 분명한지에 대해선 논란이 있겠지만 저성장도 비슷한 시기에 체감되었고요. 특히 2008년 금융위기 이후부터 이번 대선까지의 기간이 중요했는데, 이는 미국적 가치, 시스템에 대한 회의가 타국 뿐만 아니라 미국인 자신들 사이에서도 퍼지게 된 시기였기 때문입니다. 이때 트럼프가 등장합니다. 트럼프라는 사람이 씹을거리로 똘똘 뭉친 인간이지만, 그 가운데 두 가지를 눈여겨 보면 어떨까 싶습니다. 하나는 '근본 없는 보호무역주의'이고 다른 하나는 '억지쓰고 강요하는 태도'입니다. 제 생각엔 이 둘이 미국의 패권이 처한 지금의 상황을 잘 보여주는 것 같아요. 후자를 먼저 얘기해볼까요. 트럼프를 적극 지지하는 정서 속에는 강요하는 모습에 대한 호감이 있습니다. 외국인들이 일자리를, 외국 기업이 부를 뺏어갔다고 믿는 그들에게 차별과 혐오발언, 이민자와 외국인에 대한 규제는 ‘옳은 일’이기도 하지만, 동시에 남들이 싫어하든 말든 배 째라고 말을 뱉고 밀어붙이는 모습에서 '강하고 자유로운 미국'을 보는 거죠. (쓰면서 보니 되게 일베 얘기같군요.) 그런데 자신감이라는 건 언제나 구태여 잘남을 증명할 필요가 없는 이들의 소유입니다. '강한 미국'에 대한 강렬한 욕구는 상실에서 오는 향수지요. 이렇게 보면 공화당의 다른 후보를 제치고 트럼프가 전면에 등장하게 된 것부터가 미국이 더는 전만큼 세지 않다는 걸 느끼기 때문에 생기는, 물질적 패권 하락을 스스로 증명하는 현상이라 풀이할 수 있습니다. 보호무역에 대한 지지도 마찬가지로 그것이 우리를 잘 살게 해줄 것이라는 기대 이전에, ‘우리 몫을 부당하게 앗아간 이들’에게 마땅히 내릴 ‘징벌’을 내린다는 감정적 충족에서 출발한다고 볼 수 있습니다. 그런데 우습게도 트럼프 자신의 보호무역주의에는 뚜렷한 경제이론적 뒷받침, 그러니까 ‘근본’이 없죠. 아시다시피 단지 그게 사람들을 자극하고 부채질해서 인기를 끌 수단이 되기 때문에 -동시에 자기의 세계 인식도 그 수준이기 때문에- 택했다는 평가가 현재까지는 지배적입니다. 전문가들의 예측 또한 긍정적이지 않습니다. 아주 직접적인 부분만 놓고 봐도 생산성을 끌어올리기 위해 노동의 국제분업을 택한 다국적 기업들로 하여금 국내 고용을 늘리게 만들 만한 유인은 무역장벽으로 만들기 어렵다고들 하니까요. 게다가 상호 합의 없는 후려치기식 보호무역주의는 ‘같이 잘 살자’가 아니라 ‘나만 잘 살겠다’입니다. ‘번영’이라는 약속을 스스로 내팽개치는 거죠. 이렇게 트럼프는 미국이 20년 넘도록 끌고 온 가치 중심 패권 유지 시나리오를 망가뜨리고 있습니다. 심지어 각 지역 영향력을 유지하는데 필수적인 동맹국부터 쪼아가면서 말이죠. 패권은 내 맘대로 하는 힘이 아니라 남이 나를 따르게 만드는 힘입니다. 늙고 병들더라도 존경받고 싶다면 어른 노릇을 해야 하는 거죠. 타국을 압박하고 자국의 이익을 챙기는 방식으로 관계 악화를 감수하면서 패권을 지키려면 물질적 격차를 상당히, 영구히 벌려야 할 텐데 보호무역으로 회춘과 영생을 얻을 수 있을 것 같지는 않아보입니다. 트럼프 임기가 길어질수록 미국은 정해진 패권 약화를 더 재촉하게 되겠지요. 그렇다고 중국, 러시아가 미국에 등을 돌리는 선진국들을 포섭할 만한 리더십을 갖출 수도 없을 테니 길게 보면 구심점 약한 다극체제가 올 수 있습니다. 다극체제 자체에 대해서는 평가가 오가지만 일단 현실주의자들은 공통적으로 불안정하다고 봅니다. 현실주의자가 아니더라도 불확실성이 높은 상황을 좋게 보는 이들은 드물고요. 퇴임 연설에서 그래도 미국적 가치를 지켜내야 한단 얘기를 힘주어 말한 오바마의 속내에도 이런 미래는 막아야 한다는 위기감이 있었던 게 아닐까요. 그 불확실성은 특히나 우리 입장에선 엄청 괴로울 상황이지요. 미국의 자칭 보수들이 정말로 패권을 지키고 싶다면, 필요한 건 트럼프가 아니라 미국적 가치라는 교과서의 개정판입니다. 며칠 전 뉴스공장과의 인터뷰에서 리처드 도킨스 선생이 “미국이 살 길은 트럼프 탄핵뿐이다”라고 말했죠. 탄핵이든 4년 단임만 시키든 미국인들은 자기 손으로, 즉 민주주의의 힘으로 트럼프를 마무리지어야 합니다. 그리고 미국의 전문가들은 다시 한 번 ‘같이 번영할 수 있는’ 경제 모델을 제시해야 합니다. 미국적 가치와 융합되어버린 신자유주의에 수술칼을 대는 게 쉬운 일은 아니겠지만 반드시 거쳐가야 할 과제입니다. 그나마 희망적인 부분이라면 역시 트럼프의 경제정책이 실패할 것 같다는 점입니다. 공교롭게도 트럼프는 보호무역주의를 택하면서도 신자유주의의 근본악인 ‘성장의 과실을 국제자본이 다 챙겨가는 문제’에는 전혀 손을 댈 생각이 없어 보이니까요. * 수박이두통에게보린님에 의해서 티타임 게시판으로부터 게시물 복사되었습니다 (2017-02-13 10:11) * 관리사유 : 추천 게시판으로 복사합니다.
