이따금 인터넷 상에 '중국집 앞에 배달 오토바이가 늘어서 있는 것이 역사 있는 맛집의 증거다' 라는 글들이 올라오고, 그럴 때마다 사람들이 '이런 집들이 진짜다' 라고 맞장구를 칩니다. 특히 배달비가 화두가 될 때마다 저런 글들이 자주 올라오지요. 하지만 현재 중국집 주인들은 공통적으로 말합니다. 도저히 자체적으로 배달 인력을 쓸 수가 없다고요. 그렇다면 과거의 중국집들은 어떻게 배달인력을 고용해서 가게를 운영할 수 있었을까요. 그 때는 중국집들이 소비자를 위한다는 사명감이 있어서? 그럴 리는 없을 거에요. 제가 경제학에 대해 문외한이긴 하나, 우리가 전화 한 통에 달려오는 짜장면을 기대할 수 있는 것이 중국집 주인들의 자비심 덕이 아니라는 것 정도는 알고 있습니다. 답은 모두가 알고 있습니다. 예전에 비해 인건비가 오른 탓이죠. 하지만 인건비가 올랐듯이 짜장면 값도 오르긴 했습니다. 그래서 문득 궁금해졌습니다. 인건비와 짜장면 값 중 어느 것이 더 많이 올랐고 그 비율은 얼마나 되는지. 당연히 누군가가 이런 계산을 해놓았겠거니 하고 검색을 해봤는데도 나오질 않습니다. 짜장면 지수는 물가 변동만 보여주더군요. 그래서 궁금한 마음에 제가 한 번 간단하게 해봤습니다. 계산법은 아주 간단합니다. 연도별 짜장면 값을 최저시급으로 나눈 것이죠. 최저시급이 실질적인 최대시급으로 기능하는 한국 특성상 꽤 현실에 부합하는 결과가 나오리라 생각합니다. 쉽게 말해 짜장면 한 그릇 사먹으려면 몇 시간 일해야 하냐를 연도별로 구해본 거죠. 간편하게 '짜장지수' 라고 불러봅시다. 연도별 짜장면 값은 https://m.khan.co.kr/economy/market-trend/article/202304061102001 연도별 최저시급은 https://ko.wikipedia.org/wiki/%EB%8C%80%ED%95%9C%EB%AF%BC%EA%B5%AD%EC%9D%98_%EC%B5%9C%EC%A0%80%EC%9E%84%EA%B8%88 여기서 각각 얻었습니다. 최저시급은 1988년부터 시작되었는데, 이 때는 1군, 2군으로 나뉘어졌을 때라 그냥 간편하게 하나로 통합된 89년부터의 데이터를 썼습니다. 결과는 다음과 같습니다.    ............................................... 짜장지수가 가장 높았던 해는 1995년으로 약 1.86 이었습니다. 가장 낮았던 해는 2020년으로 약 0.614 였습니다. 최저시급이 짜장면 값을 따라잡은 것은 07년입니다. 보시다시피 89년 이후로 대체로 상승하다가 95년에 튀어올라 정점을 찍더니 98년부터 꾸준히 떨어지기 시작합니다. 꾸준히 떨어지던 짜장지수가 08년에 소폭 상승하는데, 이 때가 바로 리먼 브라더스발 경제위기로 환율이 치솟고 밀가루 값이 폭등하던 때입니다. 이 당시 짜장면 값이 올라서 무섭다는 뉴스들이 나오곤 했었죠. 보시다시피 현재의 짜장지수는 최고점에 비해 약 3분의 1 수준입니다. 혹자는 2018년 이후의 최저시급 상승이 인건비 문제를 불러왔다고 하는데, 사실 그 전부터 이미 짜장지수는 하락 일로에 있었습니다. 이 사실이 시사하는 바는 간단명료합니다. 과거의 짜장면은 지금 우리가 생각하는 것보다 더 귀한 음식이었던 거죠. 사실 새삼스러울 것도 없습니다. 7,80년대만 해도 서민들에게 있어 중국집은 집에 특별한 경사가 있어야 가던 곳이었지요. 즉, 과거의 짜장면은 중국집들이 배달인력을 고용할 수 있을 만큼의 상대적 고부가가치 상품이었던 거고요. 심지어 저 때는 배달 이후 그릇을 회수하러 돌아오기까지 했지요. 달리 말하면, 과거의 한국은 인력을 싼 값에 갈아 먹을 수 있었다는 이야기도 됩니다. 경제의 체급이 커진 현재에 와서는 그게 불가능한 거고요. 네, 아까부터 너무나 당연한 소리만 하고 있네요. 하지만 저렇게 숫자로 나타내보니 명확하게 체감이 되어서 저도 새삼 놀랐습니다. 한 편, 이렇게 멸종해버린 중국집의 배달을 대체하여 자리를 잡은 배달앱 시장은 이런 시대적 전환기의 흐름을 잘 탔습니다. 점점 배달을 유지하기가 힘에 부치는 중국집들, 그리고 자체적으로 배달을 운영할 수 없었던 작은 규모의 사업장과, 배달을 해주지 않는 곳에서 배달을 시키고 싶었던 사람들을 이어준 것이죠. 분명히 상당한 대가를 요하는 중노동임에도 불구하고 음식값에 묻혀 표면화 되지 않았던 배달이라는 영역을 수면 위로 끌어내어 산업화 한 겁니다. 그리고 이것은 더 이상 인건비가 어영부영 다른 비용에 매몰될 수 없을 만큼 커졌다는 방증이기도 합니다. 예를 들면 지금 한국 식당들은 어지간해선 김치를 무료로 제공합니다. 하지만 실제로 직접 김치를 담가본 사람은 이게 무료로 제공될 수 있을 만큼 하찮은 음식이 절대 아니라는 걸 알 수 있습니다. 즉, 응분의 가격이 필요함에도 불구하고 명확한 가격 형성이나 기준 조차 없이 그저 식당 주인의 인심에 맡겨져 있는 셈입니다. 아마 지금 이 순간에도 누군가는 맛있는 반찬을 주인 눈치 보지 않고 당당하게 돈 내고 사먹고 싶을 것이고, 누군가는 제대로 만든 반찬을 제값 받고 팔고 싶을 테죠. 이런 흐름이 가속화 된다면 미래에는 식당에서 김치의 유료 판매가 기본이 될 지도 모르겠네요. 그런 세상이 온다면 오늘날 사람들이 과거의 중국집을 그리워 하듯 예전의 김치 무료 식당들을 그리워 할 지도요. 하지만 이렇게 배달비를 별도의 영역으로 빼내어서 사람들로 하여금 지갑을 열게 만들었음에도 불구하고 그 한계는 있지요. 오랜 세월 배달비 라는 것을 모르고 살았던 한국인들에게 배달비는 여전히 익숙하지만 낯선 것이고, 심리적 한계선이 분명 존재합니다. 게다가 그렇잖아도 비싼 물가를 더 비싸게 만드는 배달비를 사람들이 기꺼워 할 리도 없고요. 현실적으로 보면 과연 현재의 한국인들에게 그 배달비와 요식업을 지탱할만한 구매력이 있느냐 하는 문제 또한 있습니다. 하지만 어쩌겠습니까. 원래 사람을 쓴다는 건 그만한 대가를 요구하는 것인데 말이죠. 사실 이러한 현상은 이미 여타 선진국들이 고스란히 겪고 있는 문제이기도 합니다. 사람이 헐값이던 시절을 벗어난 이후, 헐값에 사람을 부려야 하는 일들은 어떻게 할 것인가 하는 문제 말이죠. 그리고 유럽이나 미국의 해법은 이민이었죠. 헐값을 받고도 기꺼이 일해 줄 노동자를 외국에서 데려오는 겁니다. 특히 미국의 경우 불법체류자들이 사실상 경제의 한 축을 유지하고 있는 수준이죠. 사실 한국도 그리 다를 건 없습니다. 지금도 농촌에서는 외국인 노동자 없으면 농사가 망한다 하는 판이고, 공단에서도 저임금의 위험한 일자리들은 외국인들이 도맡고 있는 현실이죠. 하지만 한국은 저런 국가들과는 달리 저런 해결책을 모든 분야에 적용하기 어렵습니다. 국민 정서상으로나, 지정학적인 문제 때문이나...복잡한 문제니 여기서는 일단 넘어갑시다. 아무튼 배달비는 이미 국민들이 받아들일 수 있는 한계점에 도달했습니다. 미래의 배달업은 어떻게 될 것인가 생각해보면, 두 가지 중의 하나가 될 듯 합니다. 배달비가 '현실화'(=인상)되어서 이에 저항감을 느낀 대다수의 사람들은 포장 주문을 택하고 소수의 사람들만이 배달을 시키는 형태가 되거나, 아니면 다른 산업 분야가 그랬듯 외국인 노동자들이 와서 이걸 지탱하거나. 어쩌면 둘 다일지도 모르겠네요. 결국 선진국들이 간 길을 따라가는 거죠. 호주의 경우 물품 AS 비용이 너무 비싸서 직접 고치거나 아예 새로 사는 경우가 많다 하고, 미국은 왠만한 물건이나 자동차는 자기 집 차고에서 고친다고 하잖습니까. 짜장면 배달은 그러한 변화의 한 단면일 뿐이겠죠. 한 가지 분명한 사실은, 배달비를 별도로 받는 시장조차 저러한 현실에서, '중국집 앞의 오토바이'를 찾는 것은 너무나 순진한 생각입니다. 분명 어딘가에는 아직도 그런 집들이 남아 있겠지만, 짜장면 한 그릇도 무료 배달해주던 과거의 그 좋았던 시대가 돌아올 수는 없을 겁니다. 덧붙여서. 검색을 하다가 시대의 변화를 보여주는 두 가지 뉴스를 봤습니다. ［인사이드］「철가방」도 구조조정 한파 『찬바람』 https://www.donga.com/news/Economy/article/all/19981130/7400110/1 IMF 이전에는 월급을 최고 150-200만원까지 받았던 배달인력이 IMF 이후 100만원으로 반토막나고, 그나마도 일자리를 잃은 사람이 다수라는 98년도 기사입니다. 이 때도 배달업은 3D 업종으로 기피되었다는 말이 인상적이네요. 짜장면 ‘철가방’ 점점 사라진다 https://m.khan.co.kr/national/incident/article/201301232157225 배달원 월급이 240만원인데, 인건비를 감당할 수 없어 인력을 줄였다는 2013년 기사입니다. 2013년의 짜장지수는 0.89이니 하물며 0.66인 지금에 와서는 뭐 말할 것도 없겠네요. 3줄 요약. 공장제 군만두를 탕수육에 끼워주는 관습을 철폐하여 제대로 손으로 빚은 만두 한 접시에 1.2만원 받고, 간짜장 물기 없이 올바르게 볶아 한 그릇에 1.5만원 받아서 제 값 주고 제 값 받아 맛있는 음식 먹는 세상이 오길 소망합니다. * Cascade님에 의해서 티타임 게시판으로부터 게시물 복사되었습니다 (2024-04-29 19:18) * 관리사유 : 추천게시판으로 복사합니다.
