참사 자체도 충분히 착잡한데, 막판에 다시 이야기하겠지만 아는 사람의 지인이 참사로 유명을 달리해서 정신적으로 편치가 않더군요. 이런저런 생각을 정리하고 추모하는 차원에서 글을 썼습니다. * 편의상 음슴체로 씁니다. ** 정치적인 논평은 자제하거나 최대한 건조하게 서술했습니다. 피로감을 야기할 수 있을 뿐더러, 정치적 논평을 하기에 아직 이르다고 판단했습니다. 0. 우선 고인의 명복을 빈다. 그리고 부상자들의 빠른 쾌유를 빈다. 1. 코로나19 시국은 아직 끝나지 않았다. 코로나19 방역조치가 처음으로 다 풀린 행사여서 사람들이 유독 많이 모였다는 건, 우리들이 완전하게 과거의 혹은 새로운 일상으로 돌아오지 않았다는 이야기다. 보복심리 없이, 과거를 의식하지 않고 평상시 혹은 새로운 균형점만큼 모일 때가 진짜 코로나19 시국이 끝난 시점이다. 그러나 그러지 못하여 사람들이 과도하게 몰린 결과는 150여명의 사망자와 100명의 부상자였다. 흔히 코로나19가 완화된 이후에도 세계 경제와 국제정세는 매우 불안하며, 언제 안정될지 심지어 이게 새로운 패턴인지 다들 모른다. 그래서 세계가 정상화되었다고 하지 않는다. 이 사건은 일상의 측면에서도 그럼을 보여준다. 2. 새 시대는 기존 재난에 새로운 변수를 창출한다. 이 사건의 유형인 압사사건은 고전적이지만 '코로나19 시국 해제에 따른 반등효과'는 갑작스런 변수였고 그 결과 참사를 만들어냈다. 정부나 개인, 중간단체들 모두 세 시대의 안전을 위해 어떤 새로운 변수들이 재난에 영향을 끼칠지 생각해야 한다. 3. '21세기 서울 한복판에 어찌 이런 사고가'같은 수사는 참담한 심정을 적확하게 드러내지만, 우리가 직면한 사회적 위험을 이해하는데는 방해될 수 있다. 오히려 코로나 유행이 끝난 21세기 서울 한복판이기에 일어난 면도 있다. 러시아의 우크라이나 침공과 시진핑의 3연임, 트럼프 당선과 브렉시트가 21세기라서 가능했듯이. 정치 테러, 원전 사고, N번방같은 새로운 재난이 등장하는 시기에, 미래에 대한 막연한 희망은 위험하며 새 시대의 도전엔 대비해야 한다. 4. 소셜 미디어의 시대에 재난 현장은 굉장히 위험하다. TV와 신문만 통제하면 되고 일부 유언비어만 있던 과거와 달리, 정보의 유통이 완전히 통제되지 않는다. 카메라를 들고 (종종 생각없이) 찍어대는 사람들의 존재가 있었기에, 현장의 적나라한 사진과 영상들이 쉽게 나돌아녔다. 그리고 이는 국민들의 사건 트라우마를 증폭시켰으며 피해자를 모욕하였다. 정부 당국은 재난 대처 시 이 문제를 심각하게 생각해야 한다. 미국의 9.11이나 일본의 도호쿠 대지진은 그 자체로도 미국인, 일본인에게 굉장히 큰 트라우마였고, 국내외적으로 많은 일들이 있었다. 만약 그 시대에 소셜 미디어가 발달했다면 그들에게 몇 배 큰 트라우마였을 것이다. 고층건물이 녹아 무너지고, 사람이 고층에서 뛰어내리고, 사람이 쓰나미에 휩쓸려나가고, 해안가가 시체로 널부러져 있는 식의 장면들이 보다 적나라하게 돌아다녔을 때니. 5. 맛집을 찾아다니면서 이태원에 자주 들르는 입장으로서, 압사사고 소식을 듣자마자 시가지 구조가 압사사고에 취약하다는 사실이 떠올랐다. 메인 도로가 4,5차선에 불과한데다 남북을 잇는 도로는 없고, 다른 작은 도로들은 경사도 험한데 더 좁기까지 하다. 사람이 몰릴 때 정말 위험한 구조다. 하긴, 이창동의 '버닝' 달동네 배경이 된 용산 해방촌이 바로 이태원 옆이었지. 그렇다고 이태원을 허물고 옮길 수도 없는게, 이태원 지형 느낌이 특유의 번화한 분위기를 만든 것도 있기 때문이다. (https://arca.live/b/city/61755437 참고) 그저 공지와 안전시설을 추가하는 방법 뿐. 6. 한국 지형상 이태원같은 구릉지대가 정말 많은데, 이 지역의 번화가들은 하루빨리 과밀집 리스크 점검이 시급하다. 세계적으로 이런 사례가 아주 많지는 않을 텐데, 그렇기 때문에 더 유의해야 한다. (사실 압사 사고들 중 이 건처럼 사통발달한 평지가 아닌 경사로에서 발생한 경우가 얼마나 되는지도 모르겠다) 개인적인 생각이지만 서울 강남이 생각보다 위험하다. 지도상으로는 평지같지만 남북을 잇는 도로를 타거나, 역에서 조금만 떨어진 식당이나 까페에 걸어가면 알 수 있듯 고저차가 꽤 된다. 7. 이번 이태원 압사사고는 사망자 규모 면에서 세월호 참사와 비교된다. 성질이 처음부터 끝까지 너무 다른 사건이라서 1:1 비교는 무리지만, 그래도 언급을 안 할 수는 없다. 8년 반 전 한국 사회를 뒤흔들었던 걸 나는 똑똑히 기억한다. 세월호 참사에 대한 사회적 개탄은 진상규명 여론과 함께 '안전'한 사회를 위한 지향을 유도하였기에 더더욱. 우리는 그때보다 과연 얼마나 안전한 사회에 사는가. 그 이전에, 세월호 참사가 말하는 '안전'의 진정한 의미를 우리는 이해하고 있을까? 분명 이 사고는 책임소재나 체계적인 문제가 모호하다는 점으로 보면 세월호 참사보다는 확실히 덜 부조리하다. 하지만 이는 사건 유형의 문제도 있으며, 안전에 대한 논의가 추상적인 수준에서 크게 나아가지 못했다는 인상이 든다. 8. 이번 사고에서 위험한 지역에 갔거나 압사의 위기 시 잘못된 행동을 한 사람들을 탓하는 건 공허하다. 모두가 바르게 행동한다는 전제 하에서 만들어진 안전 시스템은 비현실적이다. 인간은 불완전하고 그런 인간들이 모인 집단은 더더욱 불완전하다. 모든 걸 시스템이 커버할 수 없지만, 기본적인 문제상황조차 해결하지 못하는 시스템은 의미가 없다. 대량의 인파가 모인 경우는 무리들이 어느정도 잘못된 행동을 하더라도 커버가 되도록 유도해야 한다. 그리고 아주 잘못된 목표를 추구하는 개인이 아니라면 개개인의 선택(할로윈 파티에 가야 한다)을 존중하는 시스템을 만들어야 한다. 그것이 어디까지 커버할지는 사회적 합의의 영역이지만 커버하려는 시도 자체를 포기해선 안 된다. 9. 위 원리에 의해서, 시스템이 문제상황 커버도를 높여서 사고 발생률과 발생 시 사상자 수를 줄일 수는 있다. 그러나 줄이는 데에는 분명 비용이 필요하다. 참가 인원을 10만에서 1만명으로 줄이거나 경찰 1만명을 동원하면 압사 문제는 없겠지만 그런 행사가 무슨 의미가 있으며, 얼마나 많은 돈이 필요할까. 10. 그것과 별개로 개개인의 노력이 전혀 안 필요한 건 아니다. 선의에 의지하는 시스템이 잘못될 뿐, 개개인의 선의를 증진시키는 사회적 노력은 필요하다. 시스템 수준과 개개인의 노력은 제로섬 관계가 아니다. 압사 시 대처법이라던가 CPR법 같은 것이 보다 넓게 퍼질 필요가 있다. 11. 8-10과 별개로 냉정하게 말해서 안전에서는 운도 중요하다. 모든 문제를 운으로 설명하면 의미가 없지만, 이 사건은 운이 없는 면도 크게 작동했다. 그렇기에 평소엔 괜찮았던 게 사고로 이어졌겠지. 안전 시스템, 개개인의 노력으로 설명할 수 없는, 회귀분석에 비유하자면 '오차항'같은 부분이 분명 들어간다. 그렇기에 우리는 완벽하게 안전한 사회를 바랄 수 없다. 약간은 우울한 결론이지만 불가피한 결론이다. 12. 구급대원 옆에서 섹스 온 더 비치 춤을 춘 사람들이 화제인데, 나는 그럴 수 있다고 본다. 진짜 놀기 바쁘고, 압사사고가 날 정도의 인파면 바로 옆 일조차 안 들어올 수 있기 때문이다. 수십만명이 참여한 집회에 참여한 경험이 있는데, 군중 한복판에 있을 때 스마트폰을 아예 사용할 수 없었다.
