제가 별로 좋아하는 표현이 아니어서 최대한 이 표현을 사용하지 않았는데요. 말씀드리고자 하는 내용을 제일 짧게 표현 할 수 있고, 무슨 이야기를 하려고 하는지 회원분들이 가장 빨리 캐치하시는 표현이어서 제목에 사용해보았습니다. (두괄식 글쓰기의 느낌으로) 이미 많은 회원분들이 홍차넷의 운영기조를 파악하고 계시지만 새로오셔서 아직 잘 모르시는 분들도 있고, 오해하고 계시는 분들도 있어서 명확히 인지하실 수 있도록 이 공지를 작성합니다. [홍차넷은 운영진들이 자의적인 기준을 가지고 판단하여 운영하며, 운영진의 통제를 회원들이 인정하고 따라주셔서 질서가 유지되는 공간입니다.] 홍차넷에는 규정이 없는가?공지게시판에 작성된 많은 개별 공지글들이 규정의 역할을 합니다. 그러나 온전한 성문법과 같이 해석되고 사용되지는 않습니다. 규정상 위반인지 아닌지에 대한 판단은 온전히 운영진이 하고 있으며, 규정에 명시되지 않은 내용이더라 하더라도 운영진이 질서에 부합하지 않는다고 판단하면 제재를 하고 있습니다. 규정이 있더라도 언제나 적용에 대한 해석은 갈리게 마련입니다. 홍차넷은 그 최종 결정의 권한을 운영진에 두어 강하게 질서를 유지하는 방향을 선택했습니다. 신고나 이슈가 있을 경우 운영진들은 수시로 그에 대한 논의를 하여 제재수위를 결정하고 있습니다. 평균적으로 1~4시간 이내로 정리하고 길어도 24시간을 넘지 않습니다. 현재는 규정이 정리되어있지 않아 공지게시판을 모두 열람해야하는 불편함이 있어 통합공지 성격으로 규정 위키(https://new.redtea.kr/wiki)를 정리하고 있었습니다만 이것도 아직 정리가 완료되지는 않았네요. 시간이 나는대로 조금씩 더 정리하여 완성해가도록 하겠습니다. 또한 규정외에도 실제 사례를 통해 운영기조를 파악하실 수 있도록 삭제 게시판(https://new.redtea.kr/pb/pb.php?id=deleted)과 제재기록(https://new.redtea.kr/?b=8&n=177)이 오픈되어있습니다. 모든 제재사례가 오픈되기 때문에 운영진도 부담이 되어 조심하여 더 명분있는 판단을 하게되는 효과가 있고, 회원 여러분들은 운영진들의 제재활동을 지켜보아 기조를 파악하실 수 있습니다. 제재기록 자체가 해당 회원에게 불명예가 되어 이후 활동을 좀 더 조심하게 되기를 바라는 이유도 있습니다. 운영진이 규정을 해석한다면 규정은 왜 있는가?회원들의 운영기조 파악을 돕기 위함입니다. 홍차넷에서는 '운영기조'라는 단어를 어느 회원이 문제가 되는 행위를 했을 때 페널티를 주는 기준의 의미로 많이 사용하고 있는 것 같습니다. 새로 찾아오신 회원분들의 경우에는 허용되는 기준을 알 수 없기 때문에 파악을 하기 위해서는 규정이 필요합니다. 또한 기존 회원들도 매일 홍차넷을 하며 모든 제재 내용을 파악하고 계시지 않은 분들이 많기에 필요할 때 마다 규정을 통해 기준을 확인하실 필요가 있습니다. 제재의 부당함에 대해 회원은 항의 할 수 없는가?항의하실 수 있습니다만, 건의게시판을 통해 운영진에게 의사를 전달 하실 수 있을 뿐입니다. 그 항의의 내용을 받아들일지는 운영진이 결정합니다. 억울해도 항의를 안받아주겠다는 얘기로 받아들이실 수 있지만, 지속되는 항의로 인해 운영진이 데미지를 입는 것을 막고, 운영을 위한 에너지를 아끼기 위한 어쩔 수 없는 선택입니다. 다만 운영진에게 판단의 권한이 있음에 대해서 인정하는 것을 전제로 내용을 작성해 주신다면, 항의의 내용을 운영진이 흘려 듣지는 않습니다. 게시글 작성을 통한 항의성 공론화 역시 허용하지 않습니다. 실제로 상황이 발생하면 입막음을 하는 모양새가 되지 않아야 하고, 공론화된 내용에 대해 회원들이 갖는 의문을 해소할 필요가 생겨 일정시간 동안 유지해 두기도 합니다만, 허용하지 않는 부정적 공론화로 발생하는 홍차넷 공동체의 스트레스에 대해서는 제재로 책임을 묻습니다. 홍차넷의 방향성에 대해 발전적인 토론을 원하신다면 운영진의 조치에 대한 단순 항의성이 아닌, 모두의 지혜를 모아 더 나은 선택을 하기 위해 좋은 논의가 있을 수 있도록 발제 성격의 공론화를 하시는 것은 얼마든지 허용하고 환영합니다. 금지하는 것은 자신이 받은 제재에 대한 부정적 항의의 경우입니다. 자문단은 무슨 역할을 하는가?개설 초기에는 운영기조를 잡아가는데 있어 회원들의 의사를 확인하는 수단으로 많이 사용이 되었고, 그런 논의 과정을 통해 현재의 운영기조에 이른 것이라 생각합니다. 현재는 운영기조가 어느정도 정립되어 자문단에 방향성을 묻는 질문을 할 일은 많지 않은 것 같습니다. 그래서 주로 추천글 선정 과정과 특별한 이슈가 있을 때 운영진이 자문을 구하는 용도로서 활용되고 있습니다. 자문단이 최종심의 역할을 하지는 않습니다. 개설 초기에는 그런 식의 활용을 많이 시도하기도 했습니다만, 여러차례 의견교환을 통해 자문단 분들께서 그런 역할을 거절하셨기 때문에 오픈된 장소에서 논의하기 어려운 사안에 대해 가감없는 회원들의 의사를 전달해주시기 위한 가벼운 의사확인 창구로 주로 사용되고 있습니다. 예외적으로 3회 이상 재가입한 회원의 승인 건에 관련하여서는 자문단이 최종심의 권한을 갖습니다. 자문단 투표를 통해 승인여부를 결정하고 있습니다. (참고 https://new.redtea.kr/?b=8&n=159) 새삼스럽게 왜 이것을 다시 밝히는가?운영진의 권한을 인정하지 않는 분들이 종종 계시기 때문입니다. 이미 다양한 기회를 통해 밝혀놓았지만 운영진의 뜻에 따라야 한다는 명시적 규정을 요구하시는 분들이 계셔서 이 공지를 작성합니다. (대개 그런 요구를 하시는 분들이 그렇게 운영할거면 홍차넷은 개인사이트라고 밝혀달라고 말씀을 하십니다.) 현실적으로 운영진이 결정권한을 갖지 않는다면 질서를 유지하기가 어렵습니다. 홍차넷 회원들은 분쟁을 감수하면서 의견을 자유롭게 내는 것 보다, 분쟁이 없는 것을 더 선호하기 때문에 모든 분쟁에 대해 최대한 빠르게 종결시키는 방향으로 운영을 하고 있습니다. 운영진의 논의를 위한 시간과 에너지는 그 자체로 홍차넷의 운영을 위한 자원이기도 합니다. 운영진에 인력 공백이 발생했을 때 그 역할을 대체하기는 상당히 어렵습니다. 현재도 지속적인 운영이슈 발생으로 인해 운영진들에게 누적된 스트레스들이 꽤 있고, 기존 운영진들이 지속적으로 활동하는데 어려움이 되고 있습니다. 저는 홍차넷의 책임 운영진으로서 대부분의 논의를 취합하고 절충하여 전달하는 역할을 하고 있습니다만, 저 역시 제가 가진 시간과 에너지에 한계가 있기 때문에 운영진의 권한을 인정하지 않고 항의를 지속하시는 분들께는 친절함을 발휘하기가 어렵습니다. 그래서 규정을 해석하고 판단하는 것이 온전히 운영진의 몫임을 인정하지 않으시는 회원분들과, 운영진이 원칙을 지키지 않고 편파적/자의적 결정을 한다고 주장하시는 회원분들께는 답변을 자세히 드리지 않고 빠르게 대화를 종결하고 있습니다. 더 이상 그 회원의 항의에 대해서는 수용해 드릴 수 없게 되는 것이지요. 때문에 항의를 하시더라도 운영진의 권한을 인정하고, 동등한 인격으로 대해주시면 좋겠습니다. 그런 태도라면 충분히 자세하고 친절하게 설명드릴 용의가 있고, 그렇게 하고 있으니까요. 감사합니다.
