https://www.ajunews.com/view/20231004144536445 스타링크 국내 서비스 시기가 지속해서 연기되는 이유는 과학기술정보통신부에서 국경간 공급 승인을 아직 받지 못했기 때문이다. 해외 통신 기업이 국내에서 통신사업(저궤도 위성 인터넷)을 하려면 정부에서 사전 승인을 받아야 한다. 위성 인터넷에 필요한 인프라인 저궤도 위성은 미국 법인인 스페이스X 소유다. 반면 국내 법인인 스타링크코리아는 별도의 통신 인프라 없이 스페이스X의 위성을 빌려 서비스를 제공하는 회선설비 미보유 기간통신사업자다. 위성 인터넷 서비스 도중 문제가 생기면 한국 정부의 법적 규제가 닿지 않는 스페이스X에 책임 소재를 묻기 어려울 가능성이 크다. 때문에 국내 서비스 도중 이용자 피해가 생기지 않도록 사전에 꼼꼼히 점검하자는 게 국경간 공급 승인 제도의 취지다. 정부의 규제관할권을 확보하려는 목적도 있다. (중략) 일각에선 사실상 국내에만 있는 규제인 국경간 공급 승인이 '디지털 쇄국' 정책이라고 비판한다. 정보통신정책연구원 조사에 따르면 이 제도는 한국과 대만에만 있는 독특한 규제다. 대만에서도 사실상 사문화돼 한국에서만 해외 위성 사업자의 시장 진입을 막는 장벽 역할을 하고 있다. 일례로 한국보다 더 많은 위성을 운용하며 Ku 밴드 주파수를 활용하는 일본에선 스타링크가 진작에 서비스를 시작해 도서 지역 인터넷 접근성 향상에 많은 기여를 하고 있다. 과기정통부는 해당 승인이 늦어지는 게 특정 해외 사업자를 규제하려는 목적이 있는 것은 아니라고 반박했다. 국내 기업인 한화시스템이 영국의 민간우주 기업 원웹과 공동으로 위성 인터넷 사업을 전개하기 위해 국경간 공급 승인을 요청하더라도 동일한 검증 과정을 거쳐야 한다는 게 과기정통부 측 설명이다. ---------------------------------------------------- 축제 같이 사람들이 많이 몰리는 지역에서는 5G는 고사하고 3G도 안터지는 경험을 몇번하고나니 스타링크가 국내 출시되면 한번 사용해보고 싶은데 또 연기되었다고 합니다. 과기정통부의 입장도 이해는 되긴 합니다만 매우 아쉽습니다.
