https://n.news.naver.com/mnews/article/055/0001059351?sid=100 감사원은 그제(18일) 군 당국이 100억 넘는 돈을 주고 성능 미달 방탄복 5만여 벌을 구매했다고 발표했습니다. 언론 매체들은 일제히 "뚫리는 방탄복"이라며 방산비리가 터진 것마냥 대대적으로 보도했습니다. 감사원의 지적이 허술하고 언론의 비난이 과해도 예년 같았으면 꾹 참았을 군 당국과 업체가 반발하고 있습니다. 한미의 국방규격을 통과한 제품이고, 감사원의 실험 기준이 자의적이었다며 발끈한 것입니다. 감사원이 해도 너무 한다고 생각하는 것 같습니다. 군 당국과 업체가 항변하는 것처럼 쏴도 쏴도 뚫리지 않는 방탄복은 세상에 없습니다. 강철 장갑 같은 튼튼한 소재로 두르면 안 뚫리겠지만 장병들은 무릎 꺾여 걷지 못합니다. 그래서 가벼우면서도 각 부위를 통틀어 몇 발까지 견디도록 기준을 정합니다. 문제의 방탄복은 한미의 이런 기준을 두루 충족했다고 합니다. 다만 감사원이 자체적으로 만든, 근본 없는 기준에 못 미친 것입니다. 감사원은 군 장비 감사를 하며 이런 소동을 종종 일으킵니다. 비전문가가 보기에도 무리한 감사인데 막무가내로 밀어붙였다가 100억 넘는 혈세를 날리기도 했고, 아까운 국방과학자의 목숨도 앗아갔습니다. 영업비밀을 전 세계에 누설해 수출길을 막았습니다. 이번처럼 막 쐈더니 방탄복 뚫린다며 윽박지른 적도 있습니다. 엉터리 감사가 반복되면 국산 무기·장비 개발 의욕은 꺾일 수밖에 없습니다. ------ 감사원의 헛발질이 한두번이 아니기에 개인적으로는 군당국의 말을 믿고 싶군요. 역시 분쟁이 있을때는 양쪽의 말을 다 들어봐야 PS) 아직 논란이 있는 내용인것 같아서 첨부합니다.
