https://n.news.naver.com/article/087/0000943056 정부가 대형마트 '월 2회 일요일 의무 휴업'과 '새벽 시간(자정∼오전 10시) 영업금지' 규제를 해제하는 방안을 검토 중이다. 26일 유통업계에 따르면 대·중소유통상생협의회는 대형마트 새벽시간·의무휴업일 온라인 배송 허용을 골자로 하는 상생안을 빠르면 연내 발표할 방침이다. 대·중소유통상생협의회는 산업통상자원부, 전국상인연합회, 한국체인스토어협회 등을 중심으로 구성됐다. 유통산업발전법에는 대형마트 온라인 배송에 관한 규정이 없지만 법제처가 영업 제한 시간이나 의무휴업일에 오프라인 점포를 물류·배송기지로 활용해 온라인 영업을 하는 행위는 점포를 개방하는 것과 사실상 같은 효과를 가지므로 법에 어긋난다고 유권해석을 내린 바 있다. 이에 대형마트가 운영하는 인터넷쇼핑몰은 새벽 시간에 오프라인 점포를 활용해 새벽배송을 하지 못하고 있다. 물류창고를 활용해 온라인 배송하는 것은 가능하다. 대형마트 관계자는 "영업 제한 시간이나 의무휴업일에 새벽 배송이 허용되면 매출이 증가하고 오프라인 점포를 배송 거점으로 쓸 수 있다"며 "이커머스 업체와 경쟁할 수 있게 돼 환영하는 입장"이라고 말했다. 대형마트 노동자와 중소 슈퍼마켓 상인들은 이러한 규제 완화에 반발하고 있다. ----------------------------------------------- 전통시장 상권 유지를 목적으로 진행된 법이긴 하지만 실제로 마트 쉰다고 전통시장가서 장보는 일은 잘 없죠;;; 오히려 마트노동자의 휴식을 보장해주는 정도의 의미만 남아있는것 같은데... 목 좋고 교통 좋은 곳마다 대형마트의 창고가 있는데에도 새벽배송과 관련된 물류거점으로 사용하지 못하는건 과도한 페널티 같아서 어느정도 완화는 필요해보이네요.
