BIS는 석연치 않은 부분이 있지만, 특히나 외환위기를 겪은 상황에서 BIS 6%대 보고서가 하나라도 나왔다면 허투루 보기는 어려웠을 겁니다. 내부 이사회에서는 BIS 비율이 10% 초였다지만 당시 시중에 나돌던 보고서들은 대부분 8.2%정도로 봤었다고 하죠. 나중에 2009년즈음인가 연구논문에서도 잘 잡았을때 8%중후반으로 봤다니까... 그래서 1~3심 모두 무죄를 주지 않았나 싶읍니다.
ISD는 사실 문제될 것도 없읍니다. 어차피 국가 개입으로 인한 문제로 쳐맞는 건 쳐맞는 거니까요. 그걸 크게 보도하는 쪽은 국제금융 생태계를 호도하는 거죠. 애초에 투자협정에서의 투자자 보호의 의미는, 국가가 해외투자받을 때 최대한 개입하지 말라는 것입니다. 저 문제는 한-미 FTA도 아니고 한-벨기에 협정이니 또 많은 비판들은 번짓수가 틀렸고...
사실 제일 이해가 안되는 부분은 2011~2년 사이의 금융위의 결정인데, 저때 정말 만장일치로 저렇게 판결했읍니다. 저건 기사 그대로입니다. 단순히 추경호만의 문제는 아니지만, 그렇다고 책임이 분산되지는 않는 거니까요.
물론 저는 2012년도 그렇고, 2003년 당시 외환은행이 그렇게 부실은행이었는가? 하면 지금 아카이브를 어느 정도 볼 수 있는 상황에서는 저 개인적으로는 아니오라고 보고 싶읍니다. 이강원 당시 행장이 취임할 때 이야기도 그렇고, 인수 전후로 나왔던 이야기들을 들어보면 은행의 상태에는 꽤 자신있어하는 눈치였지요. 물론 2002년 말에 은행들 대부분이 실적이 굉장히 안좋아지면서(카드대란 전) 또 한 차례 소위기가 있긴 했었고,
-하지만 2003년 론스타의 외환은행 인수 상황을 돌이켜보면 오히려 고마워해야 한다고 말하는 이도 적지 않다. 한 금융사 대표는 “당시 은행 경영자들은 엄청난 부실을 안고 있는 외환은행을 인수하는 론스타를 보고 제정신이 아닌 것 같다는 말을 했다”고 말했다(https://www.hani.co.kr/arti/economy/economy_general/487740.html 중에서)
이런 의견도 있었읍니다만, 적어도 당시 기사들을 주욱 다시 봤을때 아주 부실한 거 같지는...
저 이야기가 공식 석상에서 처음나온게 이강원도, 추경호도 아니고 김진표(당시 재경부 장관)의 2003년 7월 22일자 블룸버그 통신 인터뷰였을 겁니다. 그때 다들 반응들이 아주 황당하다고 했죠. 아니 거기에서 네가 왜 나오냐고. 저때는 금융위는 나오기도 전입니다. 그 이후로 일사천리로 진행되었지요. 저 시절이 지금과 비교가 안 되는 관치금융이던 시절을 생각하면 몸통은 재경위라고 보는게 맞읍니다.
BIS는 석연치 않은 부분이 있지만, 특히나 외환위기를 겪은 상황에서 BIS 6%대 보고서가 하나라도 나왔다면 허투루 보기는 어려웠을 겁니다. 내부 이사회에서는 BIS 비율이 10% 초였다지만 당시 시중에 나돌던 보고서들은 대부분 8.2%정도로 봤었다고 하죠. 나중에 2009년즈음인가 연구논문에서도 잘 잡았을때 8%중후반으로 봤다니까... 그래서 1~3심 모두 무죄를 주지 않았나 싶읍니다.
ISD는 사실 문제될 것도 없읍니다. 어차피 국가 개입으로 인한 문제로 쳐맞는 건 쳐맞는 거니까요. 그걸 크게 보도하는 쪽은 국제금융 생태계를 호도하는 거죠. 애초에 투자협정에서의 투자자 보호의 의미는, 국가가 해외투자받을 때 최대한 개입하지 말라는 것입니다. 저 문제는 한-미 FTA도 아니고 한-벨기에 협정이니 또 많은 비판들은 번짓수가 틀렸고...
사실 제일 이해가 안되는 부분은 2011~2년 사이의 금융위의 결정인데, 저때 정말 만장일치로 저렇게 판결했읍니다. 저건 기사 그대로입니다. 단순히 추경호만의 문제는 아니지만, 그렇다고 책임이 분산되지는 않는 거니까요.
물론 저는 2012년도 그렇고, 2003년 당시 외환은행이 그렇게 부실은행이었는가? 하면 지금 아카이브를 어느 정도 볼 수 있는 상황에서는 저 개인적으로는 아니오라고 보고 싶읍니다. 이강원 당시 행장이 취임할 때 이야기도 그렇고, 인수 전후로 나왔던 이야기들을 들어보면 은행의 상태에는 꽤 자신있어하는 눈치였지요. 물론 2002년 말에 은행들 대부분이 실적이 굉장히 안좋아지면서(카드대란 전) 또 한 차례 소위기가 있긴 했었고,
-하지만 2003년 론스타의 외환은행 인수 상황을 돌이켜보면 오히려 고마워해야 한다고 말하는 이도 적지 않다. 한 금융사 대표는 “당시 은행 경영자들은 엄청난 부실을 안고 있는 외환은행을 인수하는 론스타를 보고 제정신이 아닌 것 같다는 말을 했다”고 말했다(https://www.hani.co.kr/arti/economy/economy_general/487740.html 중에서)
이런 의견도 있었읍니다만, 적어도 당시 기사들을 주욱 다시 봤을때 아주 부실한 거 같지는...
