집행위 계획에 대한 평가는 나라마다 갈린다. 대표적으로 독일 오스트리아 룩셈부르크는 원전에 반대하는 반면 프랑스 체코 핀란드 등은 석탄연료 발전을 단계적으로 줄여가는 데 원자력이 중요하다고 본다.
로베르트 하벡 독일 부총리 겸 경제·기후보호장관은 dpa통신과의 인터뷰에서 “집행위 계획은 지속가능성을 위한 ‘착한 꼬리표(good label)’를 훼손한다”며 독일 정부가 승인하지 않을 것임을 분명했다. 그는 “이런 ‘그린워싱(친환경 위장)’이 금융시장에서 받아들여질지 의문”이라고 꼬집었다.
천연가스는 이산화탄소 배출량이 석탄의 약 절반이지만 가스 기반 시설이 지구 온난화 주범 중 하나인 메탄을 방출한다는 점에서 적잖은 반발이 예상된다. EU 자문단은 ‘㎾h당 이산화탄소 배출량 100g 이내’라는 조건을 충족하지 않는 한 가스 발전을 친환경 투자로 분류하지 말 것을 권고했다.

천연가스는 이산화탄소 배출량이 석탄의 약 절반이지만 가스 기반 시설이 지구 온난화 주범 중 하나인 메탄을 방출한다는 점에서 적잖은 반발이 예상된다. EU 자문단은 ‘㎾h당 이산화탄소 배출량 100g 이내’라는 조건을 충족하지 않는 한 가스 발전을 친환경 투자로 분류하지 말 것을 권고했다.
