  https://news.naver.com/main/read.naver?mode=LSD&mid=sec&sid1=001&oid=031&aid=0000637531 책임있는 태도를 취하겠다는 넷플릭스가 돌변, 망 무임승차의 정당성을 주장하기 위한 절차에 착수했다. 사실상 망사용료 지급을 반대하는 토론회에 임원이 나서는 한편, 국회에서도 정당성 입증에 보다 적극적으로 나서는 모양새다. 이같은 움직임은 넷플릭스가 관련 소송에 패소하고 국회와 미디어 대상 간담회에서도 망사용료를 낼 수 없다는 입장을 관철시키자 국회가 '망 무임승차 방지법' 마련에 집중하면서 불거졌다. 이같은 움직임에 따라 오히려 국회 개정안 통과가 가속페달을 밟을지 주목된다. 넷플릭스 "망 사용료 내기 어렵다".. 디즈니는? https://news.v.daum.net/v/20211106045956643 화두는 '망 이용대가'였다. 앞서 딘 가필드 부사장은 유관 부처와 의원들을 만나 망 이용대가와 관련 "비용을 전혀 부담하지 않겠다는 것은 아니다. 기술적 협력 등 대안을 검토하고 있다"고 전했다. 이날도 딘 가필드 부사장은 자체 콘텐츠전송네트워크(CDN)인 ‘오픈 커넥트 어플라이언스’(Open Connect Apliances·OCA)를 설치해 ISP의 트래픽 부담을 줄였다고 주장했다. 글로벌 CP(콘텐츠제공사업자)인 넷플릭스를 해외 판매자, OCA를 창고, SKB를 택배회사에 비유하면 넷플릭스는 창고에 물건을 가져다 놓은 대가인 접속료만 지불하면 된다는 주장이지만 SKB는 택배회사가 창고에서 물건을 소비자들에게 전달할 때 생기는 전송료를 받아야 한다는 것이다. OCA는 넷플릭스가 서비스 국가에 설치하는 자체 캐시서버다. 넷플릭스는 특정 시간대 가입자들이 볼 만한 콘텐츠를 OCA에 미리 저장해둔다. 즉 창고인 CDN을 직접 만든 셈이다. 이를 통해 넷플릭스로 인해 발생하는 트래픽량을 최대 100%까지 절감할 수 있다는 설명이다. 반면 디즈니플러스는 넷플릭스와 달리 자체 캐시서버가 아닌 CDN 외부 사업자를 이용한다. 디즈니는 CDN에게 사용료를 내고 해당 CDN이 국내 통신사 KT, LG유플러스에 망 이용대가를 내는 것이다. 사실상 디즈니플러스는 간접적으로 망 사용료를 지불하고 있는 셈이다. 이에 대해 김용희 숭실대 교수는 "누가 옳다기보다 디즈니는 서비스 외적인 리스크를 줄이기 위해 넷플릭스와 다른 결정을 내린 것으로 본다"며 "소송이 길어지면 넷플릭스에겐 장기적으로 불리할 수 있다"고 전했다. 넷플릭스 대박날수록 '망사용료' 요구는 커져 https://news.v.daum.net/v/20211027050503439 '인터넷망'은 '인터넷 고속도로'로 비유된다. 통신사가 CP에 인터넷을 사용할 수 있도록 도로를 깔아줬는데 사용자가 너무 많으니 이용료를 내라는 논리다. 사용자가 많으면 화질이 낮아지고 속도가 느려질 수 있기 때문이다. 넷플릭스 측은 망을 관리하는 것은 인터넷 회사 일이라는 입장이다. 국감 발언처럼 '캐시서버'를 만들어 놓았다며 망 사용료를 내지 않겠다는 것. 캐시서버(cache server)란 인터넷 사용자와 비교적 가까이 있는 서버를 말하며 일반적으로 기업 내에 인터넷 사용자가 자주 찾는 정보를 따로 모아두는 서버다. 인터넷 검색을 할 때마다 웹서버를 가동시킬 경우 발생하는 시간을 절약해 주는 네트워크 장비다. 인터넷에서 자주 일어나는 과부하 현상을 획기적으로 줄여준다. 넷플릭스의 캐시서버 이름은 '오픈 커넥트얼라이언스'(OCA)다. 그러나 ISP들은 캐시서버는 데이터 이용량을 근본적으로 줄이는 게 아니므로 캐시서버의 노력은 인정하지만 망 사용료는 내야 한다는 입장이다. 넷플릭스와 같은 글로벌 콘텐츠 공급자(CP)가 망 사용료를 내야 한다는 주장이 국회, 정부, 법원, 국내CP, 글로벌CP 경쟁사 등등으로부터 공감을 얻고 있는 가운데, 국회가 '망 무임승차 방지법'을 발의합니다. 이에 넷플릭스는 부정적인 의견을 보이면서 소송전을 벌이는 SK브로드밴드와 대화하겠다는 입장입니다. 과연 망 사용료를 내야 하는지의 여부, CP 간에 망 사용료 지불 형평성의 결정이 어떻게 될지 주목됩니다.
