https://headlines.yahoo.co.jp/article?a=20200306-00010004-newsweek-int&p=1 경제학자 오바타 세키(小幡績)의 칼럼입니다. 제목에 비해 내용은 아베 실드(!)입니다만... 이하 전문 번역입니다. 문장을 매끄럽게 하기 위한 약간의 의역이 있습니다. ----- <아베 수상이 표명한 중·한 2개국으로부터의 입국규제는, 제대로 된 관료가 붙어 있었다면 있을 수 없는 선택지였다. 그 탓에, 신종코로나바이러스 위기는 거대한 경제위기로 발전할지도 모른다> 마침내 일본은 끝났다. 아베 수상은 지난 5일 신종코로나바이러스감염증 대책본부회의에서, 중국·한국으로부터의 입국자(양국에서 귀국하는 일본인도 포함)에 대해 지정된 장소에서 2주간 대기하고, 국내의 대중교통을 이용하지 말 것을 요청한다고 표명했다. 끝이다. 학교 일제휴교 요청이 99% 잘못이라면, 이것은 200% 잘못이다. 가치관의 차이, 전망의 차이, 사실인식의 차이, 모든 것을 뛰어넘어 모든 면에서 잘못된, 어떤 입장을 채택한다 해도 이 시책은 잘못이며, 그냥 의미가 없는 정도가 아니라, 일본을 결정적으로 적극적으로 망치는 결정이기 때문이다. 미즈기와 대책은 이제 의미가 없다. 할 거였다면 1월, 적어도 2월 초다. 감염 확대 방지를 할 거라면 국내 대책이 전부고, 그 이외에는 의미가 없다. 이미 중국이나 한국에서 관광으로 일본에 오는 사람은 거의 없다. 오는 것은 어떻게든 올 필요가 있기 때문이고, 비즈니스다. 그리고 일본인도 포함한다니, 이건 100% 비즈니스 아니면 현지에서의 퇴직자인데, 일본 경제를 무너뜨릴 뿐만 아니라, 일본의 동포를 희생시키는 - 격리될 거라면 차라리 귀국하지 않고 현지에서 리스크에 노출되는(폐렴 리스크뿐만 아니라 다양한 사회적 리스크) 것을 택한다 - 조치이다. 어째서 이렇게 되어 버린 것인가. <지도자의 행동 편향> 아베 수상의 개인적인 잘못은 아니다. 위기에 리더를 떠받친다. 그것이 스태프의 역할이고, 일본에서는 관료의 역할이다. 그것에 실패하고 있다. 모든 것은 일부 관저 관료 및 그들에게 붙어 있는 가짜 전문가들 때문이다. 내가 정부에서 일할 때 배운 것은, 리더는 위기 상황에서 중압감 때문에 움직임이 자유롭지 못할 때가 있다는 것이다. 판단도 둔해지고, 사실을 정확하게 파악할 수 없게 된다. 그럴 때 정확한 팩트를 전하고, 사실 면에서 잘못되지 않은, 다만 사고방식이나 가치관에 따라서는 몇 가지 선택지가 있을 수 있으니, 그것들을 제시해야 한다. 결정하는 것은 리더이고, 정치이다. 그 다음은 의사결정 후에 리더십을 충분히 발휘할 수 있도록 받쳐 주는 것이다. 모두 반대로 하고 있다. 그것이 관저의 수상 주변 인물들이다, 라고 상상한다. 있을 수 없는 선택지는, 어떻게 해서든 멈추지 않으면 안 된다. 의견이 다른 것은 어쩔 수 없고, 당연한 일이다. 그러나 어떤 입장에서도 있을 수 없는 의사결정을 하도록 둬서는 안 된다. 그리고, 리더는 초조하다. 위기에 있어서는 초조하다. 게다가, 위기 상황에서 최선을 다한 뒤 이제 기다릴 수밖에 없다, 라는 때, 그 기다리는 시간이 길어지면 리더는 더욱더 초조하다. 답답해지고 아무 것도 못하는 스스로를 탓하게 된다. 스스로 움직이고 싶어져 버린다. 정의감이 있는 리더일수록, 솔직하고 나이브하면 더 말할 것도 없이, 움직이지 말아야 할 곳에서 움직여 버린다. 그런 행동 편향이 존재한다. 그것을 멈추는 것이 측근, 브레인, 스태프의 역할이다. <위기에 약한 일본> 일본은 원래 그런 위기에 약하다. 태평양전쟁도 점점 가난해지고 앉아서 경제적 패배를 받아들일 수밖에 없었을 때, 참지 못하고, 이길 수 없는 도박을 했다. 2011년 3월 11일도 그렇다. 원전 사고는, 반성하지만, 일어나 버린 사고를 받아들이고 담담히 처리할 수밖에 없었는데, 수상 스스로 후쿠시마 제1원전 현지에 들이닥치는 것 같은 쓸데없는 움직임에 의해, 사고를 확대하고, 세계적인 악평을 높이고, 뜬소문을 세계적으로도 국내적으로도 퍼뜨려, 쓸데없이 경제적 위기를 확대했다. 이번 위기는 제2차대전, 2011년의 지진에 비하면 큰 위기도 아니다. SARS로도 신종플루로도 일어났던 일로, 세계적으로 정치·사회적 의사결정, 판단, 감정적인 반응 레벨이 히스테릭해지고 있는 와중에, 경제적으로 쓸데없는 위기가 일어나고 있을 뿐이다. 그러나 그 경제적 위기는, 지금까지의 그 어떤 것보다도 커질 가능성이 있는 것으로 보인다. 위기 자체는 경미한 것인데, 그에 대한 대응을 잘못하여 위기를 전대미문의 바이러스에 의한 경제위기로 만드는 것은(실제로는 스페인독감 쪽이 클 텐데) 어리석음 이외의 무엇도 아니다. 그렇다면 어떻게 해야 하나. 건설적으로 제안하자. 만악의 근원인 스태프, 측근, 가짜 전문가들을 교체하라. 그리고 중립적이며 성실한 스태프, 진짜 전문가를 관저에 초빙하라. 리더 자신을 교체하는 방안도 이론적으로 가능하나, 타당하지는 않다. 한창 위기일 때 리더를 교체해서는 안 된다. 게다가 이번에는 리더 자신의 문제는 아니다. 리더의 몇 가지 의사결정이 결정적으로 잘못되었을 뿐이다. 또한 그 잘못은 사적 이해관계에서 나온 것이 아니라, 위기 속에서 정의감으로부터 오는 초조함이 잘못된 움직임이 되어 버렸다, 라는 행동경제학으로 보면 전형적인 행동 편향 때문이고, 이 편향은 다음 리더도 가질 수 있는 것이며, 이 편향의 제거는 리더 자신이 스스로 할 것이 아니라, 스태프와의 관계, 관계구조를 바꾸는 것으로밖에 실현할 수 없기 때문이다. 그래도 관저가 다시 태어나지 못한다면, 그때가 리더를 교체할 때다.
