몇 가지 방안으로는
기사에 나온 것을 제외한다면
일정 규모 이상의 사업체는 콜센터를 무료로 운영하도록 강제하던지 (다만 이건 좀 현실적으로 무리일 가능성이 있습니다)
콜센터가 아니라 상담원 실제 연결 전까지는 한 푼도 과금되지 않게 하던지 (이 정도는 압력 좀 넣으면 네고 거쳐서 기업이든 통신사든 받아들일 수 있다고 봐요)
최소한 휴대전화 무료망 걸 때 만큼은 못 받게 하던지
아니면 번호 안내할 때 유료임을 무조건 같이 공지하도록 법적으로 강제하던지
