http://www.nocutnews.co.kr/news/4980332 이하 인터뷰 내용 다음은 최 선임연구위원과의 일문일답. ▶4일 발표한 보고서를 살펴보면 향후 고용 감소 전망에 대해 최대의 수치, 최악의 시나리오를 잡은 셈인데. = 맞다. ▶정부의 개입이라 할 수 있는 일자리 안정자금 영향은 일체 다 빼놓은 것인가? = 최저임금 산입범위 확대도, 일자리 안정자금도 고려하지 않았다. ▶외부변수를 다 뺐다는 말인가. 문재인 정부의 소득 주도 성장 논리로 최저임금 등 소득을 높이면 내수 증대로 인해 고용 증가로 간다는 시나리오가 있다. 이 효과 역시 감안하지 않은 건가. = 감안하지 않았다 ▶결국 모든 것을 다 빼고 봤을 때 이론상 가능한 최대치인 셈인 건가. = 그렇다. 우리가 이론적 문헌을 통해 (분석)했을 때 금년도 효과를 한 3~8만여명으로 분석결과를 제시했다. 그런데 현실적으로 일어난 것을 보면 3만명도 안된 것으로 본다. 왜냐하면 여러 보완조치가 들어갔기 때문이다. 앞으로 우려되는 것으로 향후 9만명, 14만명 (고용 감소 효과를) 얘기했는데, 현실적으로 그렇게 일어날 가능성은 매우 희박하다. 왜냐하면 이미 산입범위를 넓힌데다 각종 보완조치가 들어갈 것이기 때문이다. ▶다만 여러 상황상의 최대치일 뿐 실제로는 그렇게 고용감소가 많이 일어날 가능성은 매우 높지 않다, 만약 일자리 안정자금을 지금보다 축소된 규모라도 정부가 개입하겠다는 신호를 보내면 고용 감소 폭이 더 줄어들 수 있다는 얘기인 건가. = 맞다. ▶다수의 언론은 8만명, 14만명이 해고된다고 보도했다. 그런데 기자브리핑에서도 예측일 뿐이라고 계속 강조했는데. = 제가 아무리 그렇게 얘기를 해도 그렇게 보도하기 때문에 사실 많이 부담스럽다. 언론 헤드라인에 금년도 8만명 고용 감소 한다고 뽑았더라. 그렇게 (기사를) 쓰면 세상 사람들이 내 말을 아무도 안 믿을 것이다. 올해 8만명 일자리 감소라고 하면 상식적으로 이걸 아는 사람(전문가)들은, 그 누구도 내 말을 안 믿을 것이다. 금년도 나온 (고용 영향) 효과는 이미 수치적으로 다 나온 것이다. 금년도 효과가 거의 안 보인다는 것은 누가 봐도 숫자가 딱 나온 것이다. 더 왈가왈부할 것도 없는 문제다. ▶고용정보원도 3월까지 통계를 보면 고용 변동이 없다고 했는데. = 그렇다. 모든 통계가 그렇게 나온다. 금년도 효과가 어떻고 하는 것은 답이 다 나왔다. 그렇기 때문에 청와대 장하성 정책실장의 고용감소가 없었다는 언급도 있지 않나. 그것은 팩트다. 결국 사람(기자)들이 내 보고서를 안 믿은 것 밖에 안된다. 현실적으로 가능성 높은 얘기는 이미 산입범위가 확대됐고, 최저임금 범위도 현실적으로 서로 협상해서 할 것으로 보인다. 그러면 현실적으로 이런 고용 감소 숫자가 나오지 않을 것이다. 여러 내용을 검토 분석한 결과로서 봐달라. —- 음????? 보고서 전문을 보고 싶네요.
