82쿡 현자(어그로꾼?)가 쓴 <정부는 집값을 일부러 안잡는다>의 후속편입니다ㅋ 아래 유머글에 댓글로 달았다가 너무 길어서 새로 올려봅니다. ============================================================ 지난 1,2편의 글로 인해 온갖 곳에서 많은 공감과 응원, 물론 질타도 받았습니다 특히 성령 충만하신 분들께서 극대노하시며 [도대체 부동산을 어케 잡으라는거냐? 그럼 니가 대안을 내봐라!] 하십니다 그런데 사람이 양심이 좀 있어야 합니다. 저더러 대안을 내라고 할 거면 저를 대통령 자리에 앉혀주든가 하다못해 국토부장관 정도는 한자리 시켜주고 말을 해야죠 그거 하겠다고 그 자리 올라가서 연봉 수억씩 받고 앉아계신 분들 아닙니까? 부동산 잡겠다고 호언장담을 했으면 잡는 방법은 그 양반들이 생각을 해야지 21번 대책을 내도록 실패해 놓고 이제 와서 대통령님께 피자 한 조각 얻어먹은 바 없는 평범한 백성 1인 저한테 해결책을 내라고 윽박지르시면.....ㅠㅠ 그래도 저는 타고나길 대인배인 바 대안을 말씀드리겠습니다 집값을 어떻게 잡느냐! 심플합니다 공급은 늘리고 수요는 줄이면 됩니다 공급은 말 그대로 집을 지어주는 겁니다. 이명박이 세곡내곡자곡에 보금자리주택 투하하듯 요지에 그린벨트 풀고 요지에 재건축 재개발 다 허가하고 한방에 다 때려지으면 됩니다 참고로 이명박 당시 민주당은 뭐라고 했느냐 [반값아파트가 무슨 친서민 정책이냐 임대아파트를 더 지어야한다] 고 주장했습니다 그러니까 제가 1편부터 말했죠? 이분들이 생각하는 '서민' 이란 반값되면 살 수 있는 사람은커녕 아예 처음부터 집살 꿈도 못꾸는 계층이라고요 그럼 다시 본론으로 돌아가서 공급은 그렇다 치고 수요를 어떻게 줄이냐? 당시 이명박 정부에서 그린벨트 풀어 때려지으며 뭐라고 했느냐 '이래도 (부동산이) 안잡히면 더 짓겠다'고 엄포를 놓습니다 이명박은 알고 있었습니다 물량폭탄앞에 장사없는 법이라는 것을..... [필요하면 정부가 언제든 요지에 아파트를 계속 공급해준다 그러니 부동산으로 큰돈을 벌 수는 없다] 라는 생각을 국민들이 가지게 되면 자연히 집을 안사게 됩니다 즉 수요가 자연히 줄어듭니다 제가 지금 계속 '요지에'를 반복하는 걸 눈치채셨을 겁니다 요지가 아닌 뭐 3기 신도시 이런거는 공급으로 치지 않습니다 에르메스 버킨이 꼭 하나 갖고 싶은 사람한테 버버리빽 토리버치빽 백개 안겨줘봐야 버킨에 대한 열망이 사그라들까요? 아뇨 그럴수록 더 갖고 싶어집니다 상급지에 대한 수요를 하급지가 대체할 수 없습니다. 어쨌든 공급은 지어서 해주는 것이고 수요는 앞으로도 계속 짓겠다 확신을 주어야 줄어드는 것입니다 그런데 현 정부는 처음부터 완전히 거꾸로 했습니다 일단 재건축 재개발 다 틀어막아서 미래 공급을 원천차단시켰습니다 그뿐인가요 공급이란건요 새 집을 지어서 물량을 늘리는 것도 공급이지만 원래 있는 집을 내놓게 만드는것도 공급입니다 그런데 내놓지를 못하게 했어요 임대사업자로 묶고 양도세로 묶고 몇년 실거주 안하면 (이젠 하도 자주 바뀌어서 몇년인지도 모르겠음) 못팔게 묶고 하여튼 이래저래 집을 팔 수 있는 길을 차단을 해버렸습니다 그래서 처음부터 여러 부동산 전문가들이 8.2 대책을 보고 [이건 부동산을 잡는 게 아니라 폭등시키려는 대책이다] 라고 천번 말했었습니다 그럼 현 정부가 공급은 막았다 치고 수요는 어떻게 늘렸다는 거냐? 문재인 정권 들어와서 출산률이라도 폭발했다는 거냐? 공급과 마찬가지 이치입니다 새 집을 지어주는 것만이 공급이 아닌 것처럼 비단 인구가 늘어나는 것만이 수요가 느는 게 아닙니다 애초에 집 살 생각이 없었던 사람 가만 냅뒀으면 걍 전세살며 돈 모아서 한 십년쯤 후에 샀을 사람 돈모아 그까짓 집한채 사면 뭐하나 오늘 치킨시켜먹고 말지 하면서 욜로욜로했을 사람 십 년이고 이십 년이고 소중히 청약통장 가꾸고 있었던 사람 이런 사람들에게까지 싸그리 지금이 아니면 못 산다는 시그널을 줘서 너도나도 땡빚이라도 내서 다급히 부동산에 뛰어들게 만든 그게 바로 수요를 늘린겁니다 사실은 공급을 막은것보다 이쪽이 훨씬 악질이라고 저는 봅니다 왜냐하면 집은 언제든 지어서 공급할 수 있지만 사람들 머릿속에 박힌 인식은 쉽게 없앨 수 없습니다 9.13 규제로 대출이 막혀버렸고 12.16 규제로 상급지로 갈아탈 수 없어졌고 6.17 규제로 무주택자조차 한채 전세끼고 사둘수가 없어졌습니다. [집 안 사면 새 된다] [지금 당장 사지 않으면 다음번에는 더, 다다음번에는 더더 힘들어진다] [집값은 오늘이 가장 싸다] 각종 규제로 이 인식을 박아주는 짓을 자그마치 21번을 반복했고 앞으로도 또 할 거지요 단순히 전세 한텀 더 살았다고 자기 인생 자체가 바뀌어버린 이 악몽같은 경험은 웬만해서 잊혀지는게 아닙니다 몸으로 체득한 이 경험을 사람들이 뇌리에서 지우기에는 또 얼마나 세월이 걸릴지 모르겠네요 이렇게 공급은 이중삼중사중으로 꽉꽉 막아놓고 수요는 폭발시키는 짓을 했는데 집값이 오르지 않는다면 그게 현대 경제학의 기적이겠죠 어떻게든 정부의 책임을 좀 덜어보고자 저금리니 유동성이니 외부 요인들을 많이 이야기하시는데요 사실 이런 요인들은 그냥 거들었을 뿐입니다 가장 중요한 것은 수요와 공급입니다 참고로 놀랍게도 주택시장은 요 몇년 과물량 공급 구간에 있었습니다 물론 전 정부에서 해놓은건데 이걸 현 정부에서는 '공급은 충분하다'로 우기는 근거로 잘 써먹었습니다 그런데 문제는 현 정부 내내 공급을 틀어막았기 때문에 앞에 기다리는 것은 지옥 수준의 공급절벽입니다 과물량 구간에도 이리 올랐던 부동산이 공급절벽이 오면 어떻게 될까요? 제가 이쯤에서 어떤 사실을 한가지 알려드리겠습니다 1편에서 정부는 님들이 집 가지는걸 싫어한다고 이미 말했습니다 그런데 사실 놀랍게도 정부는 전세조차 안좋아합니다. 그나마 자가를 가지는 것보다는 좀 낫다는거지 전세도 딱히 탐탁치는 않아요 왜냐 사람이 전세를 사는 이유는 대부분은 전세를 살면서 돈을 모으기 위해서이며 한국사람은 돈을 모으면 뭘 하느냐 집을 삽니다. 닌텐도 [모여봐요 동물의 숲]이라는 게임이 있습니다 아마 안해 보신 분도 대부분 이름 정돈 들으셨을겁니다 그 게임에서 한국인들이 뭘 하느냐 대출 받아 집을 사고 열심히 벌어 빚을 갚고 다 갚으면 또 대출받아 집을 늘리고 열심히 벌어 빚을 갚고 그것도 다 갚으면 또 대출받아 집을 늘리고 죽어라 벌어 빚을 갚고... 를 반복합니다. 아니 뭐 그런 게임이 다 있냐고요? 원래 그런 게임입니다 ㅋㅋ 그래서 동물의숲 유저들 사이에서는 집값을 대출해주는 너구리를 일컬어 고리대금업자라고 부르는데요 실상 이 너구리는 놀랍게도 유저에게 담보제공도 안받고 심지어 LTV DTI도 안따지고 전액 빌려줍니다, 어차피 빚내서 집사고 돈벌어 갚는 건 마찬가지라도 역시 게임세상은 현실세상따위보다 단연 아름답습니다 어쨌든 이 게임에서 다른나라 유저들이 나비 한마리씩 잡고 물고기 한마리 잡고 조개 하나씩 주우며 낭만적인 섬 생활의 여유를 만끽할때 한국인 유저들은 나비 물고기 조개를 말 그대로 씨알이 마르도록 남획하여 집 앞에 산처럼 쌓아놨다가 다음날 몽땅 내다팔아서 빚을 갚습니다 (*밤에는 가게 문 닫아서 싸게 팔아야 됨) 즉 게임이 아니라 노동을 합니다 내 집 한 채 번듯한 한 채를 갖는 것 게임속에서조차도 그걸 목표로 살아가는 이게 한국인입니다 즉 한국인의 내집에 대한 집착은 아예 DNA에 박혀있는 사항입니다 그러니 전세살면서 돈모아 어디 쓰겠습니까? 집 사겠지. 정부가 전세도 별로 탐탁하게 생각하지 않는 또 한가지의 이유는 집을 사는 걸 한층 쉽게 만드는 제도가 전세이기 때문입니다 당장 현금 주곤 못 살 사람들이 전세끼고 사두잖아요 이거 정부로선 굉장히 싫은 일입니다 엥? 싫어한다는 증거 대라고요? 이번에 무주택자가 전세끼고 사두는것도 막았잖아요. 진짜 투기를 막고 싶은 게 전부라면 무주택자가 전세끼고 한채 사두는건 안건드렸겠죠? 이번에 재건축 실거주 2년 조항 만들면서 이러면 전세입자가 쫓겨난다는 생각을 정부가 미처 못했을까요? 아뇨 뻔히 보이는데 신경 안쓴겁니다 왜냐면 전세 사는 것도 썩 맘에 안드니까 이참에 쫓겨나서 월세로 옮기는게 보시기에 좋았던 겁니다 즉 정부가 생각하는 가장 바람직한 주거형태는 자가도 전세도 아닌 월세이며 사실 궁극적으로 원하는 것은 월세보다도 모두가 집 한 채씩 가지는 '평등사회' 입니다 물론 한 채의 종류는 다 다릅니다 롯데시그니엘 300평짜리도 한채고 저기 이문동 재개발구역 옥탑방도 한채입니다 (다른 생각은 없고 제가 처녀시절 살았던 곳이라 예로 들었을 뿐입니다 이문동 화이팅) 주석궁도 한채 꽃제비가 사는 움막도 한채인 것처럼요 문제는 누가 어느 주택에 들어가느냐가 랜덤이 아니라는데 있죠 모두가 한채씩 '평등하게' 집을 가지는 사회에서 조국 전 장관과 저 두 사람이 있고 롯데시그니엘 300평이 있고 이문동 재개발구역 옥탑방이 있습니다 과연 롯데시그니엘에 들어가는건 제가 될까요 조국 전 장관이 될까요? 답은 여러분도 잘 알고 계실겁니다 '어떤 동물들은 다른 동물들보다 더욱더 평등하'기 마련입니다. 다시 본론으로 돌아가서 그래서 정부로서는 가뜩이나 은근히 전세도 없앴으면 좋겠는 마당에 고맙게도 눈치없는 무주택자들이 또 불까지 붙여줍니다 "정부는 뭐하냐 보유세 팍팍 올려라! 그러면 집값 잡힌다!" 실제로 보유세를 올리면요 올린만큼 월세에 전가되며 전세는 월세로 대체됩니다 결국 전세제도 자체가 점점 사라지게 됩니다 정부로서는 꿩먹고 알먹고죠 집주인들 줘팰 수 있고 세수를 늘릴 수 있으며 전세자들이 자가보유로 가는 길을 자연스럽게 없앨 수 있고 무주택자들에게 사이다까지 먹여줄 수 있습니다 그러니까 보유세는 그렇게 올려라 올려라 노래 안 부르셔도 어차피 계속 올릴겁니다 보셨죠 이번에 법인 얻어맞는거? 다음번엔 누구 차례일까요? 그런데 이렇게 보유세를 올려버린들 집주인이 새가 되느냐? 물론 그렇지 않습니다. 안타깝게도 자본주의 시스템 하에서 궁극적으로 자본가만 골탕먹일 수 있는 방법은 없습니다 무슨 짓을 해도 타격은 결국 못 가진 자들이 더 받게 되어있습니다 돈은 자석과도 같은 것이라 아무리 가진 자들에게서 강제로 뜯어서 못 가진 자들에게 뿌려준다 해도 결국 귀신같이 가진 자들에게 다시 돌아오게 돼 있습니다 즉 이 정부의 정책 하에서는 필연적으로 잘 사는 사람은 점점 더 잘살고 못 사는 사람은 점점 더 못 살 수밖에 없는 것입니다 이쯤되면 제가 정부를 굉장히 싫어한다고 생각하실지 모르나 천만의 말씀입니다 제가 1편에서 말했죠 집주인 즉 지주는 뭐다? 죽창으로 찔러죽여도 시원찮을 존재가 바로 지주입니다. 근데 실제로 죽창으로 찌르지 않잖아요 그냥 젠틀하게 세금만 걷고 말잖아요. 얼마나 감사합니까 비아냥거리는 게 아니고 진심으로 감사합니다 저는 왜냐면 이분들이 저같이 어설프게 사다리 올라오려는 인간을 얼마나 증오하는지 잘 알고 있기 때문입니다. 만약에 제가 권력을 잡았는데 그렇게 미운 놈이 있으면요 벌써 광화문에 일일이 굴비엮듯 나오게 해서 집 많이 가진 놈 순서대로 자아비판하게 만들어서 개 망신을 줬을겁니다 근데 그렇게 안하는 걸 보면 이분들의 인격이 얼마나 고매한지 잘 알 수 있는 부분입니다 아 자기들도 집주인이니까 그렇게는 안하는거 아니냐고요? 아니요 그분들은 집을 열 채씩 가져도 아무 죄가 안되는 분들입니다 말했잖아요 계급이 같지 않다고. 노비놈이 갓 쓰면 관아에 끌려가서 곤장 맞지만 양반들이 갓 쓰는건 너무나 당연한 일인 것입니다 정부가 집값을 '안' 잡는 이유... 사실 저는 정부가 처음부터 이러려던건 아니라고 생각합니다 8.2 정책을 낼때는 나름 진심이었고 처음엔 진짜로 집값을 잡으려고 했다고도 생각합니다 그런데 본인들이 호언장담을 한 것과는 달리 집값은 점점 올라가는데 지지율이 계속 안떨어지니 어느 순간부터 핀트가 나가버린 거라고 생각합니다 어 사람들도 이걸 바라네? 특히 총선 압승 이후에는 이제 안드로메다로 가버렸습니다 엥? 우리가 일을 이렇게 해놨는데도 180석이네? 원래 집값을 올리는 게 이분들이 은근 바라던 바인데 심지어 지지율도 잘나옵니다 누이좋고 매부좋고 도랑치고 가재잡는 격이죠 그럼 이제 정말 이니 맘대로 다 하는겁니다 지금 나오는 부동산 대책이란 것들 위헌소지가 한두개가아닙니다 사유재산권 보장 거주이전의 자유 몽땅 다 개나 줬죠 그래도 아무 문제 없습니다 이래도 180석이 나오고 지지자들이 알아서 남탓을 해주니까요. [풍부한 유동성 저금리를 정부더러 어쩌란 말이냐!] [이명박근혜가 올려놓은게 지금 효과가 나타나는 것뿐이다!] 비단 집값뿐 아니라 모든 방면에서 이렇습니다 그분들이 뭔가 잘못을 하면 수사하는 검찰이 적폐가 됩니다 그분들이 위안부 할머니 돈을 착복하면 할머니가 토착왜구가 됩니다 이러한데 뭔들 마음대로 못할까요? 한 50차 대책쯤에서는 [집 한 채 이상 가진 사람한테서는 집을 뺏어서 무주택자에게 준다] 이런 정책이 나와도 저는 조금도 놀라지 않겠습니다 이렇게 쓰니까 허황한 개소리같죠? 그럼 좀 다르게 말해볼까요? 실제로는 이정도가 될겁니다 [거주주택 이외의 주택은 국가가 매입하여 공공주택 조성기금으로 활용한다] 같은 말인데 이렇게 쓰니까 훨씬 현실성 있어보이죠?ㅋ 아마 다음 대선에도 민주당이 당선되면 충분히 이럴 수 있을 겁니다. 제가 이 정부에 대해서 늘 놀라는 지점은 정말 놀랍도록 자신들에 대해서 숨기지 않는것입니다 이 사람들은 자기들이 뭘 지향하는지 어떤 사회를 만들고 싶어하는지 단 한 번도 숨긴 적이 없어요 조금이라도 숨기고 싶었다면 조국이 '굳이 용 될 필요 없이 예쁘고 따뜻한 개천 만들자'고 말을 안했을 것이고 장하성이 '내가 살아봐서 아는데 모든 사람이 강남 살 이유가 없다'고 안했을 것이고 조희연이 '나는 용기가 없어서 자식을 (외고 보내) 주류로 키웠다 (하지만 니들은 용기 내서 자식 일반고 보내라 화이팅)' 라고 하지 않았을겁니다 작년 연말에 대통령이 국민과의 대화에서 훈시하시였습니다 '부동산 잘 잡고 있다 자신 있다' 즉 내 뜻대로 잘 되고 있다고 대놓고 말한겁니다 아예 숨긴 적조차 없어요 이분들은 그리고 가장 놀라운 지점은 숨기지도 않고 대놓고 하는데도 늘 지지가 따라오는 것입니다 즉 정부가 집값을 잡지 '않은' 것은 결코 정부 잘못이 아닙니다. 잘못이 있다면 우리 이니 하고 싶은 대로 다하라고 외쳤던 대@리가 깨져도 지지하겠다고 외쳤던 결정적으로 집값을 이 지경으로 만들었는데도 또다시 180석으로 화답해준 바로 님들에게 있습니다 그리고 이 글을 읽으며 음 띵문이군 하고 고개를 끄덕여 놓고도 정작 다음번에도 투표장에 들어가면 '에이 그래도 어떻게 통합당을 찍어~ (통합당이 뭘했는진 잘모름 아무튼 나쁨)' 하면서 민주당에 한표 찍고 나올 바로 님들에게 잘못이 있습니다. 그래서 저는 정부를 비난할 의도가 처음부터 없었고 지금도 없습니다 비록 저는 지지하지 않으나 대다수가 지지하여 당선된 정부가 대다수가 원하는 대로 하고 있는 것뿐이니까요 그게 민주주의이며 민주주의가 비록 불완전하나 현 시점으로선 이것보다 더 좋은 제도를 찾을 수가 없습니다 그러니 혹 이 정부의 정책에 불만이 있으시다면 부디 앞으로는 얼굴이 복지인가 사람 냄새 나게 생겼는가 이런 거 말고 내가 지금 누구에게 왜 투표하는가 나의 이 한표가 나와 내 자식들의 미래를 어떻게 바꾸는가 잘 생각하시고 행사하시기 바랍니다 마지막으로 부연설명을 하나 하자면요 [에이 설마 정부가 집값을 일부러 안 잡기야 했겠어?] 이거에 대해서 좀체 미련을 못버리시더군요 저더러 음모론이라면서요. 대부분 똑똑하신 분들이 이러시는데 [일부러] 라는 것은요 정부가 무슨 애니메이션에 나오는 악의세력 보스처럼 흑가면 뒤집어쓰고 [가난한 놈들이 감히 집을 사려들어? 큭큭큭 쳐올려서 막아주지...!] 이런 중 2병 대사를 읊는 것만이 일부러가 아닙니다. 공급을 안하면 결국 못잡을 것을 알면서도 죽어라 공급만은 안하는 것 21번 실패할 동안 방향수정을 단 한 번도 안했고 22번째도 안할 것 이렇게 하면 부작용이 생길 것을 알면서도 강행하는 것 그것도 훌륭한 [일부러] 입니다 며칠전 서울 집값이 현 정부 출범 이후 52프로가 올랐다는 경실련 주장에 국토부가 반박자료 냈죠? (지금 제가 안과수술 데기중이라 읽다 말긴 했지만) 재미있게 잘 풀었네요
문정부 들어설때부터 이정부의 지지율 및 평가는 부동산 때문에 곤두박질칠거다 라고 생각했는데 페미코인으로 남성들 지지율 평가는 생각보다 빨리 떨어졌다가 코로나로 오르면서 의외라고 생각했는데... 정책으로 이제 메다꽂아주시네요
개인적으로 부동산쪽에선 자유주의 다른 분야는 조금 사회주의 성향이 있었는데 전체적으로 제 지지성향까지 틀어주시네요 허허허.
