친구의 말에 따르면 영국은 한 때 위대한 사민주의 국가였으나 이젠 대쳐와 캐머런, 그리고 놀랍게도 토니 블레어가 다 망쳐버렸다고 합니다. 이 말이 맞느냐 아니냐는 사실 제가 정확히 알 길이 없고, 다만 피부로 느낀 몇몇 사례들이 있을 뿐입니다. 1. 보육 도영 당시 제 쌍둥이 딸들은 생후 10개월 정도였습니다. 갸들을 혼자서 본다는 건... 둘이라서 두 배 힘든 게 아니라 체감상 한 네 배 정도 힘듭니다. 송일국네 삼둥이 뭐 그런 건 다 풀타임 베이비 시터가 2~3명, 거기에 아마도 친정엄마까지 붙어서 키우는 거에요. 방송에서 나오는 건 그냥 방송일 뿐...ㅠ.ㅠ 도영 초기, 제가 낯선 학사과정에 이리치이고 저리치이는 동안 와이파이님은 잠도 제대로 못자고 애들에 치이면서 우울증 증상까지 겪었답니다. 문자 그대로 매일 밤 애 재우고 나면 울었어요. 일조량이 절대적으로 부족한 영국의 겨울도 우울증에 쥐약이었지요. 당연히 보육 부담을 덜어줄 방법을 백방 알아봤습니다. 집 근처에 너서리 (Nursery 우리나라 어린이집이나 유치원 정도에 해당)가 몇 개 있어서 자리가 있는지, 가격은 얼만지 물어봤더니, ... 2세 미만 아동 둘을 주 5일 맡기는 비용이 무려 연간 4300만원입니다. 이게 지금 단위를 잘못 쓴 게 아니라는 걸 강조하는 의미에서 다시 말씀드리자면, 사천삼백만원이 넘습니다. 복지국간데 설마 무슨 수가 있겠지 하고 어떻게 돈 나올 구석이 없나 구석구석 알아봤는데 학생 신분의 부모들이 신청할 수 있는 지원금 같은 것들이 있긴 있더군요. 하지만 모두 영국인 아니면 EU 시민에게만 주는 돈이고 저 처럼 외지인에게 나오는 돈은 없었습니다. 아니 그래도 뭔가 있지 않을까해서 알아봤더니 주 15시간 무상 보육 같은 게 있더군요. 만 3세부터 5세 사이의 아동만요. ㅜㅜ 깔끔하게 포기했습니다. 베이비시터? 사람 값이 비싸서 보육 비용이 비싼 건데 베이비 시터 값이 쌀리가 없지요. 게다가 문화적 차이 때문에 다른 나라 사람들 부르기도 뭐하고... 한국인 시터는 커녕 한국인 자체가 극소수 희귀종족이고.... 이쪽도 깔끔하게 포기했습니다. 2. 국가의료체계 (NHS: National Health Service) 영국의 공공의료시스템은 한국과 꽤 유사합니다. 의료서비스는 기본적으로 무료이용이라고 생각하시면 되고, 심지어 안경이나 치과치료조차도 일정부분 NHS가 커버해줍니다. 일단 무슨 치료를 받을래도 첫 관문은 GP (일반의)를 만나는 겁니다. 동네 GP와 예약을 하고, 찾아가서 만나서 진료를 받으면 대부분의 경우 GP가 처방전을 내주는 선에서 마무리되고, 예외적인 경우에만 더 상위 진료기관으로 이송해줍니다. 이 GP 시스템이...어... 좀 그래요. 일단 어디가 아파서 예약을 하고 나면 빠르면 2일, 느리면 1주일 정도 뒤로 예약을 잡아줍니다. 제시간보다 훨씬 일찍 도착해도 제시간에 진료를 본다는 건 기적에 가깝고 보통은 30분 이상 멍하니 앉아서 자기 차례를 기다려야합니다. 이 쯤 되면 가벼운 증상은 이미 다 나은 뒤고 심각한 증상이라면 증상이 악화된 뒤입니다. 골때리지요. 물론 진짜 많이 아프면 999 누르고 구급차 타고 응급실 가면 됩니다만, 999는 정말정말정말 크게 다쳐서 냅두면 24시간 이내에 죽을 것 같은 환자만 쓰는 거고 왠만한 응급 환자는 111을 걸도록 유도합니다. 111에 걸면 24시간 운영되는 응급 GP를 소개해주고 거기로 택시타고 가라고 합니다. 이 GP도 결국 GP라 가보면 사실 별달리 해주는 건 없습니다. 약 처방 정도 해주지요 -_-; 한 번은 아이가 시간당 5~6회 구역질을 하고 물 한 모금도 못먹는 상황이 되어서 급한 마음에 999에 전화하니 111로 연결해주고, 111에 전화하니 인근 24시간 응급GP에 연결해주고, 그 GP는 전화로 제 설명을 듣더니 그러면 물을 많이 먹이고 안정을 취하게 하라고 해서 (어우....씨...) 그냥 택시 불러서 가까운 대형병원으로 달린 적이 있습니다. 소아과 응급실이 따로 있어서 가서 대기했는데 일단 의사 한 번 보는데 2 시간 가량 걸렸고, 그 의사가 한 번 보더니 전해질 용액 주면서 "이거 먹이고 그래도 토하나 한 번 지켜보죠. 30분에 한 번씩 먹이세요" 하고 또 하염 없이 3~4시간 가량 대기했습니다. 그래서 결국 "괜찮네요. 물을 많이 먹이고 안정을 취하게 해주세요." 라는 말을 듣고 응급실을 나온 게 새벽 1시였습니다. 이 일을 마지막으로 약 1년째 그 어떤 의료 서비스도 받아본 적이 없어요. 병원 가서 들을 말이 뻔하기 때문에 그냥 병원 안가고 집에서 물 많이 먹고 안정을 취하면 됩니다. 마지막으로, 제가 처음 석사비자를 받았던 2013년 당시엔 아무런 추가요금 없이 NHS 자체가 그냥 무료였습니다. 헌데 얼마 전 박사과정에 진학하면서 비자를 연장하려고보니 NHS 추가요금 같은 걸 내야한다고 하더군요. 얼마인가 봤더니 1인당 1년에 150 파운드 (학생비자가 아닐경우 200파운드), 제 비자가 5년어치, 4인가족이니 도합 3천파운드 일시불이 되겠습니다. 이게 현재 환율 기준으로 540만원입니다. 휴... 위대한 사민주의 복지국가는 죽었습니다. 낸 만큼 받으려면 제가 중병에 걸리거나 셋째라도 낳거나 해야 할지 싶습니다. 말로만 듣던 다큐멘터리에서 나오던 영국 의료복지 시스템 이야기를 들으니 흥미롭네요. 그NHS 의료보험비를 안내셨는데, 박사과정이어서 외국인이어서 돈을 내시는건지 아니면 전체적으로 법이 바뀌셔서 모두가 본인 부담금이 생긴건가요? 아니면 일반 영국인이나 EU 시민은 여전히 무료인지 궁금하네요.
