전에 올렸다가 현타가 와서 지웠지만 본 분들이 생각보다 많았고, 하편이 궁금하다며 쪽지를 주신 분도 있었던지라, 그냥 그렇게 지워버리고 끝내는 건 예의도 아닌거 같아서 블로그에 올려놨던거 다시 가져옵니다. 평어체로 작성된 점 양해 부탁드립니다. 민주주의가 경제성장에 도움이 되는가의 문제는 우리나라에서는 박정희 권위주의 정권을 둘러싼 논란하고도 연결되기도 합니다. 이론적인 논쟁들과 지금까지의 결론을 두 편에 걸쳐 정리해봅니다. 이 글을 쓰게 된 계기는 하편의 중반부 이후에 별도의 부록으로 작성했습니다. ----------------------------------------- 경제발전에는 독재가 유리한가? 민주주의가 시민들의 자유로운 사고와 활동을 촉진하기에 경제발전에 더 유리하지 않을까? 아마도 정치나 경제에 조금이라도 관심있는 사람들은 이 문제에 대해 한 번씩은 고민해봤을 거다. 그런데, 이게 사실상 이미 끝난 논쟁이라는 걸 아는 사람은 생각보다 흔치 않다. 이번엔 이와 관련한 논쟁사와 이론들을 정리해보고자 한다. 1. 근대화 이론: "경제발전이 이뤄지면 민주화는 자연스럽게 따라온다" 태초에 '근대화 이론'이 있었다. 학자마다 의견이 조금씩 다르기는 하지만, '근대화'는 보통 '세 가지 프로젝트의 완성'으로 이뤄진다고 본다. 첫째는 경제발전(자본주의 산업화), 둘째가 정치발전(민주화), 세번째가 국민국가 형성이다. 이 세 가지가 완성된 상태여야 해당 국가는 '근대화를 이뤘다'고 보는 것이다. 2차대전 이후 신생독립국이 대거 탄생한다. '국민국가의 완성'이라는 하나의 프로젝트가 완성됐고, 여기에 경제발전과 정치발전이 함께 이뤄져야 한다. 더군다나 세계 경제와 정치 그리고 학문을 이끌던 미국은 2차대전 이후 냉전에 돌입하면서, 사회주의와의 체제경쟁에서 사회주의 이념이 주는 것 이상의 비전을 줘야한다는 목표가 생겼다. 그렇게 '경제발전'과 '민주화'의 비전을 동시에 안겨주는 것, 오히려 빠른 민주화로 인한 불안정성보다 '친미 권위주의 정권'의 안정적 유지와 성장을 원했던 미국의 전략목표는 '근대화 이론'을 탄생시켰다. 여기에는 크게 두 명의 학자가 기여하는데, 한 명은 [경제발전의 제단계: 반공산당선언]라는 책을 쓴 경제학자 로스토우이고, '경제발전이 일어나면 이후 민주화가 이뤄진다'고 통계를 기반으로 정비례 그래프를 그려버린 정치학자 립셋이다. 로스토우는 경제학자였지만 케네디와 존슨 행정부에서 안보를 자문했다. 애초에 근대화론의 성격이 무엇이었는지 단적으로 보여주는 부분이다. 어쨌든 로스토우는 비행기의 이륙에 비유하면서, 경제는 1)전통사회, 2)도약을 위한 준비, 3)도약, 4)성숙을 향한 발전, 5)고도의 대중소비의 다섯 단계를 거쳐 발전한다고 주장한다. 이 중에서 도약 단계에는 전체 국민소득의 10%이상이 지속적으로 경제발전에 투자되는 상황이 돼야 한다고 설명한다. 이 부분은바로 조금 후에 살펴볼 '민주주의와 경제발전을 둘러싼 논리전'에서 '민주주의보다 경제발전이 선행돼야 한다'는 학자들의 주장과 궤를 같이하게 되는 부분이다. 여기에 귀납적으로 립셋은 실제 1960년대 세계 각국의 경제발전 수준과 민주주주의 여부를 측정해 경제가 발전할 수록 민주주의 체제일 확률이 높다는 것을 보여준다. 이렇게 두 사람에 의해 연역적으로 그리고 귀납적으로 정리된 근대화론, '경제발전이 이뤄지면 자연스레 민주주의 체제가 들어선다', 한 발 더 나아가 '민주주의를 위해서는 경제발전이 선행돼야 한다'는 주장은 1970년대 중남미 등 세계 각국에서 예외사례가 등장하기 전까지 꽤나 강고한 이론적 지위를 차지하고 있었다. 2. 첨예한 논리전의 전개: '즉각적 소비의 압력'과 '투자 리스크' 앞서도 잠시 언급했지만, 로스토우는 경제발전 단계에서는 '도약'단계에서 가장 많은 자원이 들고 따라서 국가적으로 경제에 국민소득 10%이상을 꾸준히 재투자해야한다고 설명했는데, 이는 민주주의 체제가 초기 경제발전에는 도움이 안된다는 논리로 이어진다. 그 이유는 바로 '즉각적 소비에 대한 대중의 요구' 내지는 '압력'이다. 여기에서부터 독재가 발전에 유리하다는 논리가 나온다. 민주주의에서는 사회 구성원들이 전체 생산 부분의 상당부분을 소비해버리려는 욕구가 강하다는 연역적인 추론에 그 바탕을 두고 있다. 경제상황이 나쁠수록, 돈이 많이 없는 대부분의 임금노동자들은 경제위기시 구조조정에 따라 생계위기를 겪게 되고 정부에 ‘살려달라’는 메시지를 보낸다. 이들을 표를 갖고 있기에 민주정부는 이들을 함부로 무시못한다. 'Public pressure of immediate consumption'으로 정리되는 이 압력으로 인해 사회적으로 생산에 투자율이 낮아지고 즉각적 배분과 소비로 이어진다. 투자가 충분하지 않으면 발전 일어나지 않는다는 건 뭐 당연하다. (다만 투자한다고 해서 다 발전하는 건 아니다.) 어쨌든 민주주의에서는 경제위기시 투자를 많이 하는 대신 복지 등으로 소비를 해버린다는 것이고, 이 논리를 뒤집으면, 독재국가는 국민의 목소리를 무시하고 계속 장기적 관점에서 재투자를 할 수 있으며, 이는 경제발전으로 이어진다는 설명이다. 그런데 이쯤되면 뭔가 의문이 생길 법하다. '독재정부, 독재자는 사익을 전혀 추구하지 않는다고 그 누가 보장할 수 있는가'의 문제다. 실제 케이스를 들여다보면, 개발독재가 성공한 경우는 극소수에 불과하다.(한국은 그 극소수 사례의 대표선수 격이다.) 오히려 '독재자는 자기 국민을 케어하지 않는다'는 것이 가장 안전한 가정이다. 이러한 의심은 당연히 논리적 반격을 만들어낸다. 맨커 올슨의 반론이 가장 강력했다. 맞다 '무임승차의 논리'와 '집합행동의 딜레마'로 유명한 그 올슨이다. 그는 1993년에 “Dictatorship, Democracy and Development”라는 논문을 발표하는데, 여기에는 두 가지의 중요한 내용이 들어있다. 하나는 이 글의 주제와 약간 떨어져있으니, 오직 왜 민주주의가 경제발전이 더 도움이 되는지만을 연역적/논리적으로 추론한 부분만 보자. 앞서도 설명했듯, 이 논문의 배경은 개발국가론 혹은 개발독재론에 대한 반론 차원에서 작성됐다. 왜 민주주의가 독재보다 경제발전에 유리한 지 3가지 이유를 제시한다. 1)Grasping Hand: 독재자의 사리사욕 올슨은 독재자는 사회로부터 자기가 취할 수 있는 최대한 빼 올 것이라고 가정한다. 그들이 단지 사악해서가 아니다. 올슨은 여기에서 경제학의 시장 모델(이 양반이 원래 경제학자 출신일거다 아마)을 하나의 비유로 가져온다. 각각의 체제, 각각의 나라가 체제유지를 위해 필요한 기능, 국민들에게 제공하는 서비스와 기능은 완전히 일치한다고 가정한다. 그리고 필요한 재원을 국민으로부터 가져가야하는데, 독재체제에서 가져가는 게 가장 크다고 주장한다. 눈앞에 10개의 체제유형 혹은 레짐타입 국가가 있고, 나한테 서비스를 제공한다고 하면, 나는 아마 가장 싼 체제, 즉 tax가 가장 적은 곳을 골라야 합리적이다. 올슨은 민주주의 체제의 tax size가 가장 작다고 본다. 다른 말로하면, 시장에서 구매자는 정치에서 유권자다. voter들이 각각 다양한 지도자들이 제공하는 정부의 tax를 보고 고른다고 치면. 독재에서는 판매자가 1명. 독점. 그래서 독점가격으로 가장 비싼 가격을 부르게 돼 있다는 거다. 민주주의에서는 판매자가 많고 그래서 시장가로 형성되며 tax가 싸다. 가만히 생각해보면, 독재도 완전히 똑같은 서비스를 제공한다는, 민주주의에 전혀 유리할 게 없는 가정임에도 불구하고 민주주의가 tax가 싸서, 더 열심히 일할 유인이 생기고 투자여력이 생긴다는 논리가 도출된다. 즉각적 소비도 하지만 투자도 이뤄진다는 것이다. 비싼 tax를 책정하는 정부, 즉 독재에서는 결국 더 많이 가져간다는 논리다. 2)재분배 문제 독재에서 tax가 더 비싸다는 가정을 다시 없애버리자. 또 한 번 독재체제에 유리하게 가정해보자. 세금도 같고, 제공하는 서비스도 같다고 하자. 세금을 똑같이 걷어서, 독재에서나 민주주의에서나 똑같은 서비스를 제공했다고 하면, 나머지 잉여(R)은 민주주의에서는 분배가 되지만, 독재에서는 독재자의 것이 된다. 민주주의에서는 각종 정책에 사용된다고 가정할 수 있다. 정책의 혜택을 어디에 쓰느냐가 진보와 보수로 나뉘는 것일 뿐이다. R을 가난한 이들에게 주자는 게 복지와 같은 좌파적 정책일 것이고, 부자감세 등으로 부자한테 주면 우파적 정책일 것이다. 이처럼 가정을 독재에 유리하게 해줬음에도. 독재에서는 R이 독재자로 새지만 민주주의에서는 국민한테 돌아온다는 결론이 나온다. 이런 방식으로 왜 민주주의가 더 경제발전에 유리한지를 올슨은 설명하고 있다. 첫 번째는 독재에서의 세금 징수량이 더 크다는 것이고, 두 번째는 세금의 징수량을 같다고 봐도 재분배가 국민과 사회에 돌아오기에 민주주의가 유리하다는 것이다. 3)투자환경(Long Live the King!) 솔직히 앞의 두 개 날려도 이거 하나때문에라도 독재체제가 경제발전에 유리한지에 대해서는 큰 의문을 제기할 수 있다. 독재체제는 헌법에 의해서 다스리는 게 아니다. arbitrary(임의의, 독단적)한 룰에 따라 독재자가 하고 싶은대로 할 수 있다. 법이나 제도로 보장되는 부분이 거의 없다는 얘기다. 어떤 독재자와 죽이 잘 맞으면 비즈니스가 더 유리한 상황도 발생하는데, 문제는 이게 오래가기 어렵다는 것. (금강산에 투자했던 현대아산을 생각해보라) 독재체제는 민주주의와 달리 권력 전이의 과정이 clear하게 정해져 있지 않아 반드시 승계위기가 발생한다. 1960~70년대, 그리고 80년대 군사독재를 연구하던 지역학 연구자들은 누가 권력을 잡을지 가장 예측하기 어려워했다. 심지어 왕정에서도 나름 클리어한 룰은 있다. 적장자 승계라는 룰이다. 그럼에도 피비린내 나는 사태가 나는 경우가 많았다. 그러나 민주주의 체제로 오면 법치로 인해 예측가능성이 매우 높아진다. 민주주의 체제에서 한 사람의 생명이나 재산, 계약 등은 법에 의해 보호받기에 함부로 못 건드린다. 즉, 생명/재산/계약은 아무리 미워도 함부로 못 건드린다는 거다. 따라서 투자하기 안전한 측면이 있다. 아니 매우 안전하다. 민주주의에서는 권력이 사실은 더욱 자주 바뀌지만(독재는 거의 죽어야 바뀌지만)우리는 불안해하지 않는다. 실제 불안정성은 오히려 낮을 수 있다는 거다.(우리가 요새 왜 김정은 건강 걱정하게 됐는지 생각해보라.) 권력의 교체는 잦아도 시스템화 돼 있다. 100억 달러를 가진 자산가라고 치는데, 미국과 북한 어디에 투자하겠는가. 훨씬 더 장기적으로 좋은 투자환경이기에 민주주의가 1)과 2)의 이유와 합쳐져 경제발전에 독재보다 유리하다는 결론이 나온다. 3. 결론에 앞서: 잠깐 등장했던 무리수! 사실 지금까지 살펴본 논리전은 이 분야 '끝판왕'이 등장해 글로벌 데이터를 다 긁어모아서 통계적 검증을 함으로써 다소 허무하게 마무리 된다. 그 중간에 '올슨의 논리'에 완전히 꽂혀서 데이터 모아서 뭐좀 해보겠다고 한 학자들이 있었지만, 이건 약간 무리수였다. 지글 등의 학자는 “Why Democracies Excel”라는 2004년 [포런어페어스]에 실은 아티클에서(포런어페어스 무시하지 말라. 요새 많이 폼이 떨어졌지만 90년대까지는 국제정치, 국제정치경제학계의 HBR 이상 가는 존재였다. 폴 크루그먼도 개도국의 성장을 보며 '요소투입'경제이기에 오래 못간다고 설명했던 게 이 포런어페어스 아티클을 통해서였다) 이들은 '어차피 부자국가는 됐고, 가난한 나라만 돌려보자'고(내가 볼 땐 이거 일부러 그런거다. 결과 좋게 나오게 하려고)했는데, 빈국들만 비교하니 부국에 비해(그나마도 동아시아 제외) 민주국가들이 독재국가들보다 성장률이 50% 높았다고 주장한다. 앞서 말했듯, 이 논문은 데이터의 아주 일부만 놓고 분석했다는 한계가 아주 컸고, 특히 독재인데 부국인 나라가 다 빠진 한계도 존재했다. (연구자 본인들은 변명하기를 '부국 중에서는 독재보다 민주주의가 낫다는 게 너무 명백하기 때문'이라고 퉁쳐버렸다) 어쨌든 다소 무리하게 데이터를 동원해 '민주주의가 경제발전에 유리하다'는 주장을 하고자 했던 이들의 연구 역시 '끝판왕'의 정리로 그냥 묻혀버리고 만다. 도대체 민주주의와 경제발전에는 어떤 상관관계가 있는 것일까? 도대체 어떤 결론이 나게 된 것일까?
