관료주의라는 것이 때로는 애초의 취지와는 달리 한편의 코미디를 만들어 내는 경우들이 종종 있습니다. 법이라고 하는 것은 늘 그것을 교묘하게 우회하고자 하는 인간의 머리를 따라잡지 못하기 마련인데 미국의 자동차 시장에서도 소형 픽업트럭을 놓고 이런 재미있는 일들이 벌어진 적이 있었다고 합니다. 이 사태의 출발은 1960년대에 유럽 여러 국가들이 미국에서 수입되는 닭고기에 대해서 관세를 물리면서 시작되었습니다. 유럽의 여러 나라들이 미국산 닭고기에 관세를 매긴 것은 당연히 자국의 축산업을 보호하기 위한 일방적인 조치였습니다. 그러자 미국 측에서도 가만히 있었을 리가 없지요. 1963년 12월 당시 미국의 대통령이었던 린든 존슨은 미국으로 수입되는 여러 가지 물품에 대해서 역시 보복 관세를 물리도록 합니다. 그런데 유럽에서 미국으로는 닭고기가 수입되지 않았기 때문에 똑같이 할 수는 없어서 그 대신 관세 폭탄을 맞게 된 제품들은 브랜디, 공업용 전분, 공업용 덱스트린, 그리고 픽업트럭이었습니다. 픽업트럭과 닭고기는 서로 아무런 연관성도 없었지만 디트로이트의 자동차 회사들이나 전미 자동차 노동조합은 이러한 대통령의 조치를 흐뭇하게 바라보았지요. 존슨 대통령 입장에서도 64년에 있을 대선에서 이들 단체들의 영향력을 무시할 수는 없었습니다. 한 마디로 누이 좋고 매부 좋은 상황이었던 거지요. 수입되는 픽업트럭에는 25%의 관세가 붙었습니다. 그러다 보니 소형 픽업트럭의 가격은 풀사이즈 픽업트럭이나 거의 비슷해 졌습니다. 거기다가 휘발유 가격도 떨어지는 바람에 사람들이 너도 나도 풀 사이즈 픽업트럭을 구매했습니다. 하지만 인생사 새옹지마라고 했나요? 1973년 중동발 석유파동이 일어나자 상황이 급변했습니다. 휘발유 가격이 두 배로 뛰자 미국 사람들이 이제 연비가 좋은 차량들을 찾기 시작한 것이었습니다. 미국의 자동차 회사들은 이런 상황에서는 소형 픽업트럭이 잘 팔릴 것이라고 예측했습니다. 하지만 문제는 64년에 시작된 수입 픽업트럭에 대한 관세가 여전히 유효하다는 점이었습니다. 하지만 기업하는 사람들이 어떤 사람들입니까? 이들은 곧 법망을 교묘하게 빠져나갈 허점을 찾아내기에 이릅니다. 우선 픽업트럭을 통째로 수입하는 게 아니라 앞의 차량 부분과 뒤의 적재함 부분을 분리해서 수입을 합니다. 이럴 경우, 각각의 차량과 적재함은 완성차가 아니라 부품으로 분류가 되기 때문에 관세부과대상에서 제외가 되었습니다. 서로 별개의 경로로 수입을 해 와서 미국에서 두 개를 딱 조립만 하면 바로 소형 픽업트럭이 완성되는 것이었습니다. 이런 식으로 법망의 허점을 이용한 회사들은 토요타나 닛산 같은 일본 회사들뿐만이 아니었습니다. 정부가 픽업트럭에 관세 매길 때 그렇게 좋아했던 GM, 포드, 크라이슬러 역시 일본 회사들 못지않게 열성적으로 이 일에 참여를 했습니다. 이 소위 말하는 빅 쓰리들은 일본 회사와 계약을 맺어서 일본에서 부품(!)을 제조하고 그것을 미국으로 수입하도록 해서 미국 시장에 소형 픽업트럭들을 공급했습니다. 이런 식으로 들여온 차들은 미국에 들어오면 포드, 닷지, 쉐보레의 간판을 달고 시장으로 출시되었습니다. 이런 차량들을 몇 종 소개하자면 일본 이스즈 모터스에서 만든 쉐보레 LUV  일본 마쯔다에서 만든 포드 Courier...  미쓰비시에서 만든 닷지 Ram 50...  같은 차들이 있었습니다. 위선 아니냐고요?...위선이면 어떻습니까? 이익이 눈앞에 있다는데...--;;; 이런 기발한(?) 아이디어의 정점에 있던 차도 있었습니다. 일본 회사인 스바루(Subaru)에서 수입했던 브랫(Brat)이라는 차였지요. 이 차는 두 부분으로 나뉘어져서 수입이 되지 않고 완성차 형태로 수입이 되었음에도 불구하고 관세 부과의 대상이 되지 않았습니다. 문제는 이 차의 짐칸에 좌석이 두 개 장착이 되어 있었는데 스바루측에서는 이것 때문에 이 차는 픽업트럭이 아니라 다목적 승용차라고 주장을 했고 그렇게 수입이 되었습니다. 물론 그 짐칸의 두 좌석은 나중에 탈착(!)이 얼마든지 가능했지요...  스바루의 다목적 승용차(!) 브랫...절대 픽업트럭 아님...--;;; 이 정도면 기업들을 잘 했다고 칭찬을 해줘야 할지, 법망을 교묘하게 피하고 꼼수를 부렸다고 비난을 해야 할지 잘 모르겠습니다. 미시건의 어느 동네에선 주정부가 도로땜빵난 걸 안 고쳐주니까 차들이 남아나질 않아서 아예 자발적인 모금과 노동으로 땜빵을 직접 해결하기도 하더라고요. 어차피 차 고장나면 거금 들어가니까 십시일반 모아서 아스팔트자재 사다가 직접 공사를 해버리더라고요.
