 중국의 '일대일로' 전략은 주변 외교의 격상과 함께, 주변국과의 '운명공동체'를 형성하고 국내의 경제, 개발 문제까지 동시에 해결하기 위한 중국의 핵심적 정책입니다. 구체적으로 살펴보자면 인프라 연결, 무역 활성화, 자금지원, 정책소통, 민간교류의 5통(도로통, 무역통, 정책통, 화폐통, 인심통) 계획으로 이루어져 있습니다. 이를 위해 중국은 주변 개도국의 기초 인프라 건설, 육지의 경제 회랑과 해상의 협력거점 구축, 국간 간 무역자유화에 주력할 것이며, 인문 교류 또한 적극적으로 추진할 것으로 보입니다. 중국이 상정하는 주변의 범위는 단순히 국경을 맞대고 있는 국가뿐 아니라 중국과 직, 간접적 이해관계에 있는 국가 및 지역들을 포함하고 있습니다. 동남아시아, 동북아시아, 중앙아시아는 물론이고 아프리카 대륙까지 섭렵하고 있는 것이죠. 현재 논의 되는 국가만도 60여 개국에 달하며 이들 국가는 세계 인구의 63%에 이르는 44억 명, 세계 GDP의 30%에 달하는 22조 달러 규모의 경제권입니다. 그리고 이는 점차 확대될 추세입니다. 중국의 '일대일로' 전략은 중국이 직면하고 있는 국내 문제와 대외적 문제를 해결하기 위한 전략적 사고에서 비롯된 것입니다. 첫째로 주변국과의 물류 인프라 건설을 통해 경제적 교류를 활성화 함으로써 경제 성장을 촉진하기 위해서입니다. 둘째, 시안에서 카자흐스탄, 우즈베키스탄을 통해 유럽까지 잇는 '일대' 와 중국 남부에서 시작해서 인도, 스리랑카, 아프리카를 통해 유럽을 잇는 '일로' 를 연결하는 과정을 통해 중국의 서부와 남부 등 그동안 상대적으로 개발되지 않았던 지역의 개발을 촉진하려는 것입니다. 이를 통해 중국의 지역 간 불균형 문제를 완화하는 동시에 내수 확대 효과를 기대하고 있는 것이지요. 셋째, 인프라 건설 과정에서 중국이 최근 겪고 있는 구조적 문제점 중 하나인 철강, 시멘트 등의 과잉 설비를 활용하고 수요를 창출하기 위함입니다. 넷째 협약 등을 통해 지역 내 자유무역지대 경제권을 활성화하겠다는 구상입니다. 다섯째, 일대일로 전략을 지원하기 위해 설립하는 'AIIB' 를 통해 관련국들이 중국의 자금을 사용함으로써 중국의 영향력을 확대하고자 하는 의도가 있습니다. 그리고 교역 증가와 자금 결제 과정에서 위안화 사용을 활성화함으로써 위안화의 국제적 위상을 높이려 하는 것이지요. 즉 '일대일로' 전략은 중국 자신의 경제성장과 함께 주변 지역에 형성돼 있는 기존의 강대국 중심의 세력구도를 약화시키면서 대외적 영향력 확대를 끌어나가려는 대내, 대외정책으로 볼 수 있습니다. 이는 미국, 러시아 등이 구상하고 있는 지역 통합에 대한 적극적인 반격이라고 볼 수 있습니다. 미국과 러시아의 대외전략을 간단하게 살펴보자면 미국의 신 실크로드 계획은 인도에서 시작하여 남아시아를 거쳐 아프가니스탄, 중앙아시아에 이르는 경제 회랑을 건설하고 지역발전을 촉진한다는 구상입니다. 거시적으로 미국이 중앙아시아와 남아시아에서의 자신의 전통적 영향력을 강화함으로써 중국, 러시아 등의 영향력을 배제하려는 의도를 담고 있는 것으로 보입니다. 미국은 아프가니스탄에서 파키스탄, 더 나아가 인도를 잇는 인프라 연결을 추진하고 있습니다. 또한, 이 프로젝트의 실행에는 미국의 영향력이 미치는 세계은행과 아시아개발은행의 자금이 투입되고 있습니다. 러시아의 경우 유라시아 연합을 통해 구소련 지역을 자신의 영향력 아래 두려는 계획을 세우고 있는 듯합니다. 유라시아 연합은 독립국가연합에 있던 러시아, 카자흐스탄, 벨라루스, 아르메니아, 키르기스 5개국 간의 정치, 경제, 군사 , 문화를 통합하려는 국가연합입니다. 이를 이루기 위해 러시아는 올해 유라시아경제연합을 공식 출범시켰습니다. 중국의 '일대일로' 전략은 대외적으로 이러한 미국, 러시아 등의 강대국과의 역내 주도권을 둘러싼 게임에서 유리한 입지를 확보하려는 행위로 판단됩니다. 중국은 주변 지역의 전방위적 물류 네트워크 구축을 통해 미국이 장악하고 있는 역내 패권과 대중 포위구도를 약화하고자 하고 있습니다. 자국 중심의 통합 물류체계를 창출함으로써 미국의 대중 봉쇄에 대항할 수 있다는 기대를 깔고 있는 것이죠. 이러한 중국의 시도가 성공할 수 있는지에 대해서는 몇 가지 의문점이 남아있습니다. 먼저 중국이 주변국들의 인정과 존경을 받을만한 국제 거버넌스를 만들어 낼 수 있는지가 문제가 될 것으로 보입니다. 단순히 중국이 부를 축적해 주변국에 투자하는 것보다 더 어려운 과제로 보입니다. 가령 중국이 AIIB 를 통해서 출자액 또는 자본 비율에 따라 기구의 통제권을 장악하는 기존 미국식 다자개발은행의 구조를 극복할 수 있을 것인지, 다양한 개발 프로젝트를 통해 주변국과의 국력 차의 해소에 실제로 공헌할 수 있을 지와 같은 것들이 문제가 될 것입니다. 과연 이 과정에서 중국이 60개국의 참여와 동의를 끌어 낼만한 리더십과 소프트파워를 가지고 있을까 하는 점 또한 의문입니다. 두 번째로 중국과 주변국과의 영토분쟁이 전략의 성패를 좌우하는 중요한 요소로 꼽히고 있습니다. 인도, 베트남, 미얀마 등 중국은 주변의 국가들과 육상 또는 해상에서 영토 분쟁 문제를 겪고 있습니다. 향후 남중국해 분쟁과 인도 및 미얀마 접경지역 등에서의 분쟁 이슈에 대해 중국이 어떤 태도를 보일지는 미지수입니다. 미국과 비교해서 지정학적으로 불리한 조건을 중국이 극복하기가 쉬워 보이지만은 않습니다. 셋째 천문학적인 소요 자금도 문제가 될 것 같습니다. 미국을 제외하면 중국이 세계에서 가장 많은 달러를 보유한 것은 사실이지만 방대한 지역의 인프라 투자 비용을 모두 감당할 수는 없습니다. 외부의 자금을 끌어올 명확한 방법을 제시해야 할 것인데 인프라 사업이라는 것이 투자비 회수에 장시간이 소요되는 만큼 수익성 담보 방안을 마련해야 문제를 해결할 수 있을 것으로 보입니다. 이런 어려움에도 불구하고 중국의 전략이 성공한다면 중국 자신의 경제 재조정은 물론이고 미국 중심의 세계 경제의 재조정도 이뤄질 것이라 예상해봅니다. 흠...읽다보니 궁금한 게 생겼습니다. 왜 완전히 연결돼 있진 않지만 아시아에는 \'아시안 하이웨이\'라는게 있지않습니까? 이게 아시아개발은행인지 세계은행인지의 프로젝트와 연결되어서 추진되던 건데, 경부고속도로 타다보면 뜬금없이 나오는 아시안 하이웨이 라는 간판이 이것과 관련된 것이라 알고 있습니다. 이것과 일대일로는 완전히 분리된 것인지요? 그 인프라는 전혀 활용하지 않는 프로젝트인건지요? 아마 중국입장에서 이니셔티브를 쥐기 위한 거라면, 그 과거의 유산은 이미 깔린 인프라라 하더라도 의도적으로 무시할 거 같다는 생각도 드네요.
