자료 좀 검색해보니까 오히려 503 시절에 TO가 줄었더군요. 폭발적으로 TO가 늘어났던 건 MB인데... MB 초기에는 TO를 대폭 줄였다가 00년대 초반에 늘어난 교대 정원을 감당하지 못하고 다시 올린 것으로 보이더라고요(여기에 육아휴직 조건 완화 같은 요소도 있었던 듯 하고). 10년 넘게 이어져온 연속된 정책실패로 보이는데 언젠가 터트려야할 폭탄이긴 해도 너무 급격히 줄여버린 게 문제 아닌가 싶습니다.
