학문에 대한 이런저런 담화를 나누다보면 비전공자로서는 이해하기 어려운 지점이 하나둘 튀어나오기 마련입니다. 사실 전공자라고 해봤자 박사 학위쯤 따지 않고서야 그냥 전공책 몇 번 읽어보고 교수한테 까이고 그게 다입니다만 어쨌든 비전공자보다 책 한 번은 더 읽어봤을테니 사실은 이러이러하다라고 설명충이 되기 마련이죠. 저 역시 흔해빠진, 그리고 학점을 개떡같이 받은 학사나부랭이입니다만 전공책 뒤져가면서 설명충이 되어볼까 합니다. 뭐 복잡한 거 제끼고 제목에 대한 답을 한 문장으로 요약하면 이렇습니다. [그게 필요하니까] 행정학은 치명적인 컴플렉스를 갖고 있습니다. [행정학만이 갖고 있는 차별성이 무엇인가?]라는 건데 역사적으로 행정학은 정치학/법학의 분과학문으로 시작했고 이외에도 경영학, 경제학, 통계학, 사회학 등을 적당히 섞어가면서 배우는데다 최근에는 환경공학이나 안전공학 등 사회과학 뿐만 아니라 공학 쪽까지 엮이고 있습니다. 때문에 행정학자들은 왜 행정학이 독립된 학문으로서 존재해야하는지 그 당위성을 얻고자 노력했으며, 도저히 그 답을 찾지 못한 일부 학자들은 학부에서의 행정학을 폐지하고 대학원 커리큘럼으로 바꿔야한다고 주장하기도 합니다. 행정학 교과서나 일선의 교수들이 내세우는 행정학의 특징은 [公]입니다. 공공, 공공선, 공익과 같은 개념은 행정학에서만 나온다는 거죠. 그래서 어지간한 건 죄다 저 公과 엮게 됩니다. [행정은 '정부가 사회의 공공가치를 실현하기 위하여 인적 물적 자원을 확보하고 관리해서 국민에게 재화와 서비스를 제공하는 활동'으로 이해할 수 있을 것이다.] - 유민봉, 한국 행정학 [행정이란 공익 목적을 달성하기 위한 공공문제의 해결 및 공공서비스의 생산과 분배와 관련된 정부의 제반 활동과 상호작용이다.] - 이종수 윤영진 외, 새 행정학 사정이 이러하다보니 행정에 대한 이론들은 처음부터 끝까지 공익, 분배, 평등, 형평성 이런 단어들과 세트로 엮여나가게 됩니다. 자 인사정책에 대한 얘기를 해보죠. 행정에서의 인사는 단순히 사람을 기용하는 행위에 그치지 않습니다. 구성원을 어떻게 뽑는지, 왜 뽑는지, 그걸로 무슨 공익을 달성할 수 있는지 이런 걸 하나하나 따져봐야합니다. 더럽게 귀찮고 피곤하죠. 덕분에 인사행정은 능력주의, 실적주의만으로 굴러가지 않습니다. 그리고 이 과정에서 나온 게 대표관료제입니다. [대표관료제(representative bureaucracy)는 민족, 인종, 지역, 성별, 직업 등의 기준에서 국민 전체의 인적 구성을 반영하도록 공무원을 충원하는 인사제도를 말한다(오석홍, 1999: 265; 유민봉, 1997: 62).] -중략- [대표관료제는 실적제의 한계에 대한 비판으로부터 탄생하였으며, 공직임용의 사회적 형평성과 공무원의 국민에 대한 대응성을 제고시키려는 목적을 지닌 인사제도이다.] - 이상 박천오 외, 현대인사행정론 그냥 덮어놓고 능력만 갖고 뽑다보니 소수계층의 진출이 더디고 이러한 관료구성이 소수계층의 목소리를 제대로 대변하지 못한다는 거죠. 그래서 인위적으로 인사를 맞추고, 이걸로 소수계층의 목소리를 보장하고 사회를 통합하자는 거죠. 물론 단점이 없는 건 아니어서 역차별 문제가 발생할 수 있습니다만 이를 해결하기 위해 T/O를 어느 정도 제한한다든지, 아니면 추가충원 등의 방식으로 소수계층을 지원합니다. 공익을 위해 대표로 선출된 이들이 이익집단화되는 건 어떻게 대처하냐고 물을 수 있는데 논란은 많지만 저게 실제로 존재하는 문제인지 확답을 얻지 못한 상태입니다. 적어도 제가 배운 교과서에 그렇게 써있었고 맨날 논문 쓰고 학회 다니느라 정신없던 교수님들이 그렇게 설명해줬으니 맞겠죠 뭐... 다민족국가에서 소수민족과 소수종교 챙겨주는 것처럼 여성에게 공직을 챙겨주는 것 학계의 담론 아래 진행되는 하나의 정책일 뿐이지, 무슨 페미니스트들의 압력에 의한 게 아니라는 거죠(물론 선거에서 이기기 위해 여성들의 표심을 사로잡으려는 의도도 분명히 있겠습니다만). 그리고 정치인들이 공약으로 주로 내세우는 의회나 내각에 여성을 위한 T/O를 확보하겠다는 건 대표성 보장을 위한 가장 기초적이면서도 효과적인 방법이고요. 우리나라에서 여성이 소수계층이었다는 걸 부정할 사람은 거의 없겠죠. 아 물론 '과거의 여성'이 차별받았을 지언정 '현재의 여성'은 차별받는 대상이 아니라고 주장할 수 있습니다. 실제로 역차별 문제가 대두될 정도로 젊은 여성의 권리는 많이 신장되었고, 여성의 직업활동에 가장 큰 걸림돌이 되는 걸로 꼽히는 결혼과 출산으로 인한 경력단절 문제 역시 공무원 사회에서는 굉장한 진전이 있었습니다. 그런데 말입니다. [인사행정에 있어서 형평성 추구는 소극적인 것과 적극적인 것의 두 가지 의미를 지닐 수 있다. 소극적 의미의 형평성 추구는 인종 성별 연령 출신지역 등과 무관하게 누구에게나 공직에 지원할 수 있는 기회를 동등하게 보장하는 것이고, 적극적 의미의 형평성 추구는 과거로부터 누적되어 왔거나 과거에 겪었던 희생이나 차별을 보상하고자 특정 집단을 선발이나 승진 등에 있어서 우대하는 것이다(Thompson, 1990: 363-364). 적극적 의미의 형평성 추구는 주로 민간부문에서의 고용과 보수에서 차별받기 쉬운 소수민족 여성 장애인과 같은 집단을 우대 대상으로 하지만, 국가유공자 등도 그 적용대상이 될 수 있다(Thompson, 1990: 363-364). 적극적 의미의 형평성을 추구하려는 목적을 지닌 주요 인사제도로는 공무원의 인적 구성에 있어서 성별, 게층, 지역, 인종과 같은 사회구성원의 인구학적 특성을 고려하는 대표관료제(representative bureaucracy)를 들 수 있다.] - 박천오 외, 현대인사행정론 지금 여성인권이 충분히 신장되었건 부족하건 이미 과거의 여성들이 차별받았던 건 사실이고, 충분히 목소리를 낼 기회가 없었던 여성들을 위해 현재 T/O를 확보하는 건 전혀 문제가 없습니다. 과거에는 사회 최상층까지 올라갈 기회가 있었던 여성이 극히 적었기 때문에 현재 고위 관료층을 선발하려고 인력풀을 점검할 때 제대로 된 경쟁이 안 될테니까요. 물론 대표를 잘 고르지 않으면 말짱 소용없겠지만 이거야 모든 채용에 해당되는 얘기니까 논하는 게 무의미할테고요. 또한 공무원 사회에서는 경력 단절 문제가 많이 해결된 건 사실인데 여전히 사기업에서는 문제가 심하며, 여성이 젠더권력에서 우위를 갖고 있니 뭐니 이런 거 다 필요 없고 경제활동과 사회진출에서는 여성이 불리할 수밖에 없습니다. 남자는 여자와 달리 면접장에서 [결혼해서 애 낳을 생각 있습니까?]라는 질문을 받지는 않으니까요. 적어도 수십 년 내에는 남성과 여성의 권력이 역전되지 않을 것이고 그렇다면 현 시점에서 여성을 위한 대표관료제를 거부할 이유가 없는 거죠. 만약 기계적인 50:50을 당장 시행하겠다면 애로사항이 꽃피겠지만 최근에 화제가 되었던 문재인 측의 설명을 봐도 '내각 50:50이 이상적이지만 최소 30%에서 단계적으로 나가겠다, 의원은 30% 이상이 적절하다고 생각한다'라고 정론 수준에서 얘기해서 뭐... 덧붙이자면 이런 여성우대정책에 대해 극렬한 반발이 나오는 건 아마 페미니즘에 대한 반감 때문일 겁니다. 그리고 여기에 불을 지른 게 메갈과 그 패거리들일테고요. 저도 메갈 정말 싫고, 그 여파로 페미니즘에 대해 갖고 있던 긍정적인 생각들 다 개박살났습니다. 메갈이 아무리 막장짓을 하고 다녀도 여성민우회 같은 주류 페미니즘 단체들과 언론들이 우쭈쭈쭈 감싸주고 있으니까요. 남자 입장에서 한남충 소리 들으면서 여성을 위해 목소리를 낼 필요도 없는데 뭐하러 저런 거 일일이 신경쓰고 싶겠어요. 다만, 그럼에도 불구하고 저런 뻘짓에 동참하는 여성은 소수이며 그보다 훨씬 많은 여성들이 현실적으로 어려움을 겪고 있다는 것, 그리고 우리는 사회적 문제를 해결하기 위해 서로를 이해하고 연대해야 한다는 걸 잊지 말았으면 합니다. 저는 항상 궁금한게 군대 가산점이에요.
이게 행정직 중 9급같은 아랫직렬에서 가산점을 주는 거라고 들었는데 기존에 그것때메 차이가 많이 났다고 하더라구요. 같은 실력의 남자와 여자가 있을때 남자는 붙고 여자는 떨어진거죠.
근데 행정고시같은 경우에는 남녀 비율을 5:5로 뽑다보니까, 남자 컷이 여자컷보다 평균 2점정도 높고, 오히려 같은 실력이면 여자는 붙고 남자는 떨어지더라구요.
저 친구중에 여자동기보다 점수 높은데 2차에서 떨어지는 친구가 잇었는데,그친구 떨어지고 나중에점수나와서 술먹을때 뭐라고 위로할수조차 없더군요.
